Government agencies are becoming more data-driven and need high-quality data to fulfill their roles in society. In the past, each agency organized its own data exchange system according to its own needs. Today, data is distributed over many organizations, and government agencies need to adopt an ecosystem approach for data exchange. Fundamental in the ecosystem approach is the dependence on other parties for the execution of stewardship strategies. Data-driven government agencies increasingly depend on other organizations for high-quality data and data stewardship across organizations is becoming more critical. While there is ample research on data stewardship within organizations, little is known about data stewardship in ecosystems. More specifically, it is unclear which data stewardship strategies government agencies can employ in ecosystems. The main goal of this explorative paper is to identify and compare data stewardship strategies used in empirical government-business ecosystems. Following an explorative case study approach, this paper reveals three different configurations of inter-organizational data stewardship: 1) the government-led ecosystem, 2) the government-business-led ecosystem, and 3) the regulation-led ecosystem. The case studies expose a wide array of data stewardship strategies across ecosystems. While the ecosystem approach provides advantages such as cost-sharing and innovation by private parties, government agencies become increasingly dependent on private parties to gain high-quality data and provide distributed infrastructure components. Maximizing the benefits and minimizing the risks of the ecosystem approach requires government agencies to be cautious when selecting a specific ecosystem configuration.  相似文献

Health care professionals and consumers often need information about, or targeted to, non-White or non-English speaking populations. Minority health resources sponsored by a variety of organizations are increasingly being made available on the World Wide Web. This information is easily accessible to providers, patients, and families, and community service agencies. The heterogeneity of sponsors, ranging from federal agencies to consumer advocacy and support groups- and their agendas-results in differences of quality, depth of content, and suitability for different information seekers. Taking a conservative approach, this article presents a collection of starting points whose roots are in established agencies, institutions, and organizations already familiar to most health care information professionals.  相似文献

The Internet has emerged as one of the most prevalent forms of communication media in and among public organizations. The construction and management of the World Wide Web (Web) sites are becoming essential elements of modern public administration. This study is intended to provide an in-depth evaluation on the Web sites of Taiwan’s central government based on the Web performance indicators provided by Nielsen (2000). Based on the Nielsen’s indicators, the authors carefully studied and coded each individual Web site of Taiwan central governmental agencies. The coding results indicate that the government Web sites in general have made many of the mistakes as predicted by Nielsen. Most of the agencies need to improve the coordination between Web designers and the line mangers of the agencies. In light of these research findings, this article provides a number of strategies to improve the Web design practices of Taiwanese public organizations that may also apply to public organizations in general.  相似文献

Additionally, it includes an appended selection of information sources available in print format. Large-scale information technology implementations are risky projects, and the challenges and risks multiply when multiple organizations are involved, as is often the case in e-government initiatives. Some of the risk can be addressed by carefully aligning the partners' motivations, which are affected by each organization's internal and external operational and information technology strategies. In this paper, we propose a strategic alignment framework and use it to examine the motivations of a set of collaborating government agencies and businesses in the pilot implementation of the Internet Payment Platform, an interorganizational, third-party hosted, e-procurement system. As we predict, the partners in this study had varied technical, political, economic, and operational motivations for participating in the project. Even so, the participating agencies reported positive outcomes from the project, and look forward to further collaboration on the next iteration of this e-procurement system.  相似文献

Publicly funded institutions, such as NIH, NLM, and state-supported universities, have explicit public service missions that extend beyond the walls of a single institution. During the past few years, national organizations, such as NLM and AAMC, have funded studies and projects to measure how well universities are adapting to technological change and educational reform. The IAIMS models are evidence of universities fostering cooperative rather than duplicative effort. Opportunities and problems facing universities extending systems and services to the private practice setting, to community-based health care HMO's, and to state and local health care agencies are discussed in terms of political, economic, and geographic realities. Instilling lifelong learning concepts begins before the health professional enters practice and is dependent on the emphasis universities place on "excellence in teaching." Without cooperation among core facilities, such as libraries, computer centers, and excellent instructors, continuing education will remain a parochial issue instead of a national thrust toward the continuum of the learning process. If continuing education is to become a high priority for universities and take its place on the education spectrum, flexible policies must be established to accommodate individual practitioners' expectations and interests.  相似文献

Objectives:

The Medical Education Task Force of the Task Force on Vital Pathways for Hospital Librarians reviewed current and future roles of health sciences librarians in medical education at the graduate and undergraduate levels and worked with national organizations to integrate library services, education, and staff into the requirements for training medical students and residents.

Methods:

Standards for medical education accreditation programs were studied, and a literature search was conducted on the topic of the role of the health sciences librarian in medical education.

Results:

Expectations for library and information services in current standards were documented, and a draft standard prepared. A comprehensive bibliography on the role of the health sciences librarian in medical education was completed, and an analysis of the services provided by health sciences librarians was created.

Conclusion:

An essential role and responsibility of the health sciences librarian will be to provide the health care professional with the skills needed to access, manage, and use library and information resources effectively. Validation and recognition of the health sciences librarian''s contributions to medical education by accrediting agencies will be critical. The opportunity lies in health sciences librarians embracing the diverse roles that can be served in this vital activity, regardless of accrediting agency mandates.In response to reported closings of and staff reductions at hospital libraries, the Medical Library Association (MLA) and the Hospital Libraries Section of MLA agreed to study the state of hospital libraries and librarians under the auspices of the Task Force on Vital Pathways for Hospital Librarians. The task force''s Health Sciences Librarian in Medical Education Task Force (METF)* was charged with reviewing the accreditation standards regarding libraries for residency programs and with working with national organizations to integrate library services, education, and staff into the requirements for training medical students and residents.  相似文献

Empirical research provides evidence that electronic communication does not change government agencies into post-bureaucratic organizations. Structuration Theory is used to explore the interaction between e-mail use, communication patterns of civil servants, and two bureaucratic characteristics: formalization and hierarchy. Previous research suggested that the use of e-mail leads to less formalization and less hierarchy, but empirical research in three bureaucratic organizations in the Netherlands leads to different conclusions. First, the use of e-mail leads to informal formalization: the style of communication is more informal but the content focuses less on personal issues and emphasizes efficient recordings of agreements. Second, the use of e-mail leads to hierarchical horizontalization: horizontal contacts take a more central position in bureaucratic organizations but these horizontal contacts are tightly linked to vertical structures. The result of the interaction between e-mail and government bureaucracy is horizontal communication directly linked to vertical structures. Electronic communication turns government agencies into late-bureaucratic organizations.  相似文献

In 2001, the New Zealand government launched an ambitious health care information management and technology strategy that seeks to integrate the health sector, facilitate electronic health records and information portability and give patients greater information access. This article looks at the prospects for the strategy, against a background of extensive public health system restructuring in the 1990s. It notes that through this period, health purchasers and providers developed information systems in isolation from one another and with minimal central oversight. The result is a highly complex and firmly established architecture and an array of problems that need rectifying. Combined with present decentralised health structures, government capacity to influence activities is limited. The article concludes by reviewing current developments noting that advancement on the government's goals is likely to be incremental, across a range of areas, sometimes driven by providers and sometimes by central agencies.  相似文献

Information sharing is considered an important approach to increasing organizational efficiency and performance. With advances in information and communication technology, sharing information across organizations has become more feasible. In the public sector, government agencies are also aware of the importance of information sharing for addressing policy issues such as anti-terrorism and public health. However, information sharing can be a complex task. Identifying factors that influence information sharing is critical. In the literature, research in information sharing focuses on the interpersonal, intra-organizational, and inter-organizational levels. This paper reviews the current information-sharing research, discusses the factors affecting information sharing at the three levels, and provides summative frameworks. These frameworks provide a means to discover future research opportunities, and a systematic way for practitioners to identify key factors involved in successful information sharing.  相似文献

This research focuses on identifying the information needs of health professionals, social workers and staff from voluntary agencies, who work together in the provision of services for people with a mental illness. The aim is to provide a fully integrated library and information service for mental health and social care. A number of recent government reports have prompted this research. These have culminated in the publication of the National Service Framework for Mental Health. It was decided to conduct a qualitative study using 17 semi‐structured interviews with individuals and multi‐professional groups. A thematic analysis highlighted a number of key themes including: information need, information seeking behaviour and information flows. Results have indicated that because of the dispersed nature of mental health services, across primary and secondary care, and from statutory and non‐statutory organisations, information technology is viewed as the only realistic vehicle to provide the required information. As specialist mental health trusts are configured, covering wider geographical areas, this can only increase the reliance on information technology, for information access and information sharing.  相似文献

Cyber-incidents threaten the confidentiality, efficiency, and integrity of digital information systems, causing privacy risks, economic losses, and reputational damages, and exposing managerial limitations. Although these phenomena are becoming more frequent in public agencies, research to date has mainly focused on private sector organizations and individuals. In this study, we contribute to the broader literature on cyber-incidents by exploring the drivers of both security breaches and unauthorized data disclosures in public organizations. Drawing from routine activity theory, we develop hypotheses on the determinants of cyber-incidents in departments in small and medium-sized US cities and test them using data from a national survey of public managers. Our findings suggest that both environmental and organizational factors are key determinants of cyber-incidents in city government. The results demonstrate the application of routine activity theory to public sector organizations and identify external and internal elements related to cyber-incidents in city government departments.  相似文献

Purpose:

The purpose of this lecture is to challenge librarians in clinical settings to leverage the opportunities presented by the current health care environment and to develop collaborative relationships with health care practitioners to provide relevant services.

Discussion:

Health care organizations are under financial and regulatory pressures, and many hospital librarians have been downsized or have had their positions eliminated. The lecture briefly reviews hospital librarians'' roles in the past but focuses primarily on our current challenges. This environment requires librarians to be opportunity focused and pivot to a new vision that directs their actions. Many librarians are already doing this, and colleagues are encouraging us to embrace these opportunities. Evidence from publications, websites, discussion lists, personal communications, and the author''s experience is explored.

Conclusion:

Developing interdisciplinary and collaborative relationships in our institutions and providing relevant services will mark our progress as vital, contributing members of our health care organizations.  相似文献
