A common theme in higher education research is the factors that affect university funding. Studies frequently examine how universities cope with funding cuts and the changes that have stemmed from operating in a neoliberal age, a period that now sees institutions commonly functioning on a cost/benefit basis. This paper offers an original contribution by using the Australian Federal Government Department of Education and Training’s document, Finance 2015: Financial Reports of Higher Education Providers, to problematise the financial assistance individual Australian public universities received from the federal government. The paper acknowledges the factors that can account for some institutions receiving more funding than others but nonetheless highlights the substantial discrepancies concerning government financial contributions that exist between Australia’s highest and lowest funded universities. At a time when a performative culture has increasingly become part of higher education, and an institution’s research performance is calculable and rankable, it is crucial to Australia’s long-term research success that all its universities remain competitive in the race for research and government funding.  相似文献

‘Career Academics’ are principally research-led, entering academia with limited or no industrial or practical experience. UK Higher Education Institutions welcome them for their potential to attain research grant funding and publish world-leading journal papers, ultimately enhancing institutional reputation. This polemical paper problematises the Career Academic around three areas: their institutional appeal; their impact on the student experience, team dynamics and broader academic functions; and current strategic policy to employ them. We also argue that recent UK Government teaching-focused initiatives will not address needs to employ practical academics, or ‘Pracademics’ in predominantly vocational Construction and Engineering Education. We generate questions for policy-makers, institutions and those implementing strategy. We argue that research is key, but partial rebalancing will achieve a diverse academic skill base to achieve contextualised construction and engineering education. In wider European contexts, the paper resonates with issues of academic ‘drift’ and provides reflection for others on the UK context.  相似文献

20世纪90年代,英国高等教育的治理模式发生了变革,1919年建立起的大学拨款委员会模式已经终结,取而代之的是新的基金委员会模式。基金委员会模式体现了英国高等教育治理的新思路,以英格兰地区的高等教育基金委员会最有代表性。该地区的高等教育基金委员会不但要求大学在财政方面积极承担绩效责任,而且在科研以及教学方面也对大学施加外在影响。基金委员会主要通过财政备忘录对大学进行财政风险评估。作为政府的代理机构,基金委员会有鲜明的商业特征,主要通过一系列审查和绩效问责措施促进高校治理变革。然而,基金委员会自身存在一些不足,需要进一步完善。  相似文献

The White Paper Higher Education: A New Framework, (May 1992), announced a set of new policies for British universities and polytechnics without offering either argument or evidence. The policies include the end of the binary system, the creation of new higher education funding councils, and a strong emphasis on new mechanisms for quality assessment and control. The White Paper projects rapid enrolment growth, but says nothing about the resources needed for the expansion or the significance for growth of Further Education or the European Community.  相似文献

This paper reviews the crisis in Romanian universities since the country's political transition in 1989, and describes the government's strategy for revitalizing the higher education system. Attention is drawn to the expansion of access to higher education, the dramatic increase of enrollments in social science fields, the spontaneous establishment of private higher education institutions, and to the many difficulties institutions are experiencing in coping with these changes especially because of resource constraints. Comprehensive reform of the role of the state in the financing and governance of higher education are proposed. The government's reform strategy involves accreditation of public and private institutions, establishment of open transparent mechanisms for allocating institutional and research funding, as well as changes in the structure of academic employment. Successful implementation will require strengthening the fragile management capacity of the Ministry of Education and the higher education institutions.  相似文献

A Degree Apprenticeship model has recently been introduced into the United Kingdom (UK) Higher Education system as part of wider changes to vocational training. The system has experienced numerous rapid changes in regulation and funding, and it is now little understood by many stakeholders. Distinguishing different phases in UK Higher Education, and using a salience model as a lens for analysis, this article identifies and examines stakeholders with regards to their influence on the Higher Education curriculum. The new Degree Apprenticeship model is funded by an employer payroll levy and it requires Higher Education institutions to deliver training to specific standards. This research explores the implications of the model for the Higher Education curriculum, concluding that the direct involvement of employers in the design and delivery of vocational Higher Education introduces untried elements into UK Higher Education on the assumption that the funding requirement will lead to a change in employer behaviour. This, coupled with the opening of Higher Education provision to private providers, transfers power over the curriculum to those with potentially no commitment to wider public values, and may offer a threat to the international standing of UK Higher Education. This article contributes to research in understanding how Higher Education systems respond to, and actors cope with, imposed change.  相似文献

Introduction     
The expansion of higher education in Latin America before 1980 resulted from the growing demand of the urban middle classes. The state responded with a benevolent attitude, except when political circumstances led to police repression. The deep crisis and the emergence of new economic policies in the 1980s drastically changed this picture. Funds for further growth are not available and there is no longer a favorable political climate for the universities. The new ideological and political scene favors policies aimed at abandoning incremental formulae for state funding, increasing private funding, rationalizing spending, promoting institutional and program differentiation, introducing evaluation as a major policy instrument and checking enrolment growth. Negotiation over these issues in democratic regimes has become cumbersome and difficult. A set of policies for the private sector is also emerging though these are ineffectual if state funding is not forthcoming. Though flexibility over accreditation became common in the 1970s and 1980s there is now closer scrutiny of such matters. Legal frameworks have favored differentiation in the private sector also, including recognizing profit-oriented institutions which are capable of absorbing excess demand but which are less closely regulated than the older and more prestigious institutions.  相似文献

The paper discusses the process whereby a system of teacher evaluation was established in Chile through a lengthy and complicated process of negotiations between the three main institutions concerned: the Teachers’ Union, the Association of Chilean Municipalities (managers of the public school system) and the Ministry of Education. The process is examined in the light of discussions centred on teacher accountability and tensions between the concepts of formative and summative teacher performance evaluation. In order to understand the issues that arose along the process the article provides historical background information about conflicts surrounding teachers during the Military Government (1973–1990) as well as a discussion on how the different parties involved incorporated the different perspectives on teacher accountability and evaluation of teacher performance that are found in the literature and policy discussions in other geographical contexts. In its conclusion, it focuses on the importance of time, consultations and negotiations in order to reach the implementation of a system that is both appropriate and feasible for the agreed purposes.  相似文献

Following the Learning for Life (Ministry of Education 1989) reforms in New Zealand, enacted in the Education Amendment Act 1990, and the development of an equivalent full‐time student (EFTS) funding system and student loan scheme, a taskforce was established to investigate the feasibility of a capital charge scheme for tertiary institutions, with responsibility also for examining the issue of governance. In late 1995 the New Zealand Vice‐Chancellors’ Committee in 1995 ‘became concerned that there were proposals for change in the relationship of universities to Government being developed at the officials level’, decided to be proactive in reviewing proposals on governance and commissioned Graham Scott, former Secretary to the Treasury, to write a paper on the ownership and governance of New Zealand universities. In essence, Scott in association with his colleague Simon Smelt (Scott and Smelt 1995) argue that the Crown is actively seeking ways to contain or reduce its financial risk. On this basis they argue for a private ‘not‐for‐profit’ trust model which, they maintain, would reduce the risk and performance concerns of the Crown while at the same time increase the commercial freedom of universities. This paper reviews current debates on governance and ownership of New Zealand universities, commenting upon the trust model and recent attempts to develop a model of ownership monitoring for TEIs (tertiary education institutions). It begins by contextualizing the discussion in terms of both structural adjustment policy and New Zealand's model of public management, before focusing on two opposing models of devolution. The paper then proceeds to review the governance of higher education in New Zealand against the background of the shift from so‐called ‘state control’ to ‘state supervision’, focusing on public sector reform, the contitutional consequences of privatization, and the issue of ‘representation versus technocracy’ arising out of the consideration of the ‘not‐for‐profit’ model of governance.  相似文献

This article seeks to contribute to the institutional history of the discipline of history of education by examining the publication strategies and the associated institutional practices of the International Standing Conference for the History of Education, the international organisation representing those working in the field, and Paedagogica Historica, the most significant journal in the discipline internationally, as well as illuminating the interactions and interrelationships between the two institutions. It will focus on the early 1990s, due to the fact that, at the end of the 1980s, both institutions found themselves facing crises which led to profound and far-reaching processes of reform, which in their turn engendered a rapprochement and, eventually, cooperation between the two institutions. After providing brief overviews of the development of both ISCHE and Paedagogica Historica up to and into the 1980s, the article will concentrate in its third part on the long-lasting – commencing after ISCHE’s foundation in 1979 – and multi-faceted relationship between the two, both of which made significant contributions to the emergence of an international academic community of those working in history of education. The article will additionally explore the range of strategies used by the two institutions in relation to the publication of findings in the field and the institutional practices of cooperation with and demarcation from one another exercised by ISCHE and Paedagogica Historica.  相似文献

Higher education institutions produce a broad array of public outcomes. However, little is known about the varying levels of their contribution to the public good and what explains the variation among institutions. This study uses the theory of organisational publicness and examines how these institutions’ ownership status and resource publicness explain their outcome publicness, focusing on the expenditure for teaching, research and public service activities. The analysis of four‐year public and private universities in the 2012 Integrated Postsecondary Education Data System shows that universities’ reliance on federal funding is positively associated with the percentages of the expenditure on all three activities and their reliance on state funding is positively associated with the percentages of teaching and public service expenses. The findings reveal that the proportion of tuition and fees revenue is negatively associated with the percentage of public service expenditure. The results suggest that declining state funding and increasing reliance on tuition and fees weaken these institutions’ public service function, especially in the area of community engagement.  相似文献

The period of the Thatcher Government continues to have special significance for politics and governance in Scotland. In the 11 years of the Thatcher Government, landmark legislation and reforms affected key areas of the Scottish society and economy. Education featured prominently in the Thatcherite agenda in Scotland. In Scotland, the education system’s association with national identity had particular implications for educational policy making and implementation in Scotland under the Thatcher Government. The distinctiveness of the Scottish education system presented particular problems for a government intent on challenging the social democratic consensus. Opposition to the Thatcher Government, especially its perceived attack on the social democratic underpinnings of the welfare state which included the state schooling system, re‐ignited the home rule campaign in Scotland in the late 1980s. The article examines both key legislation, namely the Education (Scotland) Act 1981, the School Board (Scotland) Act 1988 and the Self‐Governing Schools etc. (Scotland) Act 1989, and also key non‐legislative reforms to curriculum and assessment under the Thatcher Government in the area of public (state) schooling. The article argues that these reforms continue to influence the educational policy debates in Scotland today.  相似文献

Over the past decade higher education reforms in most European countries have been oriented towards creating a European Higher Education Area which is envisaged in the Bologna Declaration. Based on an illustration of a variety of difficulties encountered higher education institutions in a wide range of participating countries, this article indicates a less optimistic view on the achievements to date in the Bologna Process. It argues that the tension of interests between the designers of the Process and its national and institutional practitioners undermines the actual progress towards the supranational objectives. It is suggested that most difficulties in relation to harmonizing national structures of higher education lie in the varying degrees of cultural dependency on traditions and academic autonomy across the engaged European countries.   相似文献

The article gives an aperçu of the development of higher education in the Czech Republic from 1990 to 1993. The Higher Education Law of 4 May 1990 provides for the greater democratization of higher education structures and for increased institutional autonomy. Accreditation boards have been created. An Act of 9 July 1991 led to the creation of five new universities through the reform and amalgamation of pre‐existing institutions.
