| 摘 要： | 以政策过程为研究切入点,利用文献资料法和逻辑分析法,认为影响体育政策执行的主要因素有:体育政策问题认定、体育政策文本、政策执行主体、执行客体、执行工具和执行环境等.为提高体育政策执行效应,应强化对体育政策问题的认定,并出台条款明确、措施完善的政策文本;在具体执行环节,应平衡执行主体的利益博弈,并提高政策执行客体的认知程度;利用相对综合性的政策执行工具,有效降低不同政策执行的冲突,体现共容利益的引导作用.

Influence Factors of Sports Policy Implementation Effect |

| Abstract: | The paper uses literature and logical analysis to study the sports policy implementation based on the policy process, and it found that the main affecting factors include sports policy issues, sports policy text, policy implementation body, policy object, implementation tools and environment. In order to improve the implementation effect of sports policy, we should strengthen identification of the sports policy issues, and make clear provisions, policy measures policy text; In the specific implementation areas, we should balance the main interests of implementation body, increase the awareness of policy implementation object; use a relatively comprehensive policy enforcement tools to effectively reduce conflicts between different policy areas, and reflect the guiding role of encompassing interests. |
