| 摘 要： | 摘要：为把握政府对我国竞技体育发展方式产生的影响，采用文献资料法研究了政府对竞技体育发展方式3大构成要素的影响及影响方式、政府作用中存在的问题、政府作用的调整等问题。研究表明，政府通过影响竞技体育的发展方向、服务对象、发展路径等发展方式构成要素，来影响我国竞技体育发展方式的选择空间。政府通过强化国家需求来影响发展的目标取向、通过划分重要程度来影响发展的内容序列、通过控制考核评价标准来影响发展的理念要求。通过区分不同层级主体位次来影响服务对象的主次、通过把握国家的阶段性需求特征来影响服务内容的向度。通过干预其它发展主体的发育来影响发展的动力来源、通过调控资源配置方式来影响发展手段的特质、通过干预自然发展逻辑来影响发展道路的选择。政府作用存在的问题主要在于未能充分发挥竞技体育的多元功能、未能合理定位竞技体育发展的价值、未能保证竞技体育发展结构的均衡发展、未能有效激发竞技体育的内生动力。政府作用的调整主要在于调整竞技体育发展的功能和价值定位，调整政府的角色定位及作用方式。

| Abstract: | Abstract: For the purpose of understanding the effect of government on China competitive sports development way, this paper analyzed its three influencing factors, influencing way, and problems of government function and its adjustment by the method of literature review. The results showed that the effect of government on choose space of China competitive sports development way is influenced by its development direction, serve object and development path. Government uses national need to influence its target orientation, uses importance degree division to influence its content rank, uses check appraisement criterion control to influence its philosophy, uses differentiate subjects place to influence the place of serve object, uses national stage needing to influence its serve content, uses intervention on other subjects development to influence its dynamic origin, uses resource distribution way to influence its method characteristic, uses intervention on natural development logic to influence its way choose. The main problems of government function are that it cannot give full play to its multivariate function, cannot localize its value reasonably, cannot guarantee its balancing development, and cannot excite from-inside motivation effectively. The adjustments of government function are mainly adjusting its function and value localization, and adjusting government role and mode of action. |
