The Japanese government provided various political opportunities for non‐governmental groups and individuals in Japan to ‘jointly propose’ policy on education and sustainable development at the World Summit on Sustainable Development, Johannesburg, 2002. These opportunities resulted in the emergence of the Japanese education for sustainable development (ESD) movement, and the crystallisation of a broader proposal that led to the initiation of the UN Decade of ESD (2005–2014). In this paper, we trace the history of these two outcomes, arguing that the opportunities, developed through the coordination of non‐governmental groups by government, took place within, rather than broadened or confronted, the government’s scope of interests. While the paper illustrates how the government’s continued support was crucial to the development of the ESD movement and the UN Decade, and the movement has met with considerable achievements thus far (via its collective challenges to conventional education in a sustainability context in Japan), we argue that recognition of the political opportunity structures that affect the movement’s further development remains crucial. In particular, we argue for close attention to the significance of a corporatist framing of this emerging civil society movement in Japan by the national government, and call for further political and historical analysis of ESD movements and their relations with government, around the world.  相似文献

The article explores education for sustainable development (ESD) as a policy concept in different spaces and how it is re-articulated as part of a process of globalisation. The objective is to explore empirically an alternative set of logics in order to conceive of this process of globalisation. With this objective in mind, the article investigates articulations of ESD and sustainable development in Vietnamese and Thai policy-making, and reflects upon how these articulations can be seen to relate to globalisation. In so doing, it addresses concerns about the globalising potential of ESD within the field of environmental education research, and aims to open up for an alternative understanding of the processes associated with the rearticulation of ESD in different national education policy settings. The alternative conception that is put forward promotes an understanding of these re-articulations of ESD as contingent, opening up a space for contestation and counter-hegemonic articulations.  相似文献

The UN Decade of Education for Sustainable Development (DESD) charges educators with a key role in developing and ‘securing sustainable life chances, aspirations and futures for young people’. Environmental Education (EE) and ESD share a vision of quality education and a society that lives in balance with Earth’s carrying capacity, even as they differ in terms of expectations of how that vision is realized, and what might need to be balanced. Rather than treat EE and ESD as sparing partners or fellow travellers towards the same destination, this paper analyses EE and ESD from the perspective of transformative educational goals. Using these goals as a benchmark transcends immediate problems with either form of education, while also helps to clarify policies and practise formations, appropriate to a diversity of educational contexts.  相似文献

The United Nations (UN) Decade of Education for Sustainable Development (ESD) aimed to integrate the principles, values and practices of sustainable development into all aspects of education and learning around the world. The authors of this article address the implementation process of ESD in Germany during the UN Decade (2005–2014). By undertaking a meta-analysis of the findings of four related sub-studies they carried out during a three-year project funded by the German Federal Ministry of Education and Research, the authors contribute to the understanding of the process of transferring the concept of ESD within a multi-level education system. They investigated this process at two levels – the federal state (a sub-national entity in Germany) and the communal level. Drawing on educational governance theory, the authors unveil principles, norms, rules and procedures in the coordination of action within constellations of heterogeneous actors contributing to the implementation of ESD in their social entities. The outcome of the meta-analysis describes an emerging governance regime in ESD, taking into consideration the following features impacting the coordination of action being carried out by the actors involved: (1) the understanding of the normative concept of ESD as content of negotiation; (2) the perceived opportunity for actors to gain and increase appreciation within the field of ESD as an incentive for and driver of engagement; and (3) the dynamic quality of the set-up, rules and principles of the coordination of action, which renders these subject to situative changes. In the final part of the paper, the findings are discussed from the perspectives of the theory of transfer and the current empirical basis of ESD policy and governance.  相似文献

An analysis of the literature supporting the UN Decade of Education for Sustainable Development and a sample of its key products suggests that it failed to acknowledge or challenge neoliberalism as a hegemonic force blocking transitions towards genuine sustainability. The authors argue that the rationale for the Decade was idealistic and that global education for sustainability citizenship provides a more realistic focus for such an initiative. They anchor such education in appropriate social theory, outline its four dimensions and use these to review four key products from the Decade, before suggesting remedial measures to render ESD a more effective vehicle for promoting democratic global governance and sustainability.  相似文献

The aim of the study is to describe and analyse research articles relating to the subject of education for sustainable development (ESD) for early childhood education (ECE), published during the years 1996–2013. This is done by answering three specific questions: (1) How is ESD defined by researchers in ECE? (2) What are the major research inquiries and results? (3) What does the research say about young children acting for change in relation to sustainability? Our analysis identified two different definitions of ESD: first, as a threefold approach to education based on questions concerning education about, in and for the environment; and, second, as an approach to education that includes three interrelated dimensions: economic, social and environmental. Two major research areas are identified in this study. The first area relates to how teachers understand ESD, while the second area focuses on how ESD can be implemented in educational practice. During the period studied, the research has evolved from teaching children facts about the environment and sustainability issues to educating children to act for change. This new approach reveals a more competent child who can think for him- or herself and make well-considered decisions. The decisions are made by investigating and participating in critical discussions about alternative ways of acting for change.  相似文献

A number of papers have focused on UN policy formulation processes, but little is known about how particular issues come to policy-makers’ attention in the first place. This very early stage of policy formulation, called agenda setting, remains under-researched and more so in multilateral contexts. Applying Kingdon’s multiple streams model to the example of the Decade of Education for Sustainable Development (DESD), this study analyses the trajectory of the policy from being just an idea to the point of being placed on the UN agenda. This paper goes on to argue that there are three conditions that supported the successful trajectory of DESD: a funding-backed policy entrepreneur, policy oligopoly, and a highly predictable policy window. Its theoretical contribution is to fill the gap between current studies and theories by presenting an analysis of one policy in a multilateral context.  相似文献

Education for sustainable development (ESD) persists as an important concept within international policy and yet, despite considerable debate, there remains a lack of consensus as to a pedagogy for ESD in schools. This paper presents findings from a study investigating how an interdisciplinary approach to ESD in England developed one class of 16- and 17-year-old geography students’ understandings of sustainability. The research used students’ drawings of sustainable cities alongside questionnaires and semi-structured interviews to explore their understanding of sustainable development within a constructivist, case study framework. The study found that the use of poetry within a geography lesson developed students’ appreciation of the social and economic dimensions of sustainability, although their focus persisted around the environmental. As such, it is argued that an interdisciplinary approach to ESD encourages students to engage more critically and affectively with the concept of sustainable development, thereby developing a more holistic appreciation of it.  相似文献

For more than 40 years, the international community has acknowledged the role education might play in environmental awareness and conservation. The last major initiative came when the United Nations General Assembly proclaimed a Decade of Education for Sustainable Development (2005–2014). In the final year of the decade, teachers still struggle to realise education for sustainable development (ESD). One of the challenges teachers face with respect to ESD is the inclusion of even more content into an already overloaded curriculum. In response, it has been suggested that ESD should be introduced as an integrated perspective across the content of all existing subjects. This paper offers a model for how ESD can be realised in chemistry education. The model has been developed to support chemistry teachers in their educational planning and consists of 5 categories: chemical content knowledge, chemistry in context, the distinctiveness and methodological character of chemistry, ESD competences and lived ESD. The ESD model is illustrated through 5 ellipses, visualising the hierarchy of the categories, as they exist in different levels. All 5 ESD categories need to be considered in a holistic ESD approach.  相似文献

In this paper we seek to reflect critically on the process of establishing a Caribbean Network for the reorientation of teacher education to address sustainability. We begin by addressing the origin and purpose/value of the network. As a sub‐network of the UNITWIN/UNESCO International Network for the Reorientation of Teacher Education to Address Sustainability and as a Caribbean initiative for the UN Decade of Education for Sustainable Development (2005–2014), the Network has faced many challenges since its inception in 2004–2005. In critically reflecting on these challenges, we identify and focus on major foundational problems for any ESD network. In particular, there is the challenge of how an alliance deals with multiple subject positions, an issue which the existing literature on networks appears to have neglected, yet one which is crucial especially for nations whose subjectivities have been threatened. Exploring the concepts of non‐alignment and the in‐between space the paper proposes a way in which this problem and others can be effectively addressed.  相似文献

Can education for sustainable development (ESD) policies help to create a more sustainable society? In the article I argue that contemporary secondary school curriculum policies relating to ESD are rhetorical devices that will achieve little towards resolving global problems. I suggest that the conceptualization of SD is itself fundamentally flawed and inevitably restricts the scope of possible policy solutions. I analyse three ESD curriculum policy texts to reveal their concealments, silences and blocks to enquiry, demonstrating how their rhetorical forms make them readily assimilable into dominant economic discourse. I then introduce a recent UK Government Report explaining the failure in implementing ESD policies in the school curriculum and I expose how this analysis is a further demonstration of the problems in the prevailing policy perspective. In conclusion, I propose a new direction for progress in curriculum policy regarding sustainability.  相似文献

This article explores the implications of the shift of environmental education (EE) towards education for sustainable development (ESD) in the context of environmental ethics. While plural perspectives on ESD are encouraged both by practitioners and researchers of EE, there is also a danger that such pluralism may sustain dominant political ideologies and consolidated corporate power that obscure environmental concerns. Encouraging plural interpretations of ESD may in fact lead ecologically ill-informed teachers and students acculturated by the dominant neo-liberal ideology to underprivilege ecocentric perspective. It is argued that ESD, with its focus on human welfare, equality, rights and fair distribution of resources is a radical departure from the aim of EE set out by the Belgrade Charter as well as a distinct turn towards anthropocentrically biased education. This article has two aims: to demonstrate the importance of environmental ethics for EE in general and ESD in particular and to argue in favour of a return to instrumentalism, based on the twinned assumptions that the environmental problems are severe and that education of ecologically minded students could help their resolution.  相似文献

The United Nation's Decade of Education for Sustainable Development (DESD) is past its halfway milestone; yet, its overall impact on educational thinking and practice remains unclear in most places and regions of the world. While several efforts and programs are currently in place to promote and affirm the role of education in the global quest for sustainable development, most of these efforts remain largely unknown and invisible in most communities around the world. The Decade and ESD, arguably, are neither seen nor heard of in most of Africa. Most institutions, including schools, governments, businesses, civil society and individuals are yet to know and understand the role of education in the quest for sustainable development. The paper argues that in spite of the Decade and all the attention it is getting in some circles, the subject is muted in most educational policies and practices in Africa. In calling for more focused commitment to the roles of education in sustainable development in Africa, the paper also calls for a reconsideration of what sustainable development means, or might mean for Africans in their different places and cultures and to use that as a starting point for the exploration of more meaningful educational philosophies and pedagogies that responds to Africa's unique challenges.  相似文献

Education for sustainable development plays an increasing role in environmental education policy and practice. In this article, we show how sustainable development is mainly seen as a goal that can be achieved by applying the proper processes of learning and how this learning perspective translates sustainability issues into learning problems of individuals. We present a different perspective on education for sustainable development and emphasize the importance of presenting issues of sustainable development as ‘public issues’, i.e. as matters of public concern. This shifts the focus from the competences that citizens must acquire to the democratic nature of the spaces and practices in which participation and citizenship can develop.  相似文献

Interest in community environmental education (EE) and community education for sustainable development (ESD) is increasing, as evidenced by the increase in studies examining community EE/ESD approaches and NAAEE’s current development of the Community EE Guidelines for Excellence. Thus, the purpose of this paper is to: (1) provide a review of research which identifies as examining community EE/ESD issues from 1994 to 2013, (2) examine themes specific to community-oriented program implementation and outcomes, and (3) examine theoretical trends within this work. While no single framework emerged from the diverse studies on community EE/ESD, themes suggested greater success for programs that were rooted in community issues, involved multiple community partners, were oriented towards collaborative and civic action, and incorporated reflection on social institutions and power dynamics. These characteristics reflect an emancipatory approach to education which seeks to enhance human development through public participation and engagement. To this end, future researchers and practitioners should consider: (1) the resources needed to understand community values and concerns, (2) skills and knowledge required to build relationships and attend to community culture, values and democratic processes, (3) theories that account for the socio-historical contexts of participants and their pathways for transformation and empowerment, and (4) a process of action that continually reflects on power structures and dynamics.  相似文献

Moral education can take many forms. With the end of the United Nations Decade for Human Rights Education (UNDHRE) (1995–2004), we critically review developments in human rights education (HRE) during those ten years in the context of moral education. We argue that, despite some modest successes, the decade lacked direction and a major impact and has failed to prepare a sound basis for securing HRE internationally. These outcomes largely account for the United Nations' (UN) decision in 2005 to initiate the World Programme for Human Rights Education. Meanwhile initiatives in defining the goals and practice of HRE have happened outside the UN context. Overall the UN's contribution to building HRE and moral education has, at best, been marginally successful due in large measure to the inherent weaknesses of the organisation as well as the UN's inability to engage member states.  相似文献

The article summarizes some considerations about the development of indicators for education for sustainable development (ESD). It reflects the present state of discussion, especially from a German perspective, and includes present developments in the area of quality criteria and standards for ESD. These discussion threads only denote the beginning of a discourse that will eventually lead to a practicable instrument for estimating the progress of ESD. This article shall give suggestions for the systematic development of an indicator system for ESD linking three dimensions: levels of educational systems, key functions of indicators, and key aspects of indicator development.  相似文献

Since the mid-1990s, governments of different political persuasion have tried to reform VET policy to address problems in skills formation and social inclusion. Despite considerable policy activism, success has been somewhat limited, and England failed to overcome the problems associated with its liberal training regime. This article assesses the failure in vocational skills formation as a political economy and a public policy problem. It challenges the determinism in the political economy literature, points to poor public policy-making, and outlines possible policy levers.  相似文献
