This paper contributes to e-government research by presenting a review and discussion on how digitalization of public services has affected the interaction between citizens and government. We argue for a conceptualization and critical reflection on the nature of the underlying interaction between citizens and public officials - the public encounter - that digital public services are developed to support. We apply a qualitative and hermeneutic approach and illustrate that digital public services change public encounters concerning when, where, and how interactions occur, what each actor does, and the skills required of them. By relating these changes to emerging digital technologies (e.g. data mining, machine learning, sensor technology, and service automation), we illustrate that while these new technologies carry the potential to further digitalize service provision and fulfill the democratic goals of digital government, authorities can apply the same technology to restrict, control, and surveil citizens. Based on a critical discussion on what digitalization might entail for society, we identify problem areas arising from this development and propose a research agenda for understanding this phenomenon further. We raise questions and ethical concerns regarding accountability and reskilling of citizens and public officials as public service provision becomes citizen self-service.  相似文献

Artificial Intelligence (AI) is gradually becoming an integral part of the digital strategy of organizations. Yet, the use of AI in public organizations in still lagging significantly compared to private organizations. Prior literature looking into aspects that facilitate adoption and use of AI has concentrated on challenges concerning technical aspects of AI technologies, providing little insight regarding the organizational deployment of AI, particularly in public organizations. Building on this gap, this study seeks to examine what aspects enable public organizations to develop AI capabilities. To answer this question, we built an integrated and extended model from the Technology-Organization-Environment framework (TOE) and asked high-level technology managers from municipalities in Europe about factors that influence their development of AI capabilities. We collected data from 91 municipalities from three European countries (i.e., Germany, Norway, and Finland) and analyzed responses by means of structural equation modeling. Our findings indicate that five factors – i.e. perceived financial costs, organizational innovativeness, perceived governmental pressure, government incentives, regulatory support – have an impact on the development of AI capabilities. We also find that perceived citizen pressure and perceived value of AI solutions are not important determinants of AI capability formation. Our findings bear the potential to stimulate a more reflected adoption of AI supporting managers in public organizations to develop AI capabilities.  相似文献

Public service availability and quality remain relatively low in the rural areas, particularly in developing countries. Microblog has been employed in the rural areas to enhance public services. We propose that by facilitating collaboration among public employees and enabling supervision of their services, microblog can help enhance the public service climate and improve public service performance in the rural areas. A research model is developed to evaluate the importance of microblog affordance and public service capabilities based on the service climate theory. Through surveying the grassroots public employees in 382 villages, we find that the collaboration and supervision affordances of microblog are important in leading to better public service climate. While the collaboration affordance of microblog has both direct and indirect effects, its supervision affordance effect is indirect through enhancing the content delivery and service fulfillment capacities. Furthermore, our additional analysis shows that public service climate can raise the service satisfaction of the rural citizens. The findings show that microblog adoption enhances public service climate in the rural areas where less attention is given. A set of important recommendations are provided to public administrators on how they can more effectively leverage on the emerging microblog technology in the rural context.  相似文献

Public value creation is traditionally considered as the citizens' collective expectations with respect to government and public services. Recent e-government literature indicates that what exactly constitutes public value in digital government is still debated. Whereas previous research acknowledges aspects such as co-production and the orchestration role of government in the context of public value creation, there is only a limited understanding of how public value is created by the interactions between government and business actors, and the role digital technologies play in that process. Furthermore, so far, research into public value creation processes is limited to specific services that aim to meet a specific goal; for a more complete view, an integrative perspective is required to address the multiplicity of goals. Societal challenges including climate change, sustainability, and the transition towards circularity will require governments to play a crucial role. Businesses are also transforming their vision by adding societal goals to their economic objectives and contributing to these societal challenges. This necessitates even more the need to explicitly consider the role of business in public value creation processes. In this paper we argue that there is a need to understand public value creation as an interactive process, involving both government and business actors. In this process, voluntary information sharing enabled by digital infrastructures has the potential to contribute to the value creation processes, but the increased complexity of digital technologies obscures the effects they can have on value creation. Therefore, we develop a framework that allows to reason about public value creation as an interactive process, involving government and businesses, facilitated by voluntary information sharing. The framework also allows to reason about how the technological design choices of the underlying digital infrastructure influence this value creation process. For the framework development, we use an in-depth case study from the domain of international trade. We analyze the interactions between customs authorities and supply chain actors for jointly creating public value related to revenue collection, as well as safety and security of goods entering the European Union, using business data made available via a global blockchain-enabled infrastructure. In future research, the framework that we developed can be used to analyze more complex cases with additional public value aspects, such as sustainability and circularity.  相似文献

This study adopts a public value perspective to examine the eHealth services deployed by national and regional governments to contain the coronavirus (Covid-19) pandemic, including symptoms checkers, information portals and contact-tracing applications. We analyse 50 cases of eHealth applications adopted in 25 European Economic Area (EEA) and outline how these systems and technologies map against four dimensions of public value: user orientation, participation, legality and equity. Our findings reveal that the public value of the eHealth applications adopted in the context of the current pandemic is affected by both endogenous and exogenous factors that undermine their ability to improve the quality of healthcare services and social wellbeing. We conclude by suggesting areas for further research to address such factors and the trade-offs emerging between different dimensions of public value.  相似文献

Many public organizations struggle to adapt to digital transformation. Whereas previous research has identified internal drivers of change, an unpredictable factor from the external environment such as the COVID-19 pandemic can trigger public innovation. In this study, we aim to investigate if and how the COVID-19 pandemic has influenced the digital government transformation. In more detail, we explore how the COVID-19 pandemic has affected different organizational aspects that are expected to be affected by a digital transformation. Findings from case studies of ten organizations from the Austrian federal administration indicate that the pandemic has not only led to an increased use of technological means but also influenced various organizational aspects such as employees' attitudes toward technology and organizational culture toward innovation. In particular, organizations heavily affected by the pandemic have benefited from a greater degree of digital transformation. Consequently, the pandemic has influenced a spirit of innovation and accelerated the speed of digital transformation.  相似文献

We are living in turbulent times, with the threats of COVID-19 and related social conflicts. Digital transformation is not an option but a necessity for governments to respond to these crises. It has become imperative for governments worldwide to enhance their capacity to strategically use emerging digital technologies and develop innovative digital public services to confront and overcome the pandemic. With the rapid development of digital technologies, digital government transformation (DGT) has been legitimated in response to the pandemic, contributing to innovative efficacy, but it also has created a set of challenges, dilemmas, paradoxes, and ambiguities. This special issue’s primary motive is to comprehensively discuss the promises and challenges DGT presents. It focuses on the nature of the problems and the dilemmatic situation in which to use the technologies. Furthermore, it covers government capacity and policy implications for managerial and institutional reforms to respond to the threats and the uncertainty caused by disruptive digitalization in many countries. To stimulate discussion of the theme of this special issue, this editorial note provides an overview of previous literature on DGT as a controlling measure of the pandemic and the future direction of research and practice on DGT.  相似文献

PurposeThis study analyze academic library services during Covid-19 pandemic (2020 and 2021), as well as the challenges they face, emerging library roles, and the most effective communication tools.MethodA systematic review of the relevant literature was undertaken following PRISMA guidelines. The relevant literature was retrieved from four major scholarly databases (Scopus, Web of Science, Library, Information Science & Technology Abstracts (LISTA), and Library and Information Science Abstracts (LISA)). The relevant 23 studies were included fulfilling inclusion criteria. A quality assessment of the included studies was also performed.FindingsThe findings revealed that Covid-19 pandemic is certainly effecting and transforming libraries, their services and management. The library services during Covid-19 pandemic, their fundamental challenges, emerging roles, and available preferable communications tools are the categories in this study to better understand the pandemic-transformation.ImplicationsThe practical and policy implications are that libraries must establish infrastructure and improve accessibility in order to provide the best possible support to modern library users who access resources remotely in this rapidly evolving digital environment. Organizational policymakers and library directors should prepare emergency and disaster management plans. This study explores the determinants of digital innovation in the public sector. Focusing specifically on new digital technologies, such as big data, artificial intelligence, Internet of things, and augmented reality, we explained the wide variation in how Korean local governments used these technologies to transform their services. We found support for four theoretical mechanisms. First, our findings support the existence of demand-pull innovation in the public sector: public organizations respond to citizen demands or needs for innovation. Second, we also find support for an electoral incentive hypothesis, which posits that local governments' motivation for digital innovation is influenced by local politicians' electoral incentives. Third, our results show the existence of isomorphic pressure as a driver for public sector innovation: public organizations emulate their neighbors in adopting innovative practices. Fourth, the results support the upper echelons theory, as younger policymakers are more active innovators.  相似文献

Since the beginning of the federal government, Congress has functioned as its publisher — the manager and director of government printing operations. Initially performed by private printers through lucrative contracts, production was statutorily vested in the Government Printing Office (GPO) in 1860 to assure efficient, economical, and quality printing. Over the past century and a half, however, changes in technology, law, and constitutional relationships have eroded arrangements for the public printing system. Information products printed by GPO in the past may now be agency-generated and made directly available to the public through agency Web sites or social media, with the result that congressional general management of the publication system is seemingly decreasing, at least in terms of GPO workload, publication accountability, and document sales. While it is unlikely that Congress will reduce or vacate its publisher capacity anytime soon, some adjustment of the scope of that role and related management capability may appropriately be in order.  相似文献

为落实联合国2030年可持续发展目标,国际图联与一些国际组织共同发起“图书馆致力数字包容”的共同承诺和“行动呼吁”,国内外图书馆界领导及知名专家学者就“图书馆与数字包容”进行了讨论。饶权指出,随着现代技术的发展,数字鸿沟问题日益突显。中国国家图书馆研究提出建设“全国智慧图书馆体系”的工作思路,以期引领带动各级公共图书馆全面实现智慧转型,在促进数字包容方面发挥更加积极的作用;克里斯汀·麦肯齐阐述了国际图联在支持联合国2030年议程和可持续发展目标方面的工作,特别是目标第16条:“构建和平与包容的社会,使人人享有公正,提高政府机构效率和能力,强调政府和图书馆必须成为数字包容的积极推动者”;杰拉德·莱特纳指出,促进数字包容的任何努力都需要考虑三个方面——互联、内容和能力。缺乏任何一个方面,都不可能完全实现数字包容。图书馆作为社区中心的公共空间、内容的储存空间和门户,以及经验丰富的信息素养教育者,在更广泛的政府战略中都可以发挥自己独特的作用;陈超指出,历史和现实、理论和实践早就告诉我们,公共图书馆肩负着促进人类社会包容性发展的义不容辞的使命。为此公共图书馆必须承担起“弥合数字鸿沟,促进数字包容”的社会责任,让每一个人有机会上网、为每一个人赋能、让每一个人能平等获取信息知识;吴建中认为,我国图书馆界应积极配合国际图联的呼吁与倡议,并发出我国图书馆界强有力的声音。第一,大力宣传我国在保障公民获取基本公共文化服务权益方面的政策及举措。第二,积极推广互联网和数字技术在图书馆的应用。第三,继续提升媒介和信息素养服务的质量;于良芝从个人信息世界的概念出发思考数字鸿沟现象及图书馆的作用,揭示了数字鸿沟的复杂性及社会包容与数字包容的互为条件性,认为这为公共图书馆参与数字包容建设开辟了更广阔的空间;肖珑表示,支持国际图联(IFLA)关于数字包容声明的提出,中国高校图书馆应清醒地认识到信息贫富分化问题的存在,并努力缩小地区差距,保护不同群体利益,促进高等教育的内涵式发展;阿曼达·里德与金·汤普森认为,当危机、变革和挑战来临之际,也是我们努力前行之时,并以一所美国图书馆为例,显示了在新冠疫情这样的危机面前,公共图书馆如何满足当地居民需要,支持社区朝着更加数字包容的社会可持续地发展;金武刚认为,图书馆应当加强科普功能,开发新媒体产品,融入公共传播平台,帮助社会民众辨别网络信息真伪,查询获取正确信息,解决数字包容深层次问题;吴丹与刘静基于技术环境变化的背景,以人与技术的交互为焦点,从“技术→人”与“人→技术”两条路径对数字包容内涵进行扩展并提出了图情领域工作的发展策略。  相似文献

ABSTRACT

When Stuart Hall and his Birmingham School colleagues argued that media technologies were essential to the production of moral panics, they focused on the relationship between mass media and the state. Because new technologies have altered our cultures of ostracism and punishment, we offer a revised analysis of this relationship that examines the role of online shaming in current moral panics. Not only do we analyze the new technological affordances of digital media, we argue that our current shaming culture is symptomatic of a deep-seated political disenfranchisement that leaves subjects grasping to “do something.” Contributing to a social media-driven panic culture that punishes and ostracizes deviants thus stands in for meaningful political participation. Ultimately, we argue that the evolving orientation to public life fostered by these new technologies has created a culture of shaming whereby citizens often prosecute their own discrete moral panics amid the more sustained sense of political crisis that characterizes contemporary life.  相似文献

After considering how surveillance practices discipline the objects of the monitoring gaze, I argue for a focus on the discipline of watching. An era of reflexive skepticism and generalized risk puts a premium on the ability to see through public façades by relying on strategies of detection and verification facilitated by interactive communication technologies that allow users to monitor one another. Interactive communication technologies allow for peer-to-peer surveillance of friends, significant others, and family members. If, in commercial and state contexts, the promise of interactivity serves as a ruse for asymmetrical and nontransparent forms of monitoring, this model of interactivity has also infiltrated the deployment of interactive technologies in personal relationships.  相似文献

[目的/意义]以人文学者为研究对象,划分其数字能力域类别,构建人文学者用于学术研究的数字能力框架,用以探究当前我国人文学者的数字能力现状和存在问题。[方法/过程]按文史哲、语言、法律;艺术、音乐、传媒;图书馆学、档案学、博物馆学;人类学、政治学、社会学4大学科分类对国内203名相关人文学者开展问卷调查,并对问卷结果进行因子分析、T检验、单因素ANOVA分析。[结果/结论]为提高人文学者的数字能力,从人文学者开展学术研究的一般过程:前期基本信息能力、中期数字技术运用能力、末期交流共享能力三方面提出建议,为今后人文学者如何更好地开展学术活动、图书馆相应学科服务能力的升级、数字人文平台推动人文研究的发展等方面提供一定参考。  相似文献

国外公共数字文化资源整合的实践和研究始于20世纪90年代,已经历了合作共建阶段、资源共享阶段和知识共享阶段。进入21世纪后,公共数字文化资源整合研究受到特别重视。国外该领域的研究主题广泛,主要涉及公共数字文化资源整合的必要性、整合方式、整合技术、面临的问题及对策等方面。研究特点主要有:公共数字文化资源整合日益受到重视,注重数字资源生命周期管理,关注新兴技术在资源整合中的应用,元数据标准成为研究新热点。借鉴国外的研究成果,我国应在公共数字文化资源整合中的合作机制、元数据标准、新技术应用及知识产权保护等方面加强研究。图1  相似文献
