Developing the capacity to digitally transform through AI is becoming increasingly important for public organizations, as a constantly growing number of their activities is now becoming AI-driven. This prompts an understanding of how public organizations should organize in order to derive value from AI, as well as in which forms can value be realized. Against this background, this paper examines how AI capabilities can lead to organizational performance by inducing change in key organizational activities. Using a survey-based study, we collected data from European public organizations regarding the indirect effect AI capabilities have on organizational performance. Data was collected from 168 municipalities from three European countries (Norway, Germany, and Finland) and analyzed by means of structural equation modeling. Our findings show that AI capabilities have a positive effect on process automation, cognitive insight generation, and cognitive engagement. While process automation and cognitive insights are having a positive effect on organizational performance, we found that cognitive engagement negatively affects organizational performance. Our findings document the key resources that constitute an AI capability and showcase the effects of fostering such capabilities on key organizational activities, and in turn organizational performance.  相似文献

The nascent adoption of Artificial Intelligence (AI) in the public sector is being assessed in contradictory ways. But while there is increasing speculation about both its dangers and its benefits, there is very little empirical research to substantiate them. This study aims at mapping the challenges in the adoption of AI in the public sector as perceived by key stakeholders. Drawing on the theoretical lens of framing, we analyse a case of adoption of the AI system IBM Watson in public healthcare in China, to map how three groups of stakeholders (government policy-makers, hospital managers/doctors, and Information Technology (IT) firm managers) perceive the challenges of AI adoption in the public sector. Findings show that different stakeholders have diverse, and sometimes contradictory, framings of the challenges. We contribute to research by providing an empirical basis to claims of AI challenges in the public sector, and to practice by providing four sets of guidelines for the governance of AI adoption in the public sector.  相似文献

Artificial Intelligence (AI) has been suggested to have transformative potential for public sector organizations through enabling increased productivity and novel ways to deliver public services. In order to materialize the transformative potential of AI, public sector organizations need to successfully assimilate AI in their operational activities. However, AI assimilation in the public sector appears to be fragmented and lagging the private sector, and the phenomena has really limited attention from academic research community. To address this gap, we adopt the case study approach to explore three Saudi-Arabian public sector organizations and analyze the results using the attention-based view of the organization (ABV) as the theoretical lens. This study elucidates the challenges related AI assimilation in public sector in terms of how organizational attention is focused situated and distributed during the assimilation process. Five key challenges emerged from the cases studied, namely (i) misalignment between AI and management decision-making, (ii) tensions with linguistics and national culture, (iii) developing and implementing AI infrastructure, (iv) data integrity and sharing, and (v) ethical and governance concerns. The findings reveal a re-enforcing relationship between the situated attention and structural distribution of attention that can accelerate the successful assimilation of AI in public sector organizations.  相似文献

A growing body of literature shows that despite the significant benefits of artificial intelligence (AI), its adoption has many unknowns and challenges. However, theoretical studies dominate this topic. Completing the recent works, this article aims to identify challenges faced by public organizations when adopting AI based on the PRISMA Framework and an empirical assessment of these challenges in the opinion of public managers using survey research. The adopted research procedure is also an added value because it could be replicated in other context scenarios. To achieve this paper's aim, the Systematic Literature Review (SLR) and survey research among authorities in 414 Polish cities were carried out. As a result, a list of 15 challenges and preventive activities proposed by researchers to prevent these challenges have been identified. Empirical verification of identified challenges allows us to determine which of them limit AI adoption to the greatest extent in public managers' opinion. These include a lack of strategy or plans to initial adoption / continued usage of AI; no ensuring that AI is used in line with human values; employees' insufficient knowledge of how to use AI; insufficient AI policies, laws, and regulations; and different expectations of stakeholders and partners about AI. These findings could help practitioners to prioritize AI adoption activities and add value to digital government theory.  相似文献

Cyber-incidents threaten the confidentiality, efficiency, and integrity of digital information systems, causing privacy risks, economic losses, and reputational damages, and exposing managerial limitations. Although these phenomena are becoming more frequent in public agencies, research to date has mainly focused on private sector organizations and individuals. In this study, we contribute to the broader literature on cyber-incidents by exploring the drivers of both security breaches and unauthorized data disclosures in public organizations. Drawing from routine activity theory, we develop hypotheses on the determinants of cyber-incidents in departments in small and medium-sized US cities and test them using data from a national survey of public managers. Our findings suggest that both environmental and organizational factors are key determinants of cyber-incidents in city government. The results demonstrate the application of routine activity theory to public sector organizations and identify external and internal elements related to cyber-incidents in city government departments.  相似文献

Despite the exponential growth in the popularity of artificial intelligence (AI), our knowledge on the public perception of AI, especially in the context of local government services, is still limited. To bridge this gap, this study aims to provide empirical evidence and insights into public perceptions concerning the use of AI in local government services. Our methodological approach involves collecting data via an online survey from the residents of three major Australian cities—i.e., Sydney, Melbourne, Brisbane—and Hong Kong (n = 850), and performing statistical analyses. We found that: (a) Ease of using AI is significantly and positively influenced by attitude towards AI; (b) Attitude towards AI significantly and positively influences perceived usefulness of AI in local government services; (c) AI is seen useful in resource management and to improve delivery of service, reduction of cost to provide urban-service, improvement of public safety, and monitoring the effectiveness of strategies to manage environmental crisis, and; (d) AI is more positively perceived by Australians in comparison to Hong Kongers, indicating the impact of contextual and cultural differences. The research findings inform local government authorities—e.g., urban policymakers, managers, and planners—on their AI policy, planning and implementation decisions.  相似文献

Crowdsourcing is a form of IT-enabled open innovation that has received increased attention in recent years. However, the use of crowdsourcing in public innovation is still in its early stages. To understand the adoption of crowdsourcing in government, this article investigates the antecedents of the intention to adopt crowdsourcing in government organizations. The adoption intention is conceptualized as a rationalistic, goal-directed decision that is driven by multiple strategic intents but tempered by transaction costs. Three strategic intents (accessing complementary knowledge, enhancing organizational legitimacy, and reducing innovation costs) and two transaction costs (codification costs, and broadcasting costs) are hypothesized as antecedents to the adoption intention. Data (n = 205) from municipalities in Belgium and the Netherlands shows that the adoption intention can be explained by the influence of the political executive, the pursuit of organizational legitimacy, and transaction costs associated with broadcasting. Accessing complementary knowledge, reducing innovation costs, and codification costs are not significant predictors. The findings suggest that crowdsourcing is viewed as a tool for political alignment and legitimation.  相似文献

The adoption of information and communication technologies (ICTs) in public organizations promises to better connect managers with citizens, increase public participation in government decision making, improve the efficiency of service delivery, decrease uncertainty, and improve information dissemination. While each of these outcomes is important for both public managers and citizens, we know little about how organizational culture mediates the effectiveness of ICTs on producing these outcomes. This research, using data from two points in time, investigates the relationships between ICTs and managerial outcomes (e.g. improved decision making and public participation) and how they are mediated by organizational culture such as centralization and routineness. Technology variables include technology use and capacity. Models will control for other organizational and technological factors such as size, structure, task and department to investigate the mediating effects of organizational culture on ICT outcomes for local governments. The data come from two national surveys of 2500 local government managers in the United States in 2010 and 2012. The results are important for understanding how organizational mechanisms, in particular organization culture, mobilize ICTs in ways that affect managerial outcomes.  相似文献

The use of information and communication technologies (ICTs) in public organizations increasingly holds the potential to improve transparency, accountability, and public participation, by providing a more effective and efficient disclosure of information to the citizens and organizations and by providing channels for interaction with the government. While transparency and interactivity features of government websites constitute two critical elements for public participation and democracy facilitated by web-based technologies, little research has been done to explain why some public organizations choose to deploy website technology more openly with these features. This paper aims to examine the managerial, organizational, and environmental factors that are related to variation in transparency and interactivity features of local government websites, which we believe are key dimensions to governmental website openness. The paper first develops a literature informed conceptual model of governmental website openness and then tests this model using data from a national survey of 850 government managers in 500 cities. The model results are compared across three different departments: community development, finance, and police department. Overall findings indicate that higher website openness is positively related to increased frequency of public participation in agency decision making and civil society influence, increased technical capacity, lower organizational control, and higher perceived usefulness of website technology. In addition, due to differences in the operating contexts of the departments, the effects of organizational control, technical capacity, environmental influences, and perceived usefulness of website technology on governmental website openness tend to differ by the type of department.  相似文献

The use of technology has increased significantly in public administrations in recent decades and has become the norm rather than the exception. As a result, the acceptance of or resistance to technology by employees plays a crucial role in local digital developments. Few existing theories address the reliable determinants of the use of technology and take into account the cognitive biases of the users. Our study fills this gap by considering the status-quo-bias perspective. We conduct a mixed-methods study of three German municipalities and develop an integrated theoretical model of the employees' resistance to technology. Our results indicate that resistance to technology is best explained by perceived value, sunk costs, switching benefits, and value for citizens. Based on our findings, we derive preliminary recommendations for action and discuss valuable directions for future scientific work. Our study contributes to the understanding of the resistance to technology in public administrations and opens the door to a vivid discourse on the use of technology in multilevel organizations.  相似文献

To obtain benefits in the provision of public services, managers of public organizations have considerably increased the adoption of artificial intelligence (AI) systems. However, research on AI is still scarce, and the advance of this technology in the public sector, as well as the applications and results of this strategy, need to be systematized. With this goal in mind, this paper examines research related to AI as applied to the public sector. A review of the literature covering articles available in five research databases was completed using the PRISMA protocol for literature reviews. The search process yielded 59 articles within the scope of the study out of a total of 1682 studies. Results show a growing trend of interest in AI in the public sector, with India and the US as the most active countries. General public service, economic affairs, and environmental protection are the functions of government with the most studies related to AI. The Artificial Neural Networks (ANN) technique is the most recurrent in the investigated studies and was pointed out as a technique that provides positive results in several areas of its application. A research framework for AI solutions for the public sector is presented, where it is demonstrated that policies and ethical implications of the use of AI permeate all layers of application of this technology and the solutions can generate value for functions of government. However, for this, a prior debate with society about the use of AI in the public sector is recommended.  相似文献

Social media have become a common organizational resource of governments and public administrations in different contexts. Previous authors have stated that social media institutionalization encompasses a process including stages from experimentation to complete command of the innovation. However, an understanding of barriers to social media institutionalization in public administration needs to be developed. In this article we focus on exploring what factors operate as barriers of the social media institutionalization process. Methodologically, we use a mixed-methods strategy combining different sources of data for triangulation purposes, including a survey on social media conducted to Spanish largest local governments. Based on this data, and following the literature on social media institutionalization, we construct a Social Media Institutionalization Index (SMI). Our SMI is founded on a set of variables measuring to what extent social media have been embedded in public sector organizations. Also, we conducted a case study in a city council based on semi-structured interviews. Our results suggest that social media institutionalization has not been fully developed in our sample of local governments. In addition, different variables (including security, lack of resources for maintenance, control and evaluation, organizational culture, or absence of governance framework) are perceived by public managers as institutionalization barriers, whereas the governance scheme of social media seems to be the critical variable. At the same time, we emphasize that some inhibitors might be overvalued by public employees. This article encourages future avenues of comparative research and practical recommendations to public managers leading social media in the public sector.  相似文献

Artificial Intelligence (AI) implementation in public administration is gaining momentum heralded by the hope of smart public services that are personalised, lean, and efficient. However, the use of AI in public administration is riddled with ethical tensions of fairness, transparency, privacy, and human rights. We call these AI tensions. The current literature lacks a contextual and processual understanding of AI adoption and diffusion in public administration to be able to explore such tensions. Previous studies have outlined risks, benefits, and challenges with the use of AI in public administration. However, a large gap remains in understanding AI tensions as they relate to public value creation. Through a systematic literature review grounded in public value management and the resource-based view of the firms, we identify technology-organisational-environmental (TOE) contextual variables and absorptive capacity as factors influencing AI adoption as discussed in the literature. To our knowledge, this is the first paper that outlines distinct AI tensions from an AI implementation and diffusion perspective within public administration. We develop a future research agenda for the full AI innovation lifecycle of adoption, implementation, and diffusion.  相似文献

The increasing adoption of AI profoundly changes the informational foundations of societies. What does this mean for the functioning of liberal democracy, specifically in terms of responsiveness and accountability? The present paper addresses this question by discussing how capabilities of AI affect the informational requirements of the democratic process. Based on a systems theory perspective, the consequences of AI are shown to be wide-ranging. AI can reduce or increase information deficits of both citizens and decision-makers on the input, throughout, and output level of the political system. While the challenges that AI creates for democratic responsiveness and accountability have a novel technological dimension, they are nonetheless in continuity with existing transparency and accountability problems. Avoiding a negative impact will require institutionalizing suitable governance mechanisms – a task that is challenging already at the throughout and output level, but particularly difficult, and important, at the input level of politics.  相似文献

Many public organizations struggle to adapt to digital transformation. Whereas previous research has identified internal drivers of change, an unpredictable factor from the external environment such as the COVID-19 pandemic can trigger public innovation. In this study, we aim to investigate if and how the COVID-19 pandemic has influenced the digital government transformation. In more detail, we explore how the COVID-19 pandemic has affected different organizational aspects that are expected to be affected by a digital transformation. Findings from case studies of ten organizations from the Austrian federal administration indicate that the pandemic has not only led to an increased use of technological means but also influenced various organizational aspects such as employees' attitudes toward technology and organizational culture toward innovation. In particular, organizations heavily affected by the pandemic have benefited from a greater degree of digital transformation. Consequently, the pandemic has influenced a spirit of innovation and accelerated the speed of digital transformation.  相似文献

The growing Artificial Intelligence (AI) age has been flooded with several innovations in algorithmic machine learning that may bring significant impacts to industries such as healthcare, agriculture, education, manufacturing, retail etc. But challenges such as data quality, privacy and lack of a skilled workforce limit the scope of AI implementation in emerging economies, particularly in the Public Manufacturing Sector (PMS). Therefore, to enhance the body of relevant literature, this study examines the existing challenges of AI implementation in PMS of India and explores the inter-relationships among them. The study has utilized the DEMATEL method for identification of the cause-and-effect group factors. The findings reveal that poor data quality, managers' lack of understanding of cognitive technologies, data privacy, problems in integrating cognitive projects and expensive technologies are the main challenges for AI implementation in PMS of India. Moreover, a model is proposed for industrial decision-makers and managers to take appropriate decisions to develop intelligent AI enabled systems for manufacturing organizations in emerging economies.  相似文献

This study explored the intention to adopt various AI and related technologies by academic and public librarians. A survey was disseminated through various library organization lists to collect input on issues surrounding AI attitude and intentions among librarians in North America. We utilized the Unified Theory of Acceptance and Use of Technology (UTAUT) as a framework and performed structural equation modeling (SEM) and related statistical analyses (using SPSS and AMOS). Our findings confirm that the UTAUT can partially predict the likelihood of AI and related technologies adoption intentions among librarians. The model showed that performance expectancy (PE) and attitude toward use (ATU) of AI and related technologies had significant effects on librarians' intention to adopt AI and related technologies, while social influence (SI) and effort expectancy (EE) did not. We conclude that UTAUT is a viable integrated theoretical framework that, when properly designed and executed within a study, and lends itself to robust statistical analyses such as SEM. UTAUT is helpful as a framework for future approaches to designing and promoting adoption and use of emerging technologies by librarians.  相似文献

The Internet of things (IoT) is the network of objects/things that contain electronics, software, sensors, and actuators, which allows these things to connect, interact, and exchange data. The users, sensors, and networks generate huge amounts of data from which governments can develop applications and gain knowledge using Artificial Intelligence (AI) techniques. Thus, IoT and AI can enable the development of valuable services for citizens, businesses, and public agencies, in multiple domains, such as transportation, energy, healthcare, education, and public safety. This guest editorial for the special issue on IoT and AI for Smart Government, identifies the challenges involved in implementing and adopting these technologies in the public sector, and proposes a comprehensive research framework, which includes both IoT and AI elements for smart government transformation. Subsequently, the editorial provides a brief introduction of the six papers in this special issue. Finally, an agenda for future research on IoT and AI for smart government is presented, based on the proposed framework and gaps in existing literature, supported by the papers that were submitted to this special issue. The agenda comprises four directions i.e., conducting domain-specific studies, going beyond adoption studies to examine implementation and evaluation of these technologies, focusing on specific challenges and thus quick wins, and expanding the existing set of research methods and theoretical foundations used.  相似文献

Social media enables public sector organizations to connect with citizens. Next to this, it can help organizations provide more detailed and useful information. But to what extent is social media used by local governments for interaction purposes, and what factors influence this? In this article, we study how Dutch local governments use Twitter for interaction, linking this to political, institutional, and socio-economic determinants. We find that politically fragmented municipalities use Twitter more for interaction, suggesting that political multiplicity forms a stimulus for more online engagement. Moreover, municipalities that have a Twitter account for a longer time make more advanced use of its functions, implying that municipalities with longer experience are better acquainted with a platform's strengths and weaknesses. Finally, municipalities with a higher presence of people in the age group 20–65 as well as municipalities with more higher-educated people use their social media more for interaction. The same counts for municipalities with more ICT workers.  相似文献

This research has as its objective the discovery of the critical factors that enable citizens to adopt e-Government (e-Gov) at different stages of service maturity. To accomplish the objective, this research has explained the related concepts and theories and developed a research framework grounded on a strong theoretical and literature review background. The empirical study was conducted in Canada, which is a leader in providing mature e-Gov services. From our results, we have observed two ontological differences from the present literature in the adoption behavior of e-Gov where organizational and financial perspectives have distinct implications over parsimonious technology adoption behavior. First, technology adoption model (TAM), diffusion of innovation theory (DOI), and theory of planned behavior (TPB) cannot capture and specify the complete essence of e-Gov adoption behavior of citizens. Second, e-Gov adoption behavior also differs based on service maturity levels, i.e., when functional characteristics of organizational, technological, economical, and social perspectives of e-Gov differ. Our findings indicate the critical factors that enable citizens to adopt e-Gov at different stages of service maturity. Public administrators and policy-makers have potential implications from the findings of the adoption behavior of e-Gov at different maturity levels.  相似文献
