Academic libraries should be considered research tools, co‐evolving with technology. The Internet has changed the way science is communicated and hence also the role of libraries. It has made it possible for researchers to provide open access (OA) (i.e. toll‐free, full‐text, online access, web‐wide) to their peer‐reviewed journal articles in two different ways: (i) by publishing in them in OA journals, and (ii) by publishing them in non‐OA journals but also self‐archiving them in their institutional OA archives. Librarians are researchers' best allies in both of these strategies. Examples of these strategies are described. We conclude that an official mandate for OA provision is necessary to accelerate its growth and thereby the growth of research usage and impact worldwide.  相似文献

This study analyzes the current state of gold Open Access (OA) in India based on papers published in the Web of Science indexed journals. It specifically focuses on research output published in OA journals and examines the difference between gold OA and general research output for papers authored by Indian researchers. In order to analyze the Indian contribution of gold OA literature and compares with other countries, Web of Science?-Core Collection was used. There is an increasing trend of contributing research papers in OA journals by Indian researchers. Among the top 20 publishing countries India ranks 10th place in terms of the general research output, but secures 8th place in terms of gold OA papers. However, India's position in terms of share of gold OA publications is relatively higher than other leading countries of the world. Researchers in India mostly prefer to contribute their gold OA papers in Indian journals rather foreign journals and the proportion of gold OA research output in Clinical, Preclinical, Health, Life Sciences and Physicals Sciences is much higher than other disciplines such as Arts &; Humanities and Social Sciences. Since most of the research output in India is published in local journals, the study suggests further analyses of publications which are not published in Web of Science indexed journals.  相似文献

This paper examines the archives of a major Catholic order, the Society of Jesus. The quality and amount of Jesuit sources allows a very detailed reconstruction not only of how the archives were meant to function, but also of how they were used in daily life. While the Jesuits and their archives resemble many other early modern institutions, the wealth of documentation nevertheless makes them particularly suitable for a case study of early modern archival practice. The paper argues that the order consciously developed a network of archives that closely mirrored the institutional framework of the Jesuit bureaucracy. Ideally, smooth and swift movement of papers within this network was meant to provide easy access to relevant documents for users at all hierarchical levels. In reality, however, Jesuit record keeping remained far from this ideal. Papers were misplaced or simply got lost in the maze of archives.  相似文献

This paper describes the convergence of libraries, archives, and museums in Germany from traditional brick-and-mortar institutions to a digital memory institution on the Internet. An implementation of such a digital memory institution is BAM—the joint portal of archives, libraries, and museums in Germany. BAM has the potential to serve as a single point of access to existing, but separate offerings of the several branches of cultural heritage, e.g. union catalogs, and a great number of separate digitization projects offering their content on the German Web. BAM can make an important contribution to the efforts of both the German governments (federal and states) and the European Union, which are in the process of establishing portals to cultural content on the Internet. The article gives an outline of the current undertakings and illustrates how the striving for ubiquitous knowledge delivered by Internet portals relates to the scientific tradition of documentation in Europe.  相似文献

深交所创业板开启以来,越来越多的经济学、管理学、法学等学科的研究者开展创业板领域相关研究,这对目前国内外非常有限的文献资源提出了更高的要求。开放获取是一种全新的学术交流模式,改善了传统期刊论文发表周期长、时效性不强的局面,为创业板研究者提供了免费获取最新研究成果的机会。创业板文献资源开放获取的基本类型有开放获取期刊、开放获取仓储和预印本文献,获取途径主要有国内外综合资源的OA搜索引擎和证券类专业网站两大类。可以从保证文献资源质量、加大宣传力度和建立共建共享系统等方面改善创业板文献资源开放获取的应用。  相似文献

Presidential libraries—each a unique combination of archival depository and historical museum—offer visitors an invaluable opportunity to examine millions of papers, records, and artifacts from the administrations of our chief executives. In response to a congressional directive to consider means of reducing costs and improving the preservation of and access to presidential records, the National Archives and Records Administration has proposed five alternatives to the current presidential library system. This article analyzes these alternative models from the perspective of the legal research community. After discussing the role of presidential libraries in legal research, this article considers the merits of each model and concludes that a central archival depository would best meet the information needs of legal researchers.  相似文献

Hybrid open access journals generally authorize self-archiving along with Author-pays model. Given the dependence of the Author-pays model on APCs paid by authors, it is expected to have a negative association with the free-of-charge Green model. By exploring a sample of 52,150 papers published in 47 Elsevier's hybrid journals, the study compares the OA models' citation performances to non-open access (NOA) model's and investigates the relationship between the quantities of their papers.Three OA groups are identified, including Green-only, APC-only and Green-APC. The OA papers show a citation advantage over the NOA articles, despite their lower number. The mixed APC-Green, gains the highest citation compared to the three other access models. However, the number of Green and APC-funded papers are revealed to have a negative association. Although, the combination of the Green and APC models magnifies the impact of OA papers, the inverse association between the quantities of their papers signifies that the lower number of the latter can be partially explained by the prevalence of the former. The results help academic librarians involved in advocating and managing OA to better understand authors' behaviors towards OA models and adopt a more supportive role for OA according to their preferences.  相似文献

ABSTRACT

Citizens, including those living in poor and developing countries, need equitable access to information daily to satisfy their diverse and multiple information needs. In this information age and information economy era, easy and instant access to information and knowledge, which are inevitabilities for socio-economic development, cannot be overemphasised. With rolling out of public libraries even in disadvantaged rural communities due to the library conditional grant in South Africa, the study is aimed at investigating factors influencing the Internet access and use in public libraries in Limpopo. The study adopted a qualitative research approach. The twenty four users of three rural, semi-rural and urban public libraries were selected through convenience sampling. A well-placed government official of the Department of Sport, Arts and Culture was purposively selected. All informants were interviewed face to face to collect data. The study found that, although public libraries studied have networked computers for the Internet access and use, there are many challenges. The officials of the relevant department need to study the recommendations of this study to ensure that the people have digital access in public libraries to mitigate the diverse socio-economic challenges they are facing to improve their lives.  相似文献

This article compares the newspaper coverage of Internet access in public libraries across two countries, Canada and Singapore. The aim is to discover some of the main concerns and themes that the press identifies with libraries, noting the differences between the two countries in this regard, and then to provisionally link these differences to certain structural characteristics of their respective societies and states. To achieve these aims I compare press coverage produced in terms of dates of publication, discourse producers, and discourse content. [目的/意义] 随着国际组织、国家和科研及基金资助机构对开放获取(OA)运动的支持力度进一步加强,开放获取政策不仅在数量上不断增加,其强制力度也在加深,促进了全球科研交流的发展。总结梳理强制性且带有激励措施的OA政策的实践进展,可为我国相关政策主体制定与改进相应的OA政策提供借鉴和参考。[方法/过程] 首先通过文献调研及网站调研强制性且带有激励措施的OA政策的制定现状,分别概括基金资助机构与科研机构的此类政策所包含的激励措施的特点;其次,以科研机构为例,利用机构WOS论文在机构指定的存储库中的存储情况来反映机构OA政策的执行效果,对比分析此类政策与未制定激励措施的强制性OA政策、鼓励性OA政策实施效果的差异。[结果/结论] 目前制定强制性且带有激励措施的OA政策的机构较少,基金资助机构主要采取削减项目资助资金或取消受资助者再次申请基金资格的惩罚性措施来督促科研人员遵守其OA政策,科研机构则将科研人员遵守OA政策的情况与其绩效评估相挂钩,借以激励机构成员实现研究产出的开放获取;实证分析发现强制性且带有激励措施的OA政策相比于另外两类OA政策执行力度更强、实施效果更好。  相似文献

A qualitative study of the impact of electronic journals on the information behavior of academic researchers at Catalan universities shows that academic researchers now read more, and more widely. However, their reading is becoming more superficial; they are compelled to improve their discrimination skills in order to decide what to read in more depth. The electronic accessibility of journals means that researchers now make fewer library visits. Web browsing and table of contents (TOC) e-mail alerts are replacing physical browsing, and searching is a very popular option for keeping up to date with developments. Internet search engines, especially Google and Google Scholar, are becoming important sources of information for researchers. There are enormous quantities of information available to researchers on the Internet, of varying levels of quality. Now, more than ever, it is important that academic publishers make best use of their journals and provide their readers with access to this high‐value content, in a form that can be easily found and used. To that end, Taylor & Francis have taken up the challenge of satisfying researchers' need to have all relevant content available at their fingertips, by digitizing their older journal content, creating subject‐based collections of backfiles and putting them online. This article provides an insight into the ‘why’ and ‘how’ of the process of digitization of Taylor & Francis's journal archives. The fact that these online backfiles are being requested, purchased, and used demonstrates the added value that publishers may hold in their archives.  相似文献

Today libraries are at a transition phase where twin processes of paper-based environment and changing information-seeking patterns in the electronic/digital environment go hand-in-hand. Hence, all components of the information chain are in a state of flux. The rapid growth in computer and communication technologies have greatly benefited the advanced countries, while the developing countries have not adequately reaped the benefits of such facilities to the desired extent. The application of information technology (IT) in India started on a very modest scale. During the past decade or so several Indian libraries have initiated activities to create, acquire, and provide access to electronic resources. The establishment of networks has had a great impact on libraries and information centers (LICs) in the country, and have further buttressed the IT applications in the LICs to a certain extent. The emergence of the Internet, especially the World Wide Web (www), added a new dimension to information creation and delivery, which also globally triggered digitization programs. Buying access or acquiring digital resources started taking root. The digitization of records (document management) crept in, which attracted librarians and people from other professional backgrounds into records management. This was followed by content management, (currently a popular phrase in this part of the world), also known as digitization. The digitization of documents is now becoming a major activity in libraries and archives. The Indian National Science Academy (INSA) is a premier scientific body engaged in the dissemination of information to the scientific community at large, publishing and promoting scientific endeavors, besides having other multifaceted human welfare-oriented activities. The growing acceptance of digital media has resulted in libraries buying and providing access to Internet resources, acquiring CD-ROM-based data-sets, and providing services for stand alone or networked CD-ROM environments, and digitizing documents. The Academy library facilitates all three. The Academy has initiated several digitization initiatives for content development and management by way of the scanning of publications, image management, and conversion from digital documents to web-enabled resources. The Academy has adopted a three-pronged approach of providing access to digital resources, and acquiring and creating digital resources, for which INSA suitably augments with IT infrastructures and takes initiatives to provide links to requisite data sets for the benefit of its users. INSA developed and provided IT facilities at a modest scale to its users at a time when only a limited few had developed such facilities in the country. The facilities developed at INSA augur well with the initiation of pilot and sponsored projects pertaining to digitization of records and making provision for creating digital resource bases, thereby contributing to the national digital repository on the one hand and providing access and visibility to national resources on the other. The article dwells upon various elements that have contributed to providing services in the changing information seeking patterns of users in the electronic environment, and the building of digital resource bases, while facilitating others to get involved in digital content creation activities. It is hoped that such endeavors shall help in the building up of a national digital knowledge resource base for the country, and INSA would in the process act as a facilitator.  相似文献

Abstract

This column discusses information literacy instruction through the lens of open access (OA) to better serve researchers who have limited access to scholarship due to cost. After providing a definition of OA, the benefit of OA is exemplified through both researchers who lose access to information, like students, and those who have little access to begin with, like researchers in disenfranchised locations. Information literacy instruction librarians who teach the use of OA resources increase awareness for global researchers, ensure alumni access to scholarship after loss of institutional affiliation, and increase scholarship published in OA mediums, supporting those without traditional access.  相似文献
