20世纪90年代中期以后,随着电子政府服务的发展,美国联邦政府一些跨机构工作小组开始致力于政府信息定位服务(GILS)的相关调查研究,并在大量合作项目的基础上构建起联邦政府的GILS框架。此后,美国各州政府和机构也在此基础上探索构建了各具特色的GILS服务。GILS现已逐渐融合到美国电子政府整体建设之中,不仅通过因特网为公民提供政府数字信息,而且还可提供广泛的政府服务。各种类型的GILS服务之间的交流与合作也在积极展开。  相似文献

Metadata has emerged as a tool for providing access and managing information resources in Government Information Locator Services (GILS) in several states. Various metadata schemes have developed, building on efforts in the federal government, library, and information science communities. Methods of metadata application include incorporation into the resources, metadata wrappers, and development of repositories to store metadata separate from the resources it describe. Metadata use is also developing as a strategy for preservation of resources. Developments in RDF, XML and Z39.50 may provide means for integrating diverse metadata-based resources. At the same time, developments outside the GILS community offer alternatives that have potential to inform or replace GILS as a method of citizen access to government information.  相似文献

元数据标准是开展政府信息资源整合利用的基础,国外形成了两种主流标准GILS和DC-government,我国提出了两种建议方案e-GRMS和CGMIC,国务院发行的《政府信息公开目录系统实施指引(试行)》中设定了14个核心元素,基于生命周期的政府信息资源元数据标准从内容结构、句法结构和语义结构三方面进行了定义,具有共享性、扩展性、交互性的特点。  相似文献

The Global Information Locator Service (GILS) encompasses a global vision framed by the fundamental values of open societies. Societal values such as a free flow of information impose certain requirements on the society’s information infrastructure. These requirements in turn shape the various laws, policies, standards, and technologies that determine the infrastructure design. A particular focus of GILS is the requirement to provide the means for people to discover sources of data and information. Information discovery in the GILS vision is designed to be decentralized yet coherent, and globally comprehensive yet useful for detailed data. This article introduces basic concepts and design issues, with emphasis on the techniques by which GILS supports interoperability. It explains the practical implications of GILS for the common roles of organizations involved in handling information, from content provider through system engineer and intermediary to searcher. The article provides examples of GILS initiatives in various types of communities: bibliographic, geographic, environmental, and government.  相似文献

The federal government, “the largest single producer, consumer, collector, and disseminator of information in the United States,”1 has begun to disseminate most of that information electronically. Legislation and more economic production and dissemination of government information have produced changes in the Federal Depository Library Program (FDLP) and federal agency dissemination. This chapter examines the dissemination of electronic government information from the Government Printing Office (GPO) through the FDLP and executive branch agencies and discusses the impact that this has on users, libraries, and government information specialists.  相似文献

Abstract

The National Commission on Libraries and Information Science published recommendations for a national information policy in 1976, and concerns regarding the protection of privacy and equal public access to online information were introduced. From the mid 1970s to the early 1990s, federal government agencies were beginning to publish materials and maintain records electronically. Most current U.S. government information was available on the Internet by the late 1990s, and depository libraries were required to provide workstations that would facilitate access to documents. Documents librarians, already concerned with the lack of attention to archiving online federal information, were provided with an example of the vulnerability of online publications in the early 2000s when federal agency Web sites were made inaccessible-quickly and easily. The possibility that too much government information was available to anyone with access to the Internet was becoming a national concern. Using government documents as resources, this article retraces the events that were occurring in federal government agencies during the movement of government information to the Internet.  相似文献

The need to improve information access on the Web has resulted in Illinois’ implementation of lexicographer Dr. Jessica Milstead’s subject tree for the Find-It! Illinois Program. In 1999, when the Illinois State Library joined four other states in implementing a state Government Information Locator Service (GILS) project, developing a controlled vocabulary became an essential component for maximizing retrieval of government information. Furthermore, application of library cataloging tools such as the Library of Congress Subject Headings (LCSH) is insufficient for online retrieval. An analysis of the structure and content of Dr. Milstead’s subject tree reveals the importance of new tools for improving online access methods. Illinois’ implementation of Dr. Milstead’s subject tree exposed the interest for nationwide application. The Illinois subject tree has been named the “Jessica Tree” to convey its expanded utility. The national adoption of a controlled vocabulary for retrieving state government information online will require collaboration among all states, so that the vision of a Find-It! The quantity of legal and government information accessible through online delivery has increased tremendously. Information technology has revolutionized the way much of this information is disseminated by government and the way that researchers access it. The increase in publication can be attributed to two factors: the government's efforts to create a virtual depository of publications and the capability of Internet technology to provide personalized “feeds” of topic-specific information through Web logs and RSS news aggregators. ABSTRACT

This paper explores the changing role of the information professional in a dynamic environment in which technology, resources, information needs, and user expectations change very rapidly. The author's conclusion is that while some of the roles of traditional librarians may be disappearing, there are plenty of opportunities for proactive information professionals in the new information environment. There are new services, new expertise, and new job titles. Businesspeople recognize that technology is not everything; the human factor, a person to select, filter, and analyze information, is critical. Information brokers and library fee-based service staff stand at the forefront of this new environment, because they are already used to employing and continually improving these vital skills.  相似文献
