The use of information and communication technologies (ICTs) in public organizations increasingly holds the potential to improve transparency, accountability, and public participation, by providing a more effective and efficient disclosure of information to the citizens and organizations and by providing channels for interaction with the government. While transparency and interactivity features of government websites constitute two critical elements for public participation and democracy facilitated by web-based technologies, little research has been done to explain why some public organizations choose to deploy website technology more openly with these features. This paper aims to examine the managerial, organizational, and environmental factors that are related to variation in transparency and interactivity features of local government websites, which we believe are key dimensions to governmental website openness. The paper first develops a literature informed conceptual model of governmental website openness and then tests this model using data from a national survey of 850 government managers in 500 cities. The model results are compared across three different departments: community development, finance, and police department. Overall findings indicate that higher website openness is positively related to increased frequency of public participation in agency decision making and civil society influence, increased technical capacity, lower organizational control, and higher perceived usefulness of website technology. In addition, due to differences in the operating contexts of the departments, the effects of organizational control, technical capacity, environmental influences, and perceived usefulness of website technology on governmental website openness tend to differ by the type of department.  相似文献

Various authors have highlighted the potential contribution of the internet to enhance the interactivity, transparency, and openness of public sector entities and to promote new forms of accountability. The search for new styles of governance which promote higher levels of transparency and the engagement of citizens is viewed as a way of improving citizens' trust in governments. As the social media are becoming ubiquitous, both academics and practitioners need some initial and reliable background data about the deployment of this kind of technology at all levels. The aim of this work is to provide an overall view about the use of Web 2.0 and social media tools in EU local governments in order to determine whether local governments are using these technologies to increase transparency and e-participation, opening a real corporate dialog. In addition, the paper tries to identify which factors promote the level of development of these tools at local level. Our results show that most local governments are using Web 2.0 and social media tools to enhance transparency but, in general, the concept of corporate dialog and the use of Web 2.0 to promote e-participation are still in their infancy at the local level.  相似文献

对国外开放同行评议(OPR)的期刊进行研究,分析了开放同行评议的模式;详细介绍了开放同行评议的主要价值;从透明度和开放性2个维度出发,讨论了开放同行评议的3个层次及其机制。参照7大公开要素,对开放同行评议期刊的透明度进行了等级划分,并研究了透明度等级对相对引用率RCR和社会关注度Altmetrics评分的影响。结果表明:透明度等级高的开放同行评议期刊在学术影响和社会传播力方面具有明显优势。最后,提出了一些应对开放同行评议的策略和建议,以期为科技期刊开放同行评议的开展提供参考与借鉴。  相似文献

In 2009, the Obama administration issued the Open Government Initiative that directed Executive agencies to improve transparency, openness in government, and public participation with government. The Obama administration views transparency and openness in government as a cost-effective and efficient process capable of improving public participation with government and public access to government information. To address the initiative in part, many agencies adopt social media as the means to disseminate information out to the public and to increase public participation with agency website content and activities. This exploratory study examines Executive agency use of social media and public participation with the media. Findings indicate that most agencies reviewed do use social media. The public does interact with the media and some agencies experience high overall participation levels; however, there are some issues with agency use of social media and public participation with the media.  相似文献

As information and communication technologies (ICTs) become increasingly prevalent in modern society, improving students' competency with these technologies has become a key focus of 21st century education. Given the interdisciplinary and information rich nature of ICTs, many advocate for school librarians to actively promote their integrative use across the K-12 curriculum. This article asks, “Are school library media professionals adequately prepared for the task of integrating technology and skills into instruction?” It explores the perceived ICT competencies of students enrolled in school library certification programs and the use of ICTs in their school library education programs. Factors identified for discussion include the age of students enrolled in school library certification programs, the evolutionary process of ICT curricular integration, and perceived preparedness to integrate ICTs into instruction despite self-reported low competency levels with many of emerging technologies. Concluding comments encourage design of authentic and meaningful learning experiences that incorporate and promote the integrative use of ICTs in school library certification programs.  相似文献

In many democratic states political rhetoric gives weight to increasing public participation in and understanding of the political process; (re)-establishing public trust in government decision making; increasing transparency, openness, and accountability of public authorities; and, ultimately, improving government decision-making on behalf of citizens. Access to the public record and freedom of information (FOI) are mechanisms which help to facilitate the accountability of public authorities. Many jurisdictions have introduced legislation related to these mechanisms, and the UK government is no exception with its enactment of the Freedom of Information Act (FOIA) in 2000. University College London (UCL) ran a research project over 12 months in 2008–2009, funded by the UK Arts and Humanities Research Council. The research project examined what the impact of the UK FOIA had been on records management services in public authorities, especially local government. This article reports on some of the findings of the study. It considers how FOI compliance and records management functions are organized in local government and the role of information governance which is emerging as an umbrella for such functions. It draws some conclusions about the contributions that records management services make to the ability of local authorities to comply with the FOIA and identifies some ways in which user experience may be affected by the management of records.  相似文献

The adoption of enterprise-wide information and communication technologies (ICTs) has become a growing trend in a wide range of industries. Resistance has been identified as one of the most common reasons for unsuccessful implementations. Assuming technologies as fixed objects, many existing theories tend to reduce resistance to psychological mechanisms or structural misalignment. The purpose of this study is to retheorize resistance to ICTs by integrating a social constructionist perspective of technology and a framework of organizational tensions. By employing qualitative methods, a case study examined the adoption, implementation and use of an enterprise-wide software system in a technology service organization. The in-depth case analysis revealed a tension-centered process model, which shows that resistance to ICTs is constituted in a dynamic, reflexive interplay between the ongoing construction of ICTs and organizational tensions. In this process, an ICT adoption brings into play various organizational tensions, which then shape the interpretations of the ICT in oppositional terms, and reactions to these tensions and oppositional interpretations result in various forms of resistance behaviors. This tension-centered process model offers a useful alternative to existing research on resistance to ICTs in the workplace.  相似文献

In the past two decades, governments from around the world have adopted access-to-information laws at a rate unlike any other time in history. This reform in government information policy parallels a global movement of intergovernmental and nongovernmental organizations, which have pressed countries to advance the norm of transparency. Competition in the global economy has also provided a strong incentive for governments to show openness, as business leaders and donor nations contend that access-to-information is critical for efficient markets. Given the growing interaction between governments and transnational firms, and the global emphasis on access-to-information, this cross-national study examines the relationship between business executives' perceptions of transparency in government policymaking, and several indicators suggested in the literature as means to advance the flow of information about government. The study found countries that respondents ranked as ‘most transparent’ had significantly higher levels of access-to-information laws, telecommunication infrastructure, E-Government, free press, and higher income levels, than countries with low transparency levels. Our regression findings indicate that telecommunications infrastructure and free press influenced the perceptions of government transparency in a positive and significant way. The evidence indicates that democracy did not contribute toward the perceptions of transparency. The findings also suggest that nations aiming for openness by adopting access-to-information laws and engaging in E-Government may signal to businesses that their governments are aware of the international norm of transparency—though these conditions are not necessarily sufficient to advance the perceptions of government transparency.  相似文献

This paper is a conceptual and empirical exploration of the tensions inherent in the drive to increase openness and transparency in government by means of information access and dissemination. The idea that democratic governments should be open, accessible, and transparent to the governed is receiving renewed emphasis through the combination of government reform efforts and the emergence of advanced technology tools for information access. Although these initiatives are young, they already exhibit daunting complexity, with significant management, technology, and policy challenges. A variety of traditional and emerging information policy frameworks offer guidance, while diverse research perspectives highlight both challenges to and opportunities for promoting information-based transparency. Early experience with Data.gov, a central component of the U.S. Open Government Initiative, suggests that two fundamental information policy principles, stewardship and usefulness, can help guide and evaluate efforts to achieve information-based transparency.  相似文献

Abstract

Information and Communication Technologies (ICTs) incursion has brought a lot of changes to libraries activities. ICTs are used to manage libraries more efficiently and in meeting customers’ demands more appropriately at the right time. Despite the contribution of ICTs to library and information work, many libraries are yet to adopt these technologies especially in the acquisitions of library materials. This study was carried out in three selected university libraries in North West Nigeria. The objectives of the study were to: determine the influence of performance expectancy on academic librarians’ intention to use ICT for acquisition; establish the influence of effort expectancy on academic librarians’ intention to use ICT for acquisition; find out the extent of social influence and facilitating conditions on academic librarians’ intention to use ICT for acquisition and lastly to proffer recommendations. This study adopted a positivistic approach and used a questionnaire administered to 224 librarians to collect data in the three selected libraries. The study is guided by the Unified Theory Acceptance and Use of Technology (UTAUT) developed by Venkatesh. Findings from the study reveals that academic librarians are supportive on the use of ICT in their work; ICTs are significantly important, trainings were organized mainly for librarians on general use of ICT not only on acquisition, but also on the general issues related to library activities; librarians also have the knowledge necessary to use ICT for acquisition in their libraries. The study recommends among others that the parent universities should increase the funding of their libraries with adequate supervision, so that such funds are well utilized for ICTs application; university libraries should continually sponsor their academic staff on modern computerized ways of using ICTs to source for materials and the acquisition of information resources in academic libraries should be given all the seriousness it deserves by enacting legislation to allocate a reasonable percentage of the university’s budget to it.  相似文献

Social media such as blogs, microblogs or electronic social networks can transform the ways in which we relate to other people and organizations. Government organizations are experimenting with social media to communicate with their constituents, and many analysts see in these media a powerful set of tools to reinvent government–citizen relationships. In this paper, we present the perceptions of risks, benefits and strategic guidelines about social media applications gathered from 250 public servants from Central Mexico, most of them working in information technology, as web masters or responding to Freedom of Information Act requests. The conclusions of the analysis are 1) that governments' participation in social media may result in improved communication and citizen participation, more transparency, and transfer of best practices among government agencies; 2) that a good implementation strategy is necessary to realize these benefits and to avoid risks; and 3) that the implementation of social media highlights the importance of updating laws and regulations, and of promoting changes in government culture and organizational practices.  相似文献

The use of information and communication technologies has been a key strategy for government reform. It offers diverse benefits, ranging from efficiency and effectiveness to transparency and greater democratic participation. Governments in many parts of the world have invested vast resources into electronic government projects with the expectation of achieving these and other outcomes. However, the results in many cases are limited and there is no comprehensive way to evaluate these initiatives at the aggregate level. A method for measuring and evaluating electronic government that identifies its advances and problems is needed. Previous efforts to do so are limited in terms of scope and dimensions being considered. Based on a review of current literature and the analysis of international best practices, this paper proposes a multidimensional model for measuring and evaluating electronic government. It also includes examples, a proposal of how to operationalize it, and several recommendations for practical use.  相似文献

One of the great promises of e-democracy is the potential it holds for increasing citizen participation. Much of the research related to this topic has focused on inputs, identifying the tools and technologies of e-democracy, or factors associated with adoption and/or diffusion of these technologies across units of governments or public organizations. By contrast there has been less research examining how these inputs translate into outcomes, or impacts that e-democracy has on changes in civic behavior or citizen engagement. Our study helps fill this knowledge gap by examining the impact that a specific set of information communication technologies (ICTs) have on a common form of civic engagement: voting. This research creates and tests two unique measures, the online election information index (OEII) and the e-registration service index (ERSI) to examine the extent to which local governments offer online information and utilities that help to educate voters and promote turnout. The index is tested on a sample of 396 county governments in the US to examine the extent to which governments' use of voting ICTs impacts voter participation, while accounting for other institutional and demographic factors that are known to shape voter turnout. We find that voter turnout is indeed higher in communities where local governments offer more voting ICTs, and the availability of these online resources may be particularly influential in boosting turnout in places where state policies serve to constrain or limit turnout.  相似文献

With increased research attention being paid to the relationship between information and communication technologies (ICTs) and social movements during the Arab Spring, the role of new and social media in promoting social movements in China is examined in depth. Focusing on the most popular social media platform in China, Weibo, this research includes a review of new scholarship about ICTs and social movements, analysis of Chinese grassroots social movements organized via Weibo, and the limitations of these social movements. This paper identifies individuals’ accumulated history with Information and Communication Technologies (ICTs) as a replacement for the contested and outdated term ‘digital divide.’ We propose that an individual’s ability to benefit from their technological history consists of four factors: awareness, knowledge, access, and technological capacity of the user’s social collective. Together, these factors make up the individual’s level or amount of Technological Capital. The development of this construct was based on empirical research conducted in Soweto, South Africa, and through an analysis of the literature on assessing individuals’ accumulated histories. The concept of technological capital has the potential for application in fields in which ICTs are used for communication, capacity building, and identifying barriers to adoption of new technologies. The use of the concept may have implications for policy decisions, resource allocation, and future research into differences among individuals’ and communities’ ability to benefit from the introduction of new technologies.  相似文献

Social media technologies have begun to enter the governmental workplace as tools to accomplish improved public service and engagement. Widespread recognition of the potential of social media technology for achieving public outcomes does not match our understanding about how and why specific tools are being used for specific purposes. This paper makes use of newly collected national survey data from local government managers in five different agencies to address the questions: which social media tools are being used, for which tasks or purposes; and what organizational characteristics influence the coupling of task and technology. Findings reveal patterns of social media tool application for particular purposes, although organizations do not all use social media tools in the same way. Moreover, regression analysis shows that different organizational factors – work characteristics, innovativeness, technology and management capacity and stakeholder influence – predict each of the four technology–task couplings — social media for dissemination, social media for feedback on service quality, social media for participation, and social media for internal work collaboration. This study demonstrates that social media tools are not a monolithic group and calls for greater research attention to the complex interactions among social media technology, task and organizational context.  相似文献

Information communication technologies (ICTs) create new channels and repertoires for mediated communication among parents and their children in mobile locations, thus playing a special role in reinvigorating intergenerational family solidarity in contemporary translocal China. For China's rapid, uneven economic development since 1978, social mobility has been fast growing and many family members are separated into different locations for seeking upward mobility as reciprocal aspirations. Some cases of translocal Chinese, studying, working, and living apart from their elderly parents were studied to investigate ICT's impact on family solidarity within the new dynamics of more symbolic and symmetrical family obligations and interactions. Their demonstrations of redefined sociability and intergenerational relationships via connected presence provide a promising new direction for social support and knowledge exchanges in translocal China with a special attention to the multifacets of mobilities and localities in the lives of the contemporary Chinese. A new model of family solidarity is proposed by the proper use of ICTs as new channels for intergenerational communication to supplement but not to replace the traditional ways of ‘togetherness’ by face-to-face interaction among the elderly Chinese parents and their adult children in remote locations. And this is deployed to reinvigorate parent–child relationships of the ‘relational families’ characterized by ‘autonomy of the generations’ in a balance of individualism and collectivism for seeking upward mobility and social cohesion in order to partly solve the social pressure of aging population and rural–urban divide, especially under the special conditions of China's one-child policy and jumping scale of economic development.  相似文献

In the last 20–30 years the archives in Europe have undergone tremendous changes. Although the archives have always been ever changing but the changes have accelerated in the 1980s. Nowadays the archives have different requirements, way of thinking and values, they act and react differently as 30 years ago, i.e. they have a different philosophy. The new philosophy can be described in a few words: popularisation, transparency, openness, market approach, media culture and information-centricity.Archives have had basic functions such as to ensure rights, to provide historical sources, to participate in administration and to disseminate culture. The contents of these functions have also changed by the end of the century.Changes are determined by society. In my article I would explore how the dominant ideas and values of the Western world such as equality, freedom, democracy, free market and fair competition, as well as the societal and economic implementation of these ideas such as respect of human rights, transparency, globalisation, IT revolution, market approach, media culture, alienation and individualism have compelled the archives to change their philosophy and functions.  相似文献

An attempt is made in this paper to gain an understanding of the current and potential impact of the new information and communication technologies (ICTs) on the Small Island Sates of the Caribbean, in particular those populations living in rural communities. The introduction briefly examines the impact of ICTs on society and calls for alternative channels for government to serve rural communities through the use of Multi-Community Access Centres (MCACs) or information kiosks available at libraries, police stations, tourist information centres and post offices, as an e-governance initiative in the creation of “smart communities” and as a grassroots effort. No analysis of ICTs on government's functions would be complete if we did not address the growing debate on the digital divide. In this paper a section is devoted to this and it summarily addresses the growing divide between the developed and the developing world and the potential of these islands to leap–frog barriers to information flows and access. The heart of the paper examines the impact of the Internet on small island economies and the growing use of the Internet in key sectors of each economy. Since this paper is about governments’ use of ICTs to transfer business transactions onto the Internet to service their populace, some discussion is undertaken and considers ways in which innovation has impacted on governments’ services and the early attempts by some Caribbean administrations to implement e-governance. E-Voices illustrates how certain government measures affect some vulnerable groups in society and ways in which they can broker power to participate in the process. Some key policy directions are proposed for Caribbean states and other developing countries to pursue.  相似文献

Online participatory platforms are introduced to boost citizen involvement in political decision-making. However, the design features of these platforms vary considerably, and these are likely to affect how prospective users evaluate the usefulness of these platforms. Previous studies explored how prevalent different design features are and how they affect the success of platforms in terms of impact, but the attitudes of prospective users remain unclear. Since these evaluations affect the prospects for launching successful participatory platforms, it is imperative to assess what citizens want from such digital possibilities for participation. This study uses a conjoint experiment (n = 1048) conducted in Finland that explore the impact of seven design features: Discussion possibilities; Interaction with politicians and experts; Information availability, Aim of participation; Identity verification; Anonymous participation and Accessibility. Furthermore, it is examined whether the effects differ across use of ICTs measured by generation, time online and prior use of participatory platforms. The results suggest that most design features have clear effects on evaluations, and that deliberative features have the strongest effects. Furthermore, the effects are relatively stable across prior use although the less experienced put a stronger emphasis on verification.  相似文献
