| 摘 要： | 长期以来,我们一直把经济发展与人民福利的提高看作是一种正相关关系,其实,物质条件的改善只是促进福利增长的一个重要条件,甚至不是必要条件,更不是充分条件.从经济增长与幸福之间的关系来看,只有促进社会的全面发展,才能真正做到以人为本,提高人民的福利水平.
