In 2009, the Obama administration issued the Open Government Initiative that directed Executive agencies to improve transparency, openness in government, and public participation with government. The Obama administration views transparency and openness in government as a cost-effective and efficient process capable of improving public participation with government and public access to government information. To address the initiative in part, many agencies adopt social media as the means to disseminate information out to the public and to increase public participation with agency website content and activities. This exploratory study examines Executive agency use of social media and public participation with the media. Findings indicate that most agencies reviewed do use social media. The public does interact with the media and some agencies experience high overall participation levels; however, there are some issues with agency use of social media and public participation with the media.  相似文献

For nearly two decades, the federal government has embraced Information Resources Management (IRM) as a philosophy, policy initiative, and management practice. During this time, IRM has undergone major management transformations within agencies and throughout the IRM policy environment. To date, however, there had been no government-wide assessment of IRM's impact on agency mission attainment, particularly through a strategic planning process. This article presents findings from a government-wide study to, in part, measure the extent to which IRM assists agencies achieve their missions and objectives, identify a general agency strategic planning model, and determine whether agency strategic planning efforts facilitate the alignment of agency business processes and information technology (IT).  相似文献

Growing interest in Federal agencies' management of information technology (IT) has prompted an examination of possible causes for problems in managing information technology. Members of both the Executive and Legislative Branches believe the problems result from ineffective OMB policies. Recent research shows, though, that agency management problems have resulted, in part, from the ineffectual application of OMB policy by agencies. This study examines the availability and use of information technology in public libraries in Kuwait. Specific areas addressed are (1) hardware/software, (2) patterns of connectivity such as LANs, Internet, etc., (3) training and development activities in support of information technology, and (4) future projections regarding the use of information technology. The study provides policy-makers and information professionals with previously unavailable baseline data concerning the use of computers and access to telecommunications networks in public libraries in Kuwait. A questionnaire sent to all public libraries (N=25) yielded a 92% response. Interviews with libraries' administrators and authorities were also undertaken to gather additional data. The results of the study reveal that many information technology inequalities exist among the libraries. Only eight libraries make use of computers and 15 are without any type of IT-related technology. The study shows that few libraries have connectivity, limited use of applications, and the implementation of an automated library system are slow moving. Factors impeding the development of information technology are planning, funding, human resources, and building structure. Recommendations are made with the intention to encourage the public library sector and information professionals in Kuwait to take a proactive position in overcoming the forces that hinder the development of IT.  相似文献

BACKGROUND: Information technology (IT) has slowly been implemented in many health-care organizations (i.e. hospitals). The use of computers has advanced to home care and long-term facilities. Consequently, it is important that nurses are able to demonstrate competence and feel confident in the use of IT. Yet, research has reported that nursing students have varying degrees of competence and experience with IT. AIMS: The purpose of this study was to ascertain nursing students' and nursing educators' self-reported attitudes, skills and experiences using IT. METHODS: Data were collected through a written survey distributed and completed by 247 nursing students (45 of whom were registered nurses who participated in extension courses) and 52 staff members from the nursing faculty at a university in Sweden. RESULTS: Two-thirds of the students and 92% of the nursing educators had access to the Internet from their homes. Of the students, 71% identified their IT skills as being sufficient for their current or future work as a registered nurse. Nurse educators were less confident in the students' ability, reporting that only 29% of nursing students had sufficient IT skills. Comparatively, 48% of the nursing educators believed that they themselves had sufficient IT skills for their role as a nurse educator. CONCLUSIONS: It is important that nursing students have basic IT skills and are familiar with e-mail, word-processing and various databases on the World Wide Web. Findings indicate that participants had a deficit in these skills, suggesting the need to integrate IT into the nursing curriculum.  相似文献

The Internet has emerged as one of the most prevalent forms of communication media in and among public organizations. The construction and management of the World Wide Web (Web) sites are becoming essential elements of modern public administration. This study is intended to provide an in-depth evaluation on the Web sites of Taiwan’s central government based on the Web performance indicators provided by Nielsen (2000). Based on the Nielsen’s indicators, the authors carefully studied and coded each individual Web site of Taiwan central governmental agencies. The coding results indicate that the government Web sites in general have made many of the mistakes as predicted by Nielsen. Most of the agencies need to improve the coordination between Web designers and the line mangers of the agencies. In light of these research findings, this article provides a number of strategies to improve the Web design practices of Taiwanese public organizations that may also apply to public organizations in general.  相似文献

Cloud computing applications have entered the stage of popularization and wide adoption as part of e-Government. Improving the implementation and assimilation of e-Government cloud applications (e-Gov cloud) to create public value has become an important issue. Based on theories of information technology (IT) assimilation, IT value, and organizational ambidexterity, this study develops a model of e-Gov cloud assimilation and explores the individual and joint effects of the depth and breadth dimensions of e-Gov cloud assimilation on public value. The model was tested with partial least squares structural equation modeling (PLS-SEM) using a survey of local government agencies in China. The empirical results show that the two dimensions of e-Gov cloud assimilation - depth and breadth - have significantly positive effects: (1) directly on operational public value and (2) indirectly on strategic public value through operational public value. Moreover, the complementary fit strategy of the depth and breadth of e-Gov cloud has a significantly positive effect on strategic public value, while the balanced fit strategy has no significant effect. These findings contribute to both academic research and practical implications, advancing our understandings of e-Government cloud assimilation on public value creation.  相似文献

To obtain benefits in the provision of public services, managers of public organizations have considerably increased the adoption of artificial intelligence (AI) systems. However, research on AI is still scarce, and the advance of this technology in the public sector, as well as the applications and results of this strategy, need to be systematized. With this goal in mind, this paper examines research related to AI as applied to the public sector. A review of the literature covering articles available in five research databases was completed using the PRISMA protocol for literature reviews. The search process yielded 59 articles within the scope of the study out of a total of 1682 studies. Results show a growing trend of interest in AI in the public sector, with India and the US as the most active countries. General public service, economic affairs, and environmental protection are the functions of government with the most studies related to AI. The Artificial Neural Networks (ANN) technique is the most recurrent in the investigated studies and was pointed out as a technique that provides positive results in several areas of its application. A research framework for AI solutions for the public sector is presented, where it is demonstrated that policies and ethical implications of the use of AI permeate all layers of application of this technology and the solutions can generate value for functions of government. However, for this, a prior debate with society about the use of AI in the public sector is recommended.  相似文献

The Clinger-Cohen Information Technology Management Reform Act of 1996 (Clinger-Cohen Act) had the potential to change the dynamics of how U.S. federal government agencies view and manage their information technology. The mandated provision for chief information officers (CIOs) was intended to provide agencies with information change agents and technology “watchdogs.” To observe how agencies are reacting to employing CIOs, the author conducted field studies via e-mail with eight agencies to discover the successes and the challenges of this new information initiative. The Clinger-Cohen Act mandated four of the agencies contacted and four were non-mandated. The results of this study depict varying levels of agency compliance and commitment to the Clinger-Cohen Act as it relates to the agency CIO position.  相似文献

Cloud computing, which refers to an emerging computing model where machines in large data centers can be used to deliver services in a scalable manner, has become popular for corporations in need of inexpensive, large scale computing. Recently, the United States government has begun to utilize cloud computing architectures, platforms, and applications to deliver services and meet the needs of their constituents. Surrounding the use of cloud computing are many risks that can have major impacts on the information and services supported by this technology. This paper discusses the current use of cloud computing in government, and the risks–tangible and intangible–associated with its use. Examining specific cases of government cloud computing, this paper explores the level of understanding of the risks by the departments and agencies that implement this technology. This paper argues that a defined risk management program focused on cloud computing is an essential part of the government IT environment.  相似文献

Increased attention to and scrutiny of fatal police shootings across the U.S. is often credited to the rise of social media sites such as Facebook and Twitter, which provide a platform for citizens to publicly engage with police agencies. On its face, this type of citizen engagement appears to realize the promise of social media in the public sector to increase agency accountability, transparency, and legitimacy. However, research suggests that police agencies primarily use social media as a way to manage their public image, rather than for citizen engagement. In addition, the degree to which citizens use social media to hold police agencies accountable is unclear. We examined both sides by analyzing the emotional tone (sentiment) of over 350,000 police agency Facebook posts and user comments after a fatal officer-involved shooting of a citizen in 2016. On average, police agency posts were decidedly neutral in tone and did not change in the post-shooting time period, suggesting they did not post more positive content after the shooting in an attempt to bolster their public image. While user comments were more negative compared to pre-shooting levels, on average, the magnitude of the change was small, essentially neutral, and increased almost to pre-shooting levels very quickly. We also found small differences in user comment sentiment based on the race and armed status of the victim, but not in the expected direction. The findings provide evidence about how police agencies and users react to a police shooting on Facebook and raises critical questions about the ability of social media to serve as a meaningful tool for citizen engagement and accountability.  相似文献

Public administrations have been very much concerned since the 1980s about the need of avoiding vendor lock-in when procuring themselves with information technology (IT) infrastructure. The boost of e-government that has taken place in recent years has put this concern again in the agenda of public administrations. Interoperability has shown up as a principle in the conception and deployment of the e-government initiatives, and the interoperability frameworks have been the tool for implementing the principle. In this paper, the use of the interoperability frameworks and of the enterprise architectures within the e-government initiatives is surveyed. The scope of the survey is Europe and the United States. As far as the author is aware, all trends in interoperability policy fall within the scope of the survey. The survey is focused on the methodological tools that e-government agencies have devised for achieving the interoperability at the public administrations. Providing better service by automating “business processes” is an exciting prospect for improving the government. Yet, there has not been the same level of effort at making it easier for the public to obtain information about what its government is doing. This article focuses on the constraints and opportunities in making database information available to the public. The database technology is chosen because it is a central repository of public information. New federal law requires the use of information technology (IT) to make access to public information easier. But the new law has also subtly shifted the burden of proof to the citizen in showing why certain information should be made available. If a “statutory fix” to this problem is not available in the short run, we urge agencies to provide increased access to database information because of the continual development of technology and its effect on citizen expectations.  相似文献

Public organizations are looking for new ways to use digital technologies to increase the efficiency of their internal processes and improve their interactions with clients, whether citizens or businesses. In response, scholars suggest that public organizations be proactive in digital public services such that the organizations approach their clients, rather than the other way around. In the most extreme form of proactivity, clients do not have to do anything to receive a public service. Although various examples of proactive public services are in use, how proactivity changes the conceptual understanding of digital public services remains unclear. Therefore, we derive the changes that proactivity causes in a conceptualization of digital public service by means of a conceptual analysis through the lens of a seminal theoretical work on proactivity. The results indicate that proactivity can ensure equal accessibility to a subset of public services, rely on more comprehensive integration of IT systems on the back end, and change how value is co-created in the service process. We formulate the changes as propositions that future work can investigate empirically and discuss proactive digital public services as a way to reduce clients' administrative burden. We contribute to theory by clarifying the conceptual changes in digital public services that proactivity invokes and call for joint research by scholars of public administration, information systems, and service management to relate the research streams of administrative burden and proactive digital public service.  相似文献

Objectives: What does the publicly available literature tell us about the attitudes of health care staff to the development of information technology in practice, including the factors which influence them and the factors which may be used to change these attitudes? Methods: Twelve databases were searched for literature published between 2000 and 2005 that identified research related to information technology (IT), health professionals and attitude. English language studies were included which described primary research relating to the attitudes of one or more health care staff groups towards IT. Letters, personal viewpoints, reflections and opinion pieces were not included. Results: Complex factors contribute to the formation of attitudes towards IT. Many of the issues identified were around the flexibility of the systems and whether they were ‘fit for purpose’, along with the confidence and experience of the IT users. The literature suggests that attitudes of practitioners are a significant factor in the acceptance and efficiency of use of IT in practice. The literature also suggested that education and training was a factor for encouraging the use of IT systems. Conclusions: A range of key issues, such as the need for flexibility and usability, appropriate education and training and the need for the software to be ‘fit for purpose’, showed that organizations need to plan carefully when proposing the introduction of IT‐based systems into work practices. The studies reviewed did suggest that attitudes of health care professionals can be a significant factor in the acceptance and efficiency of use of IT in practice. Further qualitative and quantitative research is needed into the approaches that have most effect on the attitudes of health care staff towards IT.  相似文献

The objective of this article is to explore the experience of reconciling the strategic information system (IS) management with the radical transition of the Information Technology (IT) infrastructure in Taiwan's Bureau of Foreign Trade (BOFT) between 1998 and 2003. This investigation will be beneficial for the implementation of IT projects, as well as the comprehension of the organizational and managerial issues related to the discontinuity of IT development in office automation. This paper conducts an interpretative approach by means of qualitative methods – namely through participatory observation and in-depth interviews with fourteen informants – to reveal the managerial issues and their implications on the adoption of electronic government (e-Government). Through the method of content analysis, this study reviews the process of decision making, implementation, and other issues emerging as a result of the adoption of new technologies in public authorities, such as the cognition of the employee toward the benefits and effectiveness of IS in public authorities.  相似文献
