Namibians often find themselves in situations of litigation where they need person-related records to defend their rights and privileges. Such person-related records include birth, adoption, marriage, or divorce or deceased estates. It has been observed that the institution where such records should be expected, the National Archives of Namibia often cannot retrieve person-related records of persons previously classified as non-whites under colonial and apartheid laws. Many native Namibians end up losing property or have problems claiming their constitutional rights due to lack of evidence. The purpose of this paper was to explore whether the existing archival literature can guide National Archives of new and emerging African nations on how to handle challenges brought about by gaps in inherited colonial archives. Using a literature survey to explore the state of what is written on the content and usage of colonial archives in post-colonial era, this article argues that the content and use of colonial archives in Africa do not feature prominently in the literature of archival science. Although there has been a rising interest on the subject during the last decade, none of this emerging literature has systematically studied archives in depth with a view on what these archives contain for the non-academic user, what they neglect and what they lack altogether in serving the needs of all citizens in post-colonial states. It recommends that archival scholars as well as archival institutions increase research into this neglected area. Raising awareness may produce academic discourse to help archivists in newly decolonised countries to competently support users whose inquiries currently cannot be answered by the inherited colonial archives collections.  相似文献

This article explores the role of archives in the construction of Australian Indigeneity, past, present and future, with reference to the colonial and post-colonial culture of the archive in Australia, the possibilities for refiguring the archive present in post-colonial thinking, Indigenous ways of knowing, and digital technologies, and the role of reconciling research in that process. It presents the main findings of an Australian Research Council?Cfunded project, Trust and Technology: Building Archival Systems for Indigenous Oral Memory, and draws on Ph.D. research undertaken by Shannon Faulkhead relating to the role that written and oral records play as sources of the narratives of the Koorie people of Victoria in south-east Australia. In conclusion, the article proposes new legal, policy and professional approaches that support Indigenous frameworks of knowledge, memory and evidence. It also discusses the implications of the findings of the Trust and Technology project for archival theory, practice and education.  相似文献

This paper reviews important aspects of the literature on collective memory, how some of these concerns have been expressed in archives, and contemplates how these issues relate to the politically transformative South African post-apartheid context. It highlights the erosion of boundaries between archives, museums, and other less-institutionalized memory projects in post-apartheid South Africa. It notes ways in which archival activity is taking place outside of traditional archives, as part of a changing and evolving memory landscape. It acknowledges the significant gaps in the written record that are a result of apartheid practices and cites different approaches that were overlooked by apartheid??s official archival systems. This paper offers a way of contemplating the ??social constructedness?? of collective memory and the social and political dimensions of archives.  相似文献

ABSTRACT

First World War scholars more or less agree on the limitations imposed by archival sources on the study of North African and Indian troops. Conventional methods to find ‘the voice’ of the soldier do not apply in this case and the scarcity of records partly explains why so little is written. So, what opportunities are there in such an endeavour? This article argues for the need to decolonise military archives from the Great War era. That is to say, to use information that was originally gathered to serve narrow military interests as a means to understand the war experiences of the colonial soldiers. These sources, largely official records, bearing stamps of the past regimes, cannot be separated from the context or intent of their production. Nonetheless, they must not be overlooked as new historiographical demands make it necessary to read colonial archives for evidence of their context. Failing to draw from, and reflect upon, colonial era records on the Great War, despite their shortcomings, is tantamount to condemning valuable aspects of global history to oblivion. In turn, acknowledging these shortcomings, paradoxically, lends greater value to such sources as the colonial context in which they were produced becomes observable.  相似文献

Through the Treaty of Paris in 1898, Spain ceded to the United States all its colonial authority over the Philippines, including its other colonies. The Treaty also placed in American possession the Spanish records kept in the various agencies of the former colonial administration of the islands. Upon assumption of its role as the new de facto colonial regime, the American insular government initiated the process of collecting the Spanish colonial records to be housed in a central repository that became the nucleus of the National Archives of the Philippines. An important aspect of understanding the context of archives in post-colonial Philippines is to trace its early beginnings and to examine the archives’ association with former colonial powers. Established against the backdrop of the shift in the continuum of colonial regimes, the archive is undeniably a colonial creation and a manifestation of colonial domination. For the contemporary imagination, however, its very presence represents a common and collective past that consequently contributes to the formation of a “national consciousness” and ironically reinforces the idea of nationhood of the formerly colonized territory.  相似文献

Historians, as users of archives, often discuss the thrill and emotion of their ‘discoveries’. We can form romantic attachments or be repulsed across the decades. Archives containing the physical remains of the past can transport us, we can move beyond the here and now. Before the Museum of Melbourne digitised Alfred Howitt’s correspondence, I once opened a letter written to him on classic nineteenth-century blued paper. As I pulled the missive from its envelope, I could smell tobacco smoke. I was immediately in the room with him. Recently, after completing an article on the topic of frontier violence, my co-author and I both described a feeling of stress and trauma that came from reading colonial records of ‘skirmishes’ and ‘dispersals’. In this paper, I want to reflect on the experience of Affect in the archive.  相似文献

This paper seeks to address, from the critical perspectives of cultural heritage discourse, the issues at stake in critically apprehending the archive as both a technology of disinheritance and one of potential inclusion and re-inheritance. The first section draws on the work of Jacques Derrida, Edward Said and other critics whose work has sought to address the marginalizing capacity of dominant European/North American archival and cultural–museological institutions. The remainder of the paper grounds these conceptual–ethical issues in the context of Palestinian cultural politics and memory-work. This critical framework is used not only to draw out the absences and silences in archives and cultural institutions, and the epistemological and ‘real’ violences at play in what Derrida characterises as ‘archive trauma’, but responds to Said’s call to ‘re-read’ the colonial archive ‘contrapuntally’ in order to create an ‘othering’ of dominant archival discourse. What is needed to provoke such an ‘othering’ is a commitment to rethink the archive in terms of alternative understandings of ‘hospitality’, ‘memory-work’ and what Derrida has referred to as ‘heritage dignity’. This strategy is capable of apprehending in greater depth the moral-ethical ‘debts’ and ‘duties’ and the operational ‘responses’ and ‘responsibilities’ towards ‘inclusion’ and towards full recognition of those constituencies which have been disenfranchised or exiled outside the realms of dominant cultural–institutional discourse.  相似文献

What is the connection between archives and identity? One of the main user groups of archives are family historians who often state that they undertake to find out about their ancestry in order to ??find out who they are??. But what does such a claim mean, where did it come from and what is the role of archives in this search for the self? This article explores these questions by examining two modern genealogical texts: Alex Haley??s Roots (1976) and the television programme, Who Do You Think You Are? (2004). These narratives show that archives can be part of the articulation of the self and that they have the potential to disclose the who beyond the private confines of the family to the reader or television audience. In this way, the archive has become a theatre of meaning, memory and self-identity, a performative space in which identities are enacted. The paper concludes by arguing that the connection between archives and identity can be a complex-layered performance that not only articulates the self but also has the potential to connect the self to the other. Such an exploration of the imaginative and performative aspects of archives within such genealogical storytelling is important if we are to further our understanding of the role of archives in contemporary Western society.  相似文献

Traditionally, an archive of family letters provides primary source materials for historians. The family archive described in this article does provide detailed insight into the suffering of several Jews in Germany and France before and during World War II. It serves as a memorial to several individuals who were murdered by the Nazis. It is also a moving testimony of the cost of war. As such, it can be seen as contributing to the wider historical record of the Holocaust. But in addition, this family archive also opened an entire series of new relationships with previously unknown blood relatives scattered across the globe, with an artist drawing the archive into a creative remembrance project, and also with individuals interested in the history of their community in Germany, which was my father??s birthplace. This family archive demonstrates values of archives parallel to their historical significance. It provides a meaningful illustration for how they can, in an unanticipated and unpredictable fashion, serve as a device for forging contemporary and ongoing familial, interpersonal, and social relationships. Ultimately, this archive of family letters, created in the midst of pain and anguish and death, has laid a new foundation of commemoration and remembrance.  相似文献

ABSTRACT

Australian and US-based archivists have recently begun to confront their complicity in a documentary landscape that excludes and erases the voices and views of minority, oppressed and poor communities. Archival professional organisations in both countries attempt to confront this issue by focusing on the homogeneity of the profession, specifically through using the discourse of diversity. Thus, this keynote address, delivered at the 2017 conference of the Australian Society of Archivists in Melbourne, explores the following question: how, if at all, does diversity form part of the solution for dismantling the white supremacy of archives? It begins this inquiry by recounting the author’s participation and experience with diversity projects of the Society of American Archivists, before speculating how archivists might transition away from the language of diversity and towards the language of liberation through the concept of an archive of the oppressed. The central argument of the address is that dismantling white supremacy in archives requires archivists abandon the neoliberal discourse of diversity and adopt an archive of the oppressed, or a cooperative approach in which oppressed peoples are positioned as subjects in our own liberation.  相似文献

This paper examines the role of trust in the information continuum. It argues that in the context of Canadian federal government records, an analogous ??trust continuum?? is a useful model for analysing the relationships that exist between creator, archives and user in the information-abundant environment. The paper borrows from sociological theory to posit that creator, archives and user are bound together in a complex expert system that facilitates trust and mitigates risk in a broad societal context and contends that these interactions are shaped at the macro level by a dominant public discourse of accountability. These points are illustrated through three recent examples at Library and Archives Canada. First, the relationship between Canadian society and the archives is explored by interrogating the concept of relevance and assessing the feasibility of managing a pan-Canadian collection via a national network of knowledge institutions. Then, the role of trust between the archives and the creator in the management of government digital information resources is examined in light of the recently issued Directive on Recordkeeping, and in the context of LAC??s Trusted Digital Repository. Finally, Commissions of Inquiry??and the Indian Specific Claims Commission in particular??demonstrate both the power of archival records in repairing trust between a society and its government and the iterative nature of the relationship between the user and the archives.  相似文献

Archives have the potential to change people’s lives. They are created to enable the conduct of business and accountability, but they also support a democratic society’s expectations for transparency and the protection of rights, they underpin citizen’s rights and are the raw material of our history and memory. This paper examines these issues in the context of the historical development of archives and archivists in twentieth century England. The research lays the foundations for understanding how and why the modern archives and records management profession developed in England. This paper will investigate the historical conflict (or is it a continuum?) between archives as culture and as evidence. The story identifies and highlights the contributions made by many fascinating individuals who established archives services and professional practice in England in the twentieth century. They shaped the archive in a very real way, and their individual enthusiasms, interests and understandings set the course of the English archival profession. To a great extent, it was these individuals, rather than government or legislation, that set the boundaries of English archives, they decided what was included (acquired) and what was not (of archival value.) The conclusion will consider the more fundamental questions: what are archives and what are they for, or perhaps, ‘what good are the archives’?  相似文献

档案保管期限表是指导档案价值鉴定工作的标准性文件。笔者通过实地调研和问卷调查发现,由于档案保管期限表的司法地位较弱,档案工作人员受潜在心理负担影响,使得在实际工作中未能完全地依照档案保管期限表开展实践工作。基于上述现状,本文从档案处置权、司法追诉期和司法凭证性三方面研究了司法视角下的档案保管期限表的设置思路,认为:(1)应赋予档案保管期限表相应的法律地位,以减轻相关档案工作人员的心理负担;(2)在保管期限的设置与档案销毁方面,应参考司法追诉期,既不能让还在发挥凭证作用的档案被销毁,也不要无限期地保存所有档案;(3)应从司法角度审视档案的有机联系性,尽最大可能保证档案的完整性与凭证性。  相似文献

档案机构是维系档案工作完整性与连续性不可或缺的载体,在古代中国,帝王及其政权力量对档案等历史记录和文化典籍的高度重视和严密的垄断性封锁,将其作为实施政治统治的重要"武器"秘藏于专门的档案存放场所和管理机构中。档案机构在唐宋以前不仅保存档案,还保管有图书、文物等其他物品,唐宋以后出现的甲库、架阁库、黄册库等则是档案机构的代名词。从中国古代颇具特色的档案机构角度出发进行研究,有助于研究中国档案史。  相似文献
