We have identified a paradox in the still low adoption of e-government after more than two decades of policy efforts and public investments for the deployment of online public services. Using as evidence the focus and evolution of this focus over the period 1994–2013 in a vast body of literature produced by academia, international organisations and practitioners, we show that: a) the deployment of e-government was for a long time concentrated on more technological and operational matters and that only more recently attention switched to broadly defined institutional and political issues (hypothesis 1a); and b) institutional and political barriers are one of the main factors explaining lack of e-government adoption (hypothesis 1b). A decision making process that is still unstructured, untrustworthy, and not fully leveraging the available evidence hinder the perception of public value and citizens' trust in government, which contribute to low level of e-government adoption. We conclude suggesting that a smart government producing public value is grounded in a triangle of good decision defined by politics, values, and evidence and that to achieve it public sector should go beyond the traditional concept of service innovation. It should rather introduce conceptual and systemic innovation pertaining to a new way of thinking and of interacting with stakeholders and citizens as sources of both legitimacy and evidence.  相似文献

This article compares China with European Union (EU) in e-government readiness and e-participation. The research shows that China has made remarkable progress in recent years. Nevertheless, EU is still leading in the e-government development. Public libraries have a huge potential to be creators and facilitators of social innovation in communities and society. Qualitative research based on interviews with 27 librarians showed that social innovation in libraries can take the form of educational and cultural activities, leisure and networking activities and social support services. The main goal of the research was to find out what factors support and make these innovations difficult in public libraries. A four-layer model of barriers and stimulators for social innovation is presented, which includes structural, local, organizational and personnel levels. The model could serve to inform librarians, their stakeholders and governments about all levels of barriers and stimulators connected to innovation of library services and social re-positioning of public libraries in the future.  相似文献

This article aims to understand what determines the degree of e-government use for multiple purposes by analyzing the Government Online Survey data that the Pew Internet and American Life Project provide. Three main purposes of e-government use are identified as: service use, information use, and policy research. The degree of e-government use for a specific purpose is predicted by five sets of determinants: psychological factors of technology adoption, civic mindedness, information channels, trust in government, and socio-demographic and personal characteristics. Sociodemographic conditions influence usage level of various transactional services provided by e-government. Perceived ease of use facilitates the acquisition of general information through e-government. Civicness is a critical determinant of e-government use for policy research. Policy researchers who are more engaged with and concerned about society, neighbors, and government are emerging as a new class of e-government users.  相似文献

In several countries forces that resist e-government innovations apparently override those that support them. A first step is taken in order to identify organizational processes of resistance and support to e-government innovations. A multi-disciplinary and non-linear innovation model is proposed that is inspired by the Minnesota Innovation Research Program's Innovation Pathway-model. The proposed model grasps the whole process of adoption and implementation of e-government services. Observable indicators of resistance and support on the complete innovation pathway of electronic government are derived from the proposed model. Future research will have to conceptually refine and empirically test both model and indicators.  相似文献

This study is the first to evaluate e-government diffusion among local governments in the United States over time. The diffusion rates of various types of e-government services are measured and analyzed over two decades. E-government surveys conducted by the International City/County Management Association (ICMA) from 2000 to 2011 provide an early trendline of e-government services offered, and an original two-wave panel survey was conducted in 2014 and 2019 collecting data, which extends this timeline and offers new ways to measure adoption in this later period. The panel survey includes the same 83 cities randomly selected from all cities with populations over 50,000, representing over 10% of medium and large size cities in the U.S.The findings of this study provide a clear picture that cities across the nation have increasingly adopted a wide set of e-gov services, with some reaching near complete diffusion. A total of 45 different e-government services are evaluated, with similar e-government services organized together into informational, interactive, multimedia, financial, and social media scaled variables for further analysis. Adoption and diffusion of e-government services have been neither steady nor uniform. However, from 2014 to 2019 the trend was clear: more cities offered more e-government services more consistently.The findings also offer insights into the characteristics of cities that have adopted e-government innovations earlier than others. Both greater population size and percent of residents with broadband access contribute in a statistically significant way to the number of e-gov services adopted, while other expected independent variables like economic measures of wealth do not. These findings contribute to a broader conversation about how the diffusion of e-government service adoption has changed over time and the extent to which that has affected the relationship between residents and their local governments throughout the first two decades of the 21st Century.  相似文献

This study examines the perceived impacts of electronic government or e-government adoption on U.S. cities. This research conducted a survey of Texas and Florida city managers in the fall of 2005 to find out their opinions on the impact of e-government on their city government. The results indicated that e-government is having a positive impact on management, stakeholder involvement, needs and collaboration, and procurement in American cities. There are, however, concerns over spam or unsolicited e-mail and the ability of e-government to reduce the level of staffing. The results of this study imply that, according to city managers' perceptions, e-government adoption in American city governments is positively viewed as having an impact on their organizations and communities.  相似文献

In the face of the growing digitization of society, a series of transformations are taking place in the public sector that have been described as the second generation of e-government development. The present article traces how these transformations have been anticipated by successive generations of e-government maturity models and critically assesses existing stage models. Based on a survey among 1560 heritage institutions in 11 countries, an empirically validated maturity model for the implementation of open government is presented. The model uses innovation diffusion theory as a theoretical backdrop. While the model is at odds with the unidimensional nature of the Lee & Kwak Open Government Maturity Model (Lee & Kwak, 2012), the findings suggest that the transformative processes predicted by various e-government maturity models are well at work. They result in increasingly integrated services, participative approaches and an emerging collaborative culture, accompanied by a break-up of proprietary data silos and their replacement by a commonly shared data infrastructure, allowing data to be freely shared, inter-linked and re-used. In order to put our findings into perspective, we take stock of earlier discussions and criticisms of e-government maturity models and offer a new take on the issue of stages-of-growth models in the field of e-government. The proposed approach rests on the assumption of an evolutionary model that is empirically grounded and allows for varying development paths.  相似文献

This paper highlights the challenges of assessing the value of business-to-government IT innovations for both private and public stakeholders. Due to the different backgrounds of inhomogeneous stakeholders, potential adopters of business-to-government systems have varying requirements; in particular, they address understandings of value attributed to the implementation and the usage of such systems. Incorporating specific perspectives of each stakeholder in its own domain for evaluation is vital for supporting diffusion of IT innovations. The main contribution of this paper is the development of a value assessment framework that combines the value understanding from both public and private stakeholders. Applying this framework not only allows the value assessment of business-to-government IT innovations incorporating different needs and requirements of various current stakeholders, but it also provides common and objective evaluation criteria on similar business-to-government IT innovations for potential adopters from both domains. We discuss the application of the proposed value framework in the case of e-customs systems redesign based on an example of the introduction of e-customs IT solutions in a Finnish multinational company.  相似文献

In recent years, there has been an increasing amount of research published on the topic of e-government diffusion. This paper provides a meta-analytic review of the literature on the diffusion of e-government. We analyzed the related literature in the leading journals and from international conferences in the field of information systems and public administration. Our analytical results reveal the main theoretical foundations, research methods, and research topics found in the relevant literature. The meta-analysis identified four main research topics: (1) the factors that influence the diffusion of e-government, (2) the diffusion of e-government systems and applications, (3) the impacts of e-government diffusion on government agencies and employees, and (4) the relationships between information and communication technology (ICT) infrastructures and the diffusion of e-government. Researchers have developed eight related theories to discuss e-government diffusion and adopted four methods to explore it. We suggest directions that researchers should pursue to strengthen the diffusion of e-government and to draw out deeper issues.  相似文献

This article offers a new perspective on e-government by documenting the categories of e-government discourses, and evaluating them within a public value framework. Understanding e-government discourses is significant, since these discourses represent contested visions of e-government, and one can derive a feel for public sentiment about e-government from the discourses used in the media. The findings are accumulated through an inductive analysis of 85 newspaper articles, published during the year of 2010, in three top-selling, ideologically different, nationally circulating Turkish newspapers. In these 85 articles, 98 discourses presented by 90 policy actors are found. Five positive and four negative discourse categories and their relationships emerged from the analysis of the data. The results show that, government reform efforts shaped by the New Public Management movement and Turkey's harmonization efforts with the global political system in general, and with the European Union in particular, are influential in the presentation of e-government projects to the Turkish public through newspapers.  相似文献

本文从概念界定、研究数量分布、理论/模型使用、研究方法及内容等方面对当前电子政务公民采纳研究进行综述。认为:目前我国在这方面的研究仍然比较匮乏,需要展开进一步的研究;多数研究以经典IT/IS理论/模型为基点,加入其他核心变量以对原有模型进行细化、扩展、整合等;研究内容主要是个体、技术、环境及质量等特征因素对公民采纳的影响研究;未来应当不断发掘出不同公民群体采纳电子政务的各种潜在影响因素,构建符合电子政务特定情境的实证研究模型;尽可能选择最合适的样本,并在不同情境下进行实证检验,同时扩大样本量,提高研究的普适性。图4。参考文献34。  相似文献

Public organizations often face numerous barriers when it comes to adopting and using social media to communicate and engage with the broader public. This research aims to better understand how barriers to social media adoption can be tackled by zooming in on one specific type of organization: the police. Our research answers the following question: to what effect do police forces manage barriers to the adoption of social media with social media policies? Firstly, by systematically reviewing previous studies using a typology of barriers to ICT adoption, this study identifies the types of barriers that the police are often faced with. Secondly, by qualitatively analyzing two frontrunner cases, the United Kingdom and the Netherlands, this study analyzes how social media policies address and can help overcome these barriers. The empirical analysis indicates that in addressing barriers to social media adoption, a combination of exploration and exploitation is needed to address both structural and cultural barriers to social media adoption. We argue that this fits an approach of the ‘perpetual beta’: ongoing technological innovation requires organization capacity to continuously adapt to socio-technical change.  相似文献

Social media in government is becoming one of the major trends in Electronic Government (e-government) research and practice worldwide. During the last few years, several authors have addressed the potential of social media for the innovation of public sector organizations. Most of these contributions have focused on the technical dimensions of social media, while other aspects have not attracted equal attention. In contrast, this introductory article interrogates the role of social media in the basic areas of e-government: government information flows and the availability of government information; the use of information technology to create and provide innovative government services; the impact of information technology on the relationships between the governed and those governing; and the increasing importance of information policies and information technologies for democratic practices. Accordingly, the next few pages propose and develop three dimensions of social media in government: tools, goals, and topics. We think that these dimensions could help to better understand the use of social media in government settings. Then, after a brief review of current trends in social media and government research, we present the articles included in this special issue. Finally, we present some practical lessons and suggest ideas for future research. This special issue could be seen as a starting point for the development of innovation through social media in public administrations around the world.  相似文献

To succeed in a period of change, German book publishers need to adopt innovations, e.g., implement e-books into their product portfolio. Yet, in the book industry, the adoption of new technologies is not commonplace: Despite being the second biggest book market worldwide, only 1.2 % of all published books in Germany are available as e-books. This problem leads us to investigate the factors that determine whether publishing companies decide in favor or against entering the e-book market. Based on a standardized survey of more than 240 German publishing houses, barriers to innovation adoption are examined from a micro, meso and macro perspective. Our main findings show that individual characteristics of management and the company’s corporate culture strongly predict adoption. Also, organizational communication seems to be critical. Taking this into account, the key resource to enable innovation seems to be information underlining the necessity of communities of practice.  相似文献

Digital healthcare is in the spotlight due to the prevailing COVID-19 situation. To get the deeper understanding of the healthcare consumers' adoption of e-government telemedicine service (EGTMS), the present research extends the unified model of e-government adoption (UMEGA) with perceived severity, self-efficacy, and political trust. The extended UMEGA model is empirically validated with 452 valid Indian healthcare consumers' responses. The findings reported that performance expectancy, perceived severity, effort expectancy, and perceived risk significantly influenced Indian healthcare consumers' attitudes towards EGTMS. Further political trust showed significant influence over social influence. However, social influence is observed as non-significant. Furthermore, attitude, political trust and facilitating conditions significantly influenced individuals' behavioral intentions towards EGTMS and observed significant influence of self-efficacy on effort expectancy. This is the first study that reveals the critical factors of Indian healthcare consumers' behavioral intention towards EGTMS. With the upsurge in e-government healthcare services, the outcomes of the study will benefit stakeholders such as governmental agencies, marketers, public administrators, and healthcare professionals as they provide suitable strategic recommendations to design and implement e-government telemedicine services.  相似文献

The implementation of e-government is a burgeoning phenomenon across the globe. It improves and enhances the infrastructures and services provided to the citizens. However, a review of the IS literature reveals that research on the implementation of e-government is rather limited, which could be due to the general misconception of the public sectors as rigid and risk-averse establishments. The shortage of studies on e-government’s implementation presents a knowledge gap that needs to be plugged. This gap is significantly amplified by the increasing number of e-government initiatives being implemented by governments in recent years. This paper describes and analyzes South Korea’s Supreme Court Registry Office, which has implemented e-government. The case study discusses practical implications and suggests future research areas. Findings of the study include the alignment of technology and business processes, integration of resources into core business activities, integrating stakeholders’ trust and commitment, and better understanding of the role of organizational learning, which can enhance the adoption and institutionalization of e-government initiatives.  相似文献

市民是电子政务服务的主要对象,如何为市民提供高效、优质、规范、透明和全方位的公共服务,是电子政务的本质和宗旨。本文选择了与民生有关的生育、婚姻、户籍、文化教育、社会保障、公用事业、医疗卫生、交通出行共8项指标,采用电子政务公共服务成熟度方法,对长江三角洲各主要城市面向市民的电子政务公共服务进行了评价。结果表明:目前长江三角洲城市电子政务已处于公共服务型阶段,但公共服务的广度和深度都有待拓展和提高。  相似文献

Experiences with the pursuit of health communication research are discussed in terms of barriers and facilitators to conducting this work. These experiences are considered for generalizable principles relating to the conduct of translational research. The importance of acknowledging the values and agendas which underlie the pursuit of translational research is emphasized. The contributions of both qualitative and quantitative methodologies to pursuits of translational projects are acknowledged. Finally, the need for communication scholars to participate in interdisciplinary endeavors is advanced as a goal with benefits for sharing the field's theory and research insights, and to expand our own knowledge about other disciplines.  相似文献
