for understanding children's responses to picture books and observes the growth of cognitive and aesthetic responses. Her
findings have implications for illustrators, publishers, educators, and librarians.
Barbara Kieferis an associate professor at Teachers College, Columbia University, where she teaches courses in children's
literature, and reading. Originally trained in art education, she taught grades two, four, and five before completing her
doctoral studies in language, literature and reading. She was elected to the 1988 Caldecott Award Committee and has served

Widely varying recommended reading lists for psychiatry residents were obtained from 140 AMA-approved training programs. Approximately 4,000 articles, 2,800 books, and 200 serials were listed. The number of recommendations for each book was counted, and a rank-order determined. A second rank-order was determined from the lists of those eighty-seven programs which indicated that their material covered the "basic" literature; a third rank-order was determined from the number of residents using the lists. All rank-orders agreed on the "most recommended" book and the first eighteen books; there was a 92 percent correlation through the first 453 books. One-third of the "basic" recommendations were for the first 104 books; one-third for the next 349 books, and one-third for the remaining 1,994 books. The subject matter of the first 104 books indicated that the currently most popular subjects in psychiatry are psychoanalytic theories of personality, schizophrenia, psychotherapy, and child psychiatry. Conclusion No reasonable person could argue against learning to read. The point of this article is that learning to read is not just
a matter of mastering a few simple skills, nor is literacy just a matter of passing a reading test. Learning to read must
involve acquiring the reading habit. Literacy must be viewed as the regular exercise of reading skills through reading books.
The time-honored reasons why children should read books are now bolstered and supplemented by new research evidence that book
reading can make a unique and powerful contribution to children's reading development.
Our society, then, must provide all possible encouragement and opportunity for children to read books. Access to books is
a necessary condition for becoming a good reader. Reading itself is the key to literacy. Helping America's children build
lifelong reading habits must now be regarded as a true national priority.
