| 摘 要： | 文章对高等学校图书馆新规程进行了研究，指出：根据网络化、数字化发展的需要，《普通高等学校图书馆规程(修订)》对高等学校图书馆性质、地位做出新的概括，对高等学校图书馆任务、管理体制、组织机构和科学管理、文献资源建设、读者服务、专业队伍建设、经费、馆舍、设备办馆条件等提出了新的规范。
