Abstract

Academic libraries with public access computers are faced with the challenge of balancing patron privacy rights with accountability and system security. What should libraries do when a patron uses a public Internet connection to send harassing email messages or hack into a remote network, or into the library's own system? This article examines the conflicting values of privacy and security. It examines patron authentication as a security measure and the safeguards that should accompany such a system. Several options are offered for addressing this dilemma. A summary of university appropriate use policies is presented with recommendations and a sample policy statement.  相似文献

As the popularity of public libraries continually grows, they are becoming the hub of the community. With this, each library has to constantly provide services, materials, and space catered to each category of patron. While many focus their efforts on children and teens, older adults are becoming a much more significant division with the patron population. This paper discusses the information needs of all senior citizens, specifically when paired with today’s public library, as well as many of the resources public libraries have put into place, in order to deliver the materials, accessibility, outreach, and workshops needed.  相似文献

Libraries have always been places where individuals feel free to explore new ideas and seek out information in the pursuit of creative and intellectual growth. Fear of exposure or surveillance could threaten an individual's inclination to search for and access information. Understandably then, privacy is understood to be a core professional responsibility of librarians. This study builds on a national report and a qualitative study, completed in the United States, which explored librarians' attitudes on privacy. Adding a Canadian voice to the literature, this study examines survey results from academic librarians in Canada on their perceptions and attitudes related to library practices and online privacy behaviors. Overall, Canadian academic librarians believe that protecting patron privacy and educating patrons about issues related to online privacy is important. However, many Canadian academic librarians doubt that libraries are doing all they can to protect patron privacy. Academic librarians stand to gain knowledge and understanding of peer attitudes toward online privacy, as well as how patron privacy is being advocated for and protected on university campuses across Canada. The results will guide future library policies and programming aimed at creating an environment where privacy rights are protected and patrons can make informed choices about their online actions.  相似文献

The focus of this study is to investigate the perception of librarians towards user privacy in libraries. This study measures the change in perception after providing education related to the privacy of library users. The change in perception regarding privacy issues in libraries in the past 5 years by comparing its results with those of a 2013 study was also examined. The results show that librarians' level of interest and awareness of the privacy of library users in 2019 is significantly higher than that of 2013; awareness of the danger in collection of user data increased significantly after education; and finally, after education, there was greater receptivity to the education courses and willingness to recommend them to their colleagues. In order to increase awareness of privacy violations and for greater protection of library user privacy libraries and professional associations must strive to provide standardized and regular privacy education for librarians and library staff.  相似文献

相对于美国、英国、澳大利亚等发达国家图书馆立法进程与内容,我国图书馆立法较为滞后,与基层公共图书馆工作密切相关的法律内容欠缺,对于图书馆立法基础、免费开放、资源共享、弱势群体服务、读者隐私权保护等的规定不细致。因此,我国图书馆立法需要借鉴国外图书馆立法的理念与经验,强调图书馆属于全民,细化立法内容,关注弱势群体,以法律形式保障馆际资源共享,注重读者隐私权保护。  相似文献

Summary

Failure to engage an historical perspective can lead to exaggeration of the novelty of the “problem patron” phenomenon in libraries. In fact, from the institutions' earliest years, there were significant levels of fear that British public libraries would be abused by their intended users. This paper examines the experience of the problem patron in British public libraries in the years 1850-1919, and the definitions and solutions suggested by supporters and staff of these libraries. Contemporary sources are used to suggest that some observations about this period may have continued relevance for present discussions of the “problem patron.”  相似文献

ABSTRACT

As staffing models evolve for academic library service points, online chat reference services require strategic analysis to improve efficiency and effectiveness. This paper will examine the perception of chat reference before and after staffing changes from faculty librarians, staff, and graduate assistants to non-MLIS library professionals and graduate assistants at Florida State University’s a large, public research university library. Our survey explores satisfaction levels and perception of both patrons and library personnel before and after the staffing change.

Our analysis of 197 patron survey results determined that patrons are equally satisfied with non-librarian provision of chat reference services and found chat interactions to be comparable in quality and timeliness to chats staffed by librarians. Our research into staffer survey results revealed a slight decrease in satisfaction with operation of the service, notably in terms of confidence after the staffing transition even though this was not reflected in the patron satisfaction levels. This assessment indicates that library workers are equally as competent in staffing chat reference services as librarians from patron perspectives. As academic libraries continue to measure the value of staffing service desks with librarians, this study will provide relevant insight into how patrons and staffers are affected by changes in staffing models.  相似文献

In the early 19th century, public libraries in America tended toward grand appearances befitting seriousness of purpose. Library design changed gradually throughout the 20th and 21st centuries, and more dramatically with automation and new technology. True to its roots, the public library continues to maintain areas for quiet, individual study. But, in addition, today’s library has become a cultural center in the community, offering art galleries, auditoriums, meeting rooms, spaces for collaborative work, digital information and instruction, and even cafés. Change is inevitable, as innovations in library design and patron use illustrate. Abstract

Technology is rapidly moving libraries toward a self-service interlibrary loan model. Patrons currently request books and articles through OCLC's unmediated ILL Direct Request service, and interlibrary loan management software enables users to request, track, and renew borrowed materials unassisted online. In addition, products such as SFX and Serials Solutions further expand unmediated requesting. Peer-to-peer resource sharing defined by the ISO ILL Protocol and direct consortial borrowing, which has become possible following the recently approved NCIP standard, encourage and support the widespread development of self-service interlibrary loan. As borrowing from other collections becomes an almost effortless process for library users, reference librarians must find ways to encourage patron use of local collections, as well as familiarize themselves with the mechanics of unmediated interlibrary loan to better assist patrons in their use of evolving interlibrary loan technology.  相似文献

Social and political issues are key factors in developing cooperation among public libraries. Experiences in public library cooperation have shown that the acceptance of cooperation as an ideal, patron reaction and acceptance, local pride and control, and the education and cooperation of the library board, local government officials, and funding agencies are all important in providing the best possible framework for cooperation. The commitment to and understanding of the implications, changes, and modifications that cooperation requires are also important. Realization that interpretation of what cooperation means and that unequal contributions can be expected are necessary steps in developing effective arrangements among public libraries.  相似文献

位于北欧的丹麦、芬兰、瑞典和挪威这四个国家公共图书馆事业发展水平之高,从全国图书馆的密度与人均拥有藏书册数这两个指标上就可以看出。它们高度发展的原因可以归结为以下几点:重视公共图书馆立法;有良好的阅读传统;重视教育,将公共图书馆视为教育的辅助系统,同时将公共图书馆事业看成是社会福利的一部分,让每个公民都享受到图书馆的服务。北欧国家公共图书馆发展的成功经验可以为我国公共图书馆事业的发展提供借鉴。  相似文献

ABSTRACT

Both Children’s services and Young Adult (YA) services have been recognized as essential in Japanese public libraries. This article reports on the present status of Children’s services and YA services in Japanese public libraries, based on the results of several investigations. These studies show that children’s services in Japanese public libraries already are generally popular. On the other hand, this article indicates that YA services in Japanese public libraries are gradually improving, due to the national recognition of the importance of YA library services. Examples of good practices in Children’s and YA services in Japanese public libraries are described and analyzed to identify the common themes that flow through these innovations. This article concludes with observations about the future involving library services for children and YAs, from the viewpoints of face-to-face traditional services and indirect services through their official websites.  相似文献

馆际互借补贴是图书馆帮助读者获得非本馆收藏文献的重要的支持手段,许多国家推出了政府投入的馆际互借支持项目,而图书馆也有自己的馆际互借补贴计划。在充分利用国家投入的馆际互借项目的基础上,建立起图书馆自己的馆际互借政策,有利于全面保障读者使用文献资源。以清华大学图书馆馆际互借补贴政策的完善过程为例,诠释这一思想,希望对其他图书馆有一定的借鉴意义。

Abstract

This paper advances a new interpretation of the development and current decline of public libraries in Egypt based on the study of international influences which helped to shape national discourses about development and provided the context for policy making and resource allocation in Egypt. After 1945 UNESCO encouraged fundamental education and the development of public libraries as operational tools of "education for development". Public libraries witnessed remarkable growth, but then, in the late 1960s, the dominant international discourse about development shifted under the influence of dependency theory to emphasize the need for developing countries to develop from within. Information for development became a self-evident requirement, but the new priority displaced public libraries in favor of specialized information systems for decision-makers. Traditionally, public library decline is attributed to local factors and issues of scarcity. In the case of Egypt, however, factors of scarcity are better interpreted as symptoms than as underlying causes of decline. This paper maintains that the current state of decline of public libraries in Egypt is primarily a consequence of public policy choices precipitated by a shift in international as well as national development priorities, not of factors inherent in the country’s political, social and cultural fabric.  相似文献

Vermont library directors estimated they received at least 1228 requests for patron information in the last year. In spite of these requests and heightened awareness about threats to confidentiality posed by the USA PATRIOT Act, fewer than half of the state’s public and academic libraries have written patron confidentiality policies. The policies that do exist were recently updated and most prohibit release of information without a binding legal document. However, only half require an attorney’s review of such documents. Libraries with larger numbers of personnel and with directors holding MLS degrees are more likely to have policies. The absence of policies does not appear to indicate a lack of belief in the importance of confidentiality; a vast majority of library directors support strengthening the state law.  相似文献
