| 摘 要： | 政府信息服务外包理论源于推动政府改革的公共选择理论、新公共管理理论、治理理论、委托代理理论等，根据政府信息服务在竞争性、排他性和外部性等方面的经济特性，提出政府信息服务的外包可采用合同外包、特许经营、公私合作等模式。

| Abstract: | The outsourcing of government information service is derived from public choice theory, new public management, governance and principal-agent. On the basis of economic characteristics of non-competitive, non-excludability and externality on government information service, contracting out, franchise and public private partnerships should be used for the outsourcing of government information service. |
