| 摘 要： | 我国建立市场经济体制的时间不长,法规不太完善,这导致不同的社会主体在市场经济活动中身份不同,地位也不一样,角色混乱。而市场经济要求市场主体严格区分管理者和经营者,管理者依法管理,层级分明,职责清晰;经营者依法经营,地位平等,经营自由。

| Abstract: | As market economy in our country has just been established,laws and regulations are still to be perfected,social entities have different status and positions at the market.However,a market economy requires that a clear line be drawn between administrative management and business operation.Administration functions according to the law at clear-cut levels with defined responsibilities.Business should be allowed to operate freely according to the law and with equal positions. |
