In a world characterized by the use of rapidly advancing technology, public libraries are championing the rights of the individual to equitable public access to information provided over the Internet. But beyond general connectivity, libraries are also facilitating citizens' access to networked community information (CI) by actively linking users with relevant sites, by hosting pages for other service providers, and by participating in community networking initiatives. For individuals, the availability of networked CI means that they can access it at anytime and from any place, including the home, office, and public library. This article reviews recent trends in the networked CI literature, including public library involvement, and then discusses a major study underway for which multiple methods are being used to collect data from users, librarians, and service providers in three states. Particular attention is given to explaining the use of theory specification to apply Dervin's sense-making framework in an online environment.  相似文献

ABSTRACT

Citizens, including those living in poor and developing countries, need equitable access to information daily to satisfy their diverse and multiple information needs. In this information age and information economy era, easy and instant access to information and knowledge, which are inevitabilities for socio-economic development, cannot be overemphasised. With rolling out of public libraries even in disadvantaged rural communities due to the library conditional grant in South Africa, the study is aimed at investigating factors influencing the Internet access and use in public libraries in Limpopo. The study adopted a qualitative research approach. The twenty four users of three rural, semi-rural and urban public libraries were selected through convenience sampling. A well-placed government official of the Department of Sport, Arts and Culture was purposively selected. All informants were interviewed face to face to collect data. The study found that, although public libraries studied have networked computers for the Internet access and use, there are many challenges. The officials of the relevant department need to study the recommendations of this study to ensure that the people have digital access in public libraries to mitigate the diverse socio-economic challenges they are facing to improve their lives.  相似文献

This study investigates the current state of continuing professional development activities for information professionals in academic libraries, as well as their perceptions of the value of different continuing professional development activities. A questionnaire was used to collect data from 63 librarians and information professionals working at five Kuwaiti academic libraries, located in two public and three private universities. The findings of the study revealed that, generally, information professionals in academic libraries are of the opinion that they possess personal and professional skills that enable them to serve library users. Moreover, continuing professional development activities and programs are perceived as important for developing a professional workforce and maintaining professional competence.  相似文献

The 1998 Public Library Outlet Internet Connectivity study (Bertot & McClure, 1998) sponsored by the American Library Association (ALA) and the National Commission on Libraries and Information Science (NCLIS) collected public library outlet Internet connectivity data by outlet metropolitan status, poverty, and region strata. Based on a national survey, the results show that there are disparities in public library outlet Internet connectivity, public access provision, and speed of public access Internet services. Such disparities have implications for future connectivity policy development such as the e-rate, state library-based connectivity programs, and library-initiated connectivity initiatives that this article identifies and explores. Community Access Points (CAPS), in addition to public libraries, may be necessary to reach national goals related to universal service and equality of access to the Internet.  相似文献

This study examines the development of six state university libraries in the Arab Gulf countries of Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, and United Arab Emirates. Despite the relatively short history of higher education in these countries, these libraries have made some significant progress. It should be noted that in terms of library organization, size of collections, number of staff, service activities, and computer applications, these libraries are considered by default the main libraries in their respective countries. At present, only Saudi Arabia has a national library.

This study employed a survey questionnaire which was sent to all Gulf university libraries to identify and gather pertinent and current information necessary to establish an accurate profile on each one of these libraries.

The study provides basic information on library organization and analysis of collections, services, staffing, budgeting, expenditures, automation, and information technology. The study findings suggest that further research is needed to examine and evaluate collections, service activities and instructional programs, staff development and training, co-operation among Arab Gulf universities, and library education programs in the region.  相似文献

This article describes children's use of networked technology in three branches of an urban public library. Direct observations of their use of computers and data gathered from brief interviews with them were recorded using personal digital assistants (PDAs). Findings suggest that (1) the largest proportion of children's use of computers is for access to games, (2) use of computers for communication purposes (e.g., chat, e-mail, and word processing) is minimal, and (3) repeat use of the computers varies by branch. Grade level analysis reveals that middle school students access games less than elementary students do at two branches and that middle school students use the computers more than elementary students do for communication purposes. Overall, girls and boys use games, chat, and e-mail in comparable proportions. In other categories of use, there are gender differences but no consistent pattern emerges across branches. This investigation provides a first view of children's unmediated use of technology in the public library, their reasons for using library computers, and provides baseline data for assessing the outcomes of technology programs and services developed by the library to serve the needs of this user group.  相似文献

A questionnaire was mailed to 148 publicly and privately supported academic health sciences libraries affiliated with Association of American Medical Colleges (AAMC-accredited medical schools in the United States and Canada to determine level of access and services provided to the general public. For purposes of this study, "general public" was defined as nonaffiliated students or health care professionals, attorneys and other nonhealth-related professionals, patients from affiliated or other hospitals or clinics, and general consumers. One hundred five (71%) libraries responded. Results showed 98% of publicly supported libraries and 88% of privately supported libraries provided access to some or all of the general public. Publicly supported libraries saw greater numbers of public patrons, often provided more services, and were more likely to circulate materials from their collections than were privately supported libraries. A significant number of academic health sciences libraries housed a collection of consumer-oriented materials and many provided some level of document delivery service, usually for a fee. Most allowed the public to use some or all library computers. Results of this study indicated that academic health sciences libraries played a significant role in serving the information-seeking public and suggested a need to develop written policies or guidelines covering the services that will be provided to minimize the impact of this service on primary clientele.  相似文献

Today, access to digital information is essential to patrons using public libraries, whether they have contact with computers at home, work or school or whether the public library is their only contact. In order to evaluate and ultimately enhance public library digital resources and services, it is critical for administrators, librarians and digital information architects to recognize the impact their current digital offerings have on users. This study utilizes a survey to gauge the perceptions of patrons who use digital resources and services in six urban New England public libraries as part of ongoing research into digital information access in public libraries in the United States from the perspective of users.  相似文献

PURPOSE: The study seeks to determine how medical library professionals performing information-technology (IT) roles are compensated and how their positions are designed compared to information technology staff in their institutions. METHODS: 550 medical library directors in hospital and academic medical libraries were surveyed. The data was then compared to survey data from other compensation studies of the IT industry. RESULTS: There is a gap in compensation between medical library professionals and IT professionals performing similar functions using information technology. Technology-intense library jobs are compensated at higher levels than more traditional jobs. CONCLUSIONS: To compete with IT salaries, managers of medical library professionals will need to be ever more cognizant of the employment practices of IT professionals in nonmedical library disciplines. It is typically in the medical library's best interest to ensure that IT-related jobs, accountabilities, and capabilities of the medical library are known and understood by others, especially in the human resources and information technology staff departments.  相似文献

This article reports on a national survey of information literacy (IL) instruction in urban and rural public libraries in Canada and public librarians' attitudes towards these services. The survey is the first phase of a study exploring the actual and potential role of Canadian public libraries in developing the public's IL skills. Despite an urgent need to develop such skills, and expectations that public libraries fulfill that role (specifically articulated by the federal government through its “Connecting Canadians” initiative), the real experiences of public librarians and of public library customers may not bear out this expectation. The survey analyzes the role of the public library, as a non-profit institution and primary stakeholder, in advancing federal government information policy. In addition, the study gives voice to a community of professionals expected to fulfill an important federal policy function, but provided with few resources with which to do so.  相似文献

This research aimed to develop core competencies framework for information professionals of Thai academic libraries in the next decade (2010–2019). The study consisted of two phases, Phase 1- the study of opinions about the roles of Thai academic libraries and information professionals in the next decade (Tanloet & Tuamsuk, 2011) and Phase 2- the development of core competencies framework conducted by using the Delphi technique. This paper presents Phase 2 of the study. The research conceptual framework on core competencies for information professionals was synthesized and adopted from several resources including [Gulati and Raina, 2000] , [Gorman and Corbitt, 2002] , [Abels et?al., 2003] and [Ashcroft, 2004] and University of Nebraska-Lincoln Library (2007). The subject of this small Delphi study included 21 experts from the following three groups: eight instructors of library and information science, eight administrators/practitioners of academic libraries, and five scholars who have had active roles in the library and information professionals. Data were collected in three rounds and analyzed by using the median, mode, and inter-quartile range. Results of the study were concluded and discussed on the three following core competencies for information professionals of Thai academic libraries in the next decade. 1) The Knowledge - consists of eight areas including knowledge of the foundations of information profession, information resources, information and knowledge management, information technology, library and information services, organizational management, research and user studies, and continuing education and lifelong learning. 2) The Skills – consist of 11 skills including user services, information resource management, information technology, marketing, language and communication, team working, analytical thinking, problem solving and decision making, management and planning, teaching and training, conceptual thinking, and knowledge management skills. 3) The personal attributes – consist of seven characteristics including the leadership, service mentality, morals and professional ethics, achievement motivation, accountability, self-management and adaptability.  相似文献

The directions of the information professions in Africa are identified by analysing 87 papers published in three source journals. These are the International Library Review, Libri and Information Development during the 5-years between 1985 and 1989.

The study revealed that researchers are actively involved in a variety of areas. The prominent areas, are library and information resources, archives, special and research libraries, library education, bibliometrics, library buildings, library automation, university and public libraries, and agricultural information. The study also found that researchers consulted publications in other disciplines, especially in disciplines such as agriculture, education, communications, science and technology, and rural development.  相似文献

This paper investigates how information resources are shared electronically between libraries at the national level in China. It examines the digital library project related issues for both information policy and information-technology. Issues pertaining to information policy include co-operation and collaboration between information service providers, collection development, intellectual property protection, management and administration on the digital library projects, and public information services (user clients). Issues pertaining to information technology include use of UNICODE, metadata, interface standards (Z39·50) and others. Using a combination of system analysis and program evaluation methods, the current practice of developing a national digital library infrastructure is investigated, issues regarding national information countermeasures toward these digital library projects are studied, and suggestions for developing further nation's countermeasures in the digital library project are presented. The distinguishing characteristics of scientific and technical libraries as information transfer agencies are described. The mere acquisition of documents is not sufficient. Proper management of collections and provision of adequate library services is essential for the library to function as an effective information transfer institution. This study includes a survey of 146 scientific and technical libraries in India regarding the collection management methods followed and the types of library services organized. In the studies of general library use, women use libraries more than men. When use studies of particular subjects are done, women nearly always are more likely to use libraries for information on that subject than men. Yet there are few studies on women's information needs or use studies of traditional women's subjects. When women's subjects are written about in the library literature, the articles are nearly always on collection development, not on information needs. Information on women's subjects is primarily requested in public libraries and is not considered worthy of scholarly concern. Five specific categories of women's subjects: traditional women's subjects like needlework, practical information for the home, information related to a change in life like returning to school or to work, information on women's health issues, and information about parenting are reviewed. Current trends in commercial electronic information systems and telecommunications technology make the issue of information needs research and analysis urgent.  相似文献
