The sustainability of public health practices requires collaboration between the government and its citizens. On the government's side, social media can provide a conduit for communicating health risk information in an effective and timely fashion, while also engaging citizens in informed decision-making. On the citizen's side, information communication technology (ICT)-based practices cannot function unless citizens recognize and act on their responsibility to actively engage with government social media platforms. Despite an increasing interest in understanding the adoption of ICT practices and e-government services for health risk communication, there remains a crucial need for a comprehensive framework to explain which factors determine citizen use of digital government resources. The purpose of this study is to investigate how to increase government accountability for motivating citizens to engage in ICT-based health risk communication, thereby attaining sustainable public health practices through collaborative governance.By integrating trust and health risk information into the e-government adoption model (GAM), this research examines factors that influence citizens' likelihood of using government social media resources. Survey data from 700 Korean citizens were analyzed using structural equation modeling. The results indicated that individuals with higher social media competency are more likely to (a) seek risk information through social media and (b) perceive the government's social media sites as easy to use. Consistent with the GAM, intentions to use the government's social media sites for information and interactions appear to increase as citizens perceive more value in using them regarding information quality, ease of use, functional benefit, and security. Furthermore, perceived trust in the government's social media resources appears to function as a mediator of this process. Initial trust in the government is an important determinant of perceptions of its digital resources. Citizens who trust the government tend to evaluate new initiatives positively and are more likely to accept and make use of them.The results of this study can inform policy design and implementation by elucidating the mechanisms that determine citizens' adoption and usage of digital government services. Theoretically, this work expands the GAM to include health risk communication and adds empirical evidence to the small yet growing body of knowledge of e-government initiatives. These findings also highlight the importance of public trust in the government, as this encourages citizens to seek health risk information and assistance from the government. Overall, the data and model generated in this investigation represent an important step toward the successful and sustainable modernization of public services.  相似文献

Social media technologies have begun to enter the governmental workplace as tools to accomplish improved public service and engagement. Widespread recognition of the potential of social media technology for achieving public outcomes does not match our understanding about how and why specific tools are being used for specific purposes. This paper makes use of newly collected national survey data from local government managers in five different agencies to address the questions: which social media tools are being used, for which tasks or purposes; and what organizational characteristics influence the coupling of task and technology. Findings reveal patterns of social media tool application for particular purposes, although organizations do not all use social media tools in the same way. Moreover, regression analysis shows that different organizational factors – work characteristics, innovativeness, technology and management capacity and stakeholder influence – predict each of the four technology–task couplings — social media for dissemination, social media for feedback on service quality, social media for participation, and social media for internal work collaboration. This study demonstrates that social media tools are not a monolithic group and calls for greater research attention to the complex interactions among social media technology, task and organizational context.  相似文献

The last few decades have witnessed unprecedented transformations in every sector of society, resulting from the explosive advancement of information and communication technologies. This drastic development has raised the hopes of citizens for better lives, in both developing and advanced countries, urging innovation in government to make it more competent. Due to e-business revolutions, governments around the world have applied similar principles and technologies to government by opening their websites for more efficient publication of information and more effective delivery of public services. While a government website is an important venue for citizens to participate in public affairs and decision-making processes, early e-government practices tended to overlook democratic purposes by focusing on the features of e-business and information systems. There have been increasing criticisms that e-government system design has focused mainly on the provider's perspectives. Reflecting on the theoretical implications of this, we argue that a government website should facilitate democratic processes involving not only information sharing and delivery of better public services, but also deliberation and coproduction. The purpose of this study is to probe into multidimensional features that enable government websites to fulfill their promises. Developing an integrative model for evaluating a government website, namely the Democratic E-governance Website Evaluation Model, we conducted a qualitative meta-analysis of four strands of literature: information systems, business, public administration, and democratic theory. Our study contributes to the literature by extending the purview of e-government website analysis beyond the question of citizens' acceptance and towards the issue of their engagement, bringing a stimulating view of citizens as active agents in governance, and it provides a holistic model for public authorities to improve their websites to facilitate democratic e-governance that helps to create more effective public outcomes.  相似文献

Scholars and practitioners argue that the most important interactions between citizens and government happen at the local level. These relationships could become closer and more frequent with the use of information and communication technologies (ICTs). In fact, portals could be seen not only as channels for providing government information and services, but also as powerful tools to exchange information and knowledge between different social actors and government entities and to enable participation in collective decision-making efforts about important public affairs. For instance, social media and other Web 2.0 tools could provide new electronic channels for these interactions through their inclusion in local government portals. This paper argues that although important modifications to the organizational and institutional frameworks would be necessary, the potential for local electronic governance through networks of government and non-government actors via internet portals is clearly present. However, a very important first step would be the inclusion of more interaction, participation, and collaboration mechanisms in government portals. Similar to previous efforts with data from the U.S., this paper describes the results of a recent assessment of local government portals in Mexico. The conclusion is that progress toward citizen engagement is slow in local governments and there are very few efforts to increase interaction, participation, and collaboration channels on their portals. Most of them are still following the vision of information and services providers and a local electronic governance model is still in its very initial stages. It seems that e-government in municipalities is still more rhetoric and less reality, at least in some countries.  相似文献

Social media have provided new environments for both individuals and organizations to communicate. The literature on government use of social media has noted that these platforms provide a variety of democratic functions for government institutions, in their ability to increase transparency and citizen participation. However, there is less recognition and understanding in this context about the symbolic and presentational content governments communicate on social media. This is the case despite the fact that social media are tools for self-presentation, the exchange of symbolic content, and marketing. We have conducted a literature review from diverse sources, including e-government, business, human-computer interaction, social psychology and human communication to develop a typology of government communication on social media. We present a classification scheme with 12 specific categories and discuss the potential purposes of these various types of communication. Via empirical content analysis, we code a total of 2893 Facebook posts of local governments across the U.S., in a pilot and in a confirmatory study. This analysis allows us to better understand the categories of communication and the extent of their presence. Although we find that most content on local government Facebook pages falls into the category of democratic information provision, almost half of all messages refer to symbolic and presentational types of information exchanges. We illustrate our results with examples, and present a discussion of these findings with implications for practitioners and future research.  相似文献

Access to government information has been considered an essential element of democracy since the foundation of the American republic. Over time, the amount of government information produced has increased significantly, and the rise of e-government has made access to online government information, communication, and services equally vital to participation in society and interaction with governments. However, the outlets of free public access to government information and e-government have constricted over time, leaving public libraries as one of the only free public Internet access points in most communities. As a result, public libraries serve as a social guarantor of access to and assistance with government information and e-government services. This article first discusses the historical evolution of the means of access to government information and changes over time in responsibilities in providing such access. After exploring the interrelationships between government information and e-government, the article then details the development of the role of public libraries as guarantors of e-government access. Finally, the article examines the impacts of policy on e-government access in libraries, leading to a set of recommendations and conclusions to support the vital library roles related to e-government.  相似文献

The number of migrant farmer workers in China has increased so rapidly that they can't be ignored anymore as a vulnerable group in the coming information society. This study formulates a theoretical framework on the process of seeking for government information online and employs a method of questionnaire survey to investigate the information needs of migrant farmer workers and their behavior of using e-government service. The findings drawn include inconsistency of information seeking behaviors with information needs, and conditions of transfer from potential users of e-government services to actual users, such as information literacy, IT environment, the influence of social networks, the operations of government websites, and targeted services. Several policy recommendations are presented based on these findings, including improvements in the workers' information capacity, construction of special e-government programs aimed at such workers, and enhancement of public library systems and government service offerings to this target group.  相似文献

E-government involves the use of information and communications technology to facilitate government interaction with citizens, employees, businesses and other governments. E-government studies provide a platform to examine prior developments, and explore future opportunities in the field. This paper presents a theoretical model for the analysis of e-government studies and further uses a bibliometric analysis to examine constructs such as theoretical perspectives, methods, and units of analyses. Social media such as blogs, microblogs or electronic social networks can transform the ways in which we relate to other people and organizations. Government organizations are experimenting with social media to communicate with their constituents, and many analysts see in these media a powerful set of tools to reinvent government–citizen relationships. In this paper, we present the perceptions of risks, benefits and strategic guidelines about social media applications gathered from 250 public servants from Central Mexico, most of them working in information technology, as web masters or responding to Freedom of Information Act requests. The conclusions of the analysis are 1) that governments' participation in social media may result in improved communication and citizen participation, more transparency, and transfer of best practices among government agencies; 2) that a good implementation strategy is necessary to realize these benefits and to avoid risks; and 3) that the implementation of social media highlights the importance of updating laws and regulations, and of promoting changes in government culture and organizational practices.  相似文献

Despite the expectation that social media use in the public sector contributes to enhancing government responsiveness to citizens, few empirical studies exist on whether social media use actually leads to more responsive public administration in practice and how social media are used by governments to build citizen-centric governance. The purpose of this study is to examine what roles are played by mayors and public officials in social media networks to increase government responsiveness. Thus, we adopt social network analysis (SNA) to the Twitter network of public services as well as carry out a case study on interactions among the mayor, local government, and citizens via Twitter in Seoul, Korea. The research findings show that the mayor of Seoul plays the most important role as a bridging hub in the Twitter network. Specifically, the mayor serves as a bridge between different clusters of citizens and public officials as well as a hub for the most connected users in the network. The mayor's role as a bridging hub in the Twitter network contributes to enhancing government responsiveness by making possible to overcome the disconnection between citizens and the local government, and information asymmetry among the mayor, public officials, and citizens.  相似文献

Government social media has been integrated as part of the government administrative tools to improve public service and promote public goals. However, the current government information literature is limited to understanding government social media adoption and its purpose for political marketing. The present study seeks to understand the role of government social media in promoting government digital initiatives (i.e., government-backed digital currency). The study validated the inter-relationships between government social media effort, privacy concerns, trust in technology, reachability, and citizens' participation in government-initiated digital innovations. A total of 505 responses from Chinese citizens were collected through an online self-administered questionnaire survey, and the data was submitted to a two-stage Partial Least Squares Structural Equation Modelling-Artificial Neural Network analysis. The analytic results revealed that privacy concerns, trust in technology, and reachability positively influence digital participation. In addition, the information quality and perception of trust in government social media have significant positive influences on government social media engagement. The study provides strategic practical suggestions to government agencies in effectively utilizing social media as a communication platform to foster citizens' participation in government's digital initiatives.  相似文献

Social media applications are extending the information and communication technology landscape in the public sector and are used to increase government transparency, participation and collaboration in the U.S. federal government. The success, impact and performance of these new forms of bi-directional and networked interactions can provide insights to understand compliance with the mandate of the Open Government Initiative. Many government agencies are experimenting with the use of social media, however very few actively measure the impact of their digital interactions. This article builds on insights from social media directors in the U.S. federal government highlighting their current lack of measurement practices for social media interactions. Based on their articulated needs for measurement, existing rules regulating the extent of measurement practices and technological features of the main social media platforms, a framework is presented that traces online interactions to mission support and the resulting social media tactics. Around the world, governments turn to information technology (IT) training programs to enhance equitable delivery of online public services to citizens. However, the effectiveness of these citizen training programs has gone unexplored. This study is motivated by two objectives: 1) To evaluate whether citizen participation in government training programs is associated with greater e-government use among participants, and 2) To assess whether the strength of this relationship varies according to whether a citizen is elderly, disabled, or not – those who are elderly or disabled tend to use e-government the least. We use data from South Korean to examine these objectives. Findings indicate citizen participation in government IT training programs is positively associated with e-government use and that this relationship is stronger for citizens who are elderly or disabled. These findings highlight the potential of government IT training programs to mitigate the digital divide. Implications for research and practice are discussed.  相似文献

This article aims to understand what determines the degree of e-government use for multiple purposes by analyzing the Government Online Survey data that the Pew Internet and American Life Project provide. Three main purposes of e-government use are identified as: service use, information use, and policy research. The degree of e-government use for a specific purpose is predicted by five sets of determinants: psychological factors of technology adoption, civic mindedness, information channels, trust in government, and socio-demographic and personal characteristics. Sociodemographic conditions influence usage level of various transactional services provided by e-government. Perceived ease of use facilitates the acquisition of general information through e-government. Civicness is a critical determinant of e-government use for policy research. Policy researchers who are more engaged with and concerned about society, neighbors, and government are emerging as a new class of e-government users.  相似文献

In recent years, there has been an increasing amount of research published on the topic of e-government diffusion. This paper provides a meta-analytic review of the literature on the diffusion of e-government. We analyzed the related literature in the leading journals and from international conferences in the field of information systems and public administration. Our analytical results reveal the main theoretical foundations, research methods, and research topics found in the relevant literature. The meta-analysis identified four main research topics: (1) the factors that influence the diffusion of e-government, (2) the diffusion of e-government systems and applications, (3) the impacts of e-government diffusion on government agencies and employees, and (4) the relationships between information and communication technology (ICT) infrastructures and the diffusion of e-government. Researchers have developed eight related theories to discuss e-government diffusion and adopted four methods to explore it. We suggest directions that researchers should pursue to strengthen the diffusion of e-government and to draw out deeper issues.  相似文献
