Web information systems are having a profound effect on the way information is being disseminated today. Current technological advances have caused many government agencies to re-evaluate their practice of contracting with private sector vendors who have traditionally repackaged and marketed the agency's raw data. These new opportunities for government agencies wishing to make information publicly accessible have blurred the traditional distinctions between public and private dissemination activities. Low-cost public dissemination of information has resulted in private sector vendors arguing that public electronic distribution and publication creates unfair competition. New partnerships, such as the recent venture between the National Technical Information Service (NTIS) and the commercial search engine, Northern Light, in developing the “usgovsearch” product are also being explored. From another viewpoint, library associations are strongly supporting legislation that would broaden, strengthen, and enhance public access to electronic government information. Key issues to be discussed are: (1) the debate concerning public vs. private access to government information; (2) Does electronic access to government information eliminate the need for printed documents? and (3) Joint efforts — when should the government team up with private sector allies to charge for information services and access?  相似文献

This paper provides an overview of a research effort that aims to investigate methodologies and tools to facilitate access, compliance and analysis of government regulations. The complexity, diversity, and volume of government regulations are detrimental to business and hinder public understanding of government. The burden of complying with regulations can fall disproportionately on small businesses since these businesses may not have the expertise or resources to keep track of the regulations and the requirements. Regulations emanating from different agencies, each has its own objectives and scopes of concerns, may overlap on similar and related issues and may have inconsistency. The situation can potentially be improved by developing appropriate methodologies and tools that can help facilitate the development and analysis of regulatory documents as well as compliance process. To illustrate, this paper discusses the applications of information technology for selected services related to regulations, such as compliance assistance and comparison of regulations.  相似文献

Ensuring employees' compliance with information security controls is a major challenge experienced by the management of information security in organisations. While the investment in information security has been increased recently, many organisations around the world have failed to avoid security threats and data breaches because of noncompliant employees. This study proposes a model to explore employees' differences and identifies the factors that can shape their perceptions and intentions toward compliance. The model was examined and validated in a Saudi Arabian government organisation using partial least square structural equation modelling. The results of this study support the validity of the research model and disclose the factors that have a significant influence on employees' intentions toward compliance, particularly in Saudi Arabia's public organisations. To the best of our knowledge, this is the first study to investigate employees' perceptions and intentions toward complying with information security controls in public organisations across all regions of Saudi Arabia. The study contributes to the information security management domain in terms of the model's validity, which can be used to explore the influence of the identified factors on employees' perceptions and intentions toward complying with information security controls in different cultural and environmental contexts.  相似文献

The business sector has already recognized the importance of information flow for good management, with many businesses adopting new technology in data mining and data warehousing for intelligent operation based on free flow of information. Free flow of information in government agencies is just as important. For example, in child welfare, entities that fund social services programs have increasingly demanded improved outcomes for clients in return for continued financial support. To this end, most child welfare agencies are paying more attention to the outcomes of children in their care. In North Carolina, many county departments of social services have successfully adopted the self-evaluation model to monitor the effects of their programs on the outcomes of children. Such efforts in self-evaluation require good information flow from state division of social services to county departments of social services. In this paper, we propose a comprehensive KDD (Knowledge Discovery and Data mining) information system that could upgrade information flow in government agencies. We present the key elements of the information system and demonstrate how such a system could be successfully implemented via a case study in North Carolina. The next generation infrastructure in digital government must incorporate such information system to enable effective information flow in government agencies without compromising individual privacy.  相似文献

FOIA Libraries are the repositories for many documents released under the FOIA1 (Freedom of Information Act), i.e., “responsive documents,” by federal agencies and their sub agencies. Awareness of search terminology for FOIA Libraries or electronic reading rooms can assist the public and researchers to locate publicly available government information, including responsive documents. Responsive documents are the responses to FOIA requests that can be posted (in full or with redactions) by federal agencies. FOIA responses may not be easily findable by major web search engines. The goal of this article is to educate readers about government and non-government FOIA resources and declassified document repositories for discovery. It is important for researchers, journalists and citizens to use “FOIA Libraries,” “Electronic Reading Room,” or “FOIA tag” to search for documents concerning government activities and operations that are released under the FOIA on the web. In addition to aiding in the research process, access to responsive documents information furthers democratic goals of transparency and supports findability of government information by the public.  相似文献

By analyzing the contrasting stories between the CDMA case and the IMT-2000 case in Korea, this paper examines the conditions for government intervention in information technology standardization. In these two cases, although the government had tried to induce information technology innovation by using de jure standardization, different results occurred. In the CDMA case, the government led the overall innovation process by getting compliance from private companies, whereas in the IMT-2000 case, the government faced resistance from private companies and, thus, did not achieve the intended results for information technology innovation. Why did similar standardization policies applied to similar cases bring about different results? From empirical evidence, we conclude that the success of government intervention in de jure standard-setting in information technologies is contingent on the following conditions: (1) technological conditions, related to technology knowledge and technology cycle; (2) market conditions, concerned with market governance structure and market prospects for technology; and (3) conditions for government capability, which provide technology knowledge and guarantee the technology market. All those conditions are the variables in determining a government-friendly environment and securing more compliance from private enterprises in information technology innovation through de jure standard-setting.  相似文献

Government agencies are becoming more data-driven and need high-quality data to fulfill their roles in society. In the past, each agency organized its own data exchange system according to its own needs. Today, data is distributed over many organizations, and government agencies need to adopt an ecosystem approach for data exchange. Fundamental in the ecosystem approach is the dependence on other parties for the execution of stewardship strategies. Data-driven government agencies increasingly depend on other organizations for high-quality data and data stewardship across organizations is becoming more critical. While there is ample research on data stewardship within organizations, little is known about data stewardship in ecosystems. More specifically, it is unclear which data stewardship strategies government agencies can employ in ecosystems. The main goal of this explorative paper is to identify and compare data stewardship strategies used in empirical government-business ecosystems. Following an explorative case study approach, this paper reveals three different configurations of inter-organizational data stewardship: 1) the government-led ecosystem, 2) the government-business-led ecosystem, and 3) the regulation-led ecosystem. The case studies expose a wide array of data stewardship strategies across ecosystems. While the ecosystem approach provides advantages such as cost-sharing and innovation by private parties, government agencies become increasingly dependent on private parties to gain high-quality data and provide distributed infrastructure components. Maximizing the benefits and minimizing the risks of the ecosystem approach requires government agencies to be cautious when selecting a specific ecosystem configuration.  相似文献

As the largest single producer, consumer, and disseminator of information in the United States, the Federal government has enormous power to influence the development and diffusion of new information technologies. Through the use of electronic information systems, it also has the opportunity to make more government information readily available to more public users. Defining the appropriate uses of, and controls on, this power are of critical importance in determining whether the government will be a positive or a negative force, particularly with respect to the private sector. Although there has always been, and probably always will be, some competition between government and private sector information products and services, there is agreement that the laws and policies regulating government information practices do not, and should not, require or permit a Federal agency to provide information products and services in the same manner as a private company. Federal agencies must be careful not to exploit the power inherent in electronic data systems by providing nonessential services to the public simply because the capability to provide such services exists. Instead the government should assume an affirmative obligation to review each electronic information activity carefully in order to avoid unnecessary government interference in the marketplace for information products and services. Further, as the government becomes increasingly involved in the use of electronic collection and dissemination, it must also learn to differentiate among levels of service and requirements of various user communities. Positions of the Association of Research Libraries, the National Commission on Libraries and Information Science and the Information Industry Association are presented and are shown to be in surprising harmony with the policies of OMB Circular A-130 and the views of the House Committee on Government Operations. The Securities and Exchange Commission's EDGAR system and recent development in distribution og government information on CD-ROM are reviewed as examples of the implementation of these policies.  相似文献

Replacing the ineffective Federal Reports Act of 1942, the Paperwork Reduction Act of 1980 (PRA) was enacted largely to relieve the public of the mounting information collection and reporting requirements of the federal government. It also promoted coordinated information management activities on a governmentwide basis by the director of the Office of Management and Budget (OMB) and prescribed information management responsibilities for the executive agencies. The management focus of the PRA was sharpened with the 1986 amendments which refined the concept of “information resources management” (IRM), defined as “the planning, budgeting, organizing, directing, training, promoting, controlling, and management activities associated with the burden, collection, creation, use, and dissemination of information by agencies, and includes the management of information and related resources such as automatic data processing equipment.” This key term and its subset concepts received further definition and explanation in the PRA of 1995, making IRM a tool for managing the contribution of information activities to program performance, and for managing related resources, such as personnel, equipment, funds, and technology. The PRA currently authorizes appropriations for its administration by the Office of Information and Regulatory Affairs (OIRA), located within OMB, through FY2001 (44 U.S.C. 3520). Reauthorization of OIRA appropriations provides an opportunity to upgrade the PRA’s provisions and to address prevailing government information management issues.  相似文献

In 2004, the Korean government launched the IT839 project with the objective of converting Korea into a ubiquitous information society. This study investigates the role of the Korean government in the development of the national information infrastructure and the realization of IT839 vision. This paper reviews the historic and individual data related to the infrastructure project, draws on the social construction of technology theory as a framework for interpreting such data, traces the transformations and translation of this data in the public, political, and social discourse, and discusses the next generation of information infrastructure. Findings imply that despite optimistic prospects and proactive drive, uncertainty still remains with respect to where IT839 will evolve and how it will impact the new information milieu.  相似文献

The Clinger-Cohen Information Technology Management Reform Act of 1996 (Clinger-Cohen Act) had the potential to change the dynamics of how U.S. federal government agencies view and manage their information technology. The mandated provision for chief information officers (CIOs) was intended to provide agencies with information change agents and technology “watchdogs.” To observe how agencies are reacting to employing CIOs, the author conducted field studies via e-mail with eight agencies to discover the successes and the challenges of this new information initiative. The Clinger-Cohen Act mandated four of the agencies contacted and four were non-mandated. The results of this study depict varying levels of agency compliance and commitment to the Clinger-Cohen Act as it relates to the agency CIO position.  相似文献

Information communication technology (ICT) in government agencies as well as educational and research institutions facilitates an efficient, speedy and transparent dissemination of information to the public and other agencies for performance of government administration activities. The importance of ICT in governance has been recognized the world over. E-governance highlights several elements of good governance such as transparency, accountability, participation, social integration, public financial management reform and development. This study is based on research and personal interviews of selected representatives of the Government of National Capital Territory of Delhi. The findings of this study highlight the role of Internet, particularly the World Wide Web (WWW), which has made it easier for citizens to locate and download official information and to conduct transactions. Information management agencies such as libraries and knowledge centres play a vital role in supporting transparent and accountable governance in this digital era. E-government needs to be integrated into the broader public management framework so as to make a substantial change in the government to citizen (G2C) relationship.  相似文献

This paper describes the scope, historical development, and accomplishments of the Iowa Policy and Planning Data Project (IPPDP). Inspired both by a mandate for state agencies to share their data resources for greater efficiency and by the research needs of economic development planners, the IPPDP is a cooperative effort of several Iowa government departments and units of Iowa State University. Its original long-term goal, the creation of a data dictionary, was soon set aside; however, substantial progress has been made toward its short-term goal, the development of a prototype online catalog of data files held in state agencies and offices, despite such obstacles as the limited development of cataloging standards and the reluctance of many agencies to commit the time necessary to document their holdings. More recent Project initiatives include a series of workshops to help policy analysts and planners locate relevant information on the Internet and the development of an online information server to make state-collected data readily available to community planners. The IPPDP represents a “virtual library” approach to making government data resources—many of them unpublished—more widely available.  相似文献

Part of the promise of electronic government (e-government) is its ability to transform the delivery of information services and products from government to users. E-government allows federal agencies to supplement and even supplant private sector roles intermediating between government agencies and users, creating unintended consequences in terms of policy, theory, and practice. The problem is called “channel conflict” in the marketing literature, and the typical response is called distribution channel management (DCM). After reviewing the literatures of e-government, information policy, and DCM, the paper explores differing DCM philosophies of two federal agencies: the Internal Revenue Service and the U.S. Census Bureau. An examination of these two DCM programs provides insights on how federal agencies may be able to manage their various channels for e-government offerings despite tensions in the current legal and policy context. The paper concludes by using DCM literature to help frame options for dealing with these tensions.  相似文献

Medical personnel and medical librarians may tend to think of nutrition in medical terms and to forget its interdisciplinary aspects. For this reason, it is desirable for medical librarians to become familiar with a variety of sources of information on the composition of foods, nutrient values, food additives, and food protection. Many of these are government publications from such agencies as the U.S. Department of Agriculture, the National Research Council, and the Food and Agriculture Organization. Less familiar sources include nutrition materials from state agricultural experiment stations and extension services and important data published in a wide range of scientific or agricultural journals, which may be located through Nutrition Abstracts and Reviews, Food Science and Technology Abstracts, and the Bibliography of Agriculture. Sources of current information on nutrition research in progress include the Department of Agriculture's Current Research Information System (CRIS) and selective listings from the Smith-sonian Information Exchange.  相似文献

The vast improvements in information technology over the past 20 years have greatly increased the social and economic value of government information. This increase in economic value, combined with changes in the formats in which government information is stored and the costs associated with supporting dissemination systems, has contributed to a great deal of controversy over how government information should be disseminated and priced. This article provides a discussion of several important economic concepts. The continuing transformation of our society by information technology presents many opportunities to improve government operations and services. Unfortunately, significant management improvements are required for Federal agencies to take advantage of those opportunities and to avoid wasting billions of taxpayer dollars. Enactment of the Paperwork Reduction Act of 1995 (P.L. 104-13) represents congressional endorsement of a revised approach to information resources management (IRM). The question is whether agencies will be able to discipline themselves to manage their information resources to improve program performance as required by the Act—and as increasingly demanded by Congress, the President, and the public. This article reviews the origins of IRM in the Paperwork Reduction Act of 1980, the Act's implementation and its 1995 reauthorization of appropriations, and current challenges confronting IRM.  相似文献

Given the rising number of international environmental agreements, it is increasingly difficult for many developing countries to meet the basic commitments of compliance to Multilateral Environmental Agreements (MEAs). One major reason for non-compliance is an unforced restriction on enforcement information flow to the national environmental governance repository either due to policy regulations or, technological hindrance. The purpose of this paper is to highlight the importance of a global information technology framework for MEAs that will help in enhancing the flow of information from a grassroot level to a national repository and then serving to various international agencies involved in monitoring of enforcement and compliance to MEAs. The paper defines the current challenges in global and national-level environmental information gathering and analysis and then, explains the technological and policy framework model adopted in the Wildlife Enforcement Monitoring System (WEMS). The paper then argues that the WEMS model will be able to overcome the existing challenges hindering the information flow in a government framework.  相似文献

How well do governments comply with their own transparency statutes? Alarmingly, answers to this question are in short supply because of patchy comparative data. This study begins to address this gap by analyzing an exhaustive compilation of 265 transparency compliance evaluations (i.e. audits) authored by NGOs, academics, and government oversight authorities across Latin America between 2003 and 2018. Aggregating data on patterns of evaluation and public sector compliance with transparency statutes, we find modest increases in compliance over time, strikingly low compliance with passive transparency compliance (i.e. governmental responses to citizen requests) at the local versus national levels of government, and significantly higher compliance scores when government oversight agencies act as evaluators. Our data also reveal worrying gaps in evaluation efforts. Evaluators tend to focus far more on active transparency (i.e. website-based disclosure) than passive transparency, more on national level governments than subnational governments, and preponderantly on the executive as opposed to legislative or judicial branches of government. Textual analyses show that education is the most evaluated policy theme, with financial policies and social services close behind. In presenting the first large-scale cross-national assessment of transparency compliance, the current study brings to light trends in the effectiveness of transparency regimes and patterns of transparency evaluation across Latin America.  相似文献

As part of the National Information Infrastructure, the U.S. federal government is establishing a Government Information Locator Service (GILS). GILS will identify and describe public information resources throughout the federal government and provide assistance in obtaining the information. It will be decentralized and will supplement other agency and commercial information dissemination mechanisms. The public will use GILS directly or through intermediaries, including the Government Printing Office and the National Technical Information Service, as well as federal depository libraries, other public libraries, and private sector information services. Direct users will have access to a GILS Core accessible on the Internet without charge. Intermediate access may include kiosks, 800 numbers, electronic mail, bulletin boards, FAX, and offline media such as floppy disks, CD-ROM, and printed works. GILS will use network technology and the American National Standards Institute Z39.50 standard for information search and retrieval so that information can be retrieved in a variety of ways. Direct users may have access to many other major federal and nonfederal information resources, linkages to data systems, and electronic delivery of information products. An Office of Management and Budget Bulletin in 1994 will provide implementing guidance to agencies. The National Institute of Standards and Technology will also establish a Federal Information Processing Standard specifying a GILS Profile and its application for agencies establishing information locators.  相似文献
