摘    要:西部人才观念的变革 ,应该是围绕人才诸多方面的系统变革。摸清家底 ,盘活人才存量是前提 ,也是根本。同时还必须做到正视人才学历、兼收并蓄各方面人才 ,义利并重 ,吸引、留住人才 ,在管理中用而不强有 ,有而不恃 ,客观公正地考评 ,并用足用活国家政策 ,提供必要的法律保障 ,立体构建系统的政策体系 ,营造人才生长、发展的良好环境

Abstract:The reform of talent conception in the west should centers on the systematic reforms on many respects. Getting to know the essential information and activating the talent reserves are premises as well as fundamentals. In the mean time, educational background of talents should be envisaged, and talents on many different disciplines should be recruited. Talents are to be attracted and made to settle down through two devices: righteousness and benefit, with objective and impartial assessment. Legal protection should also be provided. A good environment should be constructed for the growth and development of talents.
