Many public organizations struggle to adapt to digital transformation. Whereas previous research has identified internal drivers of change, an unpredictable factor from the external environment such as the COVID-19 pandemic can trigger public innovation. In this study, we aim to investigate if and how the COVID-19 pandemic has influenced the digital government transformation. In more detail, we explore how the COVID-19 pandemic has affected different organizational aspects that are expected to be affected by a digital transformation. Findings from case studies of ten organizations from the Austrian federal administration indicate that the pandemic has not only led to an increased use of technological means but also influenced various organizational aspects such as employees' attitudes toward technology and organizational culture toward innovation. In particular, organizations heavily affected by the pandemic have benefited from a greater degree of digital transformation. Consequently, the pandemic has influenced a spirit of innovation and accelerated the speed of digital transformation.  相似文献

Electronic records of government organizations are becoming increasingly important for accountability. Managing electronic records, however, proves to be difficult since information and communication technologies confront organizations with various opportunities and risks. In this paper the findings of an international expert survey on electronic records management are presented. These findings identify opportunities and risks for e-mail systems, database management systems, office systems, web technology systems and smart systems. They also point to five crucial questions that must be addressed in order to guarantee the availability of electronic records for accountability.  相似文献

Records are more and more important as instruments of trust, for instance to ascertain accountability. However, they are also objects to be trusted upon themselves. Rather rigorous requirements are established to guarantee the trustworthiness of records; requirements are more elaborated in the digital environment than those that have previously been attributed to analogue records. The purpose of this study is to discuss the conceptualization of trust and trustworthiness in relation to records, and to analyze the relation between the increasing reliance on formal documentation in contemporary organizations and the requirements on records and recordkeeping systems that has been advanced recent years. It can be argued that the effort to enhance trustworthiness actually is a manifestation of diminishing trust.  相似文献

This article identifies open research issues in the management of electronic records in complex systems over time, with an emphasis on system development and implementation. The author proposes that it is necessary for archivists to address the issues at three levels: the organizational/professional level, the technological infrastructure level, and the system- and function-specific level. The paper discusses the technological factors which influence archivists' ability to manage electronic records currently being created, and goes on to recommend that archivists broaden their technological knowledge base, work toward influencing others in their organizations to gain buy-in, and develop models and success stories for positively influencing the development of electronic systems.  相似文献

Governments around the world have developed e-Government programs expecting to obtain important benefits such as improved efficiency or greater transparency. However, many e-Government projects fail to deliver their promises in terms of specific outcomes. Some of such failures are the result of a lack of understanding about the relationships among technologies, information use, organizational factors, institutional arrangements, and socio-economic contexts involved in the selection, implementation, and use of information and communication technologies (ICT), producing mismatches and unintended consequences. This paper proposes the use of institutional theory and dynamic simulation, particularly system dynamics, as an integrated and comprehensive approach to understand e-Government phenomena. Combining a sound theory and a sophisticated analytical technique will help to improve our understanding about ICT in government settings. The paper draws on the case of the e-Mexico program, particularly on the strategy to create web-based content portals for citizens in the areas of education, health, economy, and government. Using the same technological infrastructure and under the leadership of the same Federal Ministry, four different networks of government and non-government organizations engaged in the creation of internet portals and their content. The results provide evidence to demonstrate important bidirectional relationships between formal processes (institutions), agency networks (organizational forms), and the resulting characteristics of the four thematic portals (enacted technology).  相似文献

ABSTRACT

Building upon the sociotechnical perspective presented by Lewis and Westlund (2015, “Actors, Actants, Audiences, and Activities in Cross-media News Work: A Matrix and a Research Agenda.” Digital Journalism 3 (1): 19–37. doi:10.1080/21670811.2014.927986), this study examines organizational dynamics, technological affordances and professional challenges of engaged journalism practices by analyzing how Hearken, one of the most celebrated audience engagement companies, and its tools and services are being implemented in 15 U.S. news organizations. This framework identifies Hearken and organizations like it as important “external actors” providing technological “actants” that are shaping how newsrooms report the news by providing ways for audiences to be brought into producing the news, particularly during the earlier phases of the reporting process. Based on in-depth interviews, we find that nearly every news organization in our sample reports some measure of success by using Hearken for involving audience members throughout the production of news. At the same time, we also identify how this implementation is significantly shaped by organizational imperatives and the models particular organizations create for producing audience-centric news work. Ultimately, this study presents a partial update to the decades-long literature on participatory journalism by suggesting that engaged journalism practices actually create opportunities for meaningful audience involvement.  相似文献

Rapid technological advances are fuelling trust requirements and concerns about public and private sector records alike. To guarantee the reliability and authenticity of records requires a framework of policies, procedures, technologies, and intentional action or intervention by ??trusted custodians?? who have the knowledge required for attesting to and ensuring the continuing authenticity of the records. Records professionals have claimed the role of trusted keepers of the authentic record of our times, but how do they earn that trust? To begin, by acquiring competence. In order to define what kind of education would contribute to qualifying records professionals as competent, it is necessary to identify the components of knowledge they require and the role that society at large expects of them. The responsibilities and challenges presented by managing digital records through time are ones that records professionals should not meet in isolation. In order for records to be able to serve as evidence of actions and events, they must be protected as such. Records-related knowledge requirements are being articulated in the related disciplines of archival science and records management, law, digital forensics, and information assurance and cyber-security. The need for interdisciplinary knowledge to understand and manage the complexities of digital records is being realized in new research alliances that foster the development of knowledge that can support the role of trusted keepers of the authentic record of our times. This article introduces corporate historical responsibility (CHR), a concept that can guide organizations when addressing dark corporate histories. CHR holds that organizations have responsibilities toward victims of past corporate practices and toward present reconciliatory discourse. Volkswagen's discourse about its history of forced labor during WW II serves as an example of CHR. The rhetorical analysis illustrates that CHR hinges on the recognition of the past as a moral issue and on the organization's ability to create historical accountability, take responsibility, make public acknowledgements, and remember its past. It further illustrates that CHR creates sustainable policies that can strengthen corporate citizenship and serve as a means of (re-)legitimation. In order to repair broken relationships, the article concludes, organizational leaders need to overcome primary concerns with liability and invest in a shared and long-term CHR process that creates spaces for ongoing discourse about the past.  相似文献

Recently, the Korean government instituted a reform in its archives with the goal of increasing transparency in government and meeting the challenges of the new digital environment in records management. President Roh's administration focused on a “process and system” reform through a shift from paper-based records management to electronic records management. The E-jiwon task management system of the Office of the President, invented by President Roh himself, served as the archetype for the reform. This study explores and critiques the administration's choice of a “process and system” reform over institutional reform, examines the legal framework used to enact the reform and its shortcomings, and analyzes the benefits and deficiencies of the E-jiwon as a tool for democracy in the archives. It concludes that while the new digital environment can assist in promoting government transparency, technological change by itself is inadequate; ultimately, institutional change is necessary for true reform.  相似文献

Our guest columnist is Tim Schlak who, like many of us, is on a journey continuing to challenge ourselves to be better leaders and to more effectively serve our organizations. This column presents several of the latest leadership development frameworks that are novel to library literature. Where many leaders assume our minds and identities are fixed, this paper presents theories and anecdotal evidence that our minds and identities are flexible and adaptable to the causes we choose. Complexity is offered as the central feature of organizational life and the responses we make can be intentionally crafted to help us hold our knowledge and our senses of self more loosely. In so doing, we create room to grow and to muster more effective and authentic responses to the complexity we all face in our libraries.  相似文献

Under pressure to fight corruption, hold public officials accountable, and build trust with citizens, many governments pursue the quest for greater transparency. They publish data about their internal operations, externalize decision-making processes, establish digital inquiry lines to public officials, and employ other forms of transparency using digital means. Despite the presence of many transparency-enhancing digital tools, putting such tools together to achieve the desired level of digital transparency, to design entire government systems for digital transparency, remains challenging. Design principles and other design guides are lacking in this area. This article aims to fill this gap. We identify a set of barriers to digital transparency in government, define 16 design principles to overcome such barriers, and evaluate these principles using three case studies from different countries. Some principles apply to projects, others to systems, yet others to entire organizations. To achieve digital transparency, before building and deploying digital solutions, government organizations should build technological and institutional foundations and use such foundations to organize themselves for transparency. The proposed design principles can help develop and apply such foundations.  相似文献

The International Records Management Trust has demonstrated that there is currently little capacity or infrastructure in the developing world for managing government records as authentic evidence of policies, transactions, activities and entitlements. Records management itself will not halt corruption and bring about accountability, but it is an essential contributor to public sector integrity. The Records Management Capacity Assessment System (RMCAS) provides a means of assessing records management policies, procedures and resources against established international standards. It uses a diagnostic model, based on the records life cycle, to identify strengths, weaknesses and risk areas, and links with a database of training and capacity-building materials that can be used to plan improvements. Designed initially to measure records and information systems in the financial management, human resource management and legal and judicial areas, it can also be applied generically. The RMCAS software application will shortly be available, free of charge, through the Internet or in CD-ROM format. RMCAS can be applied flexibly to take account of variations in size of institutions and the administrative contexts in which they operate, as well as developmental and national aspirations. It can be applied to both paper and digital records and assesses the relationship between paper and electronic systems. The use of information and communication technologies in government has been characterized as one powerful strategy for administrative reform. From recent experiences around the world, it seems clear that in order to enjoy some of the greatest benefits of digital government, the integration of information across organizational boundaries is necessary. However, these digital government initiatives face additional challenges, since the required level of interorganizational collaboration and trust is often not supported by existing institutional arrangements, organizational structures, and managerial processes. In fact, many institutions and administrative structures found in government contexts offer incentives for single-agency work only, which produces stove-pipe systems. Based on an extensive case study in the Mexican federal government, this paper explores how certain institutional arrangements and organizational structures can enable or hinder cross-agency collaboration and consequently, interorganizational information integration.  相似文献
