| Abstract: | The distorted exvitation mechanism at the moment has led to a downswing in the staff's initiative for work in documentary information system. The single administrative control and the fixed-wage system under unified control have caused this state of affairs, which can be changed when the remuneration received and the contribution made are identical. |
