Abstract

This papers describes the economic difficulties in Ghana from 1973 to the early 1980's, culminating in a situation where libraries in Ghana, including the UST Library, were unable to acquire library materials. Books in the main library and faculty libraries became so outdated that they were unable to support current academic work. The Library was not able to subscribe to core periodicals and journals.

In 1987, the PNDC government, with the help of the World Bank, instituted a policy to replace scientific equipment and to supply books and journals to higher education institutions. Under the Educational Sector Adjustment Programme (EDSAC), academic libraries in the country received books, journals, and equipment including photocopiers, microfilm/microfiche readers and cameras, and telex machines.

In 1991, the PNDC Deputy Secretary for Education invited the three university libraries to review the procedures for procuring journals for tertiary institutions in view of difficulties which had been encountered in previous years.

Besides materials received under the EDSAC programme, the UST library receives gifts and donations from recognized international agencies. Some of the gifts create problems when materials donated do not cover subject areas of interest to the library. The library also exchanges publications with other institutions as a means of acquiring useful items. The university's calendar and prospectus are the main publications used for the purpose. The Newspaper Registration of Ghana Act, 1963, urges publishers to deposit copies of books published in the country at the UST Library among five others. The majority of publishers flagrantly refuse to do so because the sanctions against defaulters are rarely enforced. The library also receives budgetary allocations, though not enough to purchase books locally.  相似文献

Until recently, Croatian scientific journals were accessible only in print form and only to a relatively small audience. A national online journals platform was therefore planned to offer publishers a simple tool for building online versions of their journals and to make them open access. The platform, named Hr?ak, was launched in 2006, supported by governmental funds. It currently includes 170 open access (OA) journals. Most journals include backfiles from 2006 onwards; the average archived period is 6.3 years. 56.5% of the journals come from the fields of social sciences and humanities. Metadata from the Hr?ak platform are regularly harvested by OA repositories. To increase the number of Croatian journals covered by relevant bibliographic and full‐text databases, Hr?ak has forged links with Elsevier, Thomson Reuters and EBSCO. So far, the main achievements include assisting publishers in the process of electronic publishing, and improving accessibility to Croatian scientific output.  相似文献

ABSTRACT

This article focuses on the level of international scientific publication by Kazakhstani researchers, and considers the problem of access to international scientific resources in Kazakhstan, a developing country. Key areas of the discussion are Kazakhstan's strategic plans and policies regarding science, roles of international publishers in science, and the relationship between international publishers and the government of Kazakhstan. The article bears the informative meaning and has no research and findings. However, this is a good start point for the author and other Kazakhstani library and information professionals to study the subject more deeply and propose solutions for the good of all.  相似文献

The importance of identifying high quality journals in order to publish scientific achievements is very essential and unavoidable task. In this study, identifying the quality of journals and publishers were introduced and described which can be used as a comprehensive and global training for users and eliminate the challenges in distinguishing high quality journals from poor-quality journals. The authors are considered as the main pillars for journals and publishers progress; aware and conscious authors in identifying offered quality features by journals and publishers are the most important item in order to stop and remove poor-quality journals. This paper describes die OCLC Online Computer Library Center, Inc.s electronic publishing program between its introduction in 1992 through the late summer of 1997, focusing on OCLC's ongoing efforts to integrate electronic journals with library acquisition, cataloging, archiving, and online reference systems. The paper begins by describing the OCLC Electronic Journals Online (EJO) service, emphasizing how that service evolved to meet the changing needs of institutional subscribers to electronic journals between 1992 and 1995. Abstract

Publishers and librarians do not agree on the use of electronic journal files as a source for interlibrary loans. The efficiency possible in electronic ILL is valued by the supplying libraries and of concern to publishers. Publishers do not accept CONTU photocopying guidelines as applicable to electronic ILL. This position is based on the historical context in which CONTU occurred and the specific wording of the CONTU report. No agreement on new guidelines has been possible to date, resulting in the need for individual license negotiations. Copyright-cleared document delivery is one alternative. Alternate models for broad database access to electronic journals is another. A new attempt to define guidelines for resource sharing is a third possibility.  相似文献

ABSTRACT

This article discusses the transition that publishers have had to make in the process of converting print journals and reference books to an online format. It was originally thought that making content available online would save publishing costs, but the changes made to production cycles and the needs of making content widely available, updated, and housed on online platforms are sometimes more expensive than the print process alone. Publishers have responded with new pricing models, and they are working more closely with libraries to deliver content to a wider audience while competing with search engines and other online content providers. Additionally, publishers have a new responsibility to manage the quality and accuracy of content given that so much information is now available to readers.

ABSTRACT

Scopus is a new all-science abstracting and indexing (A&I) database. It is the result of a two-year collaboration with librarians and researchers from all over the world. Scopus covers over 14,000 scientific, technical, medical and social science titles from 4,000 publishers. It offers new sorting and refining features so that researchers can easily find and access more than 27 million abstracts and citations stretching back to the mid-1960s.

This article recounts the development of Scopus from its inception in 2002 to its success in securing over 100 customers within weeks of its recent launch. The story is told by one of the librarians heavily involved in testing and shaping the product and by one of the Product Managers who built it.  相似文献

This article considers China's English language journals (CELJs) and looks at two aspects of partnership with international publishers: the financial cost and their ability to deliver the quick success objectives of the journals. Success is defined as being indexed in international databases such as SCI (Science Citation Index) and Ei (Engineering Index) Compendex databases. Our research shows that 226 CELJs (57.8%) have an international publishing partnership with publishers such as Springer, Elsevier, and Wiley. A survey of 12 CELJs in Hubei Province, China, shows that 75% journals have financial pressures on the journal operation. The Journal of Rock Mechanics and Geotechnical Engineering ( JRMGE ) is provided as an illustration of the operation costs of CELJs and to demonstrate the associated financial pressures. We conclude that although international partnership is an on‐going fashion at present in China, it has both benefits and limitations. We also propose that to reduce the financial pressure on CELJs, government funding should be differently apportioned, providing a better return on investment (ROI).  相似文献

This article discusses the emergence of academic publishing in a fast‐growing transition economy, Vietnam, where the race has heated up to publish in international journals, preferably with a high impact factor, and to accelerate the indexing of domestic journals. Within the fields of SSH alone, the publication output grew by 17% a year in the 2008–2018 period, encouraged by government policies and financial incentives for researchers. This review demonstrates an environment where there is sufficient financial growth to support increased R&D but limited skills and knowledge of how to increase quality publication output, either within national or international journals. The article highlights the drivers of increasing scientific publication output, as well as the traps and pitfalls that follow this competition. It suggests that there are opportunities for publishers and other organizations to improve ethical and practical publishing issues and to develop co‐publishing agreements that will increase the visibility of the country in international academia. The article indicates the harsh reality of pursuing higher publishing standards in academia, a world that has long been dominated by authors and publishers from industrialized countries.  相似文献

This paper describes a grant-funded research project to relocate selected print journal runs, for which an electronic version is available, to remote storage from the shelves of campus libraries at the University of California. During the project, users will rely on the electronic version of selected journals. Summary

Library consortia have grown substantially over the past ten years, both within North America and globally. As this resurgent consortial movement has begun to mature, and as publishers and vendors have begun to adapt to consortial purchasing models, consortia have expanded their agendas for action. The movement to globalize consortia is traced (including the development and current work of the International Coalition of Library Consortia-ICOLC). A methodology is explored to classify library consortia by articulating the key factors that affect and distinguish consortia as organizations within three major areas: strategic, tactical, and practical (or managerial) concerns. ABSTRACT

No one can predict what document delivery will look like in the future, but librarians must guard patron confidentiality even in an electronic environment. This time it isn't an easily solved problem like finding another way of recording circulation than handwriting patron names onto circulation cards, it is instead the tracking of personal information attached to electronic text supplied by publishers that is a potential violator of patron privacy. Unmonitored in their efforts to protect their intellectual property without considering the rights of their customers, publishers could pose a threat to their customers' privacy, thus limiting their legal right of free access to information. Although encryption technology would appear to provide an answer to the confidentiality problem, it is not a panacea and that must be considered as the National Information Infrastructure is developed. Librarians need to stay alert to the developments in electronic publishing to be sure their concerns for patron privacy continue to be heard.  相似文献
