Recent legislation in New Zealand has placed statutory obligations on its government organizations to introduce sound records management practices and to ensure long-term access to their digital records. To obtain a base level of knowledge on current digital preservation practices and on awareness of digital preservation issues, an online survey was conducted of the nation's government organizations in March 2006. The survey, which achieved a response rate of 42.4%, found that most organizations were knowledgeable about basic aspects of their digital resources but their awareness of digital preservation was generally low, and digital preservation activity was modest overall. To identify possible reasons for this situation, Rogers' (Diffusion of innovations. 5th ed. New York: Free Press. 2003) Diffusion of Innovations model is used to discuss digital preservation as an innovation and the level of readiness for digital preservation as the innovation's rate of adoption. The paper concludes by using Rogers' model as the basis for making recommendations aimed at helping the government's lead agencies to increase New Zealand's public sector readiness for digital preservation.  相似文献

According to the e-government maturity literature public organizations will move through different stages of maturity implying that more mature e-government is better. For many public organizations the next stage to enter is the stage of transformational government (Dhillon et al., 2008). This paper contributes to this literature by reporting the findings from a case study in a Danish local government who has reached the stage of transformational government. Using a grounded theory approach, information about the local government was initially collected and further analyzed within a stakeholder perspective. The paper reports how they succeeded in involving the most important stakeholders in the process of reaching transformational government. Finally the paper offers six lessons learned, based on the case study, about how to manage the involved stakeholders to reach transformational government.  相似文献

With the rapid proliferation of smartphones, public smartphone applications (hereafter public applications) have emerged as a new technology and innovation toward smarter government. To assess the current status of the adoption of public applications in Korea, the authors measure the maturity level of these public applications by applying a newly developed ‘public application maturity model.’ In addition, the factors influencing the differences in the maturity levels of public applications are analyzed. It was found that Korean governmental agencies have adopted diverse public applications actively in an effort to deliver public services. The overall maturity level of public applications, however, is accessed as relatively low at present. Moreover, the results of the analysis of the factors influencing the maturity of public applications can be interpreted as showing that the government agencies have only followed the trend of the rapid proliferation of public applications without considering how high-level citizen-centric services could be delivered through public applications.  相似文献

There is a fundamental shift in measuring and benchmarking due to the ability to use a large variety of data sources and virtually anybody can be involved. Interoperability is the ability of entities to work together covering aspects ranging from the technical to the organizational level. In smarter government, interoperability becomes increasingly important as relationships are subject to continuous changes and organizations operate within organizational ecosystems. In this paper interoperability measurement, benchmarking and improvement are reconceptualized in the light of the effects of big and open data and crowdsourcing in smarter government. Organizational and technical interoperability is decomposed into measurement constructs. A case study is presented showing the applicability and usefulness of the model. Using data sources inside and outside the organization the level of interoperability was measured and suggestions for improvements were identified by making use of experts and the crowd.  相似文献

[目的/意义]在国家深化文化体制改革的背景下,政社合作提供图书馆服务是对公共文化服务供给模式的探索与创新。本文在丰富基层公共图书馆服务供给政社合作的理论基础上,探讨政府和社会组织如何实现有效合作,为我国基层公共图书馆的建设和发展提供参考。[方法/过程]运用5W1H分析法,深入分析基层公共图书馆服务供给政社合作的动因、参与主体、模式、不同模式之间的差异、流程以及发展策略。[结果/结论]促进政社合作长效发展,需要加强顶层制度设计,创造良好的合作环境;明确角色定位,保持社会组织的独立性;严把评审环节,科学选择合作对象;依据客观情况,灵活选择合作模式。  相似文献

在美国国家宽带计划出台后,政府重视民众数字素养的提升,把公共图书馆作为数字素养教育的重要机构,给予政策、资金等多方面的支持。在政府的倡导下,与公共图书馆相关的行业协会积极对数字素养教育开展研究,并以此指导公共图书馆。行业协会与商业公司合作,以资源、项目支持着公共图书馆的数字素养教育。我国公共图书馆应重视数字素养教育,以社会弱势群体为重点服务对象,专业组织对此予以声援和引导,同时政府应加大投入,引导全社会支持公共图书馆的数字素养教育。  相似文献

Under pressure to fight corruption, hold public officials accountable, and build trust with citizens, many governments pursue the quest for greater transparency. They publish data about their internal operations, externalize decision-making processes, establish digital inquiry lines to public officials, and employ other forms of transparency using digital means. Despite the presence of many transparency-enhancing digital tools, putting such tools together to achieve the desired level of digital transparency, to design entire government systems for digital transparency, remains challenging. Design principles and other design guides are lacking in this area. This article aims to fill this gap. We identify a set of barriers to digital transparency in government, define 16 design principles to overcome such barriers, and evaluate these principles using three case studies from different countries. Some principles apply to projects, others to systems, yet others to entire organizations. To achieve digital transparency, before building and deploying digital solutions, government organizations should build technological and institutional foundations and use such foundations to organize themselves for transparency. The proposed design principles can help develop and apply such foundations.  相似文献

Achieving organizational interoperability in public administration is a crucial factor for successful digital transformation, although there are still many challenges and limitations regarding organizational factors. A detailed and comparative review on the evaluation of existing assessment models and tools is provided revealing the need for a holistic assessment. As result of the research, a new model is introduced for organizational interoperability assessment enhancing existing holistic models and corresponding tools with additional attributes. The development process of the new model (MOIA) is presented and the justification of alignment with the corresponding recommendations of the new European Interoperability Framework (EIF) is described. An incremental methodological approach of evaluation waves is followed to assess the additional attributes required to consider barriers and concerns regarding organizational interoperability. The Greek Electronic Public Procurement System (ESIDIS) used as the case study to validate the use of the model and calculate model's attributes weights.  相似文献

Many public organizations struggle to adapt to digital transformation. Whereas previous research has identified internal drivers of change, an unpredictable factor from the external environment such as the COVID-19 pandemic can trigger public innovation. In this study, we aim to investigate if and how the COVID-19 pandemic has influenced the digital government transformation. In more detail, we explore how the COVID-19 pandemic has affected different organizational aspects that are expected to be affected by a digital transformation. Findings from case studies of ten organizations from the Austrian federal administration indicate that the pandemic has not only led to an increased use of technological means but also influenced various organizational aspects such as employees' attitudes toward technology and organizational culture toward innovation. In particular, organizations heavily affected by the pandemic have benefited from a greater degree of digital transformation. Consequently, the pandemic has influenced a spirit of innovation and accelerated the speed of digital transformation.  相似文献

The paper conceptualizes a multi-attribute decision support model for the assessment of organizational maturity for co-creation, specifically for public organizations. This is achieved on the basis of a systematic literature review (i.e. content analysis) and analysis of two European case studies of promising collaborative practices (from UK and Slovenia). The co-creation drivers and barriers elicited from these two sources are integrated in a decision support model, thus setting the layout of a multi-attribute decision support model for the assessment of organizational maturity for co-creation. The final model conceptualized here consists of 25 attributes or criteria grouped into three categories: organization capacity, staff capacity, and a wider political and normative context in which public organizations act.  相似文献

Social media has opened up unprecedented new possibilities of engaging the public in government work. In response to the Open Government Directive, U.S. federal agencies developed their open government plan and launched numerous social media-based public engagement initiatives. However, we find that many of these initiatives do not deliver the intended outcomes due to various organizational, technological, and financial challenges. We propose an Open Government Maturity Model based on our field studies with U.S. federal healthcare administration agencies. This model is specifically developed to assess and guide open government initiatives which focus on transparent, interactive, participatory, collaborative public engagement that are largely enabled by emerging technologies such as social media. The model consists of five maturity levels: initial conditions (Level 1), data transparency (Level 2), open participation (Level 3), open collaboration (Level 4), and ubiquitous engagement (Level 5). We argue that there is a logical sequence for increasing social media-based public engagement and agencies should focus on achieving one maturity level at a time. The Open Government Maturity Model helps government agencies implement their open government initiatives effectively by building organizational and technological capabilities in an orderly manner. We discuss challenges and best practices for each maturity level and conclude by presenting recommendations.  相似文献

Government social media has been integrated as part of the government administrative tools to improve public service and promote public goals. However, the current government information literature is limited to understanding government social media adoption and its purpose for political marketing. The present study seeks to understand the role of government social media in promoting government digital initiatives (i.e., government-backed digital currency). The study validated the inter-relationships between government social media effort, privacy concerns, trust in technology, reachability, and citizens' participation in government-initiated digital innovations. A total of 505 responses from Chinese citizens were collected through an online self-administered questionnaire survey, and the data was submitted to a two-stage Partial Least Squares Structural Equation Modelling-Artificial Neural Network analysis. The analytic results revealed that privacy concerns, trust in technology, and reachability positively influence digital participation. In addition, the information quality and perception of trust in government social media have significant positive influences on government social media engagement. The study provides strategic practical suggestions to government agencies in effectively utilizing social media as a communication platform to foster citizens' participation in government's digital initiatives.  相似文献

Cyber-incidents threaten the confidentiality, efficiency, and integrity of digital information systems, causing privacy risks, economic losses, and reputational damages, and exposing managerial limitations. Although these phenomena are becoming more frequent in public agencies, research to date has mainly focused on private sector organizations and individuals. In this study, we contribute to the broader literature on cyber-incidents by exploring the drivers of both security breaches and unauthorized data disclosures in public organizations. Drawing from routine activity theory, we develop hypotheses on the determinants of cyber-incidents in departments in small and medium-sized US cities and test them using data from a national survey of public managers. Our findings suggest that both environmental and organizational factors are key determinants of cyber-incidents in city government. The results demonstrate the application of routine activity theory to public sector organizations and identify external and internal elements related to cyber-incidents in city government departments.  相似文献

认为国外持久标识符的研究存在研究对象过于具体、应用范围有限等不足,很大程度上是由于没有在一个整体框架指导下来开展研究所致,鉴于此,提出一个持久标识符互操作参考模型,模型主要组成部分是持久标识符域,包括登记机构、内容提供商以及解析器等,对三类数字资源实体(数字对象、作者、机构)和持久标识符之间的关系进行标准化,便于管理、表示和呈现数字资源,并可为实现正确的互操作解决方案和交换奠定基础。最后,指出本模型在安全性、可伸缩性等方面有待进一步完善和改良。  相似文献
