Prior e-Government research has paid much attention to e-Government service adoption from the supplier side - the government - while mostly overlooking the user side of e-Government, such as citizens and businesses. While there have been some initial efforts to study citizens in their adoption behavior, few have examined what influences the willingness of businesses in adopting e-Government services. This research attempts to fill this research gap by addressing the following research question: Why are some businesses more willing to adopt e-Government applications to perform transactions with the government than others? The authors argue that the willingness of a business to adopt e-Government depends on the perceived quality of government services through traditional brick and mortar service channels (offline service channels), and the level of trust businesses place in the internet technology itself. Competing hypotheses are developed with regard to the role of perceived quality of offline services on the business user's willingness to adopt e-Government services. Using data obtained from a local district government in Seoul, Korea, the analysis revealed that the willingness to adopt e-Government increased when business users perceived high quality service provision in offline service channels. However, trust in the internet technology itself did not have any significant impact on their willingness. The theoretical and practical implications of the study finding are discussed.  相似文献

The e-Government phenomenon has become more important with the ever increasing number of implementations worldwide. A model explaining the e-Government adoption and the related measurement instrument – a survey – had been developed and validated in this study. In a post Technology Acceptance Model (TAM) approach, theory of planned behavior (TPB) was extended to fit the requirements of e-Government context. The adoption of student loans service of the higher education student loans and accommodation association of Turkey (KYK) was investigated to obtain data for empirical validation. The instrument was administered to over four-hundred students and partial least squares path modeling was employed to analyze the data. The results indicate that the model was an improvement over TAM in terms of predictive power. The constructs trust, perceived behavioral control and attitudes successfully explained the intention to use an e-Government service. The findings presented in this study provide useful insights for researchers and policy makers when dealing with e-Government services.  相似文献

Cloud computing applications have entered the stage of popularization and wide adoption as part of e-Government. Improving the implementation and assimilation of e-Government cloud applications (e-Gov cloud) to create public value has become an important issue. Based on theories of information technology (IT) assimilation, IT value, and organizational ambidexterity, this study develops a model of e-Gov cloud assimilation and explores the individual and joint effects of the depth and breadth dimensions of e-Gov cloud assimilation on public value. The model was tested with partial least squares structural equation modeling (PLS-SEM) using a survey of local government agencies in China. The empirical results show that the two dimensions of e-Gov cloud assimilation - depth and breadth - have significantly positive effects: (1) directly on operational public value and (2) indirectly on strategic public value through operational public value. Moreover, the complementary fit strategy of the depth and breadth of e-Gov cloud has a significantly positive effect on strategic public value, while the balanced fit strategy has no significant effect. These findings contribute to both academic research and practical implications, advancing our understandings of e-Government cloud assimilation on public value creation.  相似文献

Due to the growth in both the number and use of e-books, the question arises as to which factors may influence information professionals and library and information science (LIS) students when considering adopting e-books in their organizations. This study uses the technology acceptance model (TAM), a well-known theory for explaining individuals' technology behaviors, and cognitive appraisal theory as theoretical bases from which to predict factors that may influence information professionals and LIS students in their adoption of e-books in their organizations. This study explored two main themes: whether there are differences between information professionals' and LIS students' perspectives towards e-books, and to what extent the TAM, as well as other personal characteristics such as threat, challenge, and motivation, explain information professionals' and LIS students' perspectives. Researchers used questionnaires to gather data on computer competence, attitudes to ebooks, motivation, and cognitive appraisal. Findings reveal that there are major differences between the two groups concerning computer competence, motivation, and challenge. In addition, the TAM, as well as other personal characteristics, can predict the likelihood of e-book adoption, and highlights the importance of individual characteristics when considering technology acceptance.  相似文献

This study used the Technology Acceptance Model (TAM) to examine taxpayers' acceptance of the Internet tax-filing system. Based on data collected from 141 experienced taxpayers in Taiwan, the acceptance and the impact of quality antecedents on taxpayers' perceived usefulness (PU) and perceived ease of use (PEOU) of the system were assessed and evaluated. The results indicated that the model of Internet tax-filing system was accepted with a reasonable goodness-of-fit. Three important findings include the following items. First, TAM proves to be a valid model to explain the taxpayers' acceptance of the Internet tax-filers' system. Meanwhile, PU has created more impact than PEOU on taxpayers' intention to use the system. Second, PU is positively influenced by such factors as information system quality (ISQ), information quality (IQ), as well as perceived credibility (PC). Third, IQ has a positive impact on PEOU. Based on the research findings, implications and limitations are then discussed for future possible research.  相似文献

The traditional focus of intergovernmental services research has been on technological development, not on user acceptance; yet user acceptance of intergovernmental services in each electronic government (e-Government) implementation affects the ultimate success of the e-Government project. In the e-Government implementation context, many governments have invested huge amounts of money and manpower to make intergovernmental services both available and user-accepted, although some individuals have no intention of using them. The electronic document management system (EDMS) is the most popular intergovernmental service in the e-Government project. The objective of this article is to explore the experience of reconciling the strategic information system (IS) management with the radical transition of the Information Technology (IT) infrastructure in Taiwan's Bureau of Foreign Trade (BOFT) between 1998 and 2003. This investigation will be beneficial for the implementation of IT projects, as well as the comprehension of the organizational and managerial issues related to the discontinuity of IT development in office automation. This paper conducts an interpretative approach by means of qualitative methods – namely through participatory observation and in-depth interviews with fourteen informants – to reveal the managerial issues and their implications on the adoption of electronic government (e-Government). Through the method of content analysis, this study reviews the process of decision making, implementation, and other issues emerging as a result of the adoption of new technologies in public authorities, such as the cognition of the employee toward the benefits and effectiveness of IS in public authorities.  相似文献

The growth of eGovernment applications has initiated profound re-engineering of numerous citizen-government interactions but has not yet provided significant impacts on internet-based voting (iVoting). This study examines the role of trust and the technology adoption model (TAM) in influencing citizen intentions to adopt iVoting, and whether a social identity perspective may play a role in this individual decision process. The study is based on the integrated trust and TAM model. TAM posits that people choose to adopt a new Information Technology (IT) because they perceive it to be useful and sometimes also because it is perceived as easy to use. Trust plays a central role in building that sense of perceived usefulness in cases where the IT is a conduit to the trusted party, as we propose for iVoting. In support of this social identity extension to the trust and TAM model, our results show that citizens' perceptions that they share the same values as the individuals affiliated with providing eGovernment (and internet-based voting) services are especially instrumental. The perception that the agency is made of “people like me” is associated with increased trust in the agency, which in turn is associated with increased levels of other factors that contribute to the intention to vote electronically over the internet. Cloud computing enables cost-effective and scalable growth of IT services that can enhance government services. Despite the Australian Federal Government's ‘cloud-first’ strategy and policies, and the Queensland State Government's ‘digital-first’ strategy, cloud services adoption at local government level has been limited—largely due to data security concerns. We reviewed the ISO 27002 Information Security standard with extant literature and found that operational security, individual awareness and compliance matters pose more significant government challenges than the often-highlighted technical and process-oriented cloud security requirements. This study identifies and explores the critical factors associated with information security requirements of cloud services within the Australian regional local government context. We conducted 21 field interviews with IT managers, and surveyed 480 IT staff from Australia's 47 regional local governments. We propose a conceptual cloud computing security requirements model with four components – data security; risk assessment; legal & compliance requirements; and business & technical requirements – in order to promote a balanced view on cloud security for governments. Using this model, governments can work together to demand uniform security requirements for adopting cloud services.  相似文献

This study examines the job satisfaction of library information technology (IT) workers in relation to demographic, socioeconomic, and work-related variables, such as a sense of belonging, faith in wanting to belong, a feeling of acceptance, paying dues, job autonomy, the broker's role, and promotion opportunities. A total of 443 mail surveys were sent to a sample of IT workers at 30 university member libraries of Association of Research Libraries in the United States. A total of 202 surveys were returned, resulting in a 45.6% response rate. This study found that salary, an MLS degree, a sense of belonging, faith in wanting to belong, a feeling of acceptance, job autonomy, and promotion opportunities were related to job satisfaction of the library IT workers. This study provides some explanations as to why some IT workers are more satisfied with their jobs than others, thereby contributing to improving the quality of their work lives.  相似文献

This study examines the adoption of centralized customer service systems in local governments in the United States. Survey data is used to show the relationship between different factors of E-Government adoption and the implementation of this information technology (IT). The results of this study show that the adoption of a centralized customer service system was related to the form of government that the local government had and being located in a central city. The results also indicated that the sophistication of the local government's website was related to the adoption of a centralized customer service system. The results of this study did not support the claim that larger cities are more likely to be adopters of this type of IT. Other results indicate that only 15% of local governments have adopted this IT. These information systems are well-integrated with existing online communication methods such as email and the internet. The information from this IT is commonly used by local governments for performance management and budget development.  相似文献

This paper identifies the factors that determine the publics' acceptance of e-Government services. The online tax filing and payment system (OTFPS) is a well-known e-Government service in Taiwan. Using a theoretical model based on the theory of planned behavior, this study aims to (1) identify the determinants for acceptance of the OTFPS; (2) examine the causal relationships among the variables of acceptance behavior for the OTFPS; and (3) explore the relative importance of each determinant for both those who use the OTFPS and those who do not. The article reports on a survey that collected 1,099 usable responses. The results indicate that the proposed model explained up to 72 percent of the variance in behavioral intention. In addition, the important determinants of user acceptance of the OTFPS are perceived usefulness, ease of use, perceived risk, trust, compatibility, external influences, interpersonal influence, self-efficacy, and facilitating condition. Finally, the academic and practical implications of these findings are discussed.  相似文献

本研究以城市老年人为研究对象,探讨其智能手机使用行为对幸福感的影响。本研究整合了幸福感理论和代际支持理论,基于技术接受模型(TAM),建构了一个扩展的技术接受结构方程模型。研究发现:老年人的感知有用性显著影响智能手机的使用态度,感知易用性通过中介感知有用性显著影响智能手机的使用态度;代际技术支持显著影响老年人智能手机使用态度、使用意愿、实际使用和实现幸福感;而感知趣味性对使用态度无显著影响。本研究提出在信息技术程序开发设计上应考虑惠老,方便老年人使用;社会应倡导年轻一代对老年群体的代际技术支持以提升其幸福感。本研究的"代际技术支持"对老年人幸福感影响研究和技术接受模型建构有拓展和贡献。  相似文献

The information systems-related sourcing literature currently emphasizes a portfolio approach combining homegrown, hybrid, and outsourced (contracted) systems. This study found similar approaches in the sourcing for electronic government (e-Government, e-Gov). E-Gov-related sourcing mixes potentially create high switching costs and path dependency. They may also severely impact governments' information management capacity and organizational capabilities. Further, e-Government leads to business process change, all of which necessitates an increased understanding of e-Gov-related sourcing and its integration with traditional public management information systems (PMIS). In the absence of an e-Gov-specific sourcing theory, this study explores current sourcing practices and uncovers overlaps in sourcing concepts and also significant differences between private and public sourcing practices. E-Gov sourcing portfolios were found not systematically managed potentially compromising the public information management capacity. To help public managers design and manage e-Gov sourcing mixes, the article proposes framework for e-Government sourcing for further testing.  相似文献

With the latest revolution of technology in information, communications, and media, the need for computerization has been identified in most countries. Many social and technical advantages and problems come along with it. As a result, the Information Society concept has been created. There exist certain principles for building such a society, but in Arab regions it has unique challenges and obstacles. Jordan, responding to a royal vision, has established the goal of becoming a leader in information and economic developments among other countries in the region. Several plans and initiatives have been developed for this purpose. One of these initiatives is the implementation of e-Government, which offers several benefits for both the government and society. e-Government has five building blocks to achieve the expected results and the process of implementation involves passing through certain stages. Jordan, as an Arab country, faces several obstacles in the area of implementation. This paper examines the impact of Customer Relationship Management (CRM) technology on organizational change in local governments in the United States. The bureaucratic and e-Government paradigms are examined with regards to this technology impacting organizational change. Survey evidence on the adoption of CRM is examined from the perceptions of Chief Administrative Officers (CAOs) in cities and counties that have adopted this technology. Survey results indicate that both the e-Government and bureaucratic paradigms impacted organizational change from CRM adoption. Factor analysis shows that management change, efficiency change, and leadership and organizational change are the three most common factors in the models. Regression results indicate that local governments that score high on these factors are more likely to take an enterprise approach in the adoption of CRM for their local government. The results of this study imply that organizational change is not just influenced by the more recent e-Government paradigm, but traditional attributes of the bureaucratic model are present as well.  相似文献

The present study applied theories of diffusion, technology acceptance, and uses and gratifications via an exploratory model to explain the photo-messaging behavior of 682 college students. Structural equation modeling results indicate that greater photo-messaging activity within one's social network predicts personal relationship formation and relationship maintenance motives. Relationship maintenance motives had a stronger influence on behavioral intention to adopt photo-messaging than did relationship formation. Technology cluster ownership also predicts perceived ease of use for photo-messaging activity. The technology acceptance model (TAM) conceptualizations were generally supported for photo-messaging.  相似文献

For nearly two decades, the federal government has embraced Information Resources Management (IRM) as a philosophy, policy initiative, and management practice. During this time, IRM has undergone major management transformations within agencies and throughout the IRM policy environment. To date, however, there had been no government-wide assessment of IRM's impact on agency mission attainment, particularly through a strategic planning process. This article presents findings from a government-wide study to, in part, measure the extent to which IRM assists agencies achieve their missions and objectives, identify a general agency strategic planning model, and determine whether agency strategic planning efforts facilitate the alignment of agency business processes and information technology (IT).  相似文献

Adding the external variables of satisfaction and loyalty to Fred Davis' technology acceptance model (TAM), this study examined the extent to which graduate students perceived Google Scholar to be a resource that is useful and easy to use. A survey of 1141 graduate students at the University of Minnesota asked questions exploring their perceptions of Google Scholar as part of their research process. Seventy-five percent of survey participants had used Google Scholar at least once before, and a statistical analysis of the responses found that perceived usefulness, loyalty, and, to a lesser extent, perceived ease of use, were positively and significantly related to the graduate students' intended use of the information resource. This research showed that TAM is an applicable model for predicting graduate student use of Google Scholar, which can help academic librarians seeking to understand graduate student acceptance of new information sources. Additionally, this study provides information about how librarians might best promote Google Scholar and other library resources to graduate students.  相似文献
