Government agencies are gradually moving from simpler towards more sophisticated and complex practices of social media use, which are characterized by important innovations at the technological, political and organizational level. This paper intends to provide two contributions to the current discourse about such advanced approaches to social media exploitation. The first is of practical nature and has to do with assessing the potential and the challenges of a centralized cross-platform approach to social media by government agencies in their policy making processes. The second contribution is of theoretical nature and consists in the development of a multi-dimensional framework for an integrated evaluation of such advanced practices of social media exploitation in public policy making from technological, political and organizational perspectives, drawing from theoretical constructs from different domains. The proposed framework is applied for the evaluation of a pilot consultation campaign conducted in Italy using multiple social media and concerning the large scale application of a telemedicine program.  相似文献

[目的/意义]社交媒体是网络信息资源的重要组成部分,对国内外社交媒体存档的相关研究成果进行总结与梳理,形成比较完整的综述内容,为国内该领域研究提供参考与借鉴。[方法/过程]基于多学科视角,通过文献计量与内容分析得到社交媒体存档领域的文献分布情况,总结社交媒体存档的理论基础,从宏观层面将社交媒体存档理论与实践研究归纳为"目的与主体""政策与指南""问题与障碍"三个研究主题并展开综述。[结果/结论]国内外社交媒体存档研究具有发展速度较快、与实践结合紧密、区域发展不均衡等特征,在未来研究中需要重视研究对象的变化、管理标准的构建以及多主体间的协作。最后对国内社交媒体存档研究与实践的发展提出建议。  相似文献

This eight-nation comparative study adopts a multi-modal analytical approach in investigating education driven stratification in political participation and the simultaneous roles of various media (print newspaper, television, radio, and social media) and press freedom in influencing this inequality. The findings suggest that informational use of social media, print newspaper, and radio increases the likelihood of participation, but consuming television news inhibits participation. Furthermore, social media use, like radio and television use, exacerbates education-generated inequality. Press freedom as a socio-political factor reinforces the role of the television, print newspaper, and social media in participation inequality. Social media monitoring is gradually becoming a common practice in public organizations in the Netherlands. The main purposes of social media monitoring are strategic control and responsiveness. Social media monitoring poses normative questions in terms of transparency, accountability and privacy. We investigate practices of social media monitoring in four Dutch public organizations. Policy departments seem to be more strongly orientated towards monitoring, whereas organizations involved in policy implementation seem to be more inclined to progress to webcare. Government agencies are increasingly using social media to connect with those they serve. These connections have the potential to extend government services, solicit new ideas, and improve decision-making and problem-solving. However, interacting via social media introduces new challenges related to privacy, security, data management, accessibility, social inclusion, governance, and other information policy issues. The rapid adoption of social media by the population and government agencies has outpaced the regulatory framework related to information, although the guiding principles behind many regulations are still relevant. This paper examines the existing regulatory framework and the ways in which it applies to social media use by the U.S. federal government, highlighting opportunities and challenges agencies face in implementing them, as well as possible approaches for addressing these challenges.  相似文献

The rise of digital media has created a number of problems for copyright, in large part by removing the physical constraints of copying associated with older media forms. The concept of digital rights management (DRM) has been pushed as one solution, restoring technological constraints on copying. There are, however, other issues associated with DRM approaches; they are costly and can be used to restrict access and use of content beyond the specific rights granted by copyright policy. These costs and additional restrictions reduce the value of content, affecting its demand and use, with repercussions for the creation of both private and social value. This paper will examine several proposed digital rights management approaches from a social economics perspective—an approach that emphasizes recognition of indirect and social sources of value, and the implications of policy for such value.  相似文献

E-participation enables citizens to have an impact on policy-making through electronic means. Two of the most popular channels are social media and dedicated e-participation platforms. However, the ideas, comments, discussions of citizens on these two channels generate a lot of data to be processed by political representatives or public agents afterwards. Despite the existence of various techniques for social media analytics, literature is scarce regarding the analysis techniques to mine e-participation platforms as well as the possible combination of insights between the two channels.In order to address these gaps, we design a policy analytics framework to leverage insights from e-participation platforms and social media through relevant data analytics to support policy-making. In order to do so, we rely on the Design Science Research methodology. Through the analysis of four different cities in Belgium (Liège, Mons, Marche-en-Famenne, Leuven), we identify policy-makers' requirements and needs of information from platforms and social media. Then, we explore data analysis techniques to address those requirements. Finally, we design an actionable framework, present it as an interactive dashboard and iteratively test it on the case of Liège. This policy analytics framework supports each step of the traditional policy-making process with appropriate data analytics applied to the two sources.  相似文献

This study investigates the effects of social media marketing of alcoholic beverages using a 2 (likes: low vs. high) × 2 (shares: low vs. high) × 3 (display ad type: alcohol ad vs. antibinge drinking PSA vs. local bank) × 6 (status update repetitions) experimental design. The study examines how evaluations of alcohol marketing status updates and display advertisements predict social media users’ intentions to consume alcohol, as a function of message virality and display ad type. Participants’ viral behavioral intentions (intentions to like, share, and comment on) for status updates were strongest in predicting intentions to consume alcohol, and this relationship was strongest when the Facebook status update had high likes and shares. The article argues that alcohol marketing on social media reflects a social norm of alcohol consumption, which leads users to consume more alcoholic drinks. Findings are discussed within the framework of persuasion theories and policy changes regarding regulation of alcohol marketing on social media.  相似文献

While citizens previously took a back seat to government, citizen coproduction of disaster risk communications through social media networks is emerging. We draw on information-processing, citizen coproduction, and networked governance theories to examine the governance and impact of networked interactions in the following question: When government's capacity in information-processing and communication is overwhelmed by unfolding disasters, how do government and citizens coproduce disaster risk communications? During the Hurricane Sandy, we collected 132,922 #sandy tweets to analyze the structure and networked interactions using social network analysis. We then conducted case study of the government's social media policy governance networks. Networked citizen interactions – their agility in voluntarily retweeting the government's #sandy tweets and tweeting their own messages – magnified the agility and reach of the government's #sandy disaster communications. Our case study indicates the criticality of social media policy governance networks in empowering the lead agencies and citizens to coproduce disaster communication public services.  相似文献

This paper first analyses the communication research environment in Hong Kong in regard to its socio‐political context, the media industry and more direct factors such as research freedom, financial‐institutional support, incentives, size and quality of trained personnel While the overall environment is facilitative, the small size of the research community in Hong Kong is limiting the volume of research output and scope of specialization. In reviewing researches in the last decade, it is found that commercial researches are generally more concerned about opinion distribution and media consumption. Government policy researches‐centre around media evaluations, preferences, programme standards and other regulatory issues. Academics pay most attention to political communication, international communication and, less so, information technology. As to future research, the author argues for more frequent use of longitudinal and comparative methods, the search for an original theoretical contribution to communication, an urban research agenda in development communication, the study of dependent communication development, interaction between mass media and political formation, regional cultural integration, advertising, media management, information technology and policy. The establishment of a communication policy forum is also called for to promote exchanges among academics, policy‐makers, media practitioners and interest groups. The expansion of the research community in Hong Kong hinges on successful faculty recruitment, the establishment of a doctoral communication programme and the relief of some staffs teaching overload.  相似文献

Many studies have established that there is a degree of audiencelearning from the mass media, especially of new issues enteringthe news. But recent studies show an agenda-setting effect atdeeper levels beyond broad news categories. Audiences also absorbthe attributes of news—the frames and slants in the waynews is presented—and this suggests that while the massmedia do not tell us what to think, the mass media do have considerablepower to tell us how to think about topics, with implicationsfor social policy. Beyond these two levels of agenda setting,however, is something more significant—agenda melding.Agenda melding argues that individuals join groups, in a sense,by joining agendas. There is a powerful impulse to affiliatewith others in groups as one leaves the original family setting,and one joins these groups via media of connections, mostlyother people but also other media. This paper suggests a modelof agenda melding that accounts for the role of media (massor interpersonal) in helping individuals move toward or awayfrom groups. This attempts to build toward general social theoryby suggesting the role of media in how individuals functionwith others in a coherent social system.  相似文献

The French media are protected by a wide range of legislative and regulatory measures. The intricacies of French media policy--determined by objectives often not imminent to media--are reflected in the development of the French cable systems. Planned as a secondary utilization market for film and television productions increasing the demand for new French works, the development of French cable systems has been ailing economically for a long time. This study sets out to analyze the driving forces of media policy as to cable systems and their economic effects, leading to a long-term evaluation of the efficiency of French cable policy.  相似文献

Experts claim that the world is increasingly polarized by emerging social media platforms. The political actors amplify the polarization through their agents' user-generated content. The extreme political ideologies sway the people sitting on the fence on these social media platforms. Using tweets on a recent policy change on identity in India, the present study seeks to perform a scientific analysis of the polarization of the debates within ordinary citizens' groups from a theoretical lens. We further highlight some of the crucial trends that triggered these polarized discussions in general. Through the lens of Echo chambers and Herd behavior, this study provides valuable insights surrounding the influencers and individuals involved in this discussion where the polarization of preferences is witnessed. Proposing a novel design of a root-level influencer, this study establishes them as polarization actors on a social media platform (Twitter). Through various engagement metrics, we also identify the role of targeted communication (hashtags) and similarity in the users' discussion across the political domain as potential behavioral explanations for opinion polarization on Twitter.  相似文献

To maintain relevancy with the ever-increasing competencies required of them, librarians on the job have frequently turned to professional development (PD) opportunities. One outlet that could potentially address barriers librarians face when accessing PD is social media, which can help librarians communicate across distances, are used at low to no cost, and can be accessed asynchronously as needed. Drawing from 25 studies conducted in 21 countries, this systematic literature review explored the empirical themes evident in the current research on librarians' adoption of social media for PD purposes. This review found (1) there is considerable potential in adopting social media for PD across contexts; (2) studies focused on the affordances provided by social media in areas where there is limited infrastructure, support, and resources for PD; (3) in congruence with prior research pertaining to the Technology Acceptance Model, librarians who felt more tech-savvy were more likely to adopt social media for PD; and (4) social media was viewed as democratic in creating a platform where diverse voices could participate. The paper concludes with a discussion of the implications for practitioners and recommendations for future research directions.  相似文献

As youth in contemporary societies grow increasingly dependent on digital media, media education has become a policy consideration, particularly in wired parts of the non-Western world. Due to rapid adoption rates, media penetration, and positive attitudes toward new and innovative technologies, Korea presents an ideal test case for understanding the everyday impact of digital media. The purpose of this paper is to examine the national policies and public discourse concerning digital media education in a rapidly growing market. Specifically, this study considers the development of a standardized educational program for youth in Korea. To frame this analysis, we present an overview of the types of digital media education and trends at the national policy level among English-speaking countries. This is supported by a review of literature focusing on the use of digital media among youth, supplemented by current digital media usage statistics among Korean youth and an overview of Korean government policy programs. A case study of Web site analysis is presented to illustrate implications and stimulate discussion regarding educational policy.  相似文献
