| 摘 要： | 党的十九大报告提出"老有所养""加快老龄事业和产业发展"的要求。在信息化时代为老年人提供各类特色服务,已经成为我国应对人口老龄化问题的重点工作。但老年群体在获取网络信息、使用信息科技能力上相对落后,在利用数字资源参与公共生活方面明显存在差距。如何弥合"银色数字鸿沟"以提升老年人生活质量已成为重要议题。本文系统梳理国内外学界对银色数字鸿沟现象的实证研究和适用理论,得出微观与宏观、个人与社会相结合的理论视角,从技术、个体和社会文化三个层面理解银色数字鸿沟形成的主要因素。基于银色数字鸿沟的形成因素,本文分别从打造新媒体个性化服务、发挥老年群体主体作用、建立社会支持网络三个方面提出弥合银色数字鸿沟的具体建议。

| Abstract: | The report of the 19 th National Congress of the Communist Party of China puts forward the requirements of"providing security for the elderly"and"accelerating the development of the cause and industry for the elderly".In the information age,providing all kinds of characteristic services for the elderly has become the focus of China’s response to the aging population.However,the elderly group is relatively backward in the ability to obtain network information and use information technology,and there is an obvious gap in the use of digital resources to participate in public life.How to bridge the"silver digital divide"to improve the quality of life of the elderly has become an important issue.This paper systematically combs the empirical research and applicable theory of the phenomenon of silver digital divide at home and abroad,obtains the theoretical perspective of combining micro and macro,individual and society,and understands the main factors of the formation of silver digital divide from three aspects of technology,individual and social culture.Based on the formation factors of the silver digital divide,this paper puts forward specific suggestions to bridge the silver digital divide from three aspects:creating personalized service of new media,playing the main role of the elderly group,and establishing social support network. |
