| 摘 要： | 从党的十一届三中全会至现在的 2 0多年间 ,我国县域经济的发展极不平衡。而对土地沙漠化严重和土地贫瘠的地区逐步实施异地搬迁 ;加强基础设施建设 ,培育优势资源 ,促进一、二、三产业的协调发展 ;坚持以人为本 ,重视人口群体素质的提高 ;走城乡一体化及可持续发展的脱贫道路 ,是贫困县域摆脱贫困的较好路子

| Abstract: | Since the Third Session of the Eleventh Central Committee of the Party, economy in the county has shown great disparate development. The ways for poor counties to shake off poverty include: relocation of population from serious desertification and extremely barren land areas; coordinated development of the three industries on the basis of strengthening of infrastructure construction and development of competitive resources; the raising of population quality; integration of county and city development. |
