| 摘 要： | 当前我国正处在经济改革和社会转型时期,改革中存在和产生了规模庞大的弱势群体.这一群体不仅体现在经济和政治上,而且在文化与信息上更是处于劣势.图书馆同样也受到社会转型中市场经济的冲击,在为弱势群体服务时表现出不相适应的态势.对图书馆如何坚持联合国科教文组织<公共图书馆宣言>的理念,保证弱势群体也能平等得到和利用图书馆的文化与信息资源的权利,进行了必要的和有益的尝试和探讨.
