| 摘 要： | 公共知识管理制度是保障公共知识管理经济效率、社会效益和社会公平的基础性教育科学文化制度。图书馆法是公共知识管理制度的子集与核心。我国公共知识管理制度构建应当以公共知识管理法(图书馆法)为核心，制定完整的公共知识管理法律制度，完善公共知识管理规章制度，建立公共知识管理运作制度。

| Abstract: | The public knowledge management system, which guarantees the economic efficiency, the social benefit and the social e-quality in the public knowledge management, is the basic education, science and culture system. The public knowledge management system must be based on the public knowledge management law (the library law) , the most important part of it, and should include the law system, the regulation system and the operation system of the public knowledge management. |
