| 摘 要： | 生态保护意识不强,缺乏对生态文明建设的深层次理解,有待完善的制度设计,急功近利的行为,是目前生态文明建设的主要制约因素。生态文明建设应普及生态文明观念,提高生态道德素质,进一步协调人与自然的关系,发展循环经济,倡导绿色消费,创新生态文明建设体制。
