SUMMARY

The federal government, “the largest single producer, consumer, collector, and disseminator of information in the United States,”1 has begun to disseminate most of that information electronically. Legislation and more economic production and dissemination of government information have produced changes in the Federal Depository Library Program (FDLP) and federal agency dissemination. This chapter examines the dissemination of electronic government information from the Government Printing Office (GPO) through the FDLP and executive branch agencies and discusses the impact that this has on users, libraries, and government information specialists.  相似文献

FOIA Libraries are the repositories for many documents released under the FOIA1 (Freedom of Information Act), i.e., “responsive documents,” by federal agencies and their sub agencies. Awareness of search terminology for FOIA Libraries or electronic reading rooms can assist the public and researchers to locate publicly available government information, including responsive documents. Responsive documents are the responses to FOIA requests that can be posted (in full or with redactions) by federal agencies. FOIA responses may not be easily findable by major web search engines. The goal of this article is to educate readers about government and non-government FOIA resources and declassified document repositories for discovery. It is important for researchers, journalists and citizens to use “FOIA Libraries,” “Electronic Reading Room,” or “FOIA tag” to search for documents concerning government activities and operations that are released under the FOIA on the web. In addition to aiding in the research process, access to responsive documents information furthers democratic goals of transparency and supports findability of government information by the public.  相似文献

The National Technical Information Service’s development of the FedWorld Internet site, the Library of Congress’s development of THOMAS, and the Government Printing Office’s development of CBDnet illustrate the many forces impacting federal government information dissemination in the 1990s. These forces include budgeting, congressional inconsistency, technology, political agendas, and competition. While information dissemination policy discussion and legislation, including the American Technology Preeminence Act of 1991 (the foundation for FedWorld) and the Government Printing Office Electronic Information Access Enhancement Act of 1993 (the foundation for GPO Access) aim to provide comprehensiveness and single point access to government information, the actual products developed show little coordination or cooperation among agencies. The products are agency driven, and provide multiple points of access. This highly decentralized information reality reflects the decentralized nature of the federal government itself. The reality is removed, however, from the goals of a singularly consistent federal government information dissemination policy.  相似文献

SUMMARY

The quantity of legal and government information accessible through online delivery has increased tremendously. Information technology has revolutionized the way much of this information is disseminated by government and the way that researchers access it. The increase in publication can be attributed to two factors: the government's efforts to create a virtual depository of publications and the capability of Internet technology to provide personalized “feeds” of topic-specific information through Web logs and RSS news aggregators. Access to government information is a fundamental principle of American democracy. The federal depository program is one of the main ways in which government information is distributed to the public. Information product content is becoming increasingly interrelated with associated services. This concept is called “blurring” by current management authors Davis and Meyer. In the realm of federal information, there is great potential for “blurred” offerings. Citizens could have access to customized and filtered information from federal websites and could perform transactions with government agencies over the Internet. While some technical, infrastructure, and policy issues will take time to sort out, many innovative products and services will be offered over the Internet. Whether the federal agencies themselves will provide these customized services or whether institutions in the public and/or private sector will provide them remains to be seen. Universities need to re-think how they offer services related to federal information in the networked environment. Such activities as reference service, instruction, access to data archives, and staff training need to be re-examined in light of the changes enabled by the Internet and the development of new types of content and services.  相似文献

Abstract

Over the last ten years the Government Printing Office has made a massive shift from print to electronic media as the preferred distribution medium for government documents. Federal agencies over the same period have created large numbers of electronic records that require long-term preservation under the law. This article examines how the National Archives and the Government Printing Office are responding to the technical, financial, legal, and political challenges of providing permanent public access to electronic government information. NARA efforts to collect, appraise, and preserve records following the mandates of the courts in the wake of the PROFS litigation in Armstrong v. Executive Office of the President are discussed. The work of the GPO to develop an electronic archive and develop electronic partnerships with depository libraries and federal agencies is also examined.  相似文献

ABSTRACT

Information centers are increasingly being confronted with the challenges of shifting information environments. The development of a digital information society has dictated that libraries devise strategies to capture, describe, and provide access to these digital documents in addition to physical formats. This is nowhere more apparent than in the field of government information. With a public access mandate and a distribution model that has forever been destabilized by the development of low barrier Web publishing technologies, libraries providing access to government information face more challenges than ever. This article looks at the possibility of using topic modeling to increase access to the growing number of poorly described digital texts distributed to libraries and archives. The article provides a basic overview of what topic modeling is and its potential applications in libraries, describes some popular tools and potential workflows, and illustrates how the author tested a potential workflow.  相似文献

Local governments are required to provide open access to their records as a matter of law; however, there is growing public concern about the security of private information found in these files. Before the advent of the Internet, individuals enjoyed a level of practical obscurity, as viewing public records required the time and effort of a visit to the records' physical location and prevented easy access to details of individual files. However, the introduction of the Web and the availability of digital documents have caused an unavoidable conflict. On the one hand, the government is required to provide the public with a transparent view of its activities by offering open access to its records, and on the other hand, local governments need to secure their citizens’ right to privacy. Especially since September 11, 2001, and the problems associated with identity theft, finding the right balance between accessibility and privacy is not a simple task. The purpose of this article is to report on the accessibility and extent of personal information found within online local government records and to understand how local governments are managing the dichotomy between providing open access to their records with maintaining the privacy rights of the public.  相似文献

In the modern democratic society, all people should have freedom of access to, holding, and imparting various formats of information. However, many human fences have limited the freedom of access to information and the free flow of Internet communications. This paper extracts passages from selected international accords and U. S. statutes relating to the peoples fights of access to information. Access to government information has been considered an essential element of democracy since the foundation of the American republic. Over time, the amount of government information produced has increased significantly, and the rise of e-government has made access to online government information, communication, and services equally vital to participation in society and interaction with governments. However, the outlets of free public access to government information and e-government have constricted over time, leaving public libraries as one of the only free public Internet access points in most communities. As a result, public libraries serve as a social guarantor of access to and assistance with government information and e-government services. This article first discusses the historical evolution of the means of access to government information and changes over time in responsibilities in providing such access. After exploring the interrelationships between government information and e-government, the article then details the development of the role of public libraries as guarantors of e-government access. Finally, the article examines the impacts of policy on e-government access in libraries, leading to a set of recommendations and conclusions to support the vital library roles related to e-government.  相似文献

Australia has a well-established history of access to government information and publications by citizens, much of it through libraries. The changes in the 1990s and 2000s with the move to electronic publishing and Internet access have led to significant changes in the accessibility of information. In 1997, the Australian Government framework for electronic delivery of information service was established by the report Management of Government Information as a National Strategic Resource. Since this report, there has been a rapid increase in the availability of government information, including government publications. There has also been an increased demand for public libraries to support access. The paper reviews establishment of the initial framework and changes in the past decade. Trends in production of government information, citizens' use of electronic Australian Government publications, satisfaction with online government services, and implications for libraries are analyzed.  相似文献

World Wide Web technology has reached the highest levels of U.S. government. Many changes are taking place at the federal level of government. Every cabinet level agency has a homepage and subordinate agencies are making gains in this new technology on a daily basis. This article highlights the web sites of the executive, legislative, and judicial branches of government. Well known government publications which are found in any traditional government documents reference collection are noted and recommended for both bookmarking and local web site development. The events of September 11, and subsequent investigations, suggest that some public information available on the Internet could aid terrorists in planning other attacks. This article provides examples of how federal agency officials have responded to the possibility that their Web sites provide such potentially compromising information. The federal government has not yet issued a government wide policy that addresses this specific contingency. However, the Federal Bureau of Investigation has issued an Internet content advisory and the Attorney General has released a relevant policy statement on the Freedom of Information Act. Both documents are reviewed here. The removal and alteration of information has implications for citizens, as does the Bush Administration’s mixed messages on the objectives and procedures of electronic government post-September 11. This article concludes with suggestions for developing a governmentwide Web site-specific policy.  相似文献
