| 摘 要： | 越南外商直接投资的存量表现出高度集中的特点，即高度集中于经济相对发达的地区、集中于资本密集型工业部门，在来源国方面主要集中于亚洲新型工业化国家，在投资合作方式上主要以合资方式为主。越南这种高度集中的外国直接投资存量模式是有重大缺陷的，使越南外国直接投资对就业的贡献很小，不利于扩大出口，投资来源国容易受到地区经济发展态势的影响。因此，越南政府应该调整引进外资的产业政策，吸引外资流入越南具有相对优势的劳动密集型工业，扩大出口，增加就业；加快落后省份的基础设施建设，促进FDI在各地区之间的平衡分配；加快有关法律法规建设，适应外商在投资形式上的变化，促进外商直接投资。

| Abstract: | The feature of FDI stock pattern of Vietnam appears to be highly concentrated, namely clustered around few well-developed regions, focused in capital intensive industries from several newly industrialized Asian countries and economies, and mainly in the form of joint venture. There are many drawbacks of the highly concentrated FDI stock pattern of Vietnam, for such kind of FDI stock pattern can do little to improve the employment, to promote the export growth and it is easy to be affected by the regional economy of the home countries. Therefore, the government of Vietnam should readjust policies of FDI and channel it into the labor intensive industries, so as to make better use of FDI in promoting export growth and employment, improve the infrastructure in poorer provinces in order to speed up the FDI flows toward poorer provinces. |
