This study explores science communication on Twitter by investigating a sample of tweets referring to academic papers in five different scientific fields. The specifications of science communicators on Twitter, the characteristics of those who initiate actions (by tweeting), the extent and quality of reactions (retweeting), individual and group interactions, and the distribution of tweets across types of engagement in the process of science communication (i.e., dissemination, consultation, and evaluation) were explored. A broad array of actors is involved in the communication of science on Twitter, with individual citizens and individual researchers playing an important role. In principle, this is promising for creating direct interaction, which can be difficult through more traditional mass media. The vast majority of communication activities regarding academic papers is undigested dissemination with almost no sign of debate, contestation, or collective reflection. Another general finding of this study is that bot accounts play a major role in the science communication landscape on Twitter.  相似文献

Studies in digital government research have not sufficiently considered the internal networking aspects of social media beyond interactions with the public. This article examines the function of social media as informal networks of professional practice within the public sector. The empirical study is based on a longitudinal analysis of the Twitter hashtag community #localgov used by British local government actors (dataset of 235,681 tweets posted within 2013–2015). In a period of significant budget reductions, Twitter conversations involved a wide range of responses about the impact of the cuts and future of services. #Localgov shows high level of cross-service exchanges in the institutional sharing of good practice while the dynamics of interaction reflect the traditional landscape of intergovernmental relationships in England. We argue about the importance and characteristics of hashtag communities like #localgov as spaces that bring together different actors with a public sector interest.  相似文献

Open Government Data (OGD) ecosystems are composed of public, private and non-profit actors playing specific roles related to the availability and use of publicly accessible government information. The literature considers the presence of healthy ecosystems as crucial for effective use of OGD, with positive effects on democracy, policy effectiveness, and economic development. This paper employs the Exponential Random Graph model (ERGM) technique to empirically explore relations among the actors of an OGD ecosystem for public participation in the context of the European Policy in Italy. The models estimate the likelihood of an ecosystem connection between actors as documented online via Twitter, by considering the type of actor - namely government organizations, user communities, NGOs and the media - and their locations. The analysis showed that governmental organizations as data providers and intermediaries play a crucial role in disseminating OGD and facilitating their use by local communities. Government organizations as policy makers were much less active. In addition, NGOs and the media were less disposed than government actors to serve as data intermediaries and less likely than local communities to engage in policy deliberation. These patterns suggest that the nature and level of engagement by various actors may be influenced by their interest in the specific purpose of the ecosystem. Finally, co-location is a powerful predictor of the creation of new connections among actors of all kinds, demonstrating that effective local data use can be enabled and encouraged by national data provision.  相似文献

One aspect of the mediatization of politics is the idea that political actors adapt to the communication logic of news media to gain, for example, news media attention. Currently, this process may be influenced by the diffusion of the internet as a political communication channel, especially because online communication provides a new opportunity for political actors to communicate directly with citizens. Thus far, the adaptation to media logic by political parties has mainly been examined in the context of election campaigns. In order to transfer these findings to regular political communication, this study compares the use of media logic in the mass media and in direct political communication channels online and offline about the United Nations Climate Change Conferences 2011 and 2012. A quantitative content analysis of the conference protocols (input) and the presentation of the conference results in the seven most frequently used German offline news outlets (print and TV) and their online counterparts, as well as political offline and online communication channels like parliamentary speeches and websites of the six parties represented in the German parliament (output), was conducted. Results show that in the context of regular political communication, political actors seem to follow media logic to a lesser extent than in the context of election campaigns. Thus far, the influence of online communication on the mediatization of politics seems to be rather marginal. The causes and consequences of these findings are discussed.  相似文献

The recent global pandemic has highlighted the importance of efficient communication between the government and its citizens through online platforms. While approximately 90% of governments around the world have opened up their websites to provide government information and public services, many have been criticized for their quality issues. The unsatisfactory upkeep of government websites may be due to the lack of adequate guidelines and evaluation tools for public managers, which would enable them to achieve the superior goals of e-government initiatives. We posit that evaluating government websites should be done with a formative and theory-based approach instead of summative or conclusion-based ones, as a government website is a long-term mechanism to achieve the objectives of e-government programs. Accordingly, this study empirically tests the Democratic E-governance Website Evaluation Model (DEWEM) that was conceptually created by Lee-Geiller and Lee (2019). Through a series of measurement development procedures, the results present a more concise, refined and validated model consisting of 25 items under 5 factors, whose associations to the outcome of democratic e-governance were statistically significant. The validated DEWEM also shows significant correlations with citizens' satisfaction and intention to use the website. This study advances the body of evaluation research for government websites and provides public managers with credible and useful guidelines for improving their websites.  相似文献

This paper examines the presence, usage, and effectiveness of Egyptian government social media websites. The adoption of social media technology provides an illustration of the application of New Public Service (NPS) theory to public administration. The first phase of this study examined the presence of social media applications on these government websites. The second phase analyzed the use of Facebook by governmental entities in Egypt. The use of Facebook, Twitter, and YouTube were the top social media applications in Egyptian government websites, which is consistent with other government surveys of social media found in developed countries. In terms of effectiveness of these social media websites, they were used mainly to post information, with very little two-way interaction between citizens and government. The analysis in this paper shows that social media in Egypt is not much in line with the NPS theory.  相似文献

Government agencies are directed to communicate objective and scientific information to the public, but studies show that political ideology may play a role in how much information governments provide. In this paper I argue that the ideology of a head administrator, and its alignment with agency mission, can restrict the kinds of information that government agencies provide, which may or may not amount to a type of regulatory capture. This impact may also be moderated by the specific media in which the communication takes place. I explore this theory via a case study of the United States Environmental Protection Agency online communication over a period of 32 months, during the years of 2013–2014, under the Democratic Administrator Gina McCarthy, and 2017–2018, under the Republican Administrator Scott Pruitt, via topical terms and document analyses of Twitter posts and web news releases. The information—topics, policies and issues—remain largely consistent across administrations and media channels, but notable distinctions are observed that point to the political ideologies of administrators in office, including a restriction of relevant scientific information on climate change during the misaligned administrator. Moreover, results show differences across media types which may reflect speed and popularity affordances of Twitter compared to website communication. I conclude by discussing the importance of policies to protect against ideological partisanship, and how social media may be better used as tools in government information policy and online communication.  相似文献

The purpose of this research is to investigate the current state and trend of government website information cited by social science and humanities (SS&H) journal articles in China. The Chinese Social Science Citation Index (CSSCI) was used as the benchmark and the Social Science Citation Index (SSCI) journals as the reference samples. It analyzed 204,019 web citations (N = 5,063,237) found in 925,506 articles that were published in CSSCI journals during the 1998–2009 period. The findings unveil that web citations accounted for only 4.03% of the total number of citations (N = 5,063,237), and that citations of Chinese government websites constituted 6.6% of the total number of web citations (N = 204,019). The study disclosed detailed information regarding citations derived from ministries and commissions directly under the State Council websites (N = 69), government online media (N = 7), government website citation subjects (N = 21), and various types of government website information (N = 5). Although government website information has limited influence on SS&H, their impact is currently growing rapidly. In comparison with international research community, influence of government web information on Chinese social science is higher, while its influence on humanities is lower. Essentially, Chinese scholars put emphasis on citing information from authoritative central government websites or highly visible state-owned media information as supporting evidences in their articles. In general, the citation of information from Chinese government website tends to hot social issues of society. Finally, it is necessary to promote the visibility of local government websites, to develop policies and guidelines to encourage the disclosure and the diversity of data, so that there will be more citation balances between social and technological topics.  相似文献

This online survey conducted at a public university in the Northwest (N = 434) examines the influence of political involvement, information source attention, and online political discussion on young adults’ political efficacy. A factor analysis indicated that political information sources loaded into three factors including conventional and online hard news media such as newspapers, opinion and social media such as blogs or social networking websites, and public affairs websites including government and candidate websites. A path analysis revealed significant differences in their association with online political expression and external efficacy. As an entry point in the theoretical model, involvement in public affairs positively associated with attention to political information sources, online political expression, and external political efficacy. Attention to hard news and to public affairs websites positively predicted political efficacy. Attention to online opinion and social media and to public affairs websites positively predicted online political expression.  相似文献

Public libraries that practice effective dialogic communication are more likely to build trust with their communities. Applying principles of dialogic communication as a theoretical framework, this study examines how public libraries in Canada and the USA use Twitter to build long-term positive relationships with their publics. Content analysis of 28,788 Twitter messages sent to and from thirteen library @names revealed that libraries tend to employ the ‘dialogic cluster’ principles more often than the ‘technical and design cluster’ ones. However, ‘technical and design cluster’ messages were more likely to be retweeted. The number of followers was found to be positively related to the frequency of trust messages that the Twitter users send to a library @name. The authors discuss communication practices to actively engage publics in dialogic communication on Twitter.  相似文献

Between Twitter revolutions and Facebook elections, there is a growing belief that information and communication technologies are changing the way democracy is practiced. The discourse around e-government and online deliberation is frequently focused on technical solutions and based in the belief that if you build it correctly they will come. This paper departs from the literature on digital divide to examine barriers to online civic participation in policy deliberation. While most scholarship focuses on identifying and describing those barriers, this study offers an in-depth analysis of what it takes to address them using a particular case study. Based in the tradition of action research, this paper focuses on analysis of practices that evolved in Regulation Room—a research project of CeRI (Cornell eRulemaking Initiative) that works with federal government agencies in helping them engage public in complex policymaking processes. It draws a multidimensional picture of motivation, skill, and general political participation divides; or the “analog” aspects of the digital divide in online civic participation and policy deliberation.  相似文献

This research examined the ways in which academic librarians and users interact when using social media tools such as Twitter and Weibo as well as end-users' and librarians' perceptions of the types of interaction through social media. The study conducted an analysis of 1600 microblog posts sampled from twenty university library Weibo (Chinese Twitter) sites and twenty library Twitter sites in English-speaking countries. The results were compared using Chi-Square analysis. Results indicated that at present academic librarians in English-speaking countries use post information relevant to the library (news and events) and respond to information/research inquiries. And academic librarians in China are likely to use Weibo to communicate with users and to disseminate library news. Given the lack of previous research on how social media such as micro-blogging in general facilitates communication between librarians and library users in academic libraries between in English-speaking countries and China, this study provides valuable information concerning librarians' and end-users' interactions of information/knowledge sharing activities, which will enable libraries to be better positioned to promote user engagement through SNS usage.  相似文献

ABSTRACT

News organizations increasingly focus their efforts to boost traffic on their websites to grow their share of online advertising. We investigated the relationship between news websites’ traffic ranking and their social media tools of Facebook, Twitter, YouTube and Google Plus. For a year we monitored the followers of all Greek regional newspapers in relation to the traffic on their websites. We continued monitoring for a second year to validate the robustness of the findings and we hereby present results for 86 weeks. Statistical analysis leads to the conclusion that the number of social media subscribers can predict the competitive position of a newspaper in the market based on its website traffic. The effect lasts for a limited period of time, one to three weeks, depending on the specific medium. Importantly, results indicate the potential of developing a prediction model of the website’s traffic, based on the social media metrics of the organization, as a useful tool to increase traffic and revenues from online advertising.  相似文献

This study bases on two theorized aspects of web interactivity, human‐to‐online‐media interaction, and human‐to‐human‐via‐online‐media interaction, aiming to explore how the concept of ‘interactivity’ was defined and realized by primary candidates' websites in Taiwan's 2000 presidential election. Measured by an Interactivity Index Scale developed in this study, the research findings indicate that candidates' websites performed better in offering human‐to‐online‐media interaction; however, the human‐to‐human interaction via online media was not realized as the primary objective of the online campaigns. Further analysis revealed that even in the perspectives of human‐to‐online media interaction, candidates tended to define web interactivity in terms of working towards their interest, not towards those of the voters. The implication of such findings is provided for future studies on online political communication.  相似文献

Experts claim that the world is increasingly polarized by emerging social media platforms. The political actors amplify the polarization through their agents' user-generated content. The extreme political ideologies sway the people sitting on the fence on these social media platforms. Using tweets on a recent policy change on identity in India, the present study seeks to perform a scientific analysis of the polarization of the debates within ordinary citizens' groups from a theoretical lens. We further highlight some of the crucial trends that triggered these polarized discussions in general. Through the lens of Echo chambers and Herd behavior, this study provides valuable insights surrounding the influencers and individuals involved in this discussion where the polarization of preferences is witnessed. Proposing a novel design of a root-level influencer, this study establishes them as polarization actors on a social media platform (Twitter). Through various engagement metrics, we also identify the role of targeted communication (hashtags) and similarity in the users' discussion across the political domain as potential behavioral explanations for opinion polarization on Twitter.  相似文献

Despite the expectation that social media use in the public sector contributes to enhancing government responsiveness to citizens, few empirical studies exist on whether social media use actually leads to more responsive public administration in practice and how social media are used by governments to build citizen-centric governance. The purpose of this study is to examine what roles are played by mayors and public officials in social media networks to increase government responsiveness. Thus, we adopt social network analysis (SNA) to the Twitter network of public services as well as carry out a case study on interactions among the mayor, local government, and citizens via Twitter in Seoul, Korea. The research findings show that the mayor of Seoul plays the most important role as a bridging hub in the Twitter network. Specifically, the mayor serves as a bridge between different clusters of citizens and public officials as well as a hub for the most connected users in the network. The mayor's role as a bridging hub in the Twitter network contributes to enhancing government responsiveness by making possible to overcome the disconnection between citizens and the local government, and information asymmetry among the mayor, public officials, and citizens.  相似文献

After Officer Darren Wilson fatally shot African American teen Michael Brown in August 2014, rioters unleashed their anger on the streets of Ferguson, Missouri. Using content analysis and framing theory, this study analyzed how news organizations covered events in Ferguson on Twitter over the course of a month immediately following the shooting. Protesters were framed as troublemakers; but community leaders were not framed as “rabble-rousers.” Journalists continued to rely on official sources more than alternate sources in spite of criticism of law enforcement and other political elites, but nearly 10% of the coded tweets that relied on official sources included some element of skepticism. Tweets from cable news outlets did not show partisan bias in any significant amount; and traditional legacy news media sources utilized the Twitter platform enhancements—such as article links, photos, links to other content, or hashtags—more than their new digital media counterparts. As Twitter launched #ferguson into the national consciousness, it is quite plausible that the framing of the tweets by news agencies may have molded perceptions of larger issues about the racial health of the nation, established policies of law enforcement, and the challenge of elected leaders to resolve explosive domestic problems.  相似文献

This study examines Twitter use by the central government in Korea and the federal government in the USA by employing the webometric technique to extract their Twitter activity (basic Twitter statistics such as the numbers of followers, followings, and Tweets) and the social network analysis technique to map the relationship between their Twitter accounts and the direction of outlinks in their Tweets. The results of the initial analysis indicate some differences in Twitter strategies between the two governments. For example, Korean ministries were well connected through a dense network, engaged in collective cooperation, and retweeted common content to reinforce their collective agendas regardless of their main administrative functions, whereas US government departments were less collective and more individualistic and retweeted those messages that specifically fit the purpose of each department. In addition, the results for outlinks indicate that US government departments preferred private sources of information, whereas Korean ministries, government sources.  相似文献

This study examines the role of content professionalism and public outreach, along with partisanship in the availability of online local public information. Comparing county and school board websites in Florida, the author suggests that online public records serve as a proxy for the entity's overall level of transparency. A content analysis of 134 local government websites reveals that school boards had a higher level of transparency than counties in Florida, while websites with a more professional look and those located in communities with a high Republican proportion had greater transparency than others. Finally, implications for scholars and government leaders are discussed.  相似文献

In the era of Web 2.0, managing risk communication on social networking sites has increasingly become crucial and complicated issues in the field of homeland security. The response to the 2013 nuclear test in North Korea was largely based on a coordinated effort by Korea's Ministry of Defense, the United Nations, and many countries from around the globe. By analyzing risk communication networks emerged from Twitter users for the period from January 30 to February 24, 2013, this study investigates the way in which citizens' risk communication is formulated through social media and how they transmit risk information in homeland security. Analysis results show the dynamic evolution of risk communication networks based on influential actors with critical information who played pivotal roles in distributing this information to other actors.  相似文献
