By the end of 2012, Chinese microblogging accounts had reached 309 million. Among them, over 176,000 accounts were opened and managed by Chinese government agencies, as new channels to disclose government information provide public services and interact with citizens. This study investigates the external drivers and challenges that Chinese government agencies are faced with and the internal capabilities of Chinese government agencies in using social media. The study further discusses the relationship and dynamics between the external environment and internal capabilities of Chinese government agencies in using social media. Based on the findings, the paper provides some recommendations to government agencies in China and other countries faced with similar challenges.  相似文献

Governments are increasing digital communication with citizens, yet little is known about how the public sector influences communicators’ daily social media activities. This ethnographic study uses interviews, documents, and participant observation to offer a rare emic view of the US Coast Guard (USCG) social media program. Breaking up the monolithic public sector communication context, influences on social media communication were nested within five contexts: organization, military, parent agency, federal government, and the US public sector. By observing how the contexts and related attributes influence personnel and the program, the study provides insights related to social media communication processes rather than merely content products. Findings extend theoretical and practical applications by identifying enablers and challenges to government social media communication within an applied context. USCG's culture and history of transparency and engagement drive the strategy, while resource constraints and a devaluing of social media within the decentralized organization constrain program effectiveness and real-time engagement.  相似文献

The sustainability of public health practices requires collaboration between the government and its citizens. On the government's side, social media can provide a conduit for communicating health risk information in an effective and timely fashion, while also engaging citizens in informed decision-making. On the citizen's side, information communication technology (ICT)-based practices cannot function unless citizens recognize and act on their responsibility to actively engage with government social media platforms. Despite an increasing interest in understanding the adoption of ICT practices and e-government services for health risk communication, there remains a crucial need for a comprehensive framework to explain which factors determine citizen use of digital government resources. The purpose of this study is to investigate how to increase government accountability for motivating citizens to engage in ICT-based health risk communication, thereby attaining sustainable public health practices through collaborative governance.By integrating trust and health risk information into the e-government adoption model (GAM), this research examines factors that influence citizens' likelihood of using government social media resources. Survey data from 700 Korean citizens were analyzed using structural equation modeling. The results indicated that individuals with higher social media competency are more likely to (a) seek risk information through social media and (b) perceive the government's social media sites as easy to use. Consistent with the GAM, intentions to use the government's social media sites for information and interactions appear to increase as citizens perceive more value in using them regarding information quality, ease of use, functional benefit, and security. Furthermore, perceived trust in the government's social media resources appears to function as a mediator of this process. Initial trust in the government is an important determinant of perceptions of its digital resources. Citizens who trust the government tend to evaluate new initiatives positively and are more likely to accept and make use of them.The results of this study can inform policy design and implementation by elucidating the mechanisms that determine citizens' adoption and usage of digital government services. Theoretically, this work expands the GAM to include health risk communication and adds empirical evidence to the small yet growing body of knowledge of e-government initiatives. These findings also highlight the importance of public trust in the government, as this encourages citizens to seek health risk information and assistance from the government. Overall, the data and model generated in this investigation represent an important step toward the successful and sustainable modernization of public services.  相似文献

In situations of crisis, governments must acknowledge that communication is a major weapon in their armoury, and can be used to convince the public to accept sometimes stringent measures, while preventing a worsening of the situation by curbing any spread of panic. Theoretically, during a pandemic, fear can be contained at reasonable levels by governments counterbalancing uncertainty with information. However, there is no empirical evidence on how the flow of information during a crisis can influence emotional states among the population. In this process, social media appears to be a valuable tool for governments to observe emotional response in a population. In the light of this and within the context of the Italian government's social media campaign #iorestoacasa (‘I'm staying at home’) launched during the Covid-19 crisis, the current study utilises text analytics to explore the relationship between government and press communication, and the level of fear expressed by citizens through more than 200 thousand #iorestoacasa tweets. The results highlight how the content of the messages evolved in the early part of the outbreak and during the social media campaign. They suggest that in Italy the discussion regarding the efforts made by the European Council to find common solutions for dealing with the emergency has prompted a positive influence on public mood. Conversely, messages about people's individual vulnerability and the associated sense of an external locus of control correlated positively with levels of fear. This study opens new ways to support government communication during a crisis by monitoring public emotional response through social media.  相似文献

We are living in turbulent times, with the threats of COVID-19 and related social conflicts. Digital transformation is not an option but a necessity for governments to respond to these crises. It has become imperative for governments worldwide to enhance their capacity to strategically use emerging digital technologies and develop innovative digital public services to confront and overcome the pandemic. With the rapid development of digital technologies, digital government transformation (DGT) has been legitimated in response to the pandemic, contributing to innovative efficacy, but it also has created a set of challenges, dilemmas, paradoxes, and ambiguities. This special issue’s primary motive is to comprehensively discuss the promises and challenges DGT presents. It focuses on the nature of the problems and the dilemmatic situation in which to use the technologies. Furthermore, it covers government capacity and policy implications for managerial and institutional reforms to respond to the threats and the uncertainty caused by disruptive digitalization in many countries. To stimulate discussion of the theme of this special issue, this editorial note provides an overview of previous literature on DGT as a controlling measure of the pandemic and the future direction of research and practice on DGT.  相似文献

Government social media has been integrated as part of the government administrative tools to improve public service and promote public goals. However, the current government information literature is limited to understanding government social media adoption and its purpose for political marketing. The present study seeks to understand the role of government social media in promoting government digital initiatives (i.e., government-backed digital currency). The study validated the inter-relationships between government social media effort, privacy concerns, trust in technology, reachability, and citizens' participation in government-initiated digital innovations. A total of 505 responses from Chinese citizens were collected through an online self-administered questionnaire survey, and the data was submitted to a two-stage Partial Least Squares Structural Equation Modelling-Artificial Neural Network analysis. The analytic results revealed that privacy concerns, trust in technology, and reachability positively influence digital participation. In addition, the information quality and perception of trust in government social media have significant positive influences on government social media engagement. The study provides strategic practical suggestions to government agencies in effectively utilizing social media as a communication platform to foster citizens' participation in government's digital initiatives.  相似文献

The Internet has emerged as one of the most prevalent forms of communication media in and among public organizations. The construction and management of the World Wide Web (Web) sites are becoming essential elements of modern public administration. This study is intended to provide an in-depth evaluation on the Web sites of Taiwan’s central government based on the Web performance indicators provided by Nielsen (2000). Based on the Nielsen’s indicators, the authors carefully studied and coded each individual Web site of Taiwan central governmental agencies. The coding results indicate that the government Web sites in general have made many of the mistakes as predicted by Nielsen. Most of the agencies need to improve the coordination between Web designers and the line mangers of the agencies. In light of these research findings, this article provides a number of strategies to improve the Web design practices of Taiwanese public organizations that may also apply to public organizations in general.  相似文献

Government agencies are increasingly using social media to connect with those they serve. These connections have the potential to extend government services, solicit new ideas, and improve decision-making and problem-solving. However, interacting via social media introduces new challenges related to privacy, security, data management, accessibility, social inclusion, governance, and other information policy issues. The rapid adoption of social media by the population and government agencies has outpaced the regulatory framework related to information, although the guiding principles behind many regulations are still relevant. This paper examines the existing regulatory framework and the ways in which it applies to social media use by the U.S. federal government, highlighting opportunities and challenges agencies face in implementing them, as well as possible approaches for addressing these challenges.  相似文献

Social media applications are extending the information and communication technology landscape in the public sector and are used to increase government transparency, participation and collaboration in the U.S. federal government. The success, impact and performance of these new forms of bi-directional and networked interactions can provide insights to understand compliance with the mandate of the Open Government Initiative. Many government agencies are experimenting with the use of social media, however very few actively measure the impact of their digital interactions. This article builds on insights from social media directors in the U.S. federal government highlighting their current lack of measurement practices for social media interactions. Based on their articulated needs for measurement, existing rules regulating the extent of measurement practices and technological features of the main social media platforms, a framework is presented that traces online interactions to mission support and the resulting social media tactics. Social media and online services with user-generated content (e.g., Twitter, Facebook, Flickr, YouTube) have made a staggering amount of information (and misinformation) available. Government officials seek to leverage these resources to improve services and communication with citizens. Significant potential exists to identify issues in real time, so emergency managers can monitor and respond to issues concerning public safety. Yet, the sheer volume of social data streams generates substantial noise that must be filtered in order to detect meaningful patterns and trends. Important events can then be identified as spikes in activity, while event meaning and consequences can be deciphered by tracking changes in content and public sentiment. This paper presents findings from a exploratory study we conducted between June and December 2010 with government officials in Arlington, VA (and the greater National Capitol Region around Washington, D.C.), with the broad goal of understanding social media use by government officials as well as community organizations, businesses, and the public at large. A key objective was also to understand social media use specifically for managing crisis situations from the routine (e.g., traffic, weather crises) to the critical (e.g., earthquakes, floods).  相似文献

In 2009, the departments in the executive branch of the U.S. federal government received the presidential marching order to “harness new technologies” in order to become more transparent, collaborative and participatory. Given this mandate, this article sets out to provide insights from qualitative interviews with social media directors to understand the factors that influence internal adoption decisions to use social media applications, such as Facebook, Twitter, or blogs. Three distinct factors influence the adoption decisions of social media directors: information about best practices in their informal network of peers, passive observations of perceived best practices in the public and private sector, and “market-driven” citizen behavior. The resulting adoption tactics include: (1) representation, (2) engagement, and (3) networking. The findings point to the need for higher degrees of formalized knowledge sharing when it comes to disruptive technology innovations such as social media use in highly bureaucratic communication environments. Recommendations based on the lessons learned are provided for practitioners and social media researchers to develop social media tactics for different organizational purposes in government.  相似文献

Social media has opened up unprecedented new possibilities of engaging the public in government work. In response to the Open Government Directive, U.S. federal agencies developed their open government plan and launched numerous social media-based public engagement initiatives. However, we find that many of these initiatives do not deliver the intended outcomes due to various organizational, technological, and financial challenges. We propose an Open Government Maturity Model based on our field studies with U.S. federal healthcare administration agencies. This model is specifically developed to assess and guide open government initiatives which focus on transparent, interactive, participatory, collaborative public engagement that are largely enabled by emerging technologies such as social media. The model consists of five maturity levels: initial conditions (Level 1), data transparency (Level 2), open participation (Level 3), open collaboration (Level 4), and ubiquitous engagement (Level 5). We argue that there is a logical sequence for increasing social media-based public engagement and agencies should focus on achieving one maturity level at a time. The Open Government Maturity Model helps government agencies implement their open government initiatives effectively by building organizational and technological capabilities in an orderly manner. We discuss challenges and best practices for each maturity level and conclude by presenting recommendations.  相似文献

Social media such as blogs, microblogs or electronic social networks can transform the ways in which we relate to other people and organizations. Government organizations are experimenting with social media to communicate with their constituents, and many analysts see in these media a powerful set of tools to reinvent government–citizen relationships. In this paper, we present the perceptions of risks, benefits and strategic guidelines about social media applications gathered from 250 public servants from Central Mexico, most of them working in information technology, as web masters or responding to Freedom of Information Act requests. The conclusions of the analysis are 1) that governments' participation in social media may result in improved communication and citizen participation, more transparency, and transfer of best practices among government agencies; 2) that a good implementation strategy is necessary to realize these benefits and to avoid risks; and 3) that the implementation of social media highlights the importance of updating laws and regulations, and of promoting changes in government culture and organizational practices.  相似文献

In most countries, a key figure in the provision of public information at the central government level is the government information officer (GIO). These individuals may be known as spokespersons, press officers, press attachés, public affairs officers, or public information officers. A GIO contributes to public understanding of government policies and raises awareness of the roles of decision makers and purview of state institutions, the availability of social services, noteworthy trends, and risks to public health and safety. In Central and Eastern Europe, a GIO's responsibilities typically include: monitoring media coverage of public affairs; briefing and advising political officials; managing media relations; providing information directly to the public; sharing information across the administration; formulating communication strategies and campaigns; and researching and assessing public opinion. Because of the region's communist heritage, GIOs in Central and Eastern Europe confront a number of special challenges, starting with poorly performing public administrations. Other problems include immature media, secrecy and political influence, and a lack of training and skills. However, as democratic, market, and media practices in Central and Eastern Europe come to resemble those in Western Europe, the activities and attitudes of GIOs in the former region are becoming more like their counterparts in the latter.  相似文献

Government agencies are gradually moving from simpler towards more sophisticated and complex practices of social media use, which are characterized by important innovations at the technological, political and organizational level. This paper intends to provide two contributions to the current discourse about such advanced approaches to social media exploitation. The first is of practical nature and has to do with assessing the potential and the challenges of a centralized cross-platform approach to social media by government agencies in their policy making processes. The second contribution is of theoretical nature and consists in the development of a multi-dimensional framework for an integrated evaluation of such advanced practices of social media exploitation in public policy making from technological, political and organizational perspectives, drawing from theoretical constructs from different domains. The proposed framework is applied for the evaluation of a pilot consultation campaign conducted in Italy using multiple social media and concerning the large scale application of a telemedicine program.  相似文献

Social media have provided new environments for both individuals and organizations to communicate. The literature on government use of social media has noted that these platforms provide a variety of democratic functions for government institutions, in their ability to increase transparency and citizen participation. However, there is less recognition and understanding in this context about the symbolic and presentational content governments communicate on social media. This is the case despite the fact that social media are tools for self-presentation, the exchange of symbolic content, and marketing. We have conducted a literature review from diverse sources, including e-government, business, human-computer interaction, social psychology and human communication to develop a typology of government communication on social media. We present a classification scheme with 12 specific categories and discuss the potential purposes of these various types of communication. Via empirical content analysis, we code a total of 2893 Facebook posts of local governments across the U.S., in a pilot and in a confirmatory study. This analysis allows us to better understand the categories of communication and the extent of their presence. Although we find that most content on local government Facebook pages falls into the category of democratic information provision, almost half of all messages refer to symbolic and presentational types of information exchanges. We illustrate our results with examples, and present a discussion of these findings with implications for practitioners and future research.  相似文献

This paper examines the presence, usage, and effectiveness of Egyptian government social media websites. The adoption of social media technology provides an illustration of the application of New Public Service (NPS) theory to public administration. The first phase of this study examined the presence of social media applications on these government websites. The second phase analyzed the use of Facebook by governmental entities in Egypt. The use of Facebook, Twitter, and YouTube were the top social media applications in Egyptian government websites, which is consistent with other government surveys of social media found in developed countries. In terms of effectiveness of these social media websites, they were used mainly to post information, with very little two-way interaction between citizens and government. The analysis in this paper shows that social media in Egypt is not much in line with the NPS theory.  相似文献
