高等教育质量是高等教育改革发展的核心,提高高校办学水平和办学质量是高等教育改革发展的主旋律。20世纪80年代以来,伴随高等教育规模扩张,高等教育质量保障运动在欧美国家蓬勃兴起,世界高等教育进入了以提高质量为中心目标的时代。高等教育质量是一个多层面的概念,高等教育质量保障体系建设既是一个实践问题,也是一个理论问题。构建以"学校为核心、政府为主导、社会为中介"的高等教育质量保障体系,加强高等教育质量管理,必须坚持"以内为主,以外促内"的原则,推进高等教育质量内部管理与外部监控的有机结合;必须切实转变高等教育质量观念,发展多元保障主体,学校、政府、社会中介机构分工负责,实现对高等教育质量的全程保障;必须坚持以科学发展观为统领,以教育评估为主要手段,加大投入力度,加强制度建设,重视理论研究,推进高等教育质量保障沿着科学化、规范化、法制化的轨道健康高效运行。 相似文献

Because there is close cooperation on quality assurance in the Scandinavian countries, one would expect there to be convergence of quality assurance policies and practices in Scandinavian higher education. Few studies have analysed these quality assurance policies and practices from a comparative viewpoint. Based on empirical evidence produced in connection with studies of recent quality reforms in Scandinavia and an approach based on linking diffusion and translation theories with institutionalist perspectives focusing on path dependency, the paper contributes to the current debate on Scandinavian quality assurance. The debate is compelling with regard to the Swedish case in particular, with its ‘one size fits all’ approach and exclusive focus on outcomes which has been heavily criticised by the higher education institutions and has turned out to be controversial from the European viewpoint. 相似文献

提高质量是高等教育发展的核心任务,最近教育部出台了有关全面提高高等教育质量和开展本科教学评估的文件,如何理解并贯彻落实是高等教育战线面临的现实问题。本文从国家高等教育发展战略的高度,国际教育管理改革和质量保障发展的角度,阐述提高质量的重要性,并指出教育评估是提高质量的重要抓手。进而,全面解读了新时期我国普通高校本科教学评估的制度框架,分析其内涵和基本特征。为了把本科教学评估工作落到实处,按照齐抓共管、内外结合的思路,从政府、高校、评估机构等不同主体职能分工出发,文章指出政府应发挥主导作用、高校应加强内部质量保障和自评自测、评估机构应提供专业服务并实行行业自律管理。 相似文献

This article seeks to spark a dialectic discussion on the establishment of a set of professional competencies for quality assurance practitioners who serve in external quality assurance agencies in higher education. Such a need is identified due to the shortage of relevant and sufficient coverage in the quality assurance literature. To substantiate the need, the concepts of professionalism and profession, and how these concepts are linked to the quality assurance in higher education sector, are carefully examined through a desk-top research study. References are drawn from the experiences in several other occupations. The result reveals that the development of the essential competencies for external quality assurance practitioners in higher education is valuable and essential and it will be useful for the practitioners to transform themselves into a profession in the long run. 相似文献

The Australian government initiated a review of higher education in 2008. One of the outcomes of the review was the formation of a national regulator, the Tertiary Education Quality and Standards Agency (TEQSA), with responsibilities to: register all higher education providers, accredit the courses of the non self-accrediting providers, assure quality against externally set standards and reduce risk by monitoring institutional performance on various measures. One of the key changes in Australian higher education quality assurance is the shift from a ‘fitness-for-purpose’ approach to quality assurance to a compliance-driven approach using an externally developed set of standards monitored by the national regulator, which has legislated powers to place sanctions on universities and other providers for non-compliance. This article outlines the new framework introduced by the government and analyses its limitations in assuring and improving quality in core and support areas. It cautions universities against being dominated by TEQSA's compliance agenda. Rather, it encourages the development and maintenance of shared governance principles and strong internal quality improvement processes along with the establishment of an outcomes focus, which will stand the test of external compliance auditing while allowing the institution to pursue its own educational objectives. The article is based on the authors’ experience and reflection on external, improvement-led quality audits in Australia over the past decade compared with the present compliance-oriented audits now required for institutional registration and ongoing accreditation. 相似文献

This paper provides a study of the quality assurance and accreditation in the Jordanian higher education sector and focuses mainly on engineering education. It presents engineering education, accreditation and quality assurance in Jordan and considers the Jordan University of Science and Technology (JUST) for a case study. The study highlights the efforts undertaken by the faculty of engineering at JUST concerning quality assurance and accreditation. Three engineering departments were accorded substantial equivalency status by the Accreditation Board of Engineering and Technology in 2009. Various measures of quality improvement, including curricula development, laboratories improvement, computer facilities, e-learning, and other supporting services are also discussed. Further assessment of the current situation is made through two surveys, targeting engineering instructors and students. Finally, the paper draws conclusions and proposes recommendations to enhance the quality of engineering education at JUST and other Jordanian educational institutions. 相似文献

Lithuanian educators began working towards the transformation of their educational system in the late 1980s. The movement away from centralized control and an education based on Soviet ideology was central to the Democracy movement in this country and other former Soviet republics. This paper demonstrates the ways in which the movement towards a democratic system built on contemporary Lithuanian values, beliefs and culture has included concerns for the education of children with special needs. By tracing Lithuanian cultural and historic traditions related to the education and care of individuals with disabilities, before, during and after the Soviet period of Soviet occupation, the authors demonstrate the relationship between social-historic contexts and the development of inclusive schools, i.e. general education settings that serve all children. The current status of education for children with special needs is discussed. This discussion includes current legislation and professional preparation, as well as identifying barriers to democratic reform and the creation of an inclusive educational system. 相似文献

The complex and contested phenomenon of globalisation presents a fundamental challenge to higher education. Arguably, the development of quality assurance mechanisms during the 1990s and into the 2000s is one of the key globalising practices evident in many higher education sectors – in both developed and developing countries. However, there are still too few studies on the implications of globalisation processes grounded in detailed examinations of particular historical times and geographical spaces. It is important to investigate context-specific differences in potentially globalising policies and practices, rather than simply assuming global homogenisation. This paper offers an analysis of policy on quality assurance in Australian higher education over the last decade. It points to the changing discourses on `quality' over the period from a management device to a marketing device. It suggests that, in essence, quality assurance mechanisms have provided the government with an avenue for `steering at a distance', where the controls over universities and academics have not lessened but have changed form. The specific mechanisms used are both similar to, and different from, those evident in quality assurance policies in other higher education systems. 相似文献

Although the quality issue has become a central preoccupation inother domains of higher education, current internationalisation policiesand practices in higher education have developed without much concernfor quality assurance. The central thesis of this paper is that we havecome to a point in the development of higher education whereinternationalisation policies and practices face the limits of theirdevelopment unless the quality challenge is addressed in all itsconsequences. The paper first provides an overview of contemporary formsof and recent developments in internationalisation in higher education.From more or less `traditional' forms such as student and teaching staffmobility, internationalisation policies and practices nowadays move intoactivities such as exporting higher education via branch campuses andinstitutional co-operation, developing transnational university networksand virtual delivery of higher education, and the harmonisation ofhigher education systems. In these recent developments several issuesand challenges arise, which in one kind or another have direct links tothe quality challenge. The quality of internationalisation policies andpractices itself is an important problem, but of more importance are theissues of the recognition of foreign diplomas and degrees and therecognition of credits and credit-transfer. This paper takes a criticalstance towards for example the ECTS, which tries to solve these issueswithout much concern for quality. The role of mass media in education policy processes is increasingly complex, but research on its contribution is far from adequate. This study uses the higher education quality assurance policies issued in China at the beginning of this century to explore the roles played by mass media in the creation and implementation of education policies. Mass media’s current influence on Chinese education policies mainly includes promoting policy agenda setting, enhancing policy legitimacy and monitoring the process of policy implementation.
