| 摘 要： | 同行评议专家的来源和遴选直接关系到同行评议结果的质量与公平性。将科学共同体内部的科学评价--同行评议与科学共同体外部的科学评价--科学计量相结合，使科学计量成为获得高质量同行评议的主要辅助手段。构建基于科学计量学的同行评议专家遴选系统，使之完全符合一般性专家遴选系统的构建原则，即完整性、科学性、实用性、动态性。
