ABSTRACT

Long-established paradigms around intensifying internationalism and ‘borderless-ness’ in the UK higher education (HE) sector are being challenged and disrupted by the nationalist drift of global political and socioeconomic forces. The UK’s international HE space is fragmented with neither a coordinated national policy nor a central agency overseeing sector-wide activity. Instead, national stakeholders interact in a ‘policymaking-sector expert nexus’ that itself engages internationally. UK institutions create structures to support ‘global engagement’ to help them to transcend national policy concerns and weather global ‘storms’, and to shape policy proactively. However, growing national policy divergence and competing policy priorities mean that enhanced coordination through a sector-level body must precede, and facilitate, the development of any UK-wide international HE strategy. A strategy will face the challenge of embracing institutional autonomy and mission diversity, recognising and value the full spectrum of international HE activities, and providing sufficient funding to leverage the implementation of institutional strategies.  相似文献

ABSTRACT

Removal of the student numbers cap, reductions in funding and an accompanying need to generate revenue have driven education towards neo-capitalism and managerialism: students equate to income. An associated growth in performativity measures incorporates student voice as one of these benchmarking requirements. Aiming to explore and challenge assumptions about the role of student voice in post-compulsory education, this paper identifies a missing viewpoint in the wider research: perceptions from those engaged in teacher education. This paper presents research undertaken with 24 participants (teacher educators, student teachers and quality assurance managers) across three post-compulsory institutions in the UK. It explores perceptions about how student voice is espoused, enacted and experienced within the institutions, and whether this enables a democratic approach within education. The research considers questions raised about power, dialogue and engagement, as well as the impact of marketisation and consumerism on student–institutional relationships.  相似文献

Abstract

In order to determine the allocation of money for projects in continuing and vocational education, government agencies in the UK are providing more and more opportunities to bid for targeted funding. This article provides an overview of recent changes in funding policy in higher education and examines how such changes have impacted on continuing education deparatments in higher education, pointing up the increasing pressure to bid for UK government and European Union funds to develop provision which was once outside their sphere of operation. There appears to be little or no theoretical account of the effects of the growth in competitive tendering on continuing education, and so the impact of this relatively new funding strategy on staff and institutions is studied in order to assess its efficacy and significance for the sector as a whole. This study contextualises the familiar differences in culture between liberal adult education and vocational endeavours and between continuing education and ‘mainstream’ higher education. It also reinforces recent calls for a coherent policy of funding for continuing education.

In the 1990s, most US states adopted new forms of performance-based accountability, e.g., performance-based budgeting, funding, or reporting. This study analyzed changes in institutional performance following the adoption of these new accountability standards. We measured institutional performance by representative education and research indicators—graduation rates and levels of federal research funding. We collected data from 1997 to 2007 and used a hierarchical linear modeling growth curve analysis. The main finding was that states which adopted performance-based accountability did not see a noticeable increase in institutional performance. In addition, we highlighted a critical policy issue—whether state and institutional factors contribute most to institutional performance in higher education.  相似文献

Many countries, including Italy, are increasingly managing their public higher education systems in accordance with the New Public Management principle that private-sector management practices improve efficiency and quality. A key mechanism has been the introduction of performance-based funding systems designed to reward ‘high-performing’ institutions and incentivise ‘lesser-performing’ institutions to improve. Instead of improving efficiency and quality across the board, however, we argue that performance-based funding systems naturalise longstanding structurally determined inequalities between institutions by recasting national higher education systems as competitive institutional meritocracies in which institutional inequalities are redefined as objective indicators of intrinsic ‘merit’ or worth. We illustrate how performance-based university funding systems naturalise pre-existing inequalities between universities drawing on the case of Italy, a country characterised by longstanding inequalities between its northern and southern regions which demonstrably impact on the apparent ‘performance’ of universities. The concept of institutional meritocracy captures the illusory nature of this performance game.  相似文献

Abstract

In the last decade, a majority of states has developed legislation or centralized policy directives which encourage the participation of older adults in institutions of higher education through tuition‐reduction or tuition‐waiver. However, very little research has been conducted to assess their impact on participation and program development. This paper is intended to analyze the awareness and impact of tuition‐waiver policies among older adults and institutions of higher education in the state of Virginia. In addition, this paper is intended to provide an expository framework for the synthesis of secondary data sources which address state policy issues in gerontology and higher education.

Results from the analysis indicate a high level of awareness among administrators at the institutional and state level in higher education and among state legislators, while somewhat less awareness is evident among older adults. In terms of impact, results indicate that older adult participation remains extremely low, and the priority of cost in participation decisions is not well understood. The actual financial burden on institutions is still relatively small; however, with no tuition or state reimbursed funds, the incentives for program development remain insufficient.

Several additional policy and research questions follow from the analysis. Questions must be raised concerning who is benefitting from the legislation and who should be benefitting, what kinds of incentives are necessary for institutions to develop programs, and what role the state should play in facilitating program development. Additionally, a re‐evaluation of tuition‐waiver policies versus other kinds of financial incentives is recommended.  相似文献

Financial pressures, restrictions on full‐time participation and the public commitment to access and lifelong learning, suggest that part‐time provision may be increasingly important in undergraduate‐level higher education. However the scale and organisation of part‐time provision varies across institutions, and its future development may depend on decisions taken at institutional level. This paper describes Scottish institutions’ policies for part‐time provision of first degrees and Higher National Certificates and Diplomas (HNCs and HNDs). It is based on interviews with senior managers in all 23 Scottish higher education institutions (HEIs), and in 11 further education (FE) colleges. Most institutions planned to expand part‐time provision. New (post‐1992) universities were the most committed to expansion; non‐university HEIs and some old universities were the least committed. Policies for expanding part‐time provision were often part of a broader strategy for flexibility. The research revealed two contrasting models of flexibility: many universities pursued flexible integration, bringing full‐ and part‐time study into a common web of provision, whereas FE colleges typically pursued flexible differentiation, maintaining the distinctions between (and within) the modes. Institutional polices were influenced by four sets of factors: institutional mission, other institution‐specific factors, government policy and funding, and demand; funding arrangements and demand were seen as the main drivers. Finally, we question whether the greater formal autonomy of institutions led in practice to more independent decision‐making, and whether the trends anticipated by our interviewees are in fact well entrenched.  相似文献

The notion of merit-aid is not a new development in higher education. Although previous researchers have demonstrated the impact of state-adopted merit-aid funding on student decision-making, fewer studies have examined institutional pricing responses to broad-based merit-aid policies. Using a generalized difference-in-difference approach, we extend previous empirical work by examining the impact of merit-aid on institutional pricing strategies while considering both the institution’s tuition-setting authority and the relative strength of the merit-aid program. In this study, we find that colleges and universities with the authority to set their own tuition increased their in-state tuition and fees following broad-based merit-aid policy adoption; however, institutions with state-controlled tuition-setting authority respond to broad-based merit-aid policies by lowering their in-state tuition and fees. Our findings suggest that the incentives and dynamics of each state’s policy environment are significant determinants of institutional responses to state-level policy adoptions.  相似文献

Abstract

The author conducted sampling and statistical analysis of papers on education policy research collected by the China National Knowledge Infrastructure in the period from the years 2004–2013. Under the current state of education policy research in China, the number of papers correlates positively with the year; the papers are concentrated in education journals; the researchers are primarily associated with institutions of higher education; and the studies cover a broad range of topics, while emphasizing the practice of education policy. The development trends of education policy research in China include a general rising trend for research on education policy; in the future, researchers from institutions of higher education will continue to be a dominant force in education policy research, and the authors’ regional distribution will continue to be imbalanced; education policy research will focus more on educational equity and improved quality, and studies of foreign education policies will continue to be a topic of interest.  相似文献

‘Career Academics’ are principally research-led, entering academia with limited or no industrial or practical experience. UK Higher Education Institutions welcome them for their potential to attain research grant funding and publish world-leading journal papers, ultimately enhancing institutional reputation. This polemical paper problematises the Career Academic around three areas: their institutional appeal; their impact on the student experience, team dynamics and broader academic functions; and current strategic policy to employ them. We also argue that recent UK Government teaching-focused initiatives will not address needs to employ practical academics, or ‘Pracademics’ in predominantly vocational Construction and Engineering Education. We generate questions for policy-makers, institutions and those implementing strategy. We argue that research is key, but partial rebalancing will achieve a diverse academic skill base to achieve contextualised construction and engineering education. In wider European contexts, the paper resonates with issues of academic ‘drift’ and provides reflection for others on the UK context.  相似文献

Following the end of the binary system in 1992, UK higher education has witnessed a new approach to diversity based on institutional self‐determination within a common overall framework. Using analysis of statistical performance indicators, this paper shows that institutions have become more diverse, especially in terms of research activity. However, such diversity is unplanned and unco‐ordinated. Moreover, compared with some other countries, there is relatively little diversity in UK higher education. Further diversity will require radical changes within the university system, either by the operation of unfettered market forces or by increased intervention by Government or funding councils.  相似文献

Abstract

The intensification of an audit culture in higher education is made no more apparent than with the growing prevalence of performance-based research funding systems like the UK’s Research Excellence Framework (REF) and the introduction of new measures of assessment like ‘impact’ or more specifically, the economic and societal impacts of research. Detractors of this regulatory intervention, however, question the legitimacy and credibility of such a system for, and focus within, the evaluation of research performance. Within this study, we specifically sought to understand the process of evaluating the impact of research by gaining unique access as observers of a simulated impact evaluation exercise populated by aproximately n = 90 senior academic peer reviewers and user assessors, undertaken within one UK research-intensive university prior to and in preparation of its submission to REF2014. Over an intensive two-day period, we observed how peer reviewers and user assessors grouped into four overarching disciplinary panels went about deliberating and scoring impact, presented in the form of narrative-based case studies. Among other findings, our observations revealed that in their efforts to evaluate impact, peer reviewers were indirectly promoting a kind of impact mercantilism, where case studies that best sold impact were those rewarded with the highest evaluative scores.  相似文献

Abstract

Higher education research is closely linked to the debates on higher education policy and practice. It provides the information basis for decisions about the future of higher education. As the themes of the public debate on problems and reform needs in higher education change quickly, higher education research has to anticipate future problems and themes of debates in order to develop concepts and to generate knowledge well in advance. Future‐conscious higher education research might aim to identify likely future changes in thematic areas which are already in the limelight of public attention, as trends in the areas of expansion of higher education, diversification of structures of the higher education system, system steering and institutional management as well as internationalisation and globalisation suggest. Moreover, future‐conscious higher education research should try to identify thematic areas not frequently discussed at present but likely to be major issues in the future. For example, professionalisation of higher education in terms of the emergence and expansion of new administrative and service professions in higher education institutions might have far‐reaching implications in the future and is worth to be paid attention by higher education researchers.  相似文献

In response to a Scottish Office call for a briefing paper on widening access to higher education the authors conducted a 'snapshot' study of the field including not only desk-based research but a questionnaire survey and interviews with approximately 70 practitioners in the field of access across the UK. The survey asked the opinions of practitioners on the areas of their greatest concern in the field of widening access to include marginal socioeconomic groups. This article gives an account of the concerns expressed in this survey and finds that the primary concerns fall under six headings: pre-entry guidance, qualifications frameworks and transfers, structural barriers and flexibility, attitudinal barriers, student finance and institutional finance. Solutions were also sought in relation to policy and practice in Scotland and included suggestions for more emphasis on partnerships, better communication between institutions and the community, and a shared system of financial support for institutions and for students alike.  相似文献

This article addresses how European policy initiatives in higher education, research and innovation are diffused in the European higher education research and education area. Based on an instrumental and an institutional perspective, specific expectations are developed as to how policy diffusion might unfold, and, through an in-depth analysis of the strategic plans of 19 higher education institutions in Latvia and Norway, the article identifies factors that potentially mediate European policies into the strategic agenda of universities and colleges. The findings show that European Union membership and policy area seems to matter for the attention given to European policy initiatives, while administrative capacity at institutional level have less or quite mixed effects. The article concludes that both instrumental and institutional perspectives are of value in explaining how European policy diffusion takes place.

已有相关研究多集中于探讨经费收入与学术产出的关系,但经费无法直接转化为学术研究成果,对于这一过程的“黑箱”还未有明确认识。本研究尝试分析经费支出对大学发展的影响机制并优化经费配置路径。基于2007—2018年间58所教育部直属高校的校际面板数据,研究采用逐步法和双向固定效应模型分析了经费支出对学术产出的影响程度与作用机制。研究发现:从直接效应来看,经费支出规模对学术产出具有显著正向影响;就中介效应而言,经费支出通过专任教师、硕博士生、固定资产和课题等路径实现学术产出水平的提升,其中正高级教师、硕博士生和课题项目发挥着更大的中介效应。基于此,政府可继续增加对研究型大学的经费投入,并鼓励其多渠道筹措经费;政府还要减少经费使用限制,鼓励大学优化经费配置路径和方式,将更多经费用于教师、硕博士生等人员支出,并设置更多课题项目,从而在遵循高等教育发展规律的基础上,提高经费配置效率,为提升高水平研究型大学建设水平提供实证数据、理论依据和政策参照。  相似文献

Assessment regulations in higher education, which are important for assuring threshold academic standards, reflect institutional cultures and histories, and are shaped by pragmatic concerns about quality indicators such as retention and progression rates, as well as principles of equity. This paper articulates some of the tensions that confront higher education institutions in the development and revision of regulatory frameworks, and describes a survey of assessment regulations from a sample of UK higher education institutions for the first year of undergraduate study. The survey identifies key variations in regulatory policy and practice that challenge assumptions about comparability of academic standards between higher education institutions. These findings imply that student success and progression may not be a simple reflection of academic attainment, and raise questions about notions of equity. It is intended that this research will contribute to informed discussion in the sector about academic standards and the regulatory frameworks underpinning first-year assessment policy and practice, and thus potentially lead to more transparent and consistent practice.  相似文献

Collaboration in research activity is now the rule not the exception. It is encouraged by government, funding bodies and research councils. However, the concept of collaboration is difficult to define. It occurs at many different levels, driven by a complex research system-policy dynamic. Three different models of collaboration – inter-personal, team and corporate – are identified, each with their own rationale, structure, benefits and costs. The paper examines the institutional implications of these models. It argues that institutions and individual researchers conceptualise and operationalise research collaboration in different ways. Although vital to institutional mission, collaborative research is rarely mapped by senior managers with any precision. In general, institutional approaches to the management of collaborative research lag behind the policy rhetoric. The paper concludes with an overview of the key dilemmas for institutional strategists and policy makers posed by the shift towards more collaborative approaches to research.  相似文献
