University research centers have been institutionalized as a part of the science policy repertoire committed to strategic use of science and technology. Based on a representative sample of academic scientists and engineers in American research universities, this study investigates the selection dynamics, attempting to unfold the determinants of department-affiliated faculty members to be center affiliates. The findings suggest that university research centers select their affiliates on the basis of individual scientific and technical human capital. Scientists from prestigious departments are more likely to be center affiliates, so are prolific scientists, former postdoctoral scholars and the elder cohorts. In the meantime, university research centers are able to overcome the incentive incongruity with academic departments, as is evidenced by a higher likelihood among junior scientists to secure center connections. Dedicated to diversity and equity, university research centers provide a level playing field for women, minority and foreign-born scientists. The study concludes with a discussion of the scientific and technical human capital theory and policy implications in the science enterprise.  相似文献

Study of a sample of faculty of the Massachusetts Institute of Technology (M.I.T.) has determined that many academic scientists and engineers have commercially-oriented ideas. “Idea-havers” scored high on creativity measurement instruments and participated in more diverse work environment. Academic “idea-exploiters” are marked by personal background characteristic of family, religion and parental occupation that have been identified in earlier research as characteristics of new technical company enterpreneurs. Other indicators reflecting high need for achievement were also observed in the idea-exploiting group. Policy implications for universities and countries interested in technology-oriented development are described.  相似文献

We examine career patterns within the industrial, academic, and governmental sectors and their relation to the publication and patent productivity of scientists and engineers working at university-based research centers in the United States. We hypothesize that among university scientists, intersectoral changes in jobs throughout the career provide access to new social networks and scientific and technical human capital, which will result in higher productivity. For this study, the curriculum vitae of 1200 research scientists and engineers were collected and coded. In addition, patent data were collected from the U.S. Patent and Trademark Office. The overarching conclusion from our analysis is that the academic scientists’ and engineers’ research careers we studied are quite different than characterized in the research productivity literature that is a decade or more old. The wave of center creation activity that began in the early 1980s and continues today has resulted not only in greater ties between universities and industry, but also markedly different academic careers.  相似文献

“Scientific and technical human capital” (S&T human capital) has been defined as the sum of researchers’ professional network ties and their technical skills and resources [Int. J. Technol. Manage. 22 (7-8) (2001) 636]. Our study focuses on one particular means by which scientists acquire and deploy S&T human capital, research collaboration. We examine data from 451 scientists and engineers at academic research centers in the United States. The chief focus is on scientists’ collaboration choices and strategies. Since we are particularly interested in S&T human capital, we pay special attention to strategies that involve mentoring graduate students and junior faculty and to collaborating with women. We also examine collaboration “cosmopolitanism,” the extent to which scientists collaborate with those around them (one’s research group, one’s university) as opposed to those more distant in geography or institutional setting (other universities, researchers in industry, researchers in other nations). Our findings indicate that those who pursue a “mentor” collaboration strategy are likely to be tenured; to collaborate with women; and to have a favorable view about industry and research on industrial applications. Regarding the number of reported collaborators, those who have larger grants have more collaborators. With respect to the percentage of female collaborators, we found, not surprisingly, that female scientists have a somewhat higher percentage (36%) of female collaborators, than males have (24%). There are great differences, however, according to rank, with non-tenure track females having 84% of their collaborations with females. Regarding collaboration cosmopolitanism, we find that most researchers are not particularly cosmopolitan in their selection of collaborators—they tend to work with the people in their own work group. More cosmopolitan collaborators tend have large grants. A major policy implication is that there is great variance in the extent to which collaborations seem to enhance or generate S&T human capital. Not all collaborations are equal with respect to their “public goods” implications.  相似文献

 加强科技人才科普能力建设是改进我国科技管理、发展科普事业的重要任务。通过资料分析、实地走访、深度访谈及问卷调查,认识到,目前我国科技人才科普能力建设得不到有效的制度支撑,不能满足国家和社会公众的需要。以中科院为例,科普投入不足,科技人才科普积极性自觉性不强,人均实际投入科普工作量下降,科普创新及科普专业能力不高。建议改进科技人员考评、科研项目管理等方面制度,加强科技人才开展科普的动员、投入、培养、激励机制建设,壮大科技人才科普队伍规模,提高科技人才科普专业水平和创新能力。  相似文献

一般认为,科学家尤其是诺贝尔奖科学家科学研究工作成果的主要发表形式是科学论文。但近年来的趋势表明,诺贝尔奖科学家也在大量地申请专利,即便是那些看起来从事基础科学研究的学者,也表现出强烈的专利意识。日本科学家、2012年诺贝尔生理或医学奖得主山中伸弥是其中典型的代表。山中伸弥"论文—专利"行为模式,存在着明显的逻辑合理性和行动连续性,值得我国科学家学习。作为驱动力量的日本科技政策,也值得我国科技政策制定者借鉴参考。  相似文献

钱学森先生是我国最重要的航空航天专家,其研究成果不仅对中国也对世界产生了重要影响。基于科学引文索引数据库提供的发文和引文数据,利用信息计量学方法,考察了钱先生1945-1956年间航空航天工程领域的学术地位与影响力,研究结果显示,钱先生不仅在论文产出数量上首屈一指,其论文的影响力也在同时期航空航天领域名列前茅,显示钱先生是同期美国乃至世界航空航天领域最重要的科学家之一。而与钱先生同期出现的许多在美优秀中青年学者后来都成为该领域的重要科学家或工程师。此外,本文针对利用SCI数据库研究1960年之前科学史所可能碰到研究绩效评价的问题进行了讨论。  相似文献

Much past research on commercialization activities by university scientists and engineers has focused on the role of resources in the extra-organizational commercialization environment, such as the availability of venture capital funding. By contrast, our theoretical and empirical interest was in intra-organizational dynamics impacting the context in which scientists and engineers work. Drawing upon organizational psychology literature on the construct of organizational climate, we posited that researchers working in an intra-organizational climate that supports commercialization and encourages intra-organizational boundary-spanning will be more likely to produce invention disclosures and patents. Our data from 218 respondents at 21 engineering research centers was both multi-method (i.e., qualitative data from interviews, longitudinal archival data, and survey data) and multi-level. Our results showed that an organizational climate characterized by support for commercialization predicted invention disclosures one year later and an organizational climate characterized by boundary-spanning predicted patent awards two years later.  相似文献

准确把握杰出科学家成长规律是科技创新人才政策制定前瞻性和针对性的重要保障。综合使用统计分析、比较分析、文献研究等方法组合对1901—2021年诺贝尔科学奖得主和中国科学院院士群体的成长规律进行深入分析,研究发现:(1)杰出科学家做出重大成果的时间集中在35~45岁,其重大科学贡献获得学术界认可的平均年龄在57~58岁,其中,诺贝尔科学奖得主的平均获奖年龄呈现上升趋势,而中国科学院院士的平均当选年龄呈现下降趋势;(2)化学、生命科学和医学领域重大成就获得认可的时间相对较短,物理学等领域重大成就获得认可的时间相对较长;(3)杰出科学家通常拥有良好的科学教育背景,并在世界一流的学术研究平台进行过高水平的科研工作和学术交流,在一流的学术环境中成长起来;(4)杰出科学家的涌现表现出较强的群落效应和明显的师承关系,师承关系是杰出科学家成长的重要因素,师从名家可以有效促进科学家成长。基于上述研究结论,本文对杰出科学家支持政策和青年科技创新人才政策制定提出了两点政策启示。  相似文献

We investigate how universities’ research quality shapes their engagement with industry. Previous research has predominantly found a positive relationship between academics’ research quality and their commercialization activities. Here we use industry involvement measures that are broader than commercialization and indicate actual collaboration, i.e. collaborative research, contract research and consulting. We hypothesise that the relationship between faculty quality and industry engagement differs across disciplines, depending on complementarities between industrial and academic work, and resource requirements. Using a dataset covering all UK universities, we find that in technology-oriented disciplines, departmental faculty quality is positively related to industry involvement. In the medical and biological sciences we find a positive effect of departmental faculty quality but establish that this does not apply to star scientists. In the social sciences, we find some support for a negative relationship between faculty quality and particularly the more applied forms of industry involvement. The implication for science policy makers and university managers is that differentiated approaches to promoting university-industry relationships are required.  相似文献

This paper analyzes the effect of university research centers on the productivity and collaboration patterns of university faculty. University research centers are an important subject for policy analysis insofar that they have become the predominant policy response to scientific and technical demands that have not been met by extant institutions, including academic departments, private firms, and government laboratories. Specifically, these centers aim to organize researchers from across the disciplines and sectors which, collectively as a research unit, possess the scientific and technical capacity relevant to scientific and technical goals of the sponsoring agencies. In this paper, we measure the productivity and collaboration patterns of university researchers affiliated with a relatively large-scale and “mature” university research center to discern the effects, if any, of the center mechanism on individual scientists and engineers. Based on an analysis of longitudinal bibliometric data, the results from this case study demonstrate affiliation with the center to be effective at enhancing overall productivity as well as at facilitating cross-discipline, cross-sector, and inter-institutional productivity and collaborations.  相似文献

Steve Squyres was responsible for assembling the team of scientists, engineers and instruments that formed the Mars Exploration Rovers (MER). Squyres developed a vision that small-scale observations made by a robotic geologist on Mars would be the key for resolving the mystery of water on Mars. Prior to the MER missions, planetary scientists were divided between groups holding that ancient fluvial-like surface features on Mars were formed by water and those holding that the erosive and depositional forces were tied to liquid and gaseous CO2. At issue was a fundamental understanding not only of early Martian geological processes and early solar luminosity, but also the possibility of life on Mars. To resolve these questions, Squyres and his team developed a new breed of rovers that were capable of identifying minerals and collecting textural observations. The resulting twin rovers, Opportunity and Spirit, have successfully resolved the single most important question about Mars that scientists have been debating for the past 30 years, providing compelling evidence for the action of water on the Martian surface. Squyres and the MER team have also initiated a new era in planetary exploration and inspired a new generation of students to become scientists and explorers. Steve Squyres and the MER team produced fundamental insights into the geology and climatology of Mars. These have resulted in major advances in our understanding of the potential for life on other planets and of life’s evolution on Earth. For the discovery and elucidation of water on Mars through the “robotic geologists” of the Mars Exploration Rovers, Steve Squyres was awarded the 2007 Benjamin Franklin Medal in Earth and Environmental Science.  相似文献

Previous research on academic entrepreneurship and engagement with industry has found that the behaviour of academics is influenced by their local social context. However, we know little about the mechanisms that produce this effect. We argue that academic scientists’ industry engagement is influenced significantly by the behaviour of their peers, that is, the behaviour of colleagues of similar seniority. Using insights from social psychology, we hypothesize that these peer effects are produced by the mechanism of social comparison. In an analysis of data from multiple sources for 1370 UK academic scientists and engineers, we find that peer effects are stronger for early career individuals and weaker for star scientists, suggesting the incidence of social comparison. We argue that individuals look to their immediate peers for inspiration, because they view them as an important reference group and use them as a benchmark for their own ambitions and behaviours. Our findings have important implications for how universities may encourage scientists’ behaviours by paying attention to local work contexts.  相似文献

本文从我国高校R&D投入的现状出发,以协同学为基础,利用复合系统整体协调度模型,研究测算了1992-2006年我国高校R&D投入与经济发展之间的协调度,并与世界主要发达国家进行比较。研究结果表明,我国高校研发投入与经济增长总体上呈现良好的协调发展。与对比的发达国家相比,其协调度也较高。但是我国高校研发经费投入的协调度明显要低于科学家工程师投入的协调度,也明显落后于GDP发展水平。我国应着重增加高校研发经费投入,适度放缓科学家工程师的研发人员投入。  相似文献

While there are numerous studies of university technology transfer, there have been relatively few studies of technology transfer at federal labs. Moreover, studies of university technology transfer have focused on faculty, not post-doctoral scientists. They have also ignored identity and sensemaking theories in organizational behavior, which are relevant in the context of technology transfer. We fill these gaps by examining differences between university post-doctoral scientists and federal lab post-doctoral scientists, in terms of how they engage in technology transfer. Our qualitative analysis is based on extensive interviews of post-doctoral scientists and their supervisors/principal investigators (PIs) at two major research universities and four large federal labs. We find that federal lab scientists are more influenced by mission-driven research and their sense of public service, as compared to university scientists who are motivated more by curiosity-driven research. These motivational differences may constitute significant barriers to technology transfer in federal labs. As compared to their university counterparts, federal lab scientists appear to experience more cognitive dissonance in pursuing commercialization of their research and have more sophisticated resolution strategies for dealing with such dissonance. We also find that PIs at federal labs are not highly incentivized to engage in technology transfer. We discuss additional research needs, as well as the managerial and training implications of our findings.  相似文献

 在科技界,男女科学家在产出和地位方面的差异是显著存在的,而且随着年龄的增长,男女科学家发表成果的差别越来越大。对造成男女科学家地位和成就分化原因的研究一直成为研究的焦点。本文在2006-2007年的问卷调查基础上,从科技女性主观价值偏好的视角,对此问题进行了解读。研究发现:主观偏好具有重要的影响;同时,在职业发展的不同阶段,科技女性主观价值取向与男性相比呈现不同的变化趋势。该结果从一个新的角度对我国科技界性别分层现象进行了解释。  相似文献
