Government agencies are becoming more data-driven and need high-quality data to fulfill their roles in society. In the past, each agency organized its own data exchange system according to its own needs. Today, data is distributed over many organizations, and government agencies need to adopt an ecosystem approach for data exchange. Fundamental in the ecosystem approach is the dependence on other parties for the execution of stewardship strategies. Data-driven government agencies increasingly depend on other organizations for high-quality data and data stewardship across organizations is becoming more critical. While there is ample research on data stewardship within organizations, little is known about data stewardship in ecosystems. More specifically, it is unclear which data stewardship strategies government agencies can employ in ecosystems. The main goal of this explorative paper is to identify and compare data stewardship strategies used in empirical government-business ecosystems. Following an explorative case study approach, this paper reveals three different configurations of inter-organizational data stewardship: 1) the government-led ecosystem, 2) the government-business-led ecosystem, and 3) the regulation-led ecosystem. The case studies expose a wide array of data stewardship strategies across ecosystems. While the ecosystem approach provides advantages such as cost-sharing and innovation by private parties, government agencies become increasingly dependent on private parties to gain high-quality data and provide distributed infrastructure components. Maximizing the benefits and minimizing the risks of the ecosystem approach requires government agencies to be cautious when selecting a specific ecosystem configuration.  相似文献

Non-governmental organizations (NGOs) are deeply embedded within the socio-political landscape of India. NGOs were instituted by the Indian government specifically for the purpose of nation-building at the time of national independence in 1947 (Muttalib, 1987). In recent times however, NGOs have come under much scrutiny because of the expanding neoliberal agenda, and global discourse surrounding NGOs often involves questions of accountability. Communication scholars have studied NGOs in various contexts, but what remains unexplored is the question of how NGOs are portrayed within the media, which in contemporary society constitutes the public sphere or space of public opinion. It is important to look at the media because public legitimacy can have serious consequences for an NGO's ability to garner funds, influence policy, and build trust in beneficiary communities. This study thus asks the research question: How are NGOs framed in the Indian media? A qualitative analysis was employed to identify news frames or ‘interpretive packages’ used to talk about NGOs in two of the most widely-circulated English daily newspapers in India. The analysis identified four frames: the ‘do-good’ frame, protest frame, partner frame, and the public accountability frame. The findings show that, for the most part, NGOs are represented in a positive and even a nationalistic light, in spite of the larger global discourse interrogating NGO practices. The discussion elaborates on institutional, political, and historical reasons why NGOs are portrayed favorably in the newspapers.  相似文献

Open government data (OGD) policy differs substantially from the existing Freedom of Information policies. Consequently OGD can be viewed as a policy innovation. Drawing on both innovation diffusion theory and its application to public policy innovation research, we examine Australia's OGD policy diffusion patterns at both the federal and state government levels based on the policy adoption timing and CKAN portal “Organization” and “Category” statistics. We found that state governments that had adopted OGD policies earlier had active policy entrepreneurs (or lead departments/agencies) responsible for the policy innovation diffusion across the different government departments. We also found that their efficacy ranking was relatively high in terms of OGD portal openness when openness is measured by the greater number of datasets proactively and systematically published through their OGD portals. These findings have important implications for the role played by OGD policy entrepreneurs in openly sharing the government-owned datasets with the public.  相似文献

The article analyses the role of Open Government Data policy as part of the broader public policy agenda of the UK government. A thematic analysis of interview, observational and policy documentation is presented which suggests that since 2010 the Open Government Data agenda has been used strategically by the UK's centre-right coalition government to progress a range of controversial policies, which are aimed at the continuation of the neoliberal form of state through its current crisis. Specifically, the relationship between Open Government Data policy and the neoliberal objectives of the marketisation of public services and privatisation of public assets, the leveraging of financial markets and the pharmaceutical industry, and the embedding of OGD into a broader agenda aimed at rebuilding trust in political elites are analysed. These findings are examined in relation to Braman's (2006, 2011) arguments regarding the strategic implementation of information policy by Governments in the exercising of state power, and the development of the ‘informational state’.  相似文献

[目的/意义]政策是开放政府数据生态系统中至关重要的要素。对开放政府数据政策的研究成果进行述评,为我国开放政府数据政策制定提供政策方案,同时为深入开展政策研究提供参考和指南。[方法/过程]采用文献调研法,对开放政府数据政策相关的研究进行系统梳理和归纳,在此基础上对现有研究进行全面评价并提出未来研究方向。[结果/结论]研究表明,目前我国开放政府数据政策的研究主要集中在开放数据政策环境研究、开放数据政策制定和执行三个方面。现有研究的局限具体表现在:注重国外经验性研究,对我国政策的研究较少;研究较为零碎和抽象,缺乏系统性和具体性。未来应就开放数据政策内容体系特别是数据资产管理政策、政策执行的协调机制、参与机制和监督机制,以及现有政策的适应性等进行深入研究。  相似文献

Studies in digital government research have not sufficiently considered the internal networking aspects of social media beyond interactions with the public. This article examines the function of social media as informal networks of professional practice within the public sector. The empirical study is based on a longitudinal analysis of the Twitter hashtag community #localgov used by British local government actors (dataset of 235,681 tweets posted within 2013–2015). In a period of significant budget reductions, Twitter conversations involved a wide range of responses about the impact of the cuts and future of services. #Localgov shows high level of cross-service exchanges in the institutional sharing of good practice while the dynamics of interaction reflect the traditional landscape of intergovernmental relationships in England. We argue about the importance and characteristics of hashtag communities like #localgov as spaces that bring together different actors with a public sector interest.  相似文献

With the open and big data movement in full swing, data sharing becomes more ubiquitous and more often crosses sectoral boundaries. The promise of data to help address societal issues and foster innovation requires public organizations to work together with businesses and researchers. Data collaboratives whereby actors collaborate to share and use data for public good gain increasing interest. Most of these collaborations, however, tend to be one-off, small, and limited in impact due to a complex web of legal, technical, ethical, commercial, and organizational challenges. Initiators of data collaboratives, termed as conveners, can potentially alleviate some of these concerns by playing various roles in developing a more sustainable data ecosystem for the data collaboratives. Our study investigates what convener roles are perceived to be critical in developing data collaboratives. By drawing on data ecosystems thinking, we developed a framework of convener roles and sub-roles which we further used to analyze four cases in the Netherlands and Sweden. We conclude that connecting role and learning catalyst role are critical at the initiation stage, while stimulating and mediating roles emerge as future critical roles as the data ecosystem develops. We further identified convener meta-roles that are associated with particular data ecosystem structures (keystone-centric, marketplace-based, intermediary-based, and platform-centric). Our research can be instrumental to actors leading the efforts of creating such data ecosystems as it provides insights on the needs and resources that can be leveraged to stimulate development and innovation.  相似文献

Social media and online services with user-generated content (e.g., Twitter, Facebook, Flickr, YouTube) have made a staggering amount of information (and misinformation) available. Government officials seek to leverage these resources to improve services and communication with citizens. Significant potential exists to identify issues in real time, so emergency managers can monitor and respond to issues concerning public safety. Yet, the sheer volume of social data streams generates substantial noise that must be filtered in order to detect meaningful patterns and trends. Important events can then be identified as spikes in activity, while event meaning and consequences can be deciphered by tracking changes in content and public sentiment. This paper presents findings from a exploratory study we conducted between June and December 2010 with government officials in Arlington, VA (and the greater National Capitol Region around Washington, D.C.), with the broad goal of understanding social media use by government officials as well as community organizations, businesses, and the public at large. A key objective was also to understand social media use specifically for managing crisis situations from the routine (e.g., traffic, weather crises) to the critical (e.g., earthquakes, floods).  相似文献

Government agencies are increasingly using social media to connect with those they serve. These connections have the potential to extend government services, solicit new ideas, and improve decision-making and problem-solving. However, interacting via social media introduces new challenges related to privacy, security, data management, accessibility, social inclusion, governance, and other information policy issues. The rapid adoption of social media by the population and government agencies has outpaced the regulatory framework related to information, although the guiding principles behind many regulations are still relevant. This paper examines the existing regulatory framework and the ways in which it applies to social media use by the U.S. federal government, highlighting opportunities and challenges agencies face in implementing them, as well as possible approaches for addressing these challenges.  相似文献

Social media such as blogs, microblogs or electronic social networks can transform the ways in which we relate to other people and organizations. Government organizations are experimenting with social media to communicate with their constituents, and many analysts see in these media a powerful set of tools to reinvent government–citizen relationships. In this paper, we present the perceptions of risks, benefits and strategic guidelines about social media applications gathered from 250 public servants from Central Mexico, most of them working in information technology, as web masters or responding to Freedom of Information Act requests. The conclusions of the analysis are 1) that governments' participation in social media may result in improved communication and citizen participation, more transparency, and transfer of best practices among government agencies; 2) that a good implementation strategy is necessary to realize these benefits and to avoid risks; and 3) that the implementation of social media highlights the importance of updating laws and regulations, and of promoting changes in government culture and organizational practices.  相似文献

In 2009, the Obama administration issued the Open Government Initiative that directed Executive agencies to improve transparency, openness in government, and public participation with government. The Obama administration views transparency and openness in government as a cost-effective and efficient process capable of improving public participation with government and public access to government information. To address the initiative in part, many agencies adopt social media as the means to disseminate information out to the public and to increase public participation with agency website content and activities. This exploratory study examines Executive agency use of social media and public participation with the media. Findings indicate that most agencies reviewed do use social media. The public does interact with the media and some agencies experience high overall participation levels; however, there are some issues with agency use of social media and public participation with the media.  相似文献

Scholars and practitioners argue that the most important interactions between citizens and government happen at the local level. These relationships could become closer and more frequent with the use of information and communication technologies (ICTs). In fact, portals could be seen not only as channels for providing government information and services, but also as powerful tools to exchange information and knowledge between different social actors and government entities and to enable participation in collective decision-making efforts about important public affairs. For instance, social media and other Web 2.0 tools could provide new electronic channels for these interactions through their inclusion in local government portals. This paper argues that although important modifications to the organizational and institutional frameworks would be necessary, the potential for local electronic governance through networks of government and non-government actors via internet portals is clearly present. However, a very important first step would be the inclusion of more interaction, participation, and collaboration mechanisms in government portals. Similar to previous efforts with data from the U.S., this paper describes the results of a recent assessment of local government portals in Mexico. The conclusion is that progress toward citizen engagement is slow in local governments and there are very few efforts to increase interaction, participation, and collaboration channels on their portals. Most of them are still following the vision of information and services providers and a local electronic governance model is still in its very initial stages. It seems that e-government in municipalities is still more rhetoric and less reality, at least in some countries.  相似文献

In the last decade, governments around the world have created open government data (OGD) repositories to make government data more accessible and usable by the public, mostly motivated by values such as improved government transparency, citizen collaboration and participation, and spurring innovation. The basic assumption is that once data are more discoverable, accessible, available in alternative formats, and with licensing schemes that allow free re-use, diverse stakeholders will develop innovative data applications. Despite OGD's potential transformative value, there is limited evidence for such transformation, particularly due to scarce data use, which is partly attributable to the lack of technical skills and user training. To advance the dialogue around methods to increase awareness of OGD, improve users' skills to work with OGD, and encourage data use, the paper compares and contrasts how three training interventions in Spain, Italy, and the United States have sought to increase awareness of OGD, improve users' skills and potentially engage them in their use of OGD. We report three main findings. First, introduction and analysis skills are taught in combination to encourage use of open data. Being aware of OGD and its benefits is insufficient to promote use. Second, OGD training seems to be more effective when complemented with knowledge about context and interactions with government. Finally, embedding the training interventions in the specific contexts and considering the unique characteristics, interests, and expectations of different types of users is critical to success.  相似文献

Social media in government is becoming one of the major trends in Electronic Government (e-government) research and practice worldwide. During the last few years, several authors have addressed the potential of social media for the innovation of public sector organizations. Most of these contributions have focused on the technical dimensions of social media, while other aspects have not attracted equal attention. In contrast, this introductory article interrogates the role of social media in the basic areas of e-government: government information flows and the availability of government information; the use of information technology to create and provide innovative government services; the impact of information technology on the relationships between the governed and those governing; and the increasing importance of information policies and information technologies for democratic practices. Accordingly, the next few pages propose and develop three dimensions of social media in government: tools, goals, and topics. We think that these dimensions could help to better understand the use of social media in government settings. Then, after a brief review of current trends in social media and government research, we present the articles included in this special issue. Finally, we present some practical lessons and suggest ideas for future research. This special issue could be seen as a starting point for the development of innovation through social media in public administrations around the world.  相似文献

Social media technologies have begun to enter the governmental workplace as tools to accomplish improved public service and engagement. Widespread recognition of the potential of social media technology for achieving public outcomes does not match our understanding about how and why specific tools are being used for specific purposes. This paper makes use of newly collected national survey data from local government managers in five different agencies to address the questions: which social media tools are being used, for which tasks or purposes; and what organizational characteristics influence the coupling of task and technology. Findings reveal patterns of social media tool application for particular purposes, although organizations do not all use social media tools in the same way. Moreover, regression analysis shows that different organizational factors – work characteristics, innovativeness, technology and management capacity and stakeholder influence – predict each of the four technology–task couplings — social media for dissemination, social media for feedback on service quality, social media for participation, and social media for internal work collaboration. This study demonstrates that social media tools are not a monolithic group and calls for greater research attention to the complex interactions among social media technology, task and organizational context.  相似文献

Open government data (OGD) initiatives are an emergent platform research topic. There is little understanding how these platforms are governed for the innovation of services using open data, where the cultivation of an installed base of heterogeneous service innovators can lead to increased usage of OGD. In this paper, we draw on established literature from digital platforms research to investigate how service innovation is cultivated in open government data contexts. We employ a comparative case study of open government data platforms in three leading Latin American cities and draw upon the concept of boundary resources taken from platform theory. Our research generates two key contributions. First, we propose a theoretical model, which explains how an OGD platform owner is able to govern the demand and the supply side of its platform to facilitate the cultivation of a platform ecosystem. Second, we develop contributions to practice in terms of a set of recommendations for governments in emerging countries concerning how to establish and manage a vibrant OGD platform ecosystem.  相似文献

The organization of city government into specialized departments allows cities to accomplish an array of service delivery tasks. Government reformers argue this fragmentation creates coordination challenges when problems spillover the lines of specialized agencies. Functional fragmentation also poses coordination challenges for government communication with the public through social media. The global SARS-CoV-2 pandemic and COVID-19 disease provide an opportunity to investigate the consequences of functional fragmentation in city government for social media communication about public health and pandemic response. A comparative case analysis of three cities using data from city agency Twitter accounts and key informant interviews demonstrates the consequences of fragmentation for internal coordination, as well as public outreach. The experiences of Atlanta, San Francisco, and Washington, DC in the early days of the pandemic provide pragmatic insights for city officials and illustrate the theoretical importance of giving attention to whole of government approaches to city social media communication.  相似文献

In light of the media industry’s growing focus on audience engagement, this article explores how online and offline forms of engagement unfold within journalism, based on a comparative case study of two American public media newsrooms. This study addresses gaps in the literature by (1) examining what engagement means for public media and (2) applying the concept of reciprocal journalism to evaluate the nature of reciprocity (direct, indirect, or sustained) in the give-and-take between journalists and their communities. Drawing on direct observation and in-depth interviews, this article shows how this emerging focus on engagement is driven by public media journalists’ desire to make their relationship with the public more enduring and mutually beneficial. We find that such journalists privilege offline modes of engagement (e.g., listening sessions and partnerships with local organizations) in hopes of building trust and strengthening ties with their community, more so than digital modes of engagement (e.g., social media) that are more directly tied to news publishing. Moreover, this case study reveals that public media organizations, in and through their engagement efforts, are distinguishing between the communities they cover in their reporting and the audiences they reach with their reporting.  相似文献

As a result of the growing influence of supranational organizations, there is a need for a new model for subject access to government information in academic libraries. Rulings made by supranational bodies such as the World Trade Organization (WTO) and rulings determined under the auspices of transnational economic agreements such as the North American Free Trade Agreement (NAFTA) often supersede existing law, resulting in obligatory changes to national, provincial, state, and municipal legislation. Just as important is the relationship among private sector companies, third party actors such as nongovernmental organizations (NGOs), and governments. The interaction among the various entities affected by supranational rulings could potentially form the basis of a new model for subject access to government information.  相似文献

A key premise of open government data (OGD) policies is enhanced engagement between government and the public. However, it is not well understood who the users of OGD are, how to tailor OGD content, and which communities to target for outreach. We examined users' engagement with Health Data NY, New York's health oriented OGD portal, to understand user characteristics associated with increased site engagement. We used Google Analytics data to classify four site engagement metrics into high versus low engagement and used logistic regression to test associations between higher site engagement and gender, age group, device type, and consumer interest. We found that being in a younger age bracket, male, a desktop user, and a Technophile are associated with higher engagement. The findings contribute to further understanding OGD initiatives and consumer health information behavior. More broadly, we demonstrate how OGD managers can leverage their web analytics data to understand which users are most engaged, thereby enabling them to better target their content.  相似文献
