| 摘 要： | 着重探讨英国"举国体制"的战略特征及其对中国竞技体育发展的启示。研究发现,英国举国体制具有体育资金多元化,体育资金流向透明,竞技体育人才培养体系科学、系统,机遇平等等特征。为此,发展中国竞技体育可借鉴其优点,扩宽体育资金来源渠道,细化每一项资金的用途,大力投资获奖多的项目,同时也扶植劣势项目,在保障优势项目冲击奖牌的前提下,也为劣势项目争取资金,有足够的经费租赁场地、购买器材,得到专业指导,从而提升其实力。还可以借鉴英国金字塔型人才培养结构,将学校培养和社会培养、全民体育锻炼和竞技体育人才培养结合到一起,避免学训矛盾和过早专项化问题;提高女性运动员的参与、决策地位和体育资源,并为残障运动员提供充足的经费、信息、人力和物质资源。

| Abstract: | This research mainly explores the strategic characteristics of UK’s state-run sport system and what China’s competitive sports can learn from this system. According to this research, UK’s state-run sport system is characterized by diversified fund resources, transparent fund flow and a scientific system for cultivating competitive sport talents. Also, UK’s sports funds are distributed in a simple manner: more funds for programs with larger possibility to win medals and less funds for those with smaller possibility to win medals. Moreover, UK makes a stand against all types of discrimination including racial and gender discrimination and it also attaches importance to disabled athletes. Then, what China’s competitive sports can learn from this system? Firstly, China can expand its sport fund channels, refine and disclose the detailed fund flow. Meanwhile, China can invest more to sport programs with large possibility to win medals and also support disadvantaged programs to guarantee that advantaged programs are provided with sufficient funds to head for medals while disadvantaged ones are supported with funds to lease training fields and buy equipment. We can also draw lessons from UK’s pyramidal talent cultivation structure and combine school cultivation and social cultivation together and physical training and competitive sport talent cultivation together to avoid the contradiction between training and learning and early specification, improving the participation and decision-making status of and sport resources for female athletes, and providing sufficient expenditures, information, labor and material resources for disabled athletes. |
