| 摘 要： | 根据A镇和B乡的实地调研所得，将基层政府在提供公共信息服务的不公平问题分为城乡间不公平、区域间不公平、社会群体间不公平，在对三种不公平的表现及产生原因进行分析的基础上，结合与两地政府工作人员的访谈，指出两政府为改善公共信息服务的不公平采取的措施及未来规划。
