By the end of 2012, Chinese microblogging accounts had reached 309 million. Among them, over 176,000 accounts were opened and managed by Chinese government agencies, as new channels to disclose government information provide public services and interact with citizens. This study investigates the external drivers and challenges that Chinese government agencies are faced with and the internal capabilities of Chinese government agencies in using social media. The study further discusses the relationship and dynamics between the external environment and internal capabilities of Chinese government agencies in using social media. Based on the findings, the paper provides some recommendations to government agencies in China and other countries faced with similar challenges.  相似文献

Government agencies are gradually moving from simpler towards more sophisticated and complex practices of social media use, which are characterized by important innovations at the technological, political and organizational level. This paper intends to provide two contributions to the current discourse about such advanced approaches to social media exploitation. The first is of practical nature and has to do with assessing the potential and the challenges of a centralized cross-platform approach to social media by government agencies in their policy making processes. The second contribution is of theoretical nature and consists in the development of a multi-dimensional framework for an integrated evaluation of such advanced practices of social media exploitation in public policy making from technological, political and organizational perspectives, drawing from theoretical constructs from different domains. The proposed framework is applied for the evaluation of a pilot consultation campaign conducted in Italy using multiple social media and concerning the large scale application of a telemedicine program.  相似文献

When a disaster occurs, government agencies are responsible for managing the response and recovery efforts of the impacted communities and infrastructure. Crowdsourcing and social media are widely used in disaster response, yet their primary implementation and application are often via non-governmental agencies and private citizens. A review of the literature suggests that government emergency management agencies in Canada have made little documented progress in adopting crowdsourcing or social media for emergency management. Most of the literature around crowdsourcing and social media for emergency management focus on its use or role outside of Canada (e.g. the USA, Australia, etc.). In order for government agencies in Canada to progress, it is important to identify the Canada-specific barriers and constraints. This study offers a new perspective from Canadian government emergency management agencies to address this gap. Through a series of semi-structured interviews with 15 government officials from 14 agencies, this study identifies the primary challenges and constraints faced by Canadian agencies looking to adopt crisis crowdsourcing. Results indicate that organizational factors, policies, and federal legislation in Canada present barriers to crisis crowdsourcing (including crowdsourcing through social media) adoption within agencies at various levels of government. Based on these results, recommendations are made to support the adoption of crisis crowdsourcing amongst Canadian government agencies.  相似文献

Social media applications are extending the information and communication technology landscape in the public sector and are used to increase government transparency, participation and collaboration in the U.S. federal government. The success, impact and performance of these new forms of bi-directional and networked interactions can provide insights to understand compliance with the mandate of the Open Government Initiative. Many government agencies are experimenting with the use of social media, however very few actively measure the impact of their digital interactions. This article builds on insights from social media directors in the U.S. federal government highlighting their current lack of measurement practices for social media interactions. Based on their articulated needs for measurement, existing rules regulating the extent of measurement practices and technological features of the main social media platforms, a framework is presented that traces online interactions to mission support and the resulting social media tactics. Implications for both researchers and practitioners are discussed.  相似文献

Social media is being adopted at a rapid pace by governments around world and across different levels of government. In Canada, federal, provincial and municipal governments created social media accounts in 2000s and are now using them to interact with the public. Studies to date, however, focus primarily on social media strategies and practices of government agencies while government social media users' behaviors and perspectives remain understudied. This study analyzes experiences of government social media users and how they interact on Twitter and Facebook accounts maintained by a Canadian federal government agency – Immigration, Refugees and Citizenship Canada (IRCC). It also explores why users chose to interact on social media as well as their perspectives. The findings suggest that Canadian immigration agencies are using social media as a customer services tool, and migrant social media users are turning to government social media to hear directly from the government agencies and are expecting personalized answers.  相似文献

Social media has opened up unprecedented new possibilities of engaging the public in government work. In response to the Open Government Directive, U.S. federal agencies developed their open government plan and launched numerous social media-based public engagement initiatives. However, we find that many of these initiatives do not deliver the intended outcomes due to various organizational, technological, and financial challenges. We propose an Open Government Maturity Model based on our field studies with U.S. federal healthcare administration agencies. This model is specifically developed to assess and guide open government initiatives which focus on transparent, interactive, participatory, collaborative public engagement that are largely enabled by emerging technologies such as social media. The model consists of five maturity levels: initial conditions (Level 1), data transparency (Level 2), open participation (Level 3), open collaboration (Level 4), and ubiquitous engagement (Level 5). We argue that there is a logical sequence for increasing social media-based public engagement and agencies should focus on achieving one maturity level at a time. The Open Government Maturity Model helps government agencies implement their open government initiatives effectively by building organizational and technological capabilities in an orderly manner. We discuss challenges and best practices for each maturity level and conclude by presenting recommendations.  相似文献

In 2009, the Obama administration issued the Open Government Initiative that directed Executive agencies to improve transparency, openness in government, and public participation with government. The Obama administration views transparency and openness in government as a cost-effective and efficient process capable of improving public participation with government and public access to government information. To address the initiative in part, many agencies adopt social media as the means to disseminate information out to the public and to increase public participation with agency website content and activities. This exploratory study examines Executive agency use of social media and public participation with the media. Findings indicate that most agencies reviewed do use social media. The public does interact with the media and some agencies experience high overall participation levels; however, there are some issues with agency use of social media and public participation with the media.  相似文献

The organization of city government into specialized departments allows cities to accomplish an array of service delivery tasks. Government reformers argue this fragmentation creates coordination challenges when problems spillover the lines of specialized agencies. Functional fragmentation also poses coordination challenges for government communication with the public through social media. The global SARS-CoV-2 pandemic and COVID-19 disease provide an opportunity to investigate the consequences of functional fragmentation in city government for social media communication about public health and pandemic response. A comparative case analysis of three cities using data from city agency Twitter accounts and key informant interviews demonstrates the consequences of fragmentation for internal coordination, as well as public outreach. The experiences of Atlanta, San Francisco, and Washington, DC in the early days of the pandemic provide pragmatic insights for city officials and illustrate the theoretical importance of giving attention to whole of government approaches to city social media communication.  相似文献

Social media such as blogs, microblogs or electronic social networks can transform the ways in which we relate to other people and organizations. Government organizations are experimenting with social media to communicate with their constituents, and many analysts see in these media a powerful set of tools to reinvent government–citizen relationships. In this paper, we present the perceptions of risks, benefits and strategic guidelines about social media applications gathered from 250 public servants from Central Mexico, most of them working in information technology, as web masters or responding to Freedom of Information Act requests. The conclusions of the analysis are 1) that governments' participation in social media may result in improved communication and citizen participation, more transparency, and transfer of best practices among government agencies; 2) that a good implementation strategy is necessary to realize these benefits and to avoid risks; and 3) that the implementation of social media highlights the importance of updating laws and regulations, and of promoting changes in government culture and organizational practices.  相似文献

Immigrants are among the populations in modern society that libraries are striving to serve. This study aims to develop a framework on immigrants, their information needs, and library services. Using a systematic literature review based on the grounded theory approach, 28 related articles were reviewed to identify the causes, characteristics, and the content of the information needs of immigrants. Also explored were the possible sources to satisfy these information needs and the barriers to accessing needed information. Findings indicate that personal social networks, the Internet, media sources, and institutions are the main information sources for immigrants; language, cultural differences, the digital divide, unfamiliar information systems, and psychological factors are the five major challenges for immigrants obtaining information. Based on the findings, a unified framework about immigrants, their information needs, sources to satisfy those needs, and library information services is, therefore, proposed. This framework may provide guidance for libraries and other information service agencies to better develop services and information systems for immigrants.  相似文献

Government agencies are directed to communicate objective and scientific information to the public, but studies show that political ideology may play a role in how much information governments provide. In this paper I argue that the ideology of a head administrator, and its alignment with agency mission, can restrict the kinds of information that government agencies provide, which may or may not amount to a type of regulatory capture. This impact may also be moderated by the specific media in which the communication takes place. I explore this theory via a case study of the United States Environmental Protection Agency online communication over a period of 32 months, during the years of 2013–2014, under the Democratic Administrator Gina McCarthy, and 2017–2018, under the Republican Administrator Scott Pruitt, via topical terms and document analyses of Twitter posts and web news releases. The information—topics, policies and issues—remain largely consistent across administrations and media channels, but notable distinctions are observed that point to the political ideologies of administrators in office, including a restriction of relevant scientific information on climate change during the misaligned administrator. Moreover, results show differences across media types which may reflect speed and popularity affordances of Twitter compared to website communication. I conclude by discussing the importance of policies to protect against ideological partisanship, and how social media may be better used as tools in government information policy and online communication.  相似文献

Government social media has been integrated as part of the government administrative tools to improve public service and promote public goals. However, the current government information literature is limited to understanding government social media adoption and its purpose for political marketing. The present study seeks to understand the role of government social media in promoting government digital initiatives (i.e., government-backed digital currency). The study validated the inter-relationships between government social media effort, privacy concerns, trust in technology, reachability, and citizens' participation in government-initiated digital innovations. A total of 505 responses from Chinese citizens were collected through an online self-administered questionnaire survey, and the data was submitted to a two-stage Partial Least Squares Structural Equation Modelling-Artificial Neural Network analysis. The analytic results revealed that privacy concerns, trust in technology, and reachability positively influence digital participation. In addition, the information quality and perception of trust in government social media have significant positive influences on government social media engagement. The study provides strategic practical suggestions to government agencies in effectively utilizing social media as a communication platform to foster citizens' participation in government's digital initiatives.  相似文献

For more than a century, federal depository libraries and the Government Printing Office (GPO) have acted as partners to provide permanent access to government information in tangible media. These partnerships have evolved in the last few years. Built on a century of tradition, new partnerships offer permanent access to electronic files of federal agencies published in nontangible media. This article describes one partnership to store and provide access to the electronic files of agencies that have ceased operation. As the only Web contact for an agency, unique challenges arose when historical publications were frequently requested. People are more and more using social media to express themselves about the different services that their governments are delivering. They can either provide positive or negative comments on government services. Hence, it becomes important for policy-makers to have the necessary tools to extract this valuable knowledge in a comprehensive way and that they may consider in their decision-making processes. This paper provides a generic framework, based on semantic analysis of text, to extract valuable data from social media in order to provide new information for government policy-makers. The proposed framework is based on a text semantic analysis tool that collects data from social networks and extracts valuable data to be presented to government policy-makers. The proposed framework is applied to analyze Facebook posts from a page that is managed by citizens in Tunisia. This paper empirically investigates the association of quality information provided by a government agency on social media and citizen’s online political participation. It further answers the why and how questions regarding the existence of this relationship by examining the mediating influence of transparency, trust, and responsiveness. The data was collected from 388 followers of the social media platforms of a government agency i.e. Punjab Food Authority and the findings of the analysis were obtained using structural equation modeling technique. The results reveal that the agency’s provision of quality information on social media was significantly related to perceived transparency, trust in agency, perceived responsiveness, and citizens’ online political participation. Moreover, the results show that perceived transparency mediates the relationship between agency’s provision of quality information on social media and citizens’ trust in agency. Additionally, trust in agency was an insignificant predictor and perceived responsiveness was a negative predictor of citizens online political participation, Also, trust in agency and perceived responsiveness suppressed the relationship between agency’s provision of quality information on social media and citizens’ online political participation. This study aims to bring awareness and contribution to the body of knowledge about the governmental use of social media and its resulting benefits since in developing countries like Pakistan the research in this area is sparse. Further, it provides strategic and practical suggestions to agencies regarding advantages of utilizing social media in their communication with citizens.  相似文献

The sustainability of public health practices requires collaboration between the government and its citizens. On the government's side, social media can provide a conduit for communicating health risk information in an effective and timely fashion, while also engaging citizens in informed decision-making. On the citizen's side, information communication technology (ICT)-based practices cannot function unless citizens recognize and act on their responsibility to actively engage with government social media platforms. Despite an increasing interest in understanding the adoption of ICT practices and e-government services for health risk communication, there remains a crucial need for a comprehensive framework to explain which factors determine citizen use of digital government resources. The purpose of this study is to investigate how to increase government accountability for motivating citizens to engage in ICT-based health risk communication, thereby attaining sustainable public health practices through collaborative governance.By integrating trust and health risk information into the e-government adoption model (GAM), this research examines factors that influence citizens' likelihood of using government social media resources. Survey data from 700 Korean citizens were analyzed using structural equation modeling. The results indicated that individuals with higher social media competency are more likely to (a) seek risk information through social media and (b) perceive the government's social media sites as easy to use. Consistent with the GAM, intentions to use the government's social media sites for information and interactions appear to increase as citizens perceive more value in using them regarding information quality, ease of use, functional benefit, and security. Furthermore, perceived trust in the government's social media resources appears to function as a mediator of this process. Initial trust in the government is an important determinant of perceptions of its digital resources. Citizens who trust the government tend to evaluate new initiatives positively and are more likely to accept and make use of them.The results of this study can inform policy design and implementation by elucidating the mechanisms that determine citizens' adoption and usage of digital government services. Theoretically, this work expands the GAM to include health risk communication and adds empirical evidence to the small yet growing body of knowledge of e-government initiatives. These findings also highlight the importance of public trust in the government, as this encourages citizens to seek health risk information and assistance from the government. Overall, the data and model generated in this investigation represent an important step toward the successful and sustainable modernization of public services.  相似文献

The business sector has already recognized the importance of information flow for good management, with many businesses adopting new technology in data mining and data warehousing for intelligent operation based on free flow of information. Free flow of information in government agencies is just as important. For example, in child welfare, entities that fund social services programs have increasingly demanded improved outcomes for clients in return for continued financial support. To this end, most child welfare agencies are paying more attention to the outcomes of children in their care. In North Carolina, many county departments of social services have successfully adopted the self-evaluation model to monitor the effects of their programs on the outcomes of children. Such efforts in self-evaluation require good information flow from state division of social services to county departments of social services. In this paper, we propose a comprehensive KDD (Knowledge Discovery and Data mining) information system that could upgrade information flow in government agencies. We present the key elements of the information system and demonstrate how such a system could be successfully implemented via a case study in North Carolina. The next generation infrastructure in digital government must incorporate such information system to enable effective information flow in government agencies without compromising individual privacy.  相似文献

This paper provides an overview of a research effort that aims to investigate methodologies and tools to facilitate access, compliance and analysis of government regulations. The complexity, diversity, and volume of government regulations are detrimental to business and hinder public understanding of government. The burden of complying with regulations can fall disproportionately on small businesses since these businesses may not have the expertise or resources to keep track of the regulations and the requirements. Regulations emanating from different agencies, each has its own objectives and scopes of concerns, may overlap on similar and related issues and may have inconsistency. The situation can potentially be improved by developing appropriate methodologies and tools that can help facilitate the development and analysis of regulatory documents as well as compliance process. To illustrate, this paper discusses the applications of information technology for selected services related to regulations, such as compliance assistance and comparison of regulations.  相似文献

The Clinger-Cohen Information Technology Management Reform Act of 1996 (Clinger-Cohen Act) had the potential to change the dynamics of how U.S. federal government agencies view and manage their information technology. The mandated provision for chief information officers (CIOs) was intended to provide agencies with information change agents and technology “watchdogs.” To observe how agencies are reacting to employing CIOs, the author conducted field studies via e-mail with eight agencies to discover the successes and the challenges of this new information initiative. The Clinger-Cohen Act mandated four of the agencies contacted and four were non-mandated. The results of this study depict varying levels of agency compliance and commitment to the Clinger-Cohen Act as it relates to the agency CIO position.  相似文献
