Over a six-month time period a school board and its community discussed their district's strategic plan goals about diversity. This article analyzes that discussion within the practical theory frame articulated by Craig. Meeting talk and documents were analyzed to determine how the group's policy deliberation became an argument over what words to have (or avoid) in the strategic plan document. Proposals about document language were framed as technical editing, as inadvertent changing of a policy, and as wordsmithing. In addition to each frame being used, each was also challenged as to its being used to advance some group members' interests at the expense of others. Moving back and forth between using and resisting wording proposal frames, we suggest, is a reasonable way for groups to manage a dilemma they face in crafting policies about controversial, abstract issues. The paper concludes by identifying implications for dilemma theorizing and future study of groups.  相似文献

A multicase approach was used to explore evaluation methods being used in academic medical libraries that are engaged in strategic planning, including where in the planning and implementation process evaluation is being incorporated and how the evaluation data are collected, analyzed, and incorporated into future strategic planning processes. Data collection included document review (strategic plans, memos, Web sites) and interviews (semistructured individual interviews and focus groups). The strategic planning process used at each institution varied yet could be mapped to Bryson's process for strategic planning. Strategic planning was found to serve as a management tool, providing libraries in the study with direction and focus; however, there remains a strong need for leaders to communicate the importance of incorporating evaluation into the planning process.  相似文献

The author has prepared a planning document on how her library system can use volunteers as one strategy for keeping libraries open in the face of severe budget cuts by the county government that provides most of the library's funding. The document is addressed to the Future of the Library Task Force, the planning group that makes policy recommendations to governance officials. The author also estimates the number of volunteers and the number of hours they will contribute as Charlotte Mecklenburg Library works to implement the plan. These calculations generate several tables with information about volunteer activities within the system to provide the planners with sufficient information to make appropriate decisions.  相似文献

We theorize about the strategic alignment of computing with organizational mission, using the Commonwealth of Pennsylvania's efforts to pursue digital government initiatives as evidence. To do this we draw on a decade (1995–2004) of changes in Pennsylvania to characterize how a state government shifts from an organizational to an enterprise perspective regarding computing. We document and analyze the strategic and operational aspects of a series of information and communications technology (ICT) planning efforts to highlight the nature and roles of strategic alignment used to achieve this transition. Findings from this analysis mark the importance of combining several approaches to strategic planning regarding the adoption and application of ICT.  相似文献

The article analyses the role of Open Government Data policy as part of the broader public policy agenda of the UK government. A thematic analysis of interview, observational and policy documentation is presented which suggests that since 2010 the Open Government Data agenda has been used strategically by the UK's centre-right coalition government to progress a range of controversial policies, which are aimed at the continuation of the neoliberal form of state through its current crisis. Specifically, the relationship between Open Government Data policy and the neoliberal objectives of the marketisation of public services and privatisation of public assets, the leveraging of financial markets and the pharmaceutical industry, and the embedding of OGD into a broader agenda aimed at rebuilding trust in political elites are analysed. These findings are examined in relation to Braman's (2006, 2011) arguments regarding the strategic implementation of information policy by Governments in the exercising of state power, and the development of the ‘informational state’.  相似文献

  • The Society for Scholarly Publishing's (SSP) Diversity, Equity, Inclusion, and Accessibility (DEIA) Committee began as a grassroots initiative in 2016.
  • Over a a period of 4 years, the committee evolved from a six-member task force to a large standing team consisting of more than 25 individuals.
  • The task force developed a strategic plan consisting of three major objectives that formed the basis of the group's strategic initiatives. The committee implemented several DEIA nitiatives that provided education and resources to SSP members about DEIA within their workplaces and promoted DEIA practices in the work that SSP committees were doing on behalf of the organization.

This paper offers insight into the processes that have shaped the Eskind Biomedical Library''s (EBL''s) strategic direction and its alignment to the institution''s transformative vision.

Setting:

The academic biomedical library has a notable track record for developing and pioneering roles for information professionals focused on a sophisticated level of information provision that draws from and fuels practice evolutions.

Strategy:

The medical center''s overall transformative vision informs the creation of a fully aligned library strategic plan designed to effectively contribute to the execution of key organizational goals. Annual goals reflect organizational priorities and contain quantifiable and measurable deliverables. Two strategic themes, facilitating genetic literacy and preserving community history, are described in detail to illustrate the concept of goal setting.

Conclusion:

The strategic planning model reflects EBL''s adaptation to the ever-changing needs of its organization. The paper provides a characterization of a workable model that can be replicated by other institutions.  相似文献

ABSTRACT

In the competitive Higher Education environment, it is no longer sufficient for special collections to rely on the “uniqueness” of a collection as its unique selling point—it must be supported by a service and strategic plan that is both proactive in anticipating the demands of future researchers and responsive to current researchers’ changing needs. Edinburgh University's Centre for Research Collections (CRC) is addressing this challenge for the first time in a coordinated manner, employing a suite of research methods that allow staff to take an evidence based approach to service development and strategic planning. These include ethnographic observation, structured surveys, object-based learning initiatives, comprehensive data interrogation, and active engagement with the University's academic schools. This article examines how these approaches have been utilized in the development of CRC services, and its benefit to long-term planning.  相似文献

The American Library Association's program priorities since 1977 have increasingly centered on redefining the mission of the library in a broader context of total information access. Access has been addressed by the Association in relation to national information policy. The Association's response to the work of its Commission on Freedom and Equality of Access to Information illustrates the difficulties that arise when member-governed organizations consider information policy options in public forums. Such debates may challenge fundamental professional values. The need to reexamine policy positions an conflict with the importance of maintaining a consistent public advocacy stance. ALA has identified access as its highest priority and has begun enumerating characteristics of adequacy in the information access environment. There is little indication that the ALA organizational structure itself, however, yet reflects the transition from document delivery to information access.  相似文献

Aboriginal writing produced on Flinders Island off the coast of Van Diemen's Land, Australia, between 1836 and 1847 portrays continued resistance and attempts to influence public opinion and government policy. The journal, petition to Queen Victoria, private letters and colonial press coverage document the tumultuous existence Van Diemen's Land's surviving Aboriginal people endured. Leximancer software and a manual content analysis are used to identify the key themes and communication devices existing within the documents. Applying a typology of public sphere characteristics over the content analysis provides evidence of the existence of a subaltern Aboriginal public. This paper concludes that the Flinders Island people adopted European communication structures to overtly and covertly resist colonial domination and to exert control over their own lives. The documents and events surrounding their production suggest that the surviving people, despite being from different tribes in Van Diemen's Land, formed an Aboriginal subaltern public through which they took a unified stand against colonial oppression.  相似文献

ABSTRACT

Through a review of the literature, the author sought to identify what assessment planning practices exist in libraries, how the assessment planning process works in libraries, and what components constitute a library assessment plan. The findings suggest that, while libraries determine and report a great many aspects of organizational performance, general assessment planning (which encompasses total organizational impact and value) is not frequently used or integrated into the library's comprehensive strategic planning process, and it does not always effectively cover the scope of the assessment activities and information needed by organizational leaders and administrators to develop effective strategic plans and decisions. This lack of integration creates disconnects between the library's ability to determine and report organizational value and the library's need to provide accountability evidence to stakeholders and use the performance measurement results effectively in executing strategic planning and decision making. Using the findings of the review, the author proposes an alternative set of assessment planning components and focus areas.  相似文献

Federal Indian policy in the United States historically reflects both the hard-headed pragmatism of the nation and its quixotic romanticism. Researchers can identify roughly drawn policy epochs and policy motivations, but there were no clean slates as policy shifted. The legal history of a tribe reflects the accumulated—and often contradictory—impact of changing federal policy. Complexity was added to the government's approach by the application of single-minded policies to the exceedingly diverse native groups within the nation's borders. An understanding of evolving federal policy offers useful insights and a basis for creative legal theories.  相似文献

Abstract

In December 2017, Clemson University’s administration via the Assistant Vice President for Strategic Diversity Leadership charged each college and the University Libraries with creating and implementing a diversity strategic plan to align with the ClemsonForward institutional strategic plan and assessment system. Clemson University Libraries answered this charge by creating a Libraries Diversity Plan Working Group (LDPWG), which applied a provided institutional framework to conduct an inventory of current diversity, equity, and inclusion (DEI) initiatives and obtain input, feedback, and support from all the Libraries’ faculty and staff as well as the organization and institution administration to create an ambitious diversity strategic plan. The LDPWG worked for sixteen months to create an updated organization mission statement, a sustainable diversity statement, and an accountable roadmap, furthering Clemson University Libraries’ DEI initiatives and impact regarding six strategic priority areas: climate and infrastructure, recruitment and retention, education and training, research and scholarship, leadership support and development, and strategic partnerships.  相似文献

This article studies the internet's impact on expert–citizen interactions in the process of public policymaking. It examines a possible solution to a classical democratic dilemma of citizens' right to participate versus citizens' ability to participate. Through a meta-analysis of the past studies on internet's impact on citizen participation in public policy making, the authors find that the internet has successfully reduced resource difference between policy experts and the citizens as promised. However, the technology itself does not provide all the answers. Exogenous factors such as personal characteristics, decision environment, and institutional factors all play a role in enhancing the impact of the internet. Continued education and institutional innovations are necessary to encourage citizen–expert collaboration and reduce resource difference between the citizens and policy experts. Also, more clearly defined and systematic theoretical and empirical studies are needed to help facilitate our understanding of efficient citizen–expert interactions in public policy making by way of the internet technology. 1  相似文献

The Management & Economics Library at Purdue University began a major physical and conceptual renovation four years ago. The conceptual renovation involves a rethinking of library faculty and staff roles and responsibilities based on the library's and university's strategic directives. The LearnLab space is being used as a springboard to create new partnerships, to implement our new roles, and to transform the perspective of an academic library's present capability. To raise the library's profile within the campus community, it is critical to create a strategic plan and align library goals with those of the university. At George Washington University's Gelman Library, the instruction librarians gained internal and external support to hire two new instruction librarians to better support collaboration with the new university writing program. The Program for Cooperative Cataloging's 2018–21 strategic plan includes as one of its goals to “expand [the] use of linked data value vocabularies to augment, and where feasible to replace, existing metadata practices”.
