Developing and maintaining e-Government services that can effectively deal with changes is a challenge for public administrations. In this paper, we address this challenge by presenting an ontology-based approach that: (i) enables systematic response of e-Government systems to changes by applying formal methods for achieving consistency when a change is discovered; (ii) enables knowledgeable response of service designers and implementers to changes by utilizing design rationale knowledge. We argue that such a synthesis of systematic response to changes with knowledge to deal with them has a positive impact on the change management process. Evaluation of the proposed approach in three case studies let us develop useful propositions for practitioners, discuss policy implications and identify future research topics.  相似文献

This paper contributes to e-government research by presenting a review and discussion on how digitalization of public services has affected the interaction between citizens and government. We argue for a conceptualization and critical reflection on the nature of the underlying interaction between citizens and public officials - the public encounter - that digital public services are developed to support. We apply a qualitative and hermeneutic approach and illustrate that digital public services change public encounters concerning when, where, and how interactions occur, what each actor does, and the skills required of them. By relating these changes to emerging digital technologies (e.g. data mining, machine learning, sensor technology, and service automation), we illustrate that while these new technologies carry the potential to further digitalize service provision and fulfill the democratic goals of digital government, authorities can apply the same technology to restrict, control, and surveil citizens. Based on a critical discussion on what digitalization might entail for society, we identify problem areas arising from this development and propose a research agenda for understanding this phenomenon further. We raise questions and ethical concerns regarding accountability and reskilling of citizens and public officials as public service provision becomes citizen self-service.  相似文献

This article examines the work of the ethics initiative in the City of Denver to see how talk about ethics contributes to an ethical culture. By paying particular attention to the communication in the city's Code of Ethics, ethics training discussion, employee interviews, and formal documents relaying the Board of Ethics’ views, we show how ethics emerges within communication. We argue that the emergent quality of ethics is dialogically refined in communication. For practitioners and officials interested in advancing organization-wide ethics training, we urge pursuing dialogical means so that people can negotiate among competing interests to shape future policy and action reflective of their ethical concerns.  相似文献

The increasing use of electronic government comes with great expectations of efficient service provision. However, frontline workers who use the information and communication technologies (ICTs) and implement digital services have received less attention. This article examines how frontline workers in the Norwegian Labor and Welfare Administration (NAV)1 perceive electronic communication with clients in terms of its efficiency. The empirical data consist of interviews with frontline workers in NAV, who argue both for and against the efficiency of electronic communication. The frontline workers find that electronic communication saves them time, but also makes them more available to clients. While it is desirable that services are available, this can also reduce the cost to clients of seeking services. Based on a street-level perspective, I argue that the availability of services through electronic communication can spur a demand for services. This implies that there is a potential resource trade-off between efficient services and available services.  相似文献

The congregational crowd was a powerful mode of political communication in the nineteenth-century US until banished by the imposition of literate modes on popular electoral politics by Progressive reformers. We examine its major channels of expression, bodily mass communication and public sensationalism, within a framework of class-based struggle, observing that the practice of live bodily assembly created broad points of entry into political life, socialized the young, and successfully conveyed the importance of voting. A text-based normative model of the informed deliberative voter, we argue, offers too narrow a conception of participation compared to a more spaciously conceived democratic community.  相似文献

Large-scale outsourcing of information technology in the U.K. public sector – the NHS, the Inland Revenue, and the Department of Social Security over the years – raises a number of critical issues not just for how outsourcing can be conducted in public sector contexts but also about the efficacy of such arrangements in terms of enforcement of democratic values. We argue that marketization's target may well be bureaucracy, but the organizational form is a repository for democratic, civic, and public service values that can be eroded through how outsourcing has been conducted. The call for a reevaluation and the case for a distinctive public services management ethos are made if such values as equality, impartiality, communal good and public service are to be pursued and delivered. Selective outsourcing is revealed as effective – together with much needed rebuilding of internal capabilities – in keeping control of IT destiny, delivering on public service requirements, and managing external supply. The U.K. experience, we suggest, provides salutary learning for public services in other developed economies.  相似文献

Although the segmentation of publics is a standard practice in public relations programming, practitioners face challenges in using traditional approaches to identify and engage vastly different publics. Responding to the need for new approaches that consider global, cultural, and technological trends in consumer publics, this study provides evidence to a proposed intersectional approach to the segmentation of publics. Thirty-one women of different racial, socioeconomic, age, and relationship backgrounds were interviewed to explore how they perceived their multiple, overlapping identities influence their health decision making. Findings suggest that publics experience co-occurring oppression and privilege in varying contexts: in representations of them, in policies that affect them, and in structures that enable or hinder their ability to improve their health. The findings suggest that intersecting social structures shape disparate health public relations, intersecting policies widen the policymaker–public gap, and intersecting representations reflect a paradox of segmentation.  相似文献

[目的/意义] 借鉴大众传播理论开展高校图书馆微信公众平台的媒介引力场模型及其影响因素研究,有利于高校图书馆与微信平台间的服务融合、创新优化与应用推广,对改善我国高校图书馆服务水平,促进高校图书馆的整体服务能力具有重要的参考意义。[方法/过程] 以马莱茨克大众传播模型(CMR)理论框架为基础构建指标因素,基于DEMATEL系统因素分析的大众传播视角,构建高校图书馆微信公众平台的媒介引力场模型,并对其影响因素进行深度挖掘分析。根据各指标要素的影响度、被影响度、中心度和原因度等影响因素的分析结果,结合因果关系四象限图,提出若干提升高校图书馆微信公众平台服务质量和传播效果的建议和对策。[结果/结论] 提出一种具有创新性、科学性、严谨性的高校图书馆微信公众平台媒介引力场模型和影响因素体系,为高校图书馆微信公众平台服务质量和传播效果评价体系构建提供理论参考辅助。  相似文献

The organization of city government into specialized departments allows cities to accomplish an array of service delivery tasks. Government reformers argue this fragmentation creates coordination challenges when problems spillover the lines of specialized agencies. Functional fragmentation also poses coordination challenges for government communication with the public through social media. The global SARS-CoV-2 pandemic and COVID-19 disease provide an opportunity to investigate the consequences of functional fragmentation in city government for social media communication about public health and pandemic response. A comparative case analysis of three cities using data from city agency Twitter accounts and key informant interviews demonstrates the consequences of fragmentation for internal coordination, as well as public outreach. The experiences of Atlanta, San Francisco, and Washington, DC in the early days of the pandemic provide pragmatic insights for city officials and illustrate the theoretical importance of giving attention to whole of government approaches to city social media communication.  相似文献

ABSTRACT

Whereas notes are ubiquitous to democratic meeting designs, note-taking practices within public participation processes remain taken-for-granted. We argue that note-taking is a communication practice that calls for cultivating expertise and critical reflexivity. Employing Communication as Design (CAD) we analyze communication design logics for note-taking active in public processes and the problems encountered enacting these design logics. CAD analysis illuminates four design logics underpinned by democratic values: notes as summary, data points, quotables, and critical voice. Building from this empirical analysis, democratic note-takers must be sensitive to the need for coordinating design logics to process goals; yet multiple design logics are often necessary to uphold multiple democratic values.  相似文献

Government agencies are directed to communicate objective and scientific information to the public, but studies show that political ideology may play a role in how much information governments provide. In this paper I argue that the ideology of a head administrator, and its alignment with agency mission, can restrict the kinds of information that government agencies provide, which may or may not amount to a type of regulatory capture. This impact may also be moderated by the specific media in which the communication takes place. I explore this theory via a case study of the United States Environmental Protection Agency online communication over a period of 32 months, during the years of 2013–2014, under the Democratic Administrator Gina McCarthy, and 2017–2018, under the Republican Administrator Scott Pruitt, via topical terms and document analyses of Twitter posts and web news releases. The information—topics, policies and issues—remain largely consistent across administrations and media channels, but notable distinctions are observed that point to the political ideologies of administrators in office, including a restriction of relevant scientific information on climate change during the misaligned administrator. Moreover, results show differences across media types which may reflect speed and popularity affordances of Twitter compared to website communication. I conclude by discussing the importance of policies to protect against ideological partisanship, and how social media may be better used as tools in government information policy and online communication.  相似文献

ABSTRACT

Drawing on Buckingham’s observation that academic research either has to become public knowledge or its originators must have a high visibility in the public realm before their research can find inclusion into policymaking processes, this article offers a variety of examples of how academics have managed to bridge the gap between media and communication policy scholarship and policymaking. Contrary to the long-standing belief that policy impact is extremely difficult and rare to achieve, we argue that junior scholars have many opportunities to have their work become part of the policymaking process through new forms of conversation, collaboration, coalition-building, changing perceptions of public knowledge, and a more conceptual understanding of impact.  相似文献

Critics of celebrity activism often assume that fans blindly follow celebrities who invite them to support celebrity activism and charity. These fans are often imagined as participating in celebrity activism only because their beloved celebrity asked them to — not out of any kind of rational understanding of a political issue, awareness of a public problem, or commitment to a public issue. We contest this view of celebrity activism. Drawing on scholars like Bennett, Ellcessor, and Chouliaraki, we argue that the case of Ian Somerhalder demonstrates that a commitment to a celebrity may actually be connected to a commitment to a public issue. We trace the ways in which Somerhalder plays with the slippage between television celebrity and his character, arguing that such slippage merges the intimacy fans feel for Damon with the intimacy fans feel for Somerhalder and imbues Somerhalder’s environmental appeals with the values his on-screen character comes to represent in The Vampire Diaries. We argue that Somerhalder deploys themes and ideals from The Vampire Diaries in his communication with fans and in his activist appeals. Ultimately, Somerhalder’s celebrity activism demonstrates how intimacy with celebrities might function to connect fans to public issues in powerful ways.  相似文献

The “hegemonic” tradition argues that the president enjoys unparalleled power to manage news and opinion during war. This approach has dominated political communication literature on war and the media for over a generation. The war with Iraq, however, provides a major challenge to conventional wisdom. We believe that classical propaganda theory provides a useful corrective to the hegemonic perspective and offers a better way to understand the Bush administration's propaganda strategy and its impact on public opinion. Using a combination of content analysis, opinion data, and analysis of the administration's Iraq-related public addresses, we argue that the president neither dominated war news nor managed public opinion in the manner predicted by hegemonic theories.  相似文献
