Social media have provided new environments for both individuals and organizations to communicate. The literature on government use of social media has noted that these platforms provide a variety of democratic functions for government institutions, in their ability to increase transparency and citizen participation. However, there is less recognition and understanding in this context about the symbolic and presentational content governments communicate on social media. This is the case despite the fact that social media are tools for self-presentation, the exchange of symbolic content, and marketing. We have conducted a literature review from diverse sources, including e-government, business, human-computer interaction, social psychology and human communication to develop a typology of government communication on social media. We present a classification scheme with 12 specific categories and discuss the potential purposes of these various types of communication. Via empirical content analysis, we code a total of 2893 Facebook posts of local governments across the U.S., in a pilot and in a confirmatory study. This analysis allows us to better understand the categories of communication and the extent of their presence. Although we find that most content on local government Facebook pages falls into the category of democratic information provision, almost half of all messages refer to symbolic and presentational types of information exchanges. We illustrate our results with examples, and present a discussion of these findings with implications for practitioners and future research.  相似文献

As government agencies at every level are adopting social media tools, scholarship is emerging that indicates dialogic potentials meant to increase citizen engagement might not be met. With that premise, we take a critical examination of the way social media can increase capacity for engagement rather encourage collaboration, depending upon the way the tools are constructed. To do so, we expand Lippmann's notion of the phantom public to introduce the theoretical constructs of Omnipresent Citizens and Omnipresent Administrators. These people are everywhere but nowhere and embody characteristics of accessibility, desire to participate, and the possibility of remaining anonymous. In 2009, the departments in the executive branch of the U.S. federal government received the presidential marching order to “harness new technologies” in order to become more transparent, collaborative and participatory. Given this mandate, this article sets out to provide insights from qualitative interviews with social media directors to understand the factors that influence internal adoption decisions to use social media applications, such as Facebook, Twitter, or blogs. Three distinct factors influence the adoption decisions of social media directors: information about best practices in their informal network of peers, passive observations of perceived best practices in the public and private sector, and “market-driven” citizen behavior. The resulting adoption tactics include: (1) representation, (2) engagement, and (3) networking. The findings point to the need for higher degrees of formalized knowledge sharing when it comes to disruptive technology innovations such as social media use in highly bureaucratic communication environments. Recommendations based on the lessons learned are provided for practitioners and social media researchers to develop social media tactics for different organizational purposes in government.  相似文献

The sustainability of public health practices requires collaboration between the government and its citizens. On the government's side, social media can provide a conduit for communicating health risk information in an effective and timely fashion, while also engaging citizens in informed decision-making. On the citizen's side, information communication technology (ICT)-based practices cannot function unless citizens recognize and act on their responsibility to actively engage with government social media platforms. Despite an increasing interest in understanding the adoption of ICT practices and e-government services for health risk communication, there remains a crucial need for a comprehensive framework to explain which factors determine citizen use of digital government resources. The purpose of this study is to investigate how to increase government accountability for motivating citizens to engage in ICT-based health risk communication, thereby attaining sustainable public health practices through collaborative governance.By integrating trust and health risk information into the e-government adoption model (GAM), this research examines factors that influence citizens' likelihood of using government social media resources. Survey data from 700 Korean citizens were analyzed using structural equation modeling. The results indicated that individuals with higher social media competency are more likely to (a) seek risk information through social media and (b) perceive the government's social media sites as easy to use. Consistent with the GAM, intentions to use the government's social media sites for information and interactions appear to increase as citizens perceive more value in using them regarding information quality, ease of use, functional benefit, and security. Furthermore, perceived trust in the government's social media resources appears to function as a mediator of this process. Initial trust in the government is an important determinant of perceptions of its digital resources. Citizens who trust the government tend to evaluate new initiatives positively and are more likely to accept and make use of them.The results of this study can inform policy design and implementation by elucidating the mechanisms that determine citizens' adoption and usage of digital government services. Theoretically, this work expands the GAM to include health risk communication and adds empirical evidence to the small yet growing body of knowledge of e-government initiatives. These findings also highlight the importance of public trust in the government, as this encourages citizens to seek health risk information and assistance from the government. Overall, the data and model generated in this investigation represent an important step toward the successful and sustainable modernization of public services.  相似文献

Current managerial practices and social trends are incentivizing an increase in citizen participation and government operational transparency and accountability. As a consequence, small to medium size cities have new opportunities for delivering services to their citizens in a more effective and efficient manner. However, in many cases, the technology capabilities of these cities and their IT staffing are not adequate. Starting at the top, most small-to-medium size cities do not have a Chief Information Officer (CIO). Instead, they have appointed officials with a wide variety of titles ranging from IT Director, IS Manager to IT Specialist among others. These officials face the problem of building operational capabilities at the same time that they develop a strategic vision for their organizations. In this paper, we look at the perceptions of local-level officials responsible for the operation of IT across New York State, about their own role and challenges in this transition from an operational to a strategic focus. Our results suggest that giving IT leadership a broader role and higher responsibilities could result in value for both government and citizens.  相似文献

This paper empirically investigates the association of quality information provided by a government agency on social media and citizen’s online political participation. It further answers the why and how questions regarding the existence of this relationship by examining the mediating influence of transparency, trust, and responsiveness. The data was collected from 388 followers of the social media platforms of a government agency i.e. Punjab Food Authority and the findings of the analysis were obtained using structural equation modeling technique. The results reveal that the agency’s provision of quality information on social media was significantly related to perceived transparency, trust in agency, perceived responsiveness, and citizens’ online political participation. Moreover, the results show that perceived transparency mediates the relationship between agency’s provision of quality information on social media and citizens’ trust in agency. Additionally, trust in agency was an insignificant predictor and perceived responsiveness was a negative predictor of citizens online political participation, Also, trust in agency and perceived responsiveness suppressed the relationship between agency’s provision of quality information on social media and citizens’ online political participation. This study aims to bring awareness and contribution to the body of knowledge about the governmental use of social media and its resulting benefits since in developing countries like Pakistan the research in this area is sparse. Further, it provides strategic and practical suggestions to agencies regarding advantages of utilizing social media in their communication with citizens.  相似文献

Social media applications are extending the information and communication technology landscape in the public sector and are used to increase government transparency, participation and collaboration in the U.S. federal government. The success, impact and performance of these new forms of bi-directional and networked interactions can provide insights to understand compliance with the mandate of the Open Government Initiative. Many government agencies are experimenting with the use of social media, however very few actively measure the impact of their digital interactions. This article builds on insights from social media directors in the U.S. federal government highlighting their current lack of measurement practices for social media interactions. Based on their articulated needs for measurement, existing rules regulating the extent of measurement practices and technological features of the main social media platforms, a framework is presented that traces online interactions to mission support and the resulting social media tactics. Implications for both researchers and practitioners are discussed.  相似文献

Within a short timeframe, social media have become to be widely used in government organizations. Social media gurus assume that the transformational capacities of social media result in similar communication strategies in different organizations. According to them, government is transforming into a user-generated state. This paper investigates this claim empirically by testing the claim of convergence in social media practices in three North-American police departments (Boston, Washington DC and Toronto). The research shows that the social media strategies are widely different: the Boston Police Department has developed a ‘push strategy’ while the Metropolitan Police Department in DC has developed a ‘push and pull strategy and the Toronto Police Service a ‘networking strategy’. The paper concludes that a combination of contextual and path-dependency factors accounts for differences in the emerging social media strategies of government organizations. Social media have a logic of their own but this logic only manifests itself if it lands on fertile soil in a government bureaucracy.  相似文献

Social media technologies have begun to enter the governmental workplace as tools to accomplish improved public service and engagement. Widespread recognition of the potential of social media technology for achieving public outcomes does not match our understanding about how and why specific tools are being used for specific purposes. This paper makes use of newly collected national survey data from local government managers in five different agencies to address the questions: which social media tools are being used, for which tasks or purposes; and what organizational characteristics influence the coupling of task and technology. Findings reveal patterns of social media tool application for particular purposes, although organizations do not all use social media tools in the same way. Moreover, regression analysis shows that different organizational factors – work characteristics, innovativeness, technology and management capacity and stakeholder influence – predict each of the four technology–task couplings — social media for dissemination, social media for feedback on service quality, social media for participation, and social media for internal work collaboration. This study demonstrates that social media tools are not a monolithic group and calls for greater research attention to the complex interactions among social media technology, task and organizational context.  相似文献

Social media in government is becoming one of the major trends in Electronic Government (e-government) research and practice worldwide. During the last few years, several authors have addressed the potential of social media for the innovation of public sector organizations. Most of these contributions have focused on the technical dimensions of social media, while other aspects have not attracted equal attention. In contrast, this introductory article interrogates the role of social media in the basic areas of e-government: government information flows and the availability of government information; the use of information technology to create and provide innovative government services; the impact of information technology on the relationships between the governed and those governing; and the increasing importance of information policies and information technologies for democratic practices. Accordingly, the next few pages propose and develop three dimensions of social media in government: tools, goals, and topics. We think that these dimensions could help to better understand the use of social media in government settings. Then, after a brief review of current trends in social media and government research, we present the articles included in this special issue. Finally, we present some practical lessons and suggest ideas for future research. This special issue could be seen as a starting point for the development of innovation through social media in public administrations around the world.  相似文献

Several authors and international organizations have recommended that public sector Audit Institutions use social media (SM) to communicate with and engage stakeholders, but the adoption and use of these tools by Audit Institutions has remained unexplored. This paper analyzes the presence of Audit Institutions in Web 2.0 and SM tools, in the EU and US, at regional and central government level, in order to answer the following research questions: What is the level of adoption of Web 2.0 and SM tools among Audit Institutions? Can any patterns of adoption be identified? What factors are related to the adoption of Web 2.0 and SM tools? What is the main objective of the content published? What is the number of followers and the level of citizen awareness? Results show that the adoption of Web 2.0 and SM tools by Audit Institutions is at an initial stage. There are differences in adoption between Supreme and Regional Audit Institutions, among the different public administration styles, and depending on the population size and level of use of SM and previous levels of transparency at country level. This results in predictable patterns of adoption consistent with path dependencies derived from the institutional context and citizen demands. The number of followers and citizens' awareness is generally low and the contents published rarely aim at encouraging stakeholder participation. Based on these findings, theoretical and practical implications are highlighted.  相似文献

This study investigates the differences and similarities in communication practices between the public and private sectors. Through a survey of 976 government and corporate communicators, 12 organizational attributes previously identified in research on the government communication decision wheel (Liu & Horsley, 2007; Liu & Levenshus, 2008) were tested. The results indicated differences between the two groups in budgets, political influence, communication frequency, public pressure, interaction with other organizations, media coverage frequency, media coverage evaluation, and impact of legal frameworks as they relate to communication practices. No significant differences in diversity of publics, opportunities for professional development, participation in organizational leadership, or management support for communication between the two groups were found. The findings allowed for refinement of this developing model of government communication.  相似文献

Since most activists participating in the recent uprisings in Arab countries have been using social media to an unprecedented extent, public analyst and researchers have rushed to reflect on and explain the phenomena, often attributing a ‘change agency’ to social media as such. This argumentative research collects evidence from literature, recent surveys and focus groups in order to contextualize our understanding of the role of social media and its usage in reshaping the Arab government–citizen relationship: Are the traits of social media significant enough to single them out and discuss their specific impact on the government–citizen relationship? Are we well advised to attribute an ‘agency’ of social media in shaping politics and inducing political change? And in view of the actual use of social media: What are the options of containing emerging ‘destructive’ phenomena and ‘improving’ the government–citizen relationship? Answers are outlined to support contextualized design of social media technology and regulation: (1) Arab citizens basically support democratic concepts; however (2) social media as such do not act and therefore do not ‘create’ e.g. democracy; rather (3) social media enable a new political sphere for Arab citizens, nevertheless challenged by realpolitik; and (4) social media need care taking in terms of shaping political communication and shaping the media itself in order to serve well as mediator among citizens and between citizens and government.  相似文献

Around the world, governments turn to information technology (IT) training programs to enhance equitable delivery of online public services to citizens. However, the effectiveness of these citizen training programs has gone unexplored. This study is motivated by two objectives: 1) To evaluate whether citizen participation in government training programs is associated with greater e-government use among participants, and 2) To assess whether the strength of this relationship varies according to whether a citizen is elderly, disabled, or not – those who are elderly or disabled tend to use e-government the least. We use data from South Korean to examine these objectives. Findings indicate citizen participation in government IT training programs is positively associated with e-government use and that this relationship is stronger for citizens who are elderly or disabled. These findings highlight the potential of government IT training programs to mitigate the digital divide. Implications for research and practice are discussed.  相似文献

All public values (transparency, accountability, civic participation, and collaboration) of open government could be difficult to achieve without administrators' good implementation. This paper raises concern that perceived risks to OGD accountability lead to undesired strategic resistance. Using a nation-wide government survey data of Taiwanese public servants, this study empirically tests for differences in OGD behaviors between two types of perceived risks (individual accountability vs. organizational accountability). Results find the existence of perceived risks to accountability in the process of data release and positive effects on inducing strategic workaround when implementing OGD policies. These findings shed light on the understanding of practices of open government and contributes to knowledge of administrative behavior.  相似文献

Social media is being adopted at a rapid pace by governments around world and across different levels of government. In Canada, federal, provincial and municipal governments created social media accounts in 2000s and are now using them to interact with the public. Studies to date, however, focus primarily on social media strategies and practices of government agencies while government social media users' behaviors and perspectives remain understudied. This study analyzes experiences of government social media users and how they interact on Twitter and Facebook accounts maintained by a Canadian federal government agency – Immigration, Refugees and Citizenship Canada (IRCC). It also explores why users chose to interact on social media as well as their perspectives. The findings suggest that Canadian immigration agencies are using social media as a customer services tool, and migrant social media users are turning to government social media to hear directly from the government agencies and are expecting personalized answers.  相似文献

In 2009, the Obama administration issued the Open Government Initiative that directed Executive agencies to improve transparency, openness in government, and public participation with government. The Obama administration views transparency and openness in government as a cost-effective and efficient process capable of improving public participation with government and public access to government information. To address the initiative in part, many agencies adopt social media as the means to disseminate information out to the public and to increase public participation with agency website content and activities. This exploratory study examines Executive agency use of social media and public participation with the media. Findings indicate that most agencies reviewed do use social media. The public does interact with the media and some agencies experience high overall participation levels; however, there are some issues with agency use of social media and public participation with the media.  相似文献

While citizens previously took a back seat to government, citizen coproduction of disaster risk communications through social media networks is emerging. We draw on information-processing, citizen coproduction, and networked governance theories to examine the governance and impact of networked interactions in the following question: When government's capacity in information-processing and communication is overwhelmed by unfolding disasters, how do government and citizens coproduce disaster risk communications? During the Hurricane Sandy, we collected 132,922 #sandy tweets to analyze the structure and networked interactions using social network analysis. We then conducted case study of the government's social media policy governance networks. Networked citizen interactions – their agility in voluntarily retweeting the government's #sandy tweets and tweeting their own messages – magnified the agility and reach of the government's #sandy disaster communications. Our case study indicates the criticality of social media policy governance networks in empowering the lead agencies and citizens to coproduce disaster communication public services.  相似文献

This paper examines journalists' changing sourcing practices in the context of an emerging media ecology initiated by processes of globalization, digitization, commercialism and concentration. Social media platforms such as Facebook, Twitter or YouTube provide the means to access a more diverse range of sources, including civil society organizations and ordinary citizens. We developed a quantitative content analysis to examine to what extent Belgian news coverage showed signs of diverse sourcing practices during the 2011 uprisings in three Arab countries. We analysed a total sample of 1121 news items about the street protests in Syria, Egypt and Tunisia, in four Belgian newspapers (two popular and two quality dailies) and two Belgian broadcasters (the public broadcaster VRT and the commercial channel VTM). The analysis shows that ordinary citizens and non-mainstream groups are important news sources and that social media platforms are consulted relatively often compared to everyday foreign news coverage. In terms of inter-media differences, the findings show that broadcasters' dependency on video footage and eyewitness accounts is reflected in their use of ordinary citizen sources and amateur footage. Moreover, the analysis confirms that quality newspapers display more diverse and more innovative sourcing practices than popular newspapers.  相似文献

Evidence from literature reveals that good governance practices influence citizens' attitudes and behaviours towards the government. Therefore, grounded on the good governance theory, the current study aimed to empirically examine how good governance practices promote public trust with the underlying mechanism of perceived government response on COVID-19 (PGRC) and moderating role of government agency's provision of quality information on social media (GQS). The data was collected from 491 followers of the Facebook account, Instagram, and Twitter pages of a government news agency, i.e., Associated Press of Pakistan and were analyzed using measurement and structural model by employing SmartPls 3.3.0. The results revealed a direct and indirect association of good governance practices with the public's trust in government via PGRC as mediator. Likewise, results showed that GQS interacts with PGRC and augments public trust in government. This study tried to contribute to the body of knowledge while addressing the gap related to the dearth of literature regarding government use of ICT during the COVID-19 pandemic to harvest benefits from social media while communicating with citizens on a larger scale. Moreover, the current study offers valuable practical and strategical recommendations to agencies and policymakers.  相似文献
