Information Technology (IT) has paved the way for an information society sans frontiers to have easy access to information and communication. IT also connects the machine environment with human applications, and has emerged as a force for global connectivity.

Nevertheless, there is a disparity in the spread of IT across the world between the developed and the developing nations. The paper describes the use of IT in Sri Lanka and how the nation strives to integrate the opportunities and challenges it provides. The paper provides the background of a new government concept called E-Sri Lanka, with the goal of creating a full IT environment projected to bridge the information gap within the nation. The country is making a laudable effort to create a complete IT environment, and the paper brings forth the developments made over the years in the spheres of information and Information Technology, through government decisions, IT education, applications and institutional activity. The article concludes on a note of optimism—there is interactivity between IT and workers rather than humans being replaced by machines.  相似文献

The paper describes the role of information and Information Technology (IT) and discusses the infrastructure, human resources, telecommunications, and research and development in IT within the Indian context. It highlights the features of the liberalization of the Indian government software policy of 1986, including developments in networking and the growth of the IT industry in the country, and documents the proliferation and application of IT in India in various fields. It provides a detailed look at the socio-human dimensions of IT in terms of its impact on the socioeconomic conditions of the people, especially in the countryside. The objective of this article is to explore the experience of reconciling the strategic information system (IS) management with the radical transition of the Information Technology (IT) infrastructure in Taiwan's Bureau of Foreign Trade (BOFT) between 1998 and 2003. This investigation will be beneficial for the implementation of IT projects, as well as the comprehension of the organizational and managerial issues related to the discontinuity of IT development in office automation. This paper conducts an interpretative approach by means of qualitative methods – namely through participatory observation and in-depth interviews with fourteen informants – to reveal the managerial issues and their implications on the adoption of electronic government (e-Government). Through the method of content analysis, this study reviews the process of decision making, implementation, and other issues emerging as a result of the adoption of new technologies in public authorities, such as the cognition of the employee toward the benefits and effectiveness of IS in public authorities.  相似文献

The goal of this research is to address the effectiveness of Neighborhood Information Systems (NIS) as an Information Technology (IT) tool in assisting community development. NISs are hybrid applications of Geographical Information Systems (GIS) and web technologies that provide demographic, social, and economic information to community stakeholders. Information technology (IT) applications in local government have been mostly used to advance the technical capacity of localities in delivering public services. As decision making responsibility moves from the U.S. federal government to local governments, academic researchers should address the need for developing intuitive decision support systems (DSS) for government managers and senior decision makers. The task-specific models of Web-based information systems (IS) discussed in this study can help local government managers capture information in multimedia format and facilitate information sharing between their department and other agencies without dependency on specific platforms, time differences, or locations in a cost-effective manner. Consequently, research should be encouraged to develop methods that respond to questions of training in the new IS environment and to provide solutions to facilitate service and system integration despite the environmental and political complexity surrounding local governments.  相似文献

This paper is designed to measure the use of Information Technology (IT) in the university libraries of Punjab, Himachal Pradesh and Chandigarh with an ulterior objective to establish some co-relation between quality in libraries and use of IT. The paper highlights the use of hardware and software facilities in university libraries. It also highlights the access of networks, information services and barriers in IT applications. A survey conducted on four university libraries, namely Panjab University library, Chandigarh; Himachal Pradesh University, Shimla; Punjabi university Library, Patiala; and Guru Nanak Dev University Library, Amritsar found that only Panjab University Library, Chandigarh and GND university library, Amritsar have provided computerised access to in-house databases. The findings presented are based on a survey conducted with the help of questionnaires, interview and observation methods. Library literature reveals that quality depends on merging print culture with digital culture but the result of this survey confirm that print culture is still dominating in university libraries of this region.  相似文献

For nearly two decades, the federal government has embraced Information Resources Management (IRM) as a philosophy, policy initiative, and management practice. During this time, IRM has undergone major management transformations within agencies and throughout the IRM policy environment. To date, however, there had been no government-wide assessment of IRM's impact on agency mission attainment, particularly through a strategic planning process. This article presents findings from a government-wide study to, in part, measure the extent to which IRM assists agencies achieve their missions and objectives, identify a general agency strategic planning model, and determine whether agency strategic planning efforts facilitate the alignment of agency business processes and information technology (IT).  相似文献

This paper proposes that the health sector has much to learn from higher education as regards information provision in the electronic age. Information Technology for Library and Information Services is less developed in the NHS than in higher education. Staff training and development is identified as a key issue in supporting the transition to electronic delivery of Library and Information Services. The Electronic Libraries Programme (eLib), developing electronic services in higher education, is outlined, with emphasis on the IMPEL2 Project and its methodology. Findings from the Staff Training and Development strand of IMPEL2 are presented. This study identified that attention should be most keenly focused on two areas, IT skills and skills to support changing roles. A number of success factors in training and development are highlighted. The paper concludes that release of resources from eLib to support staff development must be paralleled in the health sector if effective electronic services are to be developed.  相似文献

The technology acceptance model (TAM) has been used extensively to explain and predict users' acceptance of corporate information technology (IT). With the advancement in IT and the expanding popularity of internet applications in Gambia, e-Government has been a priority factor in rendering government services and in making information more accessible to citizens. This study shows how the TAM and e-Government initiatives would positively impact the Gambian government, despite the cultural differences within the country. This study developed a successful model of the Gambian e-Government system to assist Gambians with more efficient and cost-effective government operations. The study results reveal that the core constructs of the TAM have strong influences on user-intention towards e-Government products. This implies that the Gambian government can potentially utilize this study's TAM findings in other contextual settings to design and promote further implementation of e-Government systems.  相似文献

Cloud computing, which refers to an emerging computing model where machines in large data centers can be used to deliver services in a scalable manner, has become popular for corporations in need of inexpensive, large scale computing. Recently, the United States government has begun to utilize cloud computing architectures, platforms, and applications to deliver services and meet the needs of their constituents. Surrounding the use of cloud computing are many risks that can have major impacts on the information and services supported by this technology. This paper discusses the current use of cloud computing in government, and the risks–tangible and intangible–associated with its use. Examining specific cases of government cloud computing, this paper explores the level of understanding of the risks by the departments and agencies that implement this technology. This paper argues that a defined risk management program focused on cloud computing is an essential part of the government IT environment.  相似文献

Despite congressional initiatives and the Clinton administration's increased attention to information technology (IT) management policy, as part of its reinventing government and National Information Infrastructure (NII) initiatives, it is not evident that current IT policy initiatives will effectively address IT management problems. Nor is it evident that these efforts will result in the IT management improvements required to improve significantly Federal agency performance. This may be true because the government fails to recognize fundamental conflicts in the conceptualization of Federal IT management—conflicts perhaps best exemplified by the National Performance Review's (NPR) simultaneous call for reductions in bureaucratic red tape, reductions in the Federal workforce, limited support for IT education and training, and improved integration and oversight of IT management. After identifying some representative issues related to these program initiatives, the authors offer recommendations to improve Federal management of IT.  相似文献

Cloud computing enables cost-effective and scalable growth of IT services that can enhance government services. Despite the Australian Federal Government's ‘cloud-first’ strategy and policies, and the Queensland State Government's ‘digital-first’ strategy, cloud services adoption at local government level has been limited—largely due to data security concerns. We reviewed the ISO 27002 Information Security standard with extant literature and found that operational security, individual awareness and compliance matters pose more significant government challenges than the often-highlighted technical and process-oriented cloud security requirements. This study identifies and explores the critical factors associated with information security requirements of cloud services within the Australian regional local government context. We conducted 21 field interviews with IT managers, and surveyed 480 IT staff from Australia's 47 regional local governments. We propose a conceptual cloud computing security requirements model with four components – data security; risk assessment; legal & compliance requirements; and business & technical requirements – in order to promote a balanced view on cloud security for governments. Using this model, governments can work together to demand uniform security requirements for adopting cloud services.  相似文献

This paper examines the extent to which the South African Library and Information Science (LIS) agenda maps to the national agenda for the reconstruction and development of the country, which is geared to the elimination of poverty and inequality. The nation has been described as comprising two societies: the one modern and well developed, the other characterised by masses of people living in dire poverty. The mandate of LIS in South Africa includes supporting and stimulating the technological and information development of all communities and providing effective LIS education to meet this goal. The government has embraced the concept of the Information Society, emphasising the link between economic growth and Information and Communication Technologies (ICTs) and has pointed to the need for information literacy education. We present a critique of the fit between LIS policies and practices (including the curriculum) and the needs of an emerging democracy and its development goals, challenged by the duality of globalisation and marginalisation.  相似文献

Digital government is universally gaining acceptance as the public becomes more technologically advanced. It is critical for the government to embrace new technology for minimizing costs and maximizing utility of services to the taxpayers. While administrative services have been easily ported to the digital world, there are still many important citizen-centric services that have not yet been effectively migrated. Quick Response codes (QR codes) provide a means to effectively distribute many different varieties of information to the public. We propose to integrate QR code systems and corresponding smartphone applications into existing government services with the goal of providing a new level of interactivity for the public. We illustrate this through two case studies, examining the National Park Services and the Mobile Environmental Information Services (MENVIS). The focus is on developing a QR code waypoint system for park navigation, as well as incentivizing park use through gamification of site attractions. The system provides increased safety for park goers, disseminates information more effectively and accurately, and improves feedback.  相似文献

智慧政府是电子政务的下一代更迭,受到各国的广泛关注。智慧政府可以通过各部门间的信息协同提升城市运行管理的效率。当前对智慧政府信息协同的研究主要集中于研究智慧政府信息协同的机制,少有对智慧政府信息协同网络结构现状进行识别与分析的研究。本文采用命名实体识别的方法基于目标数据源(智慧政府相关政策文件)中识别出的中国智慧政府信息协同网络的节点(政府部门)数据及节点关系(各个政府部门间的信息协同关系)数据,得到中国智慧政府信息协同网络结构,并对这些数据进行可视化处理。在此基础上采用社会网络分析中的度中心性方法,把各个节点按其对整个网络影响力的强弱排序;采用k-plex分析方法,识别出对整个网络具有较强影响力的节点。研究结果显示,中国智慧政府信息协同网络共包含34个节点和355组节点关系。在节点中,国务院节点对整个网络的影响力最强,中国气象局节点对整个网络的影响力最弱。在节点关系中,国家发展和改革委员会节点与国务院节点间的节点关系对整个网络具有较强的影响力,像这样具有较强影响力的节点关系共28组。本研究得到的结果可用来指导今后中国智慧政府信息协同网络优化与发展的侧重方向。  相似文献
